consultants; Architect still the Lead Professional.; 60% of DAEDS

type of project.

3.) VALUE BASED PRICING/PERCENTAGE of GROSS RENTAL = ‘’Value pricing’’ such as Sales in
Retail, Leasing in House; Remuneration is based on percentage of GROSS RENTAL.
Mostly Applied in POST CONSTRUCTION SERVICES

4.) LUMPSUM of FIXED FEE = Method ‐1: Appropriate percentage of PPCC

 Pre‐Design Services:
 Prior to start of any pre‐design service, a professional service agreement
between Owner/Client and Architect is necessary.
 Architect should request 5% Acceptance fee based on agreed PF upon signing the
agreement.
 Progress payment made by Client within 7‐cal. days upon request of Arch.

 Regular Design Services:


 Architect as the Lead Professional working with other professionals.
 DAEDS = 1. Single Contract between the Architect & Owner.
2. Sub‐Consultancy Contracts between Architect & other professionals.

Professional Fee Payments
A.) Upon Signing of the SERVICE AGREEMENT.

o 5% for Periodic Construction Supervision (PCS)
o Progress Billing based on SPPCC.
o Upon completion or when Certificate of Completion is issued the balance shall be
paid to the Architect computed based on the Final Project Construction Cost (FPCC).

 Abandonment or Suspension:
‐ Owner shall pay the Architect for the service rendered corresponding to the amount
due at the stage of suspension.
‐ Architect completed the Detailed design & Contract documents, Owner fails to
implement plans for construction. 90% of the agreed PF shall be paid to the Architect.

 Burned of Service: (Increasing the construction period)


‐ Charges shall be adjusted proportionally.
‐ Exceed 6months suspension, Periodic Construction Supervision (PCS) shall be doubled.

 Specialized Architectural Services:

 Architect may enter into contract, either dual as AoR and CA or CA only.
 5% of the Specialist Consultant fee will be paid to the Architect for coordinating
and relating the design concept.

 Full‐Time Supervision Services:


 Architect may enter into contract, either dual as AoR and CA or CA for Full‐Time
supervision services or as the Construction Supervision group.
 5% of the Specialist Consultant fee will be paid to the Architect for coordinating
and relating the work of the Consultant.

 Construction Management Services:


 May be an Individual (RLA) or Firm (Contractors).
 Architect engaged as Construction Manager.
 Cost Plus Incentive Fee (CPIF) or Cost Plus Adjusted Fee (CPAF); Reimbursement

 Cost Plus Fixed Fee (CPFF); Fixed fee plus reimbursement.

 Separate compensation if the Architect performs Regular Design and as a PM for

 Design‐Build Services:
 Two types of Design‐Build ‐ ADMINISTRATION & GUARANTEED MAXIMUM COST.
 Architect as a state licensed Contractor.

 Architect’s Credo, Architect shall disclose whenever required.

 To assist the Prof. Adv. and Jury in the administrative are the

 Professional Advisor‐Architect nominated/paid by Owner; approved by IAPOA
 Technical Advisor – Specialists personnel; consulted by Jurors.
 Jury‐ people appointed by the owner to assess the entries to the competition;
Nominated/paid by Owner; approved by IAPOA
 Ideas Competition – remunerate only the First prize winner.
 Two stage Competition‐ reasonable honorarium for each competitors selected to
take part in 2nd stage.

 Professional Architectural Consulting Services:
 Filipino Professional Consulting Architect (FPCA)‐ RLA who possesses the
qualification of a Filipino Professional Consultant (FPC).
 Foreign Consultant (FC) or Foreign Architect (FA)
‐ Non‐Filipino‐citizen who satisfied the Professional Consulting Architect
(PCA).
‐ Has acquired permit to work (Res.no. 98‐547) Temporary Special Permit.
‐ Allowed by D.O.L.E. and B.I.D. and other regulatory agencies.
‐ Registered Architect and/or Licensed Architect in his/her country of origin.
‐ Only FPCA’s shall render Architectural consultation in areas performed by
Council of the Built and Natural Environment(CBNE), except where no
qualified FPCA is available.; FA or FC is engaged 2‐Filipino RLA’s minimum
employed as understudies.
‐ Government Procurement Reform Act (GPRA) of 2003.
