CHAPTER 6 FIRE FIGHTING SYSTEMS 6a oa 612 613 62 621 CHAPTER 6 FIRE FIGHTING SYSTEMS PORTABLE EXTINGUISHERS, General (a) All purpose groups, except Purpose Group 1 and I (Residential floors) shall be provided with porable fire extinguishers. (b) Portable fire extinguishers where required to be provided shall be constructed in conformity with specifications stipulated under SS 232. Specification for Portable Extinguishers (6) All portable fire extinguishers where required 10 be provided shall be charged, tested and maintained in fully ‘operational conditions and properly tagged in conformity with requirement in SS CP 55 Code of Practice for Use ‘and Maintenance of Portable Fire Extinguishers Classification of portable fire extinguishers provided shall be selected in accordance with criteria specified under SS CP 55 such that the nature of processes and contents within the building concerned can be effectively protected. The size, ‘quantity and siting of these portable fire extinguishers shall comply with the requirements in $$ CP 55 under the respective class of occupancy hazard Portable fire extinguishers provided shall be installed and conspicuously marked in accordance sith requirements by SSCP 55, RISING MAIN AND HOSE REEL SYSTEMS, ‘Type of Rising Main (a) The type of rising main system shall be provided appropriate tothe building as follows: General ‘Type, size and siting Install smarcing Type of sing o @ (dry rising main shall be installed in buildings ‘where the habitable height is more than 24 m, but doesnot exceed 60 m, i) wot ising main shall be installed in buildings with habitable height exceeding 60 m, separate dry and wet rising main system in 9 building may be permitted by the Relevant ‘Authority "Notwithstanding the requirements in sub-clause (a), dry ising main conforming to SS CP 29 shall be provided to any part ofa single or multiple level basement. ‘Where the building has access from more than one ground level or road level, the height measurements for the purpose of this code shall be taken from the level of bhardstandings provided. [Notwithstanding the requirements in sub-clause (a), for building under purpose group M, having a habitable height exceeding 10m but not exceeding 60m, dry rising ‘main shall be provided, Number, Location and Size of Rising Mains @ © ‘The number and distibution of ising mains shall comply with the requirements stipulated in SS CP 29 Code of Practice for Fire Hydrant systems and Hose Reels, Position of rising mains and the associated landing valves shall be located in the following order of priority (© within smoke-stop lobby; Number, location and size of rising ¢ 623 i) in the common area and within a protected shaft, immediately ouside the exit staircase if there is no smoke-stop lobby; (Gi) inside exit staircase where smoke-stop lobby and ‘common area are not provided. (©) Size ofrising mains shall comply with S8 CP 29. (@) Location and provisions for landing valves. shall ‘comply with SS CP 29, (€)_ Installation of rising main shall comply with $S CP 28. Breeching inlets and Access Roads (8) All buildings fitted with rising mains shall have access ‘ways for pumping appliances within 18 m of the beeching inlet. The breeching inlets shall be visible from the accessways, (b) Requirements and provisions for breeching inlets for the rising main system shall be in accordance with the 5 CP 29 Code of Practice for Fire Hydrant systems and Hose Reels. Connecting pipe between the inlets and the vertical mun of the rising main, where applicable, shall be kept as shor as possible. (6) Each rising min, ether dry or wet, for buildings under purpose group I, shall be fied with a breeching inlet rectly atthe foot ofthe same riser stack, Wet Rising Main (2) Copacity of the water supply from the public mains and the storage capacity fora wet rising main system shall comply with the requirements in SS CP 29 Code of Practice for Fire Hydrant systems and Hose Reels. (b) Flow requirements for wet rising main system shall ‘comply with those stipulated in SS CP 29, wet rising, Flow 625 (6) Running pressure at each discharging landing valve on ‘the wet rising main system shall be maintained beeen, the minimum and maximum values as stipulated in SS. cP 29. (@)_ Static pressure in any Tine of hose connected 10 & Jnding valve in a wet rising main system shall not exceed the specified valuc in SS CP 28, (©) The lovation of storage tank andl capacity of break tank where required shall comply with the requirements in SSCP 29, (0) Where pumps are required for the wet rising main system, requirements specified in SS CP 29 shall be incorporited. Arrangements for the power supplies, both normal and emergency, shall be in accordance with the CP, ‘Standby Fire Hose For Rising Main Standby fire hose shall be required for every rising, main except for those in buildings under purpose group Ul. The following requirements shall be complied with (2) The standby fre hose shall be of 63.5 mm nominal intemal diameter in order t