• Introduction

The purpose of this method statement is to illustrate the steel rebar’s


inserting at This procedure is done systematically and correctly in
accordance with Contract requirements For EDECS PROJECT

The Project The purpose of the documentation emanating from this statement is
to ensure that quality control objectives are maintained and accurate records are
established for all related activities. The objective is to ensure that the
construction plan is executed, controlled and documented in compliance with
the contract drawings and specifications Procedures shall be in accordance with
the project specification, Egyptian code, standards, industrial and international
specification, approved shop drawings .

• RESPONSIBILITIES& Interfacing
• Project Manager have the responsibilities for overall
the project activities including safety measures.
• Coordination with Technical Office Manager to
ensure timely availability and approval of materials,
design mixes in collaboration with Quality Manager,
and shop drawings.
• Assigning areas of responsibility of Senior Site
Engineers.
• Monitoring adherence to project schedule.
• Expediting areas of concern to best achieve project
schedule.
• Site Engineer Shall be supervising closely that
activities designated to them ensuring that all
instruction are followed are strictly adhered to, (this
may involve providing alternative access routes for
moving Traffic with Traffic Signs if necessary are in
place prior to commencing the work, safety
procedures of the project are strictly followed.

• The SE shall be responsible for the following

• To ensure construction is carried out to the required


Project Specifications and drawing as well as in
accordance with the approved ITP’s and QCP’s and
to this method statement.

• To ensure that the surveyor has completed setting out


with reference points complying with the approved
for construction drawings.

• Ensure that all parties who are required to make any


kind of test inspection are suitably informed as to the
overall program of the works and daily inspection
testing requirements.

• Ensure checking and performing the concreting as per


the Specification. Ongoing liaison with Surveyors
concerning overall setting out and placing of embedded
items.
• Assigning areas of responsibility to Foremen.
• Continuous monitoring of all aspects of concrete works,
i.e. rebar installation, couplers, spacer blocks, embedded
items, formwork and false-work erection, cover to

rebar, cleanliness, availability of vibrators with back-up
units, concrete ordering, slump testing, production of
cubes for compliance testing and early stripping,
concrete placement (rate, drop heights, layer thickness,
compaction, finishing), curing, stripping, post
concreting inspection, determination of necessity for
repairs, selection and overseeing the performance of
concrete repairs in accordance with prescribed methods
and products.
• Inspection of all aspects of the concrete works.
• Initiating and maintaining concreting inspection check-
sheets using prescribed format.
• Liaising with QC Engineers regarding works
progression and availability for hold point inspections.
• Liaising with Mechanical and Electrical Engineers for
mechanical and electrical embedded items.

Survey shall be responsible for the following

• Setting out the location and elevation of concrete elements.


• Checking the locations and elevations of embedded items.
• Monitoring cut-off levels of concrete pours.
• Verifying as-built lines and levels of constructed concrete elements.

The QC Engineer shall be responsible for the following

• Review all relevant documentation and test reports issued by parties


involved (SE, Lab Tech (ITL Laboratory), Surveyor and QC Inspectors) and
submit records to consultant.

• Ensure that all discipline activities that require to be inspected in the


concreting operation has been inspected and approved.

• Organized and allocate inspection works to the Quality Control Inspectors


(Civil).
• To issue NCR’s / DR’s, when and where required and to check that the
construction department provides timely appropriate corrective and
preventive action.

• Sign off and obtain signatures from the Consultant on the forms and
verifying documents as required.

• Accompany the Consultant Supervision representative if required, to carry


out inspections and release of hold points

• Identifying and reporting to the QA/QC Mgr. any non-conformances

• Keeping a daily log of all the inspection Request submitted by the SE.

• Carry out statistical analysis of the inspection and test result to improve quality
control operation on site, to verify testing compliance and to advise the SE of
the results.

• Filling and compiling controlled copies of all test reports under the supervision
and instructions of the QC Engineer.

