Such personnel will form the Emergency Preparedness Team. The Erhergency Preparedness Team will be led by the Emergency Preparedness Team Co-ordinator (or his appointed deputy), who shall be the Construction Project Manager. ‘The names and telephone numbers of the Emergency Preparedness Team members & tact numbers such as Police, Fire & Ambulance etc will be clearly displayed in English and tonese on site and office notice boards. Two-way radios and mobile phones will be used in cases of emergency to establish communications between the Emergency Preparedness Team and other affected persomnel or agencies, ‘The Project Manager will appoint each member of the Emergency Preparedness Team, in writing. The specifics as to individual emergency situation requirement in terms of plant / equipment / personnel and the time-lines for attendance to any emergency will be defined in specific contingency plans or other procedures. All'memibers of the emergency preparedness team shall receive training in the requirements of any and all contingency plans or procedures formulated. ‘The Emergency Preparedness Team will participate in regular simulated emergency drills of various types, organized by the Safety Co-ordinator, and such drills will be conducted at intervals not exceeding 6 months. ‘The Emergency Preparedness Team Co-ordinator will ensure an adequate and sufficient Emergency @ is established, stocks of which will include, but not be limited tothe following: > Waterproof clothing. (10 numbers sized for team members). > Reflective jackets or armbands and spare helmets (10 numbers) Torches and spare batteries (2 numbers) First-aid kit (1 Set) ‘boxes of waming / hazard tape Full arresters and lifelines (50m) and 3 spare safety hamesses. Dry Powder fire extinguishers (2 Numbers) Sufficient amounts of other PPE specific to requirements of any emergency operations that maybe required to be carried out. vvvvyv Emergency tool-bag (containing, as a minimum, the following: - Stanley knife, large and small adjustable spanners, mole grips, multi-purpose saw, large and small nail bars, large and small electrically safe screwdrivers, bottle key and a roll of 6mm nylon rope. Electrical Tools @ iss: Are Welding set and spares / Onygen & Acetylene welding / cutting set and spares. Iydraulics equipment and spares ‘Van or Pitk-up Rescue Cage / Basket plus lifelines, fall arresters and spare harnesses ‘Two-way radios For nightshift works a rescue basket, lifelines and fall arresters will be located at the work front. The main contractor or Government Services will provide all equipment and personnel required for specialist rescues such as from confined spaces etc. Duties of the Emergency Preparedness Team shall include, but not limited to the following; Protect and secure the site so as to reduce risk of any further injury or damage. : Where'necessary, assist Government Emergency Services with the rescue of any injured or strande: personnel. . Note any particular details, which may be of use in any subsequent investigation or report @ir%. where necessary, the VSL plant equipment and site to a safe condition. ‘The Emergency Preparedness Team Co-ordinator will make the final decision as to the specific duties each member of the rm contingency plans. Has effected or may effect the safety of persons involved. Upon receipt of any warnings, the Document Controller will alert all managers and the Emergency: Preparedness Team Co-ordinator, who will in tur alert all site supervisors / Foreman. ‘VSL will operate the following typhoon procedures to running side by side, these will be: a procedure for general site safety. ‘Typhoon procedures for scaffold and false-work erection systems. ‘When tropical: cyclone warning No. 1 is received, the Emergency Preparedness Team Co-ordinator will arrange for an immediate site inspection using the Inclement Weather Action Checklist pro-forma (see Appendix 3). Any and all inadequacies identified will be actioned without delay. Additionally, the Emergency Preparedness Team Co-ordinator will ensure that all gantry foreman and trained gangers / workers have initiated the Typhoon procedures for span erection works by underslung gantry and false-work systems during Typhoon Signals No’s | through No 10. (See relevant method statements) ‘When tropical cyclone waming No.3 is raised, the Emergency Preparedness Team Co-ordinator will initiate the actions identified on the Inclement Weather Action Checklist pro-forma. Under no circumstances are the emergency crews to put themselves in danger. Upon the lowering of tropical cyclone waming No.8, 3.or 1 and before the site re-opens, the Emergency Preparedness Team, Safety Personnel, area foreman and sub-contractors will carry out a thorough re-inspection of the site using the Inclement Weather Action Checklist pro-forma (See appendix 3). Results of this inspection will be entered onto the report for submission to the Project Manager, detailing damage, if any, to permanent or temporary structures, plant, electrical installations equipment, scaffolding / false work, ladders, access that may adversely affect site safety or any other en: hazards noted. The respective site management staff, sub-contractors and, if necessary, the Main Contractor will be responsible for ensuring that necessary arrangements are implemented for the affected areas to be made. safe before those areas of the site are re-opened. The Emergency Preparedness Team Co-ordinator will issue instructions to all site staff for the immediate cessation of the following activities:- All workin the vicinity of overhead power lines and their supporting pylons. 988 cPerstions. All eines willbe required to lower their booms. All work in, on, or adjacent to bodies of water. All persons will be instructed to take appropriate measures for shelter, E.g. Accordingly adequate procedures to prevent the risk of injury or damage from fire will be implemented. As far as is reasonably practicable, the following precautionary measures and will bé taken in order to prevent a fire, or to minimise its effect should one start. Combustible refuse will be collected and placed at the Main Contractors refuse collection points on a daily basis. @uonssies of intammable consumables such as psint and thinners are to be kept to a minimum and correctly stored in metal containers with appropriate warning labeling, All electrical distribution units, wiring and equipment must be maintained in good order and regularly inspected by a competent person (REW). Where deemed necessary by either the Safety Department ot by Line Management, a Permit to Hot- ‘Work system will be implemented. All site accommodation such as offices, stores, workshops arid welfare accommodation will be provided with an audible fire alarm and an adequate supply of suitable portable fire extinguishers located at strategic points. Competent persons on a monthly basis to determine their continued fitness for use will examine the fire extinguishers. Any extinguishers found to be defective or discharged will be immediately removed from site and replaced by a serviceable extinguisher. Alll exiployees will receive training and instruction on the relevant fire procedures as part of their induction training. The fire procedures will include a requirement for an emergency evacuation drill to be carried out at intervals not exceeding 6 months. The results of the evacuation drill will be recorded ina fire precaution logbook, which will be maintained by the Safety Co-ordinator. Jn the case of a suspected missing person or persons, the fire area is not to be entered, but the Fire Services Department upon their arrival is to be immediately informed. Do not run, use the closest safe means of access. Persons on the truss, pier brackets ar scaffold towers / false-work should use those towers to access to the ground if safe to do so. Persons on the span decks should @ «tw to the nearest safe access scaffold to ground level away from the truss. If due to the nature of the truss movement persons are unable to reach safe access they must contact their supervisor and / or the VSL emergency co-ordinator immediately. ‘The foreman / ganger should take a roll call of all persons who are in the areas / work fronts teams and relay relevant information to emergency team. Inform Emergency Co-ordinator or Government Services if any persons are missing.
