Dear Sir,

Subject: Request for Further Help with Securing Navy and Coast Guard Agreement on
the Legal Status of Balicasag Island, Panglao, Bohol

We were extremely pleased Sir that you were able to assist us Sir with our request on
the above matter following our letter dated 25 January 2010. As a result of your
intervention then, a group from the Philippine Navy HQ visited Bohol in July after the
2010 national elections to liaise with our new Governor Edgar M. Chatto and to carry
out an inspection of their facility on Balicasag.

This inspection group informed us all before returning to Manila that the PN was
ready to sign the Memorandum of Agreement (MOA) subject to the approval of the
Commanding Officer, Philippine Navy. However, to this date nothing further has
been heard on the matter.

The Provincial Legal Office informed us last week that the PN was the only party
which had not signed the MOA and that this had been brought about by changes in the
overall command and the top echelons of the Navy.

While we understand Governor Chatto’s staff is following up the matter, we would

like to appeal again Sir for your good self to approach the new CO and his support
staff to urge action on this important matter.

Balicasag is still being slowly destroyed in part due to bureaucratic inaction!