• On going liaison with Site Engineers concerning concrete works progression


and adherence to stipulated requirements of shop drawings, method statements,
approved materials and ITP .
• On going inspection of all aspects of the concrete works.
• Assigning areas of responsibility to QC Technicians.
• Ensuring that the Inspection &test Plan (ITP) has been briefed to and is then
followed by the construction team.
• Hold point inspection of concrete works, i.e. rebar prior to formwork closure
and readiness to pour.

• The Lab Tech shall be responsible for

• Receipt and checking of concrete delivery tickets.


• Sampling of concrete for workability and other testing as
may be required.
• Sampling of concrete for cubes/cylinders, as applicable.
• Maintenance of cubes/cylinders prior to compressive
strength testing.
• Compressive strength testing of cubes/cylinders and
reporting of results.

• Scaffolding Supervisor: To ensure that all scaffolding system has been


erected accordingly to safety and requirements.

• Safety Inspector: To ensure all safety precautions has been taken into
consideration before commencing the concrete works.

• All equipment should be inspected by Bechtel inspector and should


have entry pass before working on site.

• All heavy equipment operators such as cranes, forklift etc. should


have third party license.

• Construction Procedures:

• Preparation

• Prior to start any activity on site, the consulting


engineer must be notified.
• All the related documents such as shop drawings,
method statements, material approvals,
subcontractor's approvals, test certificates etc. must
be approved and available upon request.
• Surveyor will set up main axis & offset axis & level for
( horizontal elements) &( Vertical Elements )
• fix scaffolding and shuttering
• HILLS CONSTRUCTION Q.C Eng. will check
Formwork, then checked by the engineer .
• fix Steel bars & steel beams & stirrups & ribs and all
over labs in steel bar we will take 60 times the bar
diameter .
• HILLS CONSTRUCTION Q.C Eng. will check steel

reinforcement, then checked by the engineer
• After approval, ( horizontal elements) will be cleaned
again with air compressor before ordering concrete
• Ensure all required document and material
approvals have been obtained.
• Inspect and ascertain conformance of existing base
structures and preceding trade works done by
others.
• Ensure materials have been obtained from
approved suppliers.
• Ensure MEP coordination function takes place and all
relevant personnel are aware of requirements prior to
commencing of work in each work zone.
• Ensure work area is clear and safe.
• Ensure all constraints on operations have been
identified and precautions are taken. ·
• Ensure QC and HSE monitoring documents and
procedures are established and approved.
• Arrange all necessary personnel, equipment and
services as required for the works and ensure
adequate Material like. water, lighting, power and
access arrangements are in place.
• Implement Employee induction procedures and
Tool Box Talks for ongoing risk assessment and
identification of hazards.
• Ensure the structure is not overloaded when
materials are distributed within the structure.
• Submit mix design for Client/Engineer approval.
• Site lab with cube moulds, Thermometer, Slump

cone etc.. shall be arranged prior to the concreting
operation.
• Concrete Spacer shall be provided .
• Arrange the concrete testing area
• Access scaffoldings, ladder etc.. will be erected to
allow reinforcement to be fixed.
• Assure that all materials used are from approved
sources.
• Assure that there is a clear and safe access for
Pump and trucks during pouring process.
• Assure the availability of sufficient light in case of
concrete casting during night.
• Assure that all safety measures are according to
the approved safety plan.
• Ensure that all workers are aware of the evacuation
plan.
• Discuss the method of working via pre construction
meeting .
• All the related documents such as shop drawings,
method statements, material approvals,
subcontractor's approvals, test certificates etc.
must be approved and available upon request.
• Ensure the source of supply of ready mix and
grade of concrete.
• Submit mix design for Engineer approval.
• concrete cube, Thermometer, Slump cone etc.
shall be arranged prior to the concreting operation.
• Arrange the concrete testing area

• Ensure the position and alignment of starter bars of
columns .
• Clean the starter bar from cement paste or grout.
• Access scaffoldings, ladder etc. will be erected to
allow reinforcement to be fixed.
• Assure that all materials used are from approved
sources.
• Manufacturer's manuals and pre-qualifications for
concrete plants shall be submitted to the consultant
engineer for final approval.
• Assure that there is a clear and safe access for
Pump and trucks during pouring process.
• Assure the availability of sufficient light in case of
concrete casting during night.
• Assure that all safety measures are according to
the approved safety plan.
• Review / Verify the area covered By pouring
concrete by ensuring that the length of pump arm
matches sufficiently.

