On July 10, 2020, at about 7:20 PM, I was driving on Janes Street near 25th Street in Saginaw, MI. At the time I was driving, I
observed a vehicle sitting at a stop sign I was approaching. The car sat at the stop sign for a longer than normal period of time but
eventually began to drive. The vehicle proceeded at about 8-10 miles per hour. At that point, I lawfully proceeded to pass the
vehicle. Shortly thereafter, I saw lights flashing behind me from a Michigan State Police vehicle. I pulled over at the intersection of
22nd Street and Janes Street. I observed the police vehicle coming to a stop with Trooper Paul Arrowood exiting the police vehicle
before the police vehicle completely stopped, which scared me. When Trooper Arrowood exited the vehicle, he approached the
passenger side of my vehicle. Trooper exited the police vehicle after stopping and approached the driver side of my
vehicle. Trooper greeted me. Trooper then asked for my drivers license. I pulled my wallet from my left pocket and
proceeded to provide my drivers license as requested by Trooper . Trooper then asked for my registration. I opened the
center console in my vehicle to obtain my registration. The console closed on its own after I stopped holding the opening of the
console when I observed Trooper Arrowood pointing a gun in my face from the passenger side of my vehicle biting his lip telling me,
"Don't move. I'll shoot you right now." My hands were raised with my personal information dropping into my lap along with my phone.
I continued to comply so as not to escalate the situation. At no point did I reach for my gun or anything inside of the console.
Trooper Arrowood clenched his teeth and told me, "If you move again, I'll kill you right now." I observed Officer do a double
take when he saw Trooper Arrowood with his weapon drawn pointing at me. Trooper then drew his weapon and pointed it at
me. At no point did Trooper Arrowood explain to Trooper why his gun was drawn pointing at me. Trooper Arrowood kept his
gun pointed at me the entire time I was in my vehicle. Trooper eventually put his gun away and opened my car door. Trooper
asked me to step out of my vehicle. When I complied with this order, my drivers license, CPL, and wallet fell to the ground.
Trooper then placed me in handcuffs and told me to sit on the hood of the police vehicle. Trooper then asked if he could
search my vehicle. I told him, "Yes. Do what yawl need to do", out of fear for my life, shock, and surprise.

While Trooper searched my vehicle, arrived to the scene. She was then told by Trooper Arrowood she could not
walk the sidewalks. My mother, and father, also arrived at the scene. My mother recorded interaction
with Trooper Arrowood who told my mother and I reached for my gun. As stated above, at no point did I ever reach for
my gun. When Trooper Arrowood was asked if I opened the console in my vehicle and reached for the gun he then stated that I did
not reach for my gun. He further explained that had I told them I had a CPL, I would have been good. At no point during this stop
was I given an opportunity to explain to either officer I had a CPL or a gun in my vehicle. Upon my attorney's arrival at the scene,
she inquired why I was being arrested. I did not answer her question, as Officer Arrowood began taking the cuffs off of me and I was
allowed to leave the scene.

During the course of the investigation, it was discovered troopers failed to comply with official orders (Official
Order No. 14) when they failed to document that had been handcuffed and not arrested.

Summary of original allegations:

It is alleged that on July 11, 2020, Tprs. Paul Arrowood and violated the law and department policy when
they used excessive force against a citizen during a traffic stop. It is also alleged that one of the troopers demonstrated
a lack of composure during the incident and used profanity during his interaction with the citizen.

Summary of key investigative findings:

On July 13, 2020, the Professional Standards Section (PSS) received a Public Complaint Against Employee (EX-070)
alleging that on July 11, 2020, Tprs. and Paul Arrowood violated the law and department policy when they
used excessive force against during a traffic stop. It was also alleged that Trooper Arrowood
demonstrated a lack of composure during the incident and used profanity during his interaction with

On July 11, 2020, Trooper Arrowood (FTO) and Probationary Trooper stopped for a moving violation.
Probationary Trooper contacted the driver, and Trooper Arrowood approached on the passenger side. At the one
minute and five second mark of the traffic stop, Probationary Trooper asked for his registration and
proof of insurance. reached into his center counsel, and Trooper Arrowood observed a firearm. Trooper
Arrowood responded by drawing his sidearm and yelling, “Hands, hands, hands mother fucker, hands, you move I’m
going to shoot your fucking ass man.” In response, Probationary Trooper drew his firearm, and Trooper
Arrowood stated, “You move I’m going to fucking blow your head off.”
