Agriculture August 3, 2023 – Negros Oriental Chamber of Commerce and
Industry (NOCCI) President Edward Du, together with NOCCI
Executive Director John Jalandoni, had a collaborative discussion
and planning with the Negros Oriental Provincial Planning and
Development Coordinator Engr. Ingo Ash Julian Mercado and
Former National Economic and Development Authority (NEDA)-
Region VII Director Efren Carreon on the Negros Oriental Tamlang
Valley Sustainable Agriculture for Growth and Resiliency Project.

The said project was initiated in 2020 by NOCCI, in collaboration

with the Hungarian Government and the Provincial Government of
Negros Oriental, to support the national government’s food security
and food resiliency program amidst the COVID-19 pandemic.

The said meeting was held at NOCCI Office.

Agriculture August 8, 2023 – Negros Oriental Chamber of Commerce and

Industry (NOCCI) Executive Director (ED) John Jalandoni and
Negros Oriental Provincial Planning and Development Coordinator
Engr. Ingo Ash Julian Mercado met with Negros Oriental Provincial
Administrator Atty. Arthur Fran Tolcidas at the Provincial Capitol to
discuss the proposed Tamlang Valley Sustainable Agriculture for
Growth and Resiliency Project as well as other proposed
collaborative agricultural development projects of NOCCI and the
Provincial Government.

During the meeting, ED John Jalandoni laid out NOCCI’s proposed

lined-up of programs and activities for the realization of the
Tamlang Valley Development Project, including the conduct of a
two-day Consultative Forum and Planning Workshop with the
various regional and local agencies of Region VII.

Agriculture August 29-30, 2023 – The Provincial Government of Negros

Oriental, in collaboration with the Negros Oriental Chamber of
Commerce and Industry (NOCCI), conducted a two-day
Consultative Forum and Planning Workshop on Tamlang Valley
Sustainable Agriculture for Growth and Resiliency Project. Present
during the activity were various regional and local agriculture and
economic development stakeholders led by Negros Oriental
Governor Manuel Sagarbarria, together with Provincial
Administrator Atty. Arthur Fran Tolcidas, Vice-Governor Jake
Reyes, Board Members Woodrow Maquiling, Sr., Kit Mark Adanza,
Jessica Jane Villanueva, Siegfred Buagas, PPDO Head Engr. Ingo
Ash Julian Mercado, Former NEDA-7 RD Efren Carreon, Provincial
Agriculturist Emmanuel Caduyac ,DA Asst. Director Joel Elumba,
APCO Alejandro Rafal, URSUMCO Consultant Mario Palma,
PENRO Viernov Grifalde, CENRO Richard Fabre, NORSU VP for
Administration Dr. Noel Marjon Yasi, NEDA-7 Paul Agir, Valencia
MAO Lindon Escalante, DAR PARPO 1 Engr. Manuel Galon,
PARCCOM Rep. Rolly Ylor Balbuena, PIA-Negros Oriental Center
Manager Jennifer Tilos, PCA-7, NIA-7, PHILFIDA-7, AFP, and the
PNP-Negros Oriental.

The primary aim of the activity was to forge a whole-of-government

approach to ensure a harmonious and effective implementation of
the Tamlang Valley Project.

Tourism August 4, 2023 – The Negros Oriental Hotel Resort Restaurant

Association (NOHRRA), with the support of the Negros Oriental
Chamber of Commerce and Industry (NOCCI), conducted its 2023
General Assembly and Induction Ceremony at The Baly Oriental
Hotel, Dumaguete City. The activity set forth the expansion and
reorganization of NOHRRA to become a more dynamic “voice of
tourism and hospitality industry” in Negros Oriental after a three-
year setback of the hospitality sector caused by the COVID-19
pandemic.

The induction of the new set of NOHRRA Officers and Board of

Trustees and 37 new members was officiated by Department of
Tourism Undersecretary and Chief of Staff Hon. Mae Elaine T.
Bathan. The Henry Hotel Inn Keeper, Mr. Hanky Lee, was the
Guest of Honor and Speaker in the said event. NOCCI President
and Negros Oriental Tourism Council (NOTC)-Planning and
Product Development Committee Chair Edward Du, Negros
Oriental Tourism Board Executive Director and NOTC Chairman
Woodrow Maquiling, Jr., and Negros Oriental 1 st District Board
Member Jessica Jane Villanueva expressed their full support to the
association and to the entire tourism and hospitality industry in the
province of Negros Oriental.

Tourism August 9, 2023 – As Chair of the Negros Oriental Tourism Council

(NOTC) – Planning and Product Development Committee, NOCCI
President Edward Du was part of the Negros Oriental Provincial
Government’s delegation, led by Governor Manuel Sagarbarria, to
support and participate in the Mount Kanlaon Natural Park Festival
in San Carlos City, Negros Occidental.

The upcoming Negros Island Region (NIR) was also taken up

during the Festival event.