• Execution

• Surveying

• Set out coordinate points for the columns offset point .


• Draw framing lines for the columns on the top surface OF
slabs or mark it with any suitable way.
• After doing formwork Check the verticality & levels of columns
by checking points.
• A surveying inspection request shall be submitted to the consultant
for final approval.

• Formwork
• The design and construction of formwork shall take account of safety
and of the surface finish required. The formwork will be sufficiently
rigid and tight to prevent loss of grout or mortar from the fresh concrete
and stand concrete Vibration (Excreted Hydrostatic Pressure) without
Movements. Form work and its supports to maintain the correct position
and to maintain correct shape and profile.
• The formwork for ( horizontal elements) & ( Vertical elements) will
be made of either traditional formwork (plywood and timber and
supported by tie rod and steel support )
• Molds and formwork shall be prepared according to the shop drawing.
• Concrete placement will not commence before Engineer Approval of
Formwork and Rebar Installation.

• Formwork will be placed and aligned fixed to the required dimensions


as detailed in issued for construction drawings by the carpentry crew.

• Formwork shall be rigid / sturdy and fixed in such a way to retain the
structure members dimensions.

• QC ENG will check the formwork installation and safety officer to
ensure safety of the work.
• Formwork installed to true lines and levels.

• Before placing the steel reinforcement, an approved form release agent


will be applied to the internal face of the formwork.

• For columns, walls shutter will not be closed before QC and consultant
releases. All materials use for temporary form works should be clean
strong and clear from any deflection.

• Forms shall be set to produce hardened concrete of the shape lines. levels
and dimensions indicated on the approved drawings.

• The forms including forms supports shall safely with stand the worst
combination of all loads [Own weight, reinforcement weight, wind load
and dynamic loads caused by casting, vibrating and compacting
concrete].

• All carpentry Works should be as per the approved shop drawing.

• Gaps in the shutter must be plugged out to minimize the possibility of


grout loss during the casting operation.

• Time of releasing the formworks off will be according to project


specifications

• Assure that releasing formwork do not damage the concrete surfaces.

• Forms shall not be re-used if damaged unless they are well maintained
,cleaned and repaired

• Install formwork to its dimensions correctly and ensure that lines and
levels are within the tolerances.

• The allowable tolerance for the columns forms will be according to


project specifications

• Steel Reinforcement

• Based on the issued bar bending schedule, steel cutting and


bending will be carried out either in site fabrication shop / supplier
fabrication work shop delivered to site and assembled on site as per
approved Shop drawings.
• The steel bars will be stored 30 cm above the ground upon
platforms , skids or any other supports and will be covered with
a water proof cover for weather protection ground not in touch
of soil, either using wooden blanks or concrete base to comply
with project specification and international accepted procedures.

• Upon the arrival of steel rebar to site fabrication shop, the rebar
fabrication crew will cut and bend rebar in accordance with project
specification and shop drawings.
• The Site Engineer shall check that the reinforcement is as per
the specification.
• The Site Engineer shall ensure that the cut and bent
reinforcement is as per the approved shop drawings. All concrete
reinforcement shall be detailed, fabricated, labelled, supported, and

spaced in the forms and secured in place in accordance with the
project procedures requirements of the project specifications.
• All reinforcement shall be free of rust.
• The Site Engineer shall check the levels, fixings and bracing
for the chairs to ensure that the slab level and safe working loads
for top layers is not exceeded.

• The rebar will be transferred to site by pick up or trailer and


tagged.

• Before placing the fabricated rebar inside the formwork or


mold, the formwork shall be clean, blown out by air with air
compressor and coated with approved releasing agent.

