2.

0 Scope:
2.1 This SOP covers the requirement for contractor to issue common safety passport for
common L3 vendors (Canopy/RVI/Fuel system/etc.) at SHELL sites managed by L2
partners (Meinhardt/Gleeds/TCE/CBRE).
2.2 This SOP is not applicable for dedicated PCC vendor (L3) working for dedicated L2
(Meinhardt/Gleeds/TCE/CBRE).
3.0 Definition:
a) Common Safety Passport (CSP) - It is a certificate issued by L2 contractors to their
respective L3 Non-PCC staffs for working in the Shell India Retail Network sites. The CSP
gives the information on the personal details with photo, date of issuance/expiry, accreditation
of high-risk activities vetted by L2 HSSE POC.

b) L1- Representative from Shell India Markets Pvt Ltd


c) L2 Contractors - EPCM & FMC contractors working for Shell Retail Network
d) PCC (L3) – Principle Construction Contractors who is responsible for all the construction
activities at Shell Retail sites
e) Non-PCC L3 – Contractors other than PCC Canopy/RVI/Fuel system/etc.
f) EPCM - EPCM’S are the consultants partners giving solutions for Engineering, Procurement,
Construction & Management in start to end of the project.
g) FMC - FMC’S are the Facility Management Company which their scope is to give the services
after the handing over & commissioning of the RO.
h) PTW system - This is a written document with set of rules & procedures which are applicable
for execution of High, Medium & low risk activities & provides information on the Hazards &
controls for creating safe work environment.

i) High risk Activities - Any activity which have the potential to cause fatalities and injuries.
j) POC- Point of Contact
k) HSSE – Health, Safety, Security & Environment
4.0 Responsibilities:
a. L3 (Non-PCC) - It is the responsibility of the L3 management staff to prepare the list of
new staffs for training under new safety passport system, coordinate with respective L2
HSSE POC for training & accreditation
b. L2 HSSE POC - It is the responsibility of the respective L2 HSSE POC to finalize the
training schedule, venue, necessary trainings, accreditation of L3 (Non-PCC) team. Also, it
is their responsibility to update the accreditation status to other L2 HSSE POC.