Investment August 7, 2023 – Negros Oriental Chamber of Commerce and

Promotion Industry (NOCCI) Officers led by President Edward Du, Negros
Oriental 2nd District Congressman Manuel “Chiquiting”
Sagarbarria, and Dumaguete City Administrator Lani Ramon had a
meeting with Alameda-Dumaguete Sister City Project partners Flor
Ventanilla, Cynthia Bonta, and California, USA Attorney-General
Rob Bonta to strengthen economic, cultural, and political ties
between Alameda, USA, NOCCI, and the Province of Negros
Oriental.

Investment August 7, 2023 – Negros Oriental Chamber of Commerce and

Promotion Industry (NOCCI) Executive Director John Jalandoni had an
and Investor investment meeting with NOCCI member Ramilo Renewable
Servicing Commodities Corporation (RRCC) Chief Executive Officer Luis
Ramilo for the proposed NOCCI Business Development and
Investment opportunities for Suma Grass Plantation and Green
Charcoal Production in Negros Oriental.

Environment August 7, 2023 – Negros Oriental Chamber of Commerce and

Industry (NOCCI) President Edward Du, together with Quarry
Permittees Association (QPA) of Negros Oriental President Ruben
William Carballo had a virtual meeting with various sand and gravel
quarry stakeholders regarding NOCCI’s proposed Automation and
Digitalization of Sand and Gravel Quarrying Operations in Negros
Oriental to promote responsible mining in the province.

Digitalization August 14, 2023 – As the only local chamber championing “Free
WiFi for All,” Negros Oriental Chamber of Commerce and Industry
(NOCCI) President and Co-Chair of the Regional ICT Committee of
RDC-7 Edward Du authored a resolution on the Drafting and
Preparation of Central Visayas ICT Roadmap for 2023-2028,
during the RDC-7 ICT Committee Hybrid (RICTC) Meeting held at
the DICT 7 Office, Port Area, Cebu City.

Chaired by DICT 7, the RICTC was created by the Central Visayas

RDC in March 2018 and reconstituted in December 2022 for the
coordination of ICT policies, plans, and programs in Region 7.

Digitalization August 14, 2023 – Negros Oriental Chamber of Commerce and

Industry (NOCCI) President Edward Du, together with NOCCI
Trustee Dante Uy Matiao and Quarry Permittees Association
(QPA) of Negros Oriental President Ruben William Carballo, had a
stakeholders’ meeting with Department of Environment and Natural
Resources (DENR)-7 Regional Executive Director Paquito Melicor,
Jr., Mines and Geosciences Bureau (MGB)-7 Regional Director
Arman Malicse, and Department of Information and
Communications Technology (DICT)-7 Regional Director Frederick
Amores on NOCCI’s Proposed Automation and Digitalization of All
Sand and Gravel Quarrying activities in the Province of Negros
Oriental as mandated by the Environmental Management Bureau
(EMB) Circular 2020-27.

During the said meeting, the QPA and NOCCI signed a

Memorandum of Agreement institutionalizing the country’s first and
only Automation and Digitalization Program for the Sand and
Gravel industry in compliance with the EMB Circular 2020-27.

Digitalization August 17, 2023 – The Negros Oriental Chamber of Commerce

and Industry (NOCCI), in partnership with the Department of

Information and Communications Technology (DICT) and the Local
Government Unit (LGU) of Dauin, launched the country’s first
Public Market Free WiFi during the historic FreeWiFi Switch-On
Ceremony at the newly-inaugurated Dauin Mega Market in the
Municipality of Dauin, Negros Oriental.

This NOCCI Project was launched in support to the Paleng-QR PH

Program which aims to digitalize payments of public market
transactions between vendors and buyers through the use of QR
codes.

Local August 8, 2023 – Negros Oriental Chamber of Commerce and

Economic Industry (NOCCI) President and Negros Oriental Private Sector
Developmen Representative (PSR) to RDC-7 Edward Du attended the Central
t Visayas Regional Development Council (RDC)-7 Launching of the
Central Visayas Regional Development Plan (CVRDP) 2023-2028
at the Mezzo Hotel in Cebu City. The CVRDP 2023-2028 aims to
increase Gross Domestic Product (GDP) growth to 6.8-8.5%,
decrease inflation at 2-4%, unemployment rate at 4.5-5%, and
poverty incidence at 10.5%.

The launching was followed by the RDC Strategic Action Planning

Workshop designed to define further the trajectory of the region’s
development considering the limited resources.

President Du expressed his gratitude to RDC-7 for highlighting and

featuring NOCCI’s award-winning FreeWiFi Project in the CVRDP
Manual for 2023-2028.

Labor and August 11, 2023 – Negros Oriental Chamber of Commerce and
Productivity Industry (NOCCI) President Edward Du, together with NOCCI
Officers and Staff, attended the Regional Tripartite Wages and
Productivity Board (RTWPB)-7 Public Hearing on Minimum Wage
Adjustment for Private Workers & Kasambahays held in
Dumaguete City. During the said public hearing, President Edward
Du submitted NOCCI Position Paper Opposing the Petition for
Wage Hike and expressed NOCCI’s intent to foster a better,
stronger, and more harmonious management and labor relations in
the province of Negros Oriental.
