NATIONAL GOVERNMENT AGENCY RATIONALE 1987 Philippine Constitution, Article XIV, Section 2, paragraph 4, states that “The state shall encourage non-formal, informal and indigenous learning systems, as well as self-learning, independent, and out-of-school study programs particularly those that respond to community needs. Section 5, paragraph 5, states that “The state shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share to the best available talents through adequate remuneration and other means of job satisfaction and fulfilment.” OBJECTIVES 1. To provide free basic education and Livelihood Skills Training to the Out of School Youths, Adults, Indigenous People, other disadvantaged and underserved youth by bringing education closer to the them through Alternative Learning System by competent and committed implementers in partnership with Local Government Units, public-private organization and civic-minded individuals. 2. To promote free basic education for all through Alternative Learning System in partnership with the Local Government Units and other Public and Private organizations. TARGET PHYSICAL Provide more graduates through Accreditation OUTPUTS/PROJECT DESCRIPTION and Equivalency (A&E) Examination for the transformation of the disadvantaged and underserved learners into functionally literate and productive individuals”.
