PREFATORY NOTE

1. The Defence Traffic is charged as Public Tariff Rates. The PTR is maintained for the
guidance of Railways & Defence officers / staff due to Public Tariff Books is not available
with the Military users / Station Masters. The Fare, Rate & Freight rules contained in the
succeeding para’s have been updated at Railway Headquarter office, Lahore.

2. The special provisions are subjected to revision after every two years. Increase in Fare,
Rates and Freight as and when made by Pakistan Railways will be dealt with as under:

a) Up to 10% increase Will be absorbed by Pakistan Railways.

Will be enforced on Military Traffic by making

b) Increase exceeding 10% amendments in the relevant calculated Rate Tables

c) Clarification: Up to 10% across the board increase in fare, Rates & freight will be
absorbed by Pakistan Railways and beyond 10% i.e. if 13%, only 03% will be levied on
military traffic from the date of increase. Net increase less or beyond 10% to be
transferred in next PTR. If the same is not revised after two year due to any reason the
fare, rates & freight must be implemented from the effecting date of 1st July.

3. The POH & Maintenance charges will be enhanced mutually by CME/C&W and
DAO/Workshop with the consultation of defence authorities after every two years and Para
9-f & Appendix-K will be amended accordingly.

COACHING TARIFF

(PERTAINS TO MILITARY SPECIAL TRAIN / PIECEMEAL BOOKING WITH RAILWAYS PASSENGER TRAINS)
5. Military Special Trains. The rates/terms and conditions for military special trains are as under:-
a. Fare for Passenger Coaches
i. Minimum distance for charge will be 250 kilometers.
ii. All Passenger coaches will be charged at full carrying capacity as per Passenger Fare Table
attached at Appendix-C. However, 15% concession will be applied on defence owned
coaches (refer to Appendix-C),
b. Coaching Rates for Goods Stock.
i. Minimum distance for charge will be 250 kilometers.
ii. Irrespective of the load, maximum weight will be charged 16 Tonnes, per 4 wheels, 32 Tonnes
for 8 wheeler and 48 Tonnes for 12 wheelers respectively.
iii. Goods stock of military special trains will be charged at coaching rates as per Rate Table
attached at Appendix D. However, 15% concession will be applied on Defence owned
MBFR/MBFU (refer to Appendix-D).
iv. Dummy Wagons (if used for protection of ammunition consignments) will be charged at the
rate of Rs.6.50/- per kilometer.
v. Escort wagon (in case of non-availability of coaching stock) will be charged at rate of Rs.6.50/-
per wagon per kilometer; besides the fare of the accompanied passengers (the wagon will not
contain any store except personnel weapons/ luggage not exceeding 100 kilograms load per
passenger).
vi. Livestock (if booked with special trains) will be charged at coaching rate as shown in
Appendix-E.
vii. ODC charges (if any) will also be levied in addition to the freight of the stock. (For calculation
of ODC charges refer to Para 10 (c) below).
viii. Shunting engine charges will also be leviable, if the stock of special train is required to be
shunted at Military Siding. (For calculation of shunting engine charges refer to Para 10 (a)
below).
c. Miscellaneous Instructions.
i. Special trains should not be formed less than 30 four-wheeled wagon loads. However, under
special circumstances General Headquarters may requested for an under load train for which
Railway will charge minimum of sixteen 4-wheeler even if the wagon number is below 16
tonne.
ii. Special train must be booked for proper destination. Re-booking of the same will not be
allowed.
iii. Diversion of Special train will be allowed in case of payment of fare & freight for additional
distance in addition to the diversion fee of Rs.500/- per train. The request for diversion is
required to be made well before arrival of the train at its destination.
iv. Engine and brake vans of Military special trains will not be charged.
v. Routes/timing for loading/unloading of Military Special trains will be specified by Railway
Headquarters in consultation with General Headquarters, Logistics Directorate.
vi. To calculate distance for military special train, following points should be kept in view:-
1. Route as prescribed by General Headquarters/Railways Headquarters.
2. Distance should be calculated from the Pamphlet of Local Distance Table.
3. Inflated distance as shown in Appendix-F will be added (if applicable).
4. Minimum distance to be charged will be 250 kilometer.
vii. Halt timing en-route for military special trains will be as under:
1. First light - 3 hours for morning Tea/preparation of lunch.
2. Mid-day-1 hour’s break for lunch.
3. Last Night - 3 hour’s for evening tea/dinner.
Note: Passenger coaches / goods stock when hauled empty (empty rakes) will not be charged.

