In the meeting the participants have agreed that the relevant reports/ certificates on the readiness
facilities, systems, equipment and personnel and reports/ certificates on the readiness of the
corresponding organizational and technical measures in line with the BAEC Office Order (No.
39.01.0000.213.14.162.2022-1141 dated: 22.08.2023) will be provided to Nuclear Safety and
Reliability Department within the specified time limits as mentioned in the office orders. The
relevant information regarding small quantities of nuclear materials in line with the BAEC Office
Order (No. 39.01.0000.213.14.162.2022-1142 dated: 22.08.2023) will be provided to Nuclear
Safety and Reliability Department for organizing accounting and control of small quantities of
nuclear materials. The participants also agreed with the following decisions:
1. The facilities, systems, equipment and personnel within the scope of the Nuclear Safety
and Reliability Department, Centralized Repair Shop and Radiation Safety Department
are ready within the scope of fresh fuel delivery requirements and the relevant reports/
certificates on the readiness of facilities, systems, equipment and personnel are to be
provided.
2. The systems and equipment to ensure the operation of facilities and premises for the FNF
acceptance within the scope of Electrical Shop, Ventilation and Air Conditioning Shop,
Instrumentation and Control Shop and Information Technology Shop are ready and
operable within the scope of fresh fuel delivery requirements. The relevant reports to
confirm the readiness and operability of the systems and equipment are to be provided.
3. The organizational and technical measures and the personnel for the treatment of possible
Radioactive Waste are ready and implemented within the scope of fresh fuel delivery
requirements. The certificate on the implementation of the organizational, technical
measures and readiness of the corresponding personnel are to be provided.
4. The organizational and technical measures and the personnel for the functioning of the
sanitary complex to ensures the organization of the sanitary access regime when working
with nuclear fuel are ready and implemented within the scope of fresh fuel delivery
requirements. The corresponding certificate on the readiness and implementation of the
organizational and technical measures and readiness of the corresponding personnel are
to be provided.
5. The physical protection system for fresh fuel storage facility is ready within the scope of
fresh fuel delivery requirements and the certificate on the readiness of physical protection
system are to be provided.
6. The certificate on the status of the nuclear material accounting and control system and
final report on the readiness of NPP for FNF acceptance and execution of incoming
inspection are to be prepared by Nuclear Safety and Reliability Department.
7. To organize and perform nuclear material accounting and control of the small quantities
of nuclear materials incorporated into technical devices (ionizing radiation sources,
gamma-ray defectoscope, fast neutron sources, ionization chambers, etc.) and in others
(e.g., in radioactive waste), the Heads of the following departments/ shops will provide
necessary information inline with the BAEC Office Order (No.
39.01.0000.213.14.162.2022-1142 dated: 22.08.2023) to the Head of Nuclear Safety and
Reliability Department.
i) Radiation Safety Department (RSD)
ii) Instrumentation and Control (I&C) Shop
iii) Radioactive Waste Treatment (RAWT) Shop
iv) Metal Non-destructive Testing and Technical Inspection Department
(MNDT&TID)
v) Metrology Department
During the absence of the responsible persons, the responsibility shall be assigned to their
substitutes.
8.
