Summary of original allegations:
It is alleged that on April 2022, Tprs. and violated the law and department policy
when he used excessive force against during a traffic stop.
Summary of key investigative findings:
On April 13, 2022, the Professional Standards Section (PSS) received a BlueTeam Citizen Complaint Report which alleged
that Tpr. and Tpr. violated the law and department policy when they used excessive
force against when they arrested him on April 2022.
Troopers and stopped for defective equipment and other traffic violations. was
found to be unlicensed and arrested (handcuffed) by Trooper As Trooper began to search he
attempted to flee, a physical struggle ensued, and a handgun was discovered under continued to
physically and verbally resist several troopers’ efforts to secure him in a patrol vehicle. At one point, he kicked a car
door, striking Trooper Troopers on scene continued to struggle and plead with to comply.
Eventually they were able to secure him in the patrol car. was lodged at the Saginaw
County Jail .
was offered medical treatment as he received during the struggle with troopers; he was later admitted
to a local hospital for . After the incident, refused medical treatment offered by troopers.
While in jail, made several phone calls to the mothers of his children and family members. He alleged he
was beaten by police; this prompted his mother and father to contact the PSS Office. Both allege troopers beat

There is no evidence that troopers on scene nor was there any

evidence to indicate their actions were as a result of . There was no evidence that troopers made a
separate video recording of the incident. Troopers properly reported their use of force in a BlueTeam Use of Force
Report and incident report.