6. Coaching Vehicle in Piecemeal. Subject stock when attached with Railway passenger trains will be
charged as per following rates/terms and conditions:-
a. Passenger Coaches: Will be charged at full carrying capacity as per rates given in Appendix C and
15% concessionary rate will be applied on defence owned coaches (for serial number of coaches refer
to Appendix-B.
b. Goods Stock:
i. Will be charged at coaching vehicle rates as per rate given at Appendix-D, and 15%
concessionary rate will be applied if defence owned MBFR/MBFU as indicated in Appendix B are
booked.
ii. Motor car/tractor/boats when booked with passenger trains will be charged as per rates shown in
Appendix-E.
iii. Livestock when booked with passenger trains will be charged as per rates shown in Appendix-E.
c. Demurrage/Wharfage charges if applicable will also be paid (for details refer to Para 10-b and Para
10- d-ii.
d. Miscellaneous Instructions
i. Coaches/passenger fit C-wagons / KFs / BKFs may be attached with passenger train provided the
required space is available.
ii. Goods stock cannot be attached with Mail/Express trains.
iii. To ensure safety of passengers, ammunition, heavy vehicle and tanks will not be hauled with any
passenger train.
iv. To calculate distance for piecemeal booking of stock with Railway passenger train following points
should be kept in view:-
1. Military authority will specify route including via and based on Railway staff will calculate distance.
2. Distance should be calculated from the Pamphlet of Local Distance Table.
3. Inflated distance as shown in Appendix-F will be added (if applicable).
4. Minimum distance to be charged will be 250 kilometers.
7. Small Parcel Consignments: The terms and conditions/rates for the subject consignments are as under:-
a. All parcels should be packed in boxes, trunks, stout baskets or gunny bags etc to the satisfaction of
Railways.
b. Full / address and content of the article must be written / declared.
c. Parcel packet should be made in a way that it should not exceed 190 kilogram in weight OR 2.5m x 1.5
x 1.25m in outside measurement.
d. Parcel packet exceeding 190 Kilogram, but not exceeding 500 Kilograms may be accepted for carriage
by passenger trains, if loading / unloading is carried out by the accompanied military persons and
provided the space is also available. Such parcels will not be cleared by Mail / Express trains.
e. Parcels will be charged either by weight or by measurement which ever gives the greater charge
(28 cubic decimeter being considered equal to 4 Kilograms in weight).
f. Rate Tables for small parcel consignment is attached at Appendix-E.
g. i.35% surcharge will be levied in addition to the rates if the consignment is booked by Mail/Express.
ii.50% surcharge will be levied in addition to the rates if the consignment is booked by Premium trains.
h. Wharfage charges (if applicable) will also be paid (for detail Para 10- d).
i. To calculate distance for booking of small parcel consignment, following points should be kept in view:-
i. Military authority will specify route including via and based on which Railway staff will calculate
distance.
ii. Distance should be calculated from the Pamphlet of Local Distance Table.
iii. Inflated distance as shown in Appendix-F will be added (if applicable).
iv. Minimum distance to be charged 100 kilometers.

GOODS TARIFF
(PERTAINS TO STOCK HAULED IN PIECEMEAL WITH RAILWAYS GOODS
TRAINS)
8. The term and conditions/rates for the stock hauled with railways goods trains are as under:-
a. Minimum distance to be charged will be 250 kilometers.
b. Classification of Commodities: Military stores will be classified in eight different rate scales i.e., 250,
275, 300, 330, 350, 380, 400 & 640 for the purpose of calculation of freight charges. Classification chart
showing scales and minimum/maximum load is attached at Appendix-G.
c. Weight for charge:
i. For all commodities (loaded in covered wagons, except arms, ammunition, sugar, wheat, flour &
cement) if the load is less than minimum weight it will be charged at minimum weight 20tonnes
and exceeding minimum weight or when Military Authority does not indicate the weight it will
be charged at maximum weight as per carrying capacity of the wagon.
ii. For vehicles/equipments when loaded in open wagons, if the load is less than minimum weight
it will be charged as per goods tariff part-II No.5 as per classification and exceeding minimum
weight it will be charged maximum weight as per carrying capacity of the wagon.
iii. Tank Wagons for petroleum products minimum weight will be charged 20 tons per 4-wheeled
wagon and maximum as per carrying capacity of the wagon.
d. Levy of Additional Charges: 25% surcharge will be levied on the freight of all kinds of Military goods
when booking is made from any of the Port area railway stations, including all Railway stations up to
Dabheji, (65 kilometers from Karachi upward). This surcharge will be levied only for up direction traffic.
e. Local Haulage Charges Pertain to Port Area Stations: In case of through booking of Military goods
for and from West Wharf, East Wharf Rs.1110/- and Port Muhammad Bin Qasim, Rs.1330/- as local
haulage charges, per 4-wheeled wagon will be levied in addition to freight charges.
Local Booking
f. In case of local booking within Karachi port area stations i.e., Wazir Mansion, Keamari West Wharf,
Keamari East Wharf, Karachi Bander, Mansfield Import Yard, Thole Produce Yard, Karachi City and
Karachi Cantt, a local movement charges will be levied at the rate of Rs.1110/- per 4-wheeled wagon
and no freight charges will be paid in addition.
Dummy wagon
g. Dummy wagon (if used) will be charged at the rate of Rs.6.50 per wagon per kilometer (the wagon must
be empty).
Escort wagon
h. Escort wagon will be charged at rate of Rs.6.50 per wagon per kilometer, besides the fare of the
accompanied passengers (the wagon will not contain any store except personnel weapons/luggage not
exceeding 100 kilograms load per passenger).
Demurrage charges
i. Demurrage charges will also be levied, if the unloaded store is not removed from Railways commercial
sidings within 24 hours after unloading. (for detail Para 10- d.
Wharfage charges
j. Wharfage charges will also be levied if the unload store is not removed from Railways commercial
sidings within 24 hours after unloading. (For detail Para 10 - d)
Distance for piecemeal booking
k. To calculate distance for piecemeal booking following points should be kept in view:-
i. Military authority will specify route including via and based on which Railway staff will calculate
distance.
ii. Distance should be calculated from the Pamphlet of Local Distance Table.
iii. Inflated distance as shown in Appendix-F will be added (if applicable).
iv. Minimum distance to be charged will be 250 kilometers.
l. Miscellaneous Instructions
i. Escort may travel with vehicle/equipment, loaded in the open wagons if they have valid
passenger ticket. Railway administration will not accept any responsibility for any loss/injury
arising out of their journey.
ii. Pakistan Railways is responsible for trans-shipment of the stores of the stock declared unfit
(DVS) en-route, however supervisory staff will be provided by the military authorities (if
required by Railways).