ensure thatthe hose coupling sil fit existing coupling al pieces. The hose shall be eugged and capable of carrying water under substantive pressure in asevordance with BS 6391, The required length ofthe hose shall be 30m. (b) The re ose couplings shall be manufietured to BS specification or equivalent and of light alloy or gunmetal ‘The size of coupling shall be 63.5 mm male and female instantaneous type with standard (double-pull) release mechanism. The couplings shall be tied in by binding With galvanised mild steel wire and applied over a hose guard of synthetic fibre. It shall be able to withstand & minimum working pressure of 15 bars. Standby Fire Hose For Rising Main Standby fire hose shall be provided for every rising main, except for ‘those in buildings under purpose group IL. The following requirements shall be complied wit: (@ —Typeand Folding Method (The standby fire hose shall be of 63.5mm nominal intemal diameter in order to ensure that the hose ‘coupling wil ft existing coupling tail pieces. The hose shall be ragged and capable of carrying water under substantive pressure in accordance with BS 6391. The fice hose shall be of Type 3 as stipulated in the BS 6391, (The fire hose couplings shall be manufactured to BS specification or equivalent and of light alloy or gunmetal. The coupling shall be of type 63.5 mm and be of the instantaneous type with stendard (double-pull) release mechanism. Siting and details of installation for hose reels shall comply withthe requirements in SS CP 29. The instalation of the sounding device shall be in ‘accordance with SS CP 10. ry Manual alarm call points (@) The associated contol and supervisory equipment, Indicating equipment, wiring and arrangement of power supplies for the fie indicator board shall comply with the requicements in $S CP 10, (©All automatic systems which are activated via the general building alarm shall be connected direedy to the fire indicator board a (@) The fie indicator board should be located'near the main entrance of the building, inthe fire command centre, i the guardhouse or in the fire fighting lobby, if provided, ‘fai may be required by the Relevant Authority. (©) Sub-fire indiator board, where provided, shall comply ‘with the regucements in SS CP 10 ‘Manual Alarm Call Points (@®) In e-manual slarm system, except as otterwise exempted ‘in Cl 6.3.1, the manual cal points shall be provided on every storey of the building or part of the building and Shall be so loeted that no person need tavel more than 130m from any postion within the building to activate the alarm, (@) Manual call points should be Iocated on exit routes preferably next to hosereels nd in particular on the floor Tandings of exit staircases and at exits to the see. The {ngtallation ofthe sounding device shall be in accordance with $$ CP 10. (@ Manual break-glass alarm call points may be omited in ‘carparks, irrespective whether the parking facility is stand-alone type or forms part ofa building, 192 Manual slam call poins New sub- clause added under. ‘Supplement, 3/99 dated )25 May 99 Where an automatic fire alarm system is required by this Code, the type, location, spacing and installation of the detectors shall comply with the requirements in $§ CP 10. Alarm Device (2) The alam device, which should normally issue an audible signal unless specifically allowed or required otherwise by the Relevant Authority, shall be actuated if the electrical fire alarm system is activated or operated, ‘The type, number and location ofthe alarm device shall ‘comply with the requirements in $8 CP 10. (6) The fire alarm sounder shall have a sound that is readily distinguishable from any ther alarm system, (©) All sounders in the building should be actusted simultaneously inthe event of an activation. However, in cases permitted or required by the Relevant Authority ‘where the operation of alarm sounders are grouped ot activated in stages, the arrangement shall comply with the requirements in 8S CP 10. ‘A theatre or cinema shall be provided with an electrical fire alarm system ofthe manual type complying with the following: (2). The manual alarm system shall be installed inthe lobbies and other areas adjoining the hall and shall be connected to a fie station through an approved alam monitoring station, and (b)- Visual and audible alarm indicators shall be installed in the projection room and in another room where & responsible person is readily available w alert the audience incase ofa fie, and (©) The provision of the fre protection system in cinema ‘whieh forms part of the building shall be similar to that ‘of the building, x (N) fd Autom: tic fire ‘lam ‘Alarm device Alarm system for 6a 63.7 The eleotical fire alarm system required to be installed in a building or premises under this clause shall be connected to 8 fite station through an approved alarm monitoring station ‘when the building or premises is (@) Health care occupancy, hotel or other such like ‘occupancy, (©) An oil refinery, oil depot, general warchouse, chemical