RE: Authority to Print Compromise Penalty

To BIR RDO 003:

Blessed day with God’s abundant grace! This letter has referenced the new application for
Authority To Print (ATP) Receipts and Invoices of the Poro Marine Protected Area Management
Council Inc. which had expired in April 2021. The latter was not able to accomplish the application
due to covid-19 and the absence of business operation or income-generating activity since its
registration in 2016.

The Poro Marine Protected Area Management Council (PMMC) was formed after the passing
of the City Ordinance No. 2015-03 or commonly known as the Poro Marine Protected Area (MPA)
Ordinance of 2015. The management council was created as the body responsible for the
management, protection, conservation, and development of the marine protected area in Barangay
Poro. To date, the City Government of San Fernando provides the necessary logistics for the
operationalization of MPA. So the properties used in the operation belong/own by the City
Government.

In addition, the Poro Marine Protected Area Management Council Inc. is an organization that
aims for a disciplined, peaceful, and united community that has the goal of protecting, conserving, and
oversee the natural seas of Barangay Poro in collaboration with different sectors towards the
development of the community for future generations. Generally, the sole purpose of the organization
is activities of membership and no income-generating activities are undertaken so far.

The majority of the members of PMMC are local fisherfolk so they are not adept and well
familiar with the requirements of BIR. This may also the reason for inadvertently missed the deadline
of applying for a new authority to print. However, PMMC is serious and diligent in trying to resolve
this matter. PMMC has specifically designated Ms. Flora R. Fontanilla, the current treasurer of
PMMC to seize this matter and to comply with other related requirements to your good office. She is
willing to learn and train so PMMC won’t face the same issue again. With regards to the compromise
penalty for the late application, PPMC is respectfully requesting to reduce the amount of penalty
because the latter has no available fund to pay for it and even the cost of printing new receipts and
invoices. Your advice and assistance in this matter are much appreciated.