9. GENERAL CHARGES. In addition to the fare given in preceding Para’s, following additional charges
will also be levied on the military traffic.
a. Shunting Engine Charges: Whenever Military authority demands shunting engine to work over a Military Siding
or stock is required to be placed at Military Siding, concerned unit is required to pay engine charges at the rate of
Rs.1225/- per engine per hour subject to minimum charges for half an hour. The charges will be calculated from
the time the engine enters in the gate of the unit/installation till the time of its departure from the same gate. User
will provide a certificate for the duration of the usage of engine to the Railway authority for claiming the subject
charges.
Note: Siding Charges over military siding will be levied @ Rs.10 per 4 Wheel Wagon.
b. Demurrage Charges: Loading/unloading of the placed/available stock should be started immediately so as
to ensure completion within 6 day light hours. Whereas, loading/unloading timings for Military special
trains would be prescribed by Railway Headquarters Lahore in consultation with Logistics Directorate
General Headquarters. In case of non-adherence to these timings, Demurrage charges will be levied at
the following rates:-

d. Wharfage Charges:
i. Small Parcel Consignments: Wharfage charges, at the rate of Rs.6.50/- per 50 kilograms will
be payable in case of non-removal of the consignment within 24 hours of the date of arrival.
ii. Piecemeal Goods Consignments. Wharfage charges, at the rate of Rs.40/- per ton per 24
hours will be payable in case of non-removal of the consignment from Railway Commercial
Sidings within 24 hours of the date of arrival (not applicable on Military Sidings).
e. Crane Charges. When Railways crane is demanded from Pakistan Railway and used by Military authorities for
loading/unloading of a Military consignment, crane charges as mentioned in Appendix-J will
also be paid.
f. Maintenance Charges for Dedicated Rolling Stock. Defence authority will pay the cost of periodical
overall (POH) amounting to Rs.83.808 million per annum for the dedicated rolling stock. In addition the 1/10
of the annual POH charges Rs.8.38 million per annum as annual maintenance charges, instead of rental
charges. The detail is available at Appendix-K.

CRANE CHARGES

1. When a crane is supplied or utilized to handle consignments required to be load or unloaded by

Military authority, charges as shown below, will be made the same being reckoned from the time

the crane is placed at the disposal of the party requiring it till the time intimation is received that

the crane is no longer requires:-

a. Crane charges at station other than Karachi Bunder per Crane.

i. For first 3 hours or part thereof - Rs. 375.00

ii. Per hour or part of an hour thereafter - Rs. 160.00

b. Travelling Cranes with a lifting capacity upto 10 Tonnes – per crane.

i. For first 3 hours or part thereof - Rs. 1225.00

ii. Per hour or part of an hour thereafter - Rs. 510.00

c. Travelling Cranes with a Lifting of capacity of over 10 Tonnes and upto 20 Tonnes – per crane.

i. For first 3 hours or part thereof - Rs. 1950.00

ii. Per hour or part of an hour thereafter - Rs. 755.00

d. Travelling Cranes with a Lifting of capacity of over 20 Tonnes and upto 30 Tonnes – per crane.

i. For first 3 hours or part thereof - Rs. 2665.00

ii. Per hour or part of an hour thereafter - Rs. 980.00

e. Travelling Cranes with a Lifting of capacity of over 30 Tonnes – per crane.

i. For first 3 hours or part thereof - Rs. 3390.00

f. Haulage Charges for Cranes Per Crane per Kms

i. For traveling cranes with a lifting capacity- Rs. 13.00 of up to 20 Tones

2. When a Railway crane is required for loading/unloading heavy or bulky consignments at the

forwarding / destination station, the consignee must mention the fact in the forwarding note

presented at the booking station, failing which detention to wagon or wagons, for non supply of

crane at forwarding /destination station will be at the risk of the consignor / consignee and usual

demurrage charges will be leviable after the expiry of the usual free time allowed for

loading/unloading.
