Step 1: Create your account

(**this is only to register for this site, NOT for registering as a utility contractor**)
Follow on screen instructions to create user name and password

Step 2: Register your company

To Register as ROW Utility Contractor:
On toolbar, select “apply” type in the search bar “utility” and chose from the following:

***You will ONLY apply for the “Franchise” if you own the line; Atmos, AT&T, Optimum, Vexus etc. if you are a
contractor hired by one of these you are going to apply for the Public ROW Utility Contractor***
Follow each step and insert your company information. After you review and submit, it will come to the Right of Way
Management Coordinator to review.
Things to know:
Required documents:
1. $2,000,000 liability insurance with the following information:
Certificate Holder
City of Lubbock Right of Way Department
1314 Ave K
Lubbock, Texas 79401
2. $50,000 perpetual bond, which I will email you the form. You will attach this to your registration and mail me
the original to keep on file.

Once complete with the registration process, I will email your City of Lubbock Registration to the email on your account.
You are now able to return to the Citizen Self Service portal and apply for permits under the “apply” tab on the
dashboard. You will chose the permit size that best fits the work you are doing:
Utility Construction-Excavation Small 25’ or less of excavation
Project

Utility Construction-Excavation Medium 25-1000’ of excavation

Project

Utility Construction-Excavation Large 1000’ or more of excavation

Project

Utility Construction-Non-Excavation Overhead

Project

You will be required to attach the following; City of Lubbock registration, Liability Insurance and 811 locate ticket
every time. If excavating over 25 Ft you will also be required to attach a map of job location.
This website is also, where you will go to print and/or save your issued permits.
