Overall Ratings
The overall progress towards achievement of the Project Development Objective (PDO) is rated Moderately Satisfactory based on the
implementation progress of the transmission infrastructure investments and the associated sector strengthening activities, whose overall completion
is estimated to be about 88 percent. Key milestones of the project have been the energization of two transmission substations at Kole and Gulu;
and the 132kV transmission line section connecting the two substations that will allow for the evacuation of power approx. 82MW from Achwa 1 and
Achwa 2 hydropower plants to the main grid. Completion of the outstanding works has been delayed mainly due to continued delays in the
acquisition of the entire right-of-way (RoW), delays to complete the resettlement houses for the Physically Displaced Persons (PDPs) and
inadequate contract management and supervision of the works contractors by the Supervision Consultant and the UETCL. Based on Government’s
commitment to address the existing bottlenecks, and subject to timely implementation of the agreed actions, the outstanding project activities will be
completed within the remaining project timeframe and the Project Development Objective will be achieved by the closing date of April 30, 2024.

Overall Comments IR
Kole substation and Gulu substation have been energized after the completion of stringing of the transmission line section between Kole and
Gulu. This has allowed for the evacuation of power from the Agago hydropower plant to the main grid and has saved the Government of
Uganda deemed energy costs for power not evacuated.