• Reinforcement as per approved drawings and bar bending.


• The Site Engineer shall check that the reinforcement is as per
the specification.
• The Site Engineer shall ensure that the cut and bent
reinforcement is as per the approved shop drawings. All concrete
reinforcement shall be detailed, fabricated, labeled , supported, and
spaced in the forms and secured in place in accordance with the
project procedures requirements of the project specifications.
• All reinforcement shall be free of rust.
• The Site Engineer shall check the levels, fixings and bracing
for the chairs to ensure that the slab level and safe working loads
for top layers is not exceeded.

• Rebar will be assembled either inside or outside the concrete
member, outside assembly steel will be placed by a crane to
avoid any disturbance to the water proofing materials / or
polyethylene plastic sheet. Additionally, when leveling concrete
is provided, rebar mats can be assembled in the place.
• Reinforcement support shall be properly assembled at site: non
Metallic or plastic concrete spacer shall be used to maintain the
cover as required by the specifications. The rebar source will be
submitted to the consultant for approval
• The rebar deliveries will be inspected upon receiving on site by
the quality control engineer and the consultant Engineer.
• Steel reinforcement shall be :Steel reinforcement complying
with the requirements of Egyptian Standard specifications
( ESS) .
• Cold worked bars complying with the requirements of project
Specifications & standers.
• Hot rolled mild steel bars and hot rolled high yield steel
complying with the requirements of project Specifications &
standers.
• All reinforcement shall be supported and fastened together to
prevent displacement during casting.
• Fabricated steel will be placed in position manually, fixed with
sufficient number of crews according to the approved shop
drawings.
• The reinforcement will be placed on concrete spacers to give the
stated concrete cover as per approved shop drawings, project
Specifications & standers.

• Splices, bending of steel and other details related to shaping of
reinforcement steel will be done according to approved shop
drawings, project Specifications & standers
• Before placement of concrete , all reinforcement will be free of
mud ,oil, grease, loose rust, mill scale or any other material that
may affect or reduce the adhesion with concrete.
• Welding bars is not allowed unless otherwise approved by the
engineer

Concrete Casting (Stage 1)

• Project Engineer / Section Engineer shall ensure Concrete Grade


/ Class is approved by consultant / clients, the following concrete
grades shall be used:

All cast in place concrete C40/00

• The QC inspector ensures that mix Design Proportions / Batch weight


available in batching plant.
• Ready mix concrete supplier is aware of project specification
requirements for concrete temperature and slump.

• Casting and cure reinforced concrete, apply contraction joints


location and details according to approved shop drawing details and levels.
(Pouring Permission)

• Embedded elements, inserts, box outs chases, chamfers, water bars


etc. as per approved drawings.

• Surveyor marks the concrete top level on the shutter as per approved
drawings.

• Formworks is clean from inside using compressor and magnetic bars


used to remove pieces of binding wires.
• QC shall inspect each member prior to pouring of concrete.
• Structural member is released by QC and consultant.

• Concrete pouring schedule submitted to batching plant.

Concrete Casting (Stage 2)

• Concrete shall be placed at each individual pour location dependent


on access and pour configuration either by

• Direct discharge
• Crane and skip
• Concrete pump

• Appropriate arrangement and approval for conveying concrete (Chutes,


pump, manual) shall be obtained from Consultant.
• Concrete will be supplied from the nearest approved batch plant, and
transported to site in mixers with adequate number to ensure continuous
pouring of concrete
• Concrete will be conveyed from the mixer to the assigned columns by
methods which prevent the

• separation or loss of materials and without interruptions sufficient to


permit loss of plasticity between successive increments.
• Concrete shall be deposited as near as practicable to its final position to
avoid segregation due to re- handling or flowing.

• Concrete shall be delivered to site & casted in time less than the
mentioned time limits according to project specifications & ESS.
• Concrete, during and immediately after depositing , shall be thoroughly
compacted. The compacting shall be done by mechanical vibrator.
• The vibration shall be of sufficient duration and intensity to compact the
concrete thoroughly but shall not be continued so as to cause
segregation.
• Each layer shall be compacted so as to avoid the formation of
construction joint with the previous layer which has not taken initial
settlement.

