DESCRIPTION/OVERVIEW
The University of New Mexico Hospitals will use design standards and proactive risk
assessments in construction and renovation of hospital facilities.

GUIDELINE PROCEDURES
Design and construction standards outlined in the Guidelines for Design and Construction of
Hospitals and Healthcare Facilities, 2006 Addition, published by the American Institute of
Architects (AIA); New Mexico State Statute, Chapter 7; and the current adopted addition of the
Life Safety Code, published by the National Fire Protection Association (NFPA) when planning
for the size, configuration and equipping of the space of renovated, altered or new construction.
a. Allocation of required space will be as established in the UNMH Executive Director’s
Business Plan, and outlined in the approved Program Scope Worksheet. Spatial arrangement,
size and configuration, with required infrastructure and utility requirements will be as required
by New Mexico Statute and AIA Guidelines, at a minimum. Life safety and fire protection
requirements will be as specified in the current, adopted Life Safety Code.

b. All applicable design and construction plans will be submitted to the New Mexico
Department of Health (NM-DOH) for plan review and approval prior any construction activities
for all new, renovated or altered facilities, in accordance with current NM-DOH regulations,
policies and procedures.
c. All design and construction plans will be reviewed and approved by user unit Directors,
Executive Directors and Administrator prior to any construction activities.
d. All renovation and new construction will follow the requirements of the Construction
Industries Division, State of New Mexico (NM-CID) for permitting, inspections, and Certificates
of Occupancy.
e. Occupancy and use of renovated or new construction space will be scheduled after receipt of
final inspections and Certificate of Occupancy (NM-CID), Life Safety Inspection Certificate
(NM-Fire Marshal), and the Final Occupancy Survey Certificate (NM-DOH).
f. Renovations, and all work performed by contractors (vendors) affecting, or may cause to
affect the Environment of Care (EOC) shall be permitted by UNMH prior to work being started.
The EOC permit is issued and monitored by the Physical Plant Department.
When planning demolition, construction or renovation, UNMH shall use risk criteria that
addresses the impact of activities on air quality requirements, infection control, life safety, utility
requirements, noise, vibration and emergency procedures to be used during demolition and
construction activities outlined in the Interim Life Safety Measures.