plant or other high hazard fatory o premises, (©) Atheatre, cinema or concert hall as specified in Cl. 6.3.6, (@) A building required under the provisions ofthis code to be protected by an automatic fire alarm or fire ‘extinguishing system, 63.8 Where sprinkler system is required by this Code, provision of automatic thermal/smoke detectors in sprinkler protected premises will be exempted except where such detestors are equired to activate or operate the sprinkler or other systems. SPRINKLER INSTALLATION 64.1. The following shall be provided with an automatic sprinkler system: (@) Whenever compartmentation requirements under Chapter 3 of tis Code cannot be complied with (0) Every storey of a building, except that of Group Jor Il the habitable height of which is more than 24m above average ground level respective of whether or not the ‘ompartmentation requirements are complied with (©) In the ease of Group II occupancy forming the upper storeys of a building of mixed occupancy with habitable height exceeding 24m ebove average ground level, every storey of the non-residential portion only, shall be provided with an automate sprinkler system, Connee fire Sprinkler protected building General C 64 637 641 ‘The electrical fice alarm system required tobe installed in a building ‘or premises under this clause shall be connected to a fire sition though an approved alarm monitoring station when the building or premises is (@) Health care occupancy, hotel or other suchlike occupancy, (©) Anil refinery, oil depot, general warehouse, chemical plant ‘or other high hazard factory or premises, (©) Actheatre, cinema or concert hall as specified in CL.63.6, or (© @ A rduilding eouired under the provisions of this code to be protested by an automatic fire alarm or fire extinguishing system. (i) Notwithstanding the provision in c1.6.3.3(¢), if a eapark ina building is provided with both manial and automatic fire alarm system, then the manual fire alarm need not be connected to the fie station through an approved alarm ‘monitoring company, Where sprinkler system is required by this Code, provision of auiomatic thermal/smoke detectors in sprinkler protected premises will be exempted except where such detectors are required to activate or operte the sprinkler or other systems. ‘SPRINKLER INSTALLATION “The following shall be provided with an automatic sprinkler system: (@) Whenever compartmentation requirements under Chapter 3 of this Code eannot be complied with. Where the upper stores of the building is fully compartmented from the basement storey, the requirement for provision of an automatic sprinkler system for floors above the basement shall bbe considered separately and in accordance with subce la), (b) and (2) Where the basement storey is effectively crose- ventilated such as to avoid smoke logging conditions, the basement storey may be exempted from the requirements of provision of an automatic sprinkler system, atthe diseretion ofthe Relevant Authority In the case of residential development located over basement carpark, relaxation on the provision of these sprinkler system and smoke purging systems to the basement carpark may be granted by the Relevant Authority if the following conditions are satisfactorily fulfilled (2) basement carparking shall consist of one level only; (©) extemal openings shall be provided to achieve effective cross-ventilation by means of evenly distributed verical openings along the perimeter walls and evenly distributed voids over the basement in such manner that: (0 point within the basement is more than 12m fiom any vertical opening or void for spaces that are in between two openings oF voids; (Gi) 0 point shall be more than 6m from any ‘opening or void for spaces that are ventilated by such opening oF void on only one side; and Exemp- Sprinkler system & smoke purging system 642 643 644 ii) such vertical openings shall be ot least (600mm in height; (©) total agurepate area of these voids and vertical ‘openings shall be not les than 20% of the total basement floor area; (@) automate fire alarm system shall be provided to the basement carparks with extension of alarm bolls to the common/lobby areas of the upper storeys in accordance with €1.6.3.1(a) and (Ki) Installation of the sprinkler system and its associated water suppl, control and testing requirements shall comply with the $8 CP 52 Code of Practice for Automatic Fire Sprinkler System, ‘The sprinkler system shall be electrically monitored so that on the operation of any sprinkler head, the fire signal is automatically transmitted to a fire station through an approved alarm monitoring station Special Purpose Rooms (a) Where a building is required to be provided with an automatic sprinkler system under this Code, parts of the building which are used for purposes stipulated in Table 64 shall be compartmented in accordance with columns 32) and 3(b) of the table, Exemptions of sprinkler provision for such rooms or spaces are indicated (Ex) in column 3(c) ofthe table.