• The exact method / procedure for placing concrete shall be decided


depending accessibility of structural member on site.

• All necessary laboratory tools for fresh concrete quality testing shall
be available on site prior to pouring of concrete ( cube molds / slump cone,
thermometer etc.)
And third party laboratory technician is available at site or Concrete site
station ( checking temperature, slump air content and fresh concrete
density and samples taken as per specifications ). Then transit mixer
released to specified Concrete location.

• Preparation forms, reinforcement, joints and mixing conveying.

• Concrete shall not be dropped from a height exceeding 1.8 meters.

• If the air temperature is less than 30 deg C concrete shall be placed


within 90 minutes of the introduction of the mixing water to the cement
and aggregates, or cement to aggregates. If the air temperature is greater
than 35 deg C mixing time shall be reduced and concrete placed within 60
minutes except when a suitable set retarding mixture is used and slump

requirements can be met. The maximum time between batching and
placing shall not be exceed 180 minutes in all cases.

• The minimum concrete cover maintained as detailed in specification

• Concrete Casting Finishing and Curing (Stage 3)


• Full compaction of the concrete shall be achieved throughout the
entire depth of the layer using mechanical vibrators.
• Vibration of concrete shall be thoroughly worked against the
formwork and around the reinforcement: successive layers shall
be thoroughly bonded together during vibration.
• Ensure Reinforcement or form is not disturbed.
• Compaction of concrete shall be carried out by mechanical or
electrical vibrators to expel all air bubbles formed during the
mixing and casting.
• Immersion vibrators shall be withdrawn slowly to prevent the
formation of voids.
• Care shall be taken to avoid over vibration which could cause
segregation, surface laitance or leakage through formwork.
• Concrete surface to be troweled for making smooth surface
according to the approved shop drawings and specification
requirements
• The methods employed shall be dependent upon
prevailing weather conditions and specified finish.
• The decision regarding the method employed shall be
made on a structure by structure basis.
• After the concrete has been poured, exposed surfaces
should be covered with dampened hessian and covered with
polythene, tightly restrained to keep the surfaces hydrated or

alternatively an approved proprietary curing agent used
instead. Water curing should be maintained in accordance with
durations specified in Specification or, where not stipulated, as
per related Standards.
• Where practical, water ponding of exposed faces of
concrete may be used, although this method may adversely
affect the resulting finish.
• In windy conditions, covers must be tied securely to avoid
a wind tunnel effect does not occur, which would serve to
accelerate drying out of exposed faces.

Testing
• Concrete tests shall be applied according to project
specifications including
• Slump Test: Slump Range from 160 to 200 mm
Conforming to (ESS)
• Compression Test : Using 3 sets OR according to
ENGINEER of concrete compression test cubes that shall
be prepared , cured and tested in accordance with (ESS)
• Concrete test reports will be submitted to the consultant
Engineer for approval

Quality Control Procedures



General
• Each activity should be performed by the assigned
employee within the organization chart.
• Approved materials and Suitable equipment should be
used.

• Work procedures should follow this method of
statement.

• Procedure
• The site engineer prepare inspection request (IR) for the area ready for
inspection and submit it to the quality control department.
• The quality control engineer inspect the completeness and accuracy of-
works then sign the (IR) and submit it to the consultant through the
document controller .
• The consultant representative will inspect the work in the presence of the
QC engineer and sign off the (IR).
• In case of rejection, the consultant will write the comments in the (IR)
and hand it to the document controller and a copy is forward to the
construction department to proceed with the comments and the resubmit
after completion.
• In Case of approval (acceptance), the consultant will hand the IR to the
document controller for filing.
Health and Safety
• Safety of the personnel and properties is to be given prime
importance and all the works to be carried out without
causing any accidents or property damages.
• All safety precautions should be taken according to the
approved safety plan.
