LITERACY AND NUMERACY INTERVENTION PLAN

I. Rationale:

Education is the key to personal development and


future of societies. In the later part of the S.Y. 2019-
2020, drastic change was experienced in the country’s
educational sector and extended to succeeding years due
to public health emergency brought by Covid-19
pandemic. Because of this, major adjustments were made
through different approaches for the continuity of the
delivery instructions to our learners.
The Department of Education has exerted efforts
and mandated to create a well-defined Learning
Continuity Plan, but learning deficiencies were still
found. With these, the Deped mandated to strengthen
recovery of learning gaps through imposing Learning
Intervention Plans that would definitely focus in
struggling learners in terms of literacy and numeracy. As
support to the Deped’s goal in developing 21 st century
holistic learners, the Deped Regional Office VIII Eastern
Visayas created the Project RO8 Bulig which aims to
focus on developing the literacy and numeracy skills on
struggling learners across grade levels.
As Support, the Salvacion Elementary School
Conceptualized the SAGIP BASA as part of the learning
recovery program of Project Banner LAMRAG, which
aims to recover learning losses brought by educational
crisis during Covid-19 pandemic. This SAGIP-BASA
Program is the basis in creating a Literacy and Numeracy
Intervention Plan that would defines specific intervention
for struggling learners. This answers the findings on the
increase of number of pupils in frustration levels in
reading and those in non-numerate levels, based on the
assessments conducted by the teachers (Numeracy Test:
September 1, 2022, CRLA: September 12, 2022, EGRA:
October 12, 2022 and Phil-IRI: October 14, 2022) hence,
purposely implementation of the Intervention Plan is
greatly needed.
II. Background:
Literacy is the ability to identify, understand,
interprete, create, communicate and compute using
printed and written materials associated with varying
contexts. This includes the 5 macroskills: listening,
reading, viewing, speaking and writing. It also entails
using and modifying language in this modern world for
different purpose and wide range of context.
Numeracy is the knowledge, skill behaviors and
dispositions that students need in order to use
Mathematics in a wide range of situations. It involves
recognizing and understanding the role of mathematics in
the world and having dispositions and capacities to use
mathematical knowledge and skills purposely.
Thus, literacy and numeracy skills acquisition
should not be confined and/or limited to formal
instruction in classroom settings but beyond to be able to
develop globally-competitive learners.
