Introduction

This Method Statement is prepared in accordance with the Tender Documents of The TAGUIG NORTH

PACKAGE 4A C1 PIPE LAYING project. This method statement is a narrative outline of the method

of performing the works and will be subject to necessary modifications before implementation according

to actual site situations.

Scope of works

The whole project shall be completed within 390 calendar days.

Works covered under the project mainly consists of (1) Laying of Main Sewer Network using Open

Trench Method; and (2) Construction of Manholes and Other Appurtenances as indicated in the Contract

Drawings. The main works includes, but not limited to the following:

• Pavement cutting, breaking and surface restoration (asphalt and/or concrete)


• Test pit excavation (all classes) and backfilling with approved of imported backfill materials and
compaction.
• Excavation of trenches (all types/classes of excavated materials)
• Dewatering
• Supply and installation of sewer pipes and required fittings
• Relocation of existing water lines.( optional)
• Restoration and/or replacement of existing utility lines and all other structures damaged during the
execution by the Contractor
• Pipe bedding, gravel base, sand fill and pipe zone materials
• Construction sewer manholes, all interceptor boxes.
• All other works and incidentals necessary to accomplish all items in the Contract Drawings.

1. Construction Method

1.1 Survey and Network

After re-surveying and checking on-site by the Contractor’s surveyors in respect of the horizontal and

vertical control points along the works provided by the Employer and the Engineer, a horizontal control

network will be established according to the actual site conditions.

1.2 Construction Survey

With the data shown in the Design Drawings for individual works, on the basis of the control network,

the center lines of culverts and the locations, elevations of inlets/outlets will be surveyed and provide

to the construction teams.

1.2 Survey On Completion

Survey on completion is an important component of the whole project construction. The surveyors will

collect sufficient original data during the construction courses, and will be responsible for classification,

book-binding, and keeping of the construction procedure records, re-surveyed results, reports for

approval, etc.

Sufficient data will be collected and kept for each completed individual work.

2 Pavement Cutting and Breaking.

With the data provided by the surveyor along the center lines of pipes, we will start to cut the existing

Pccp or AC to prevent extra damages on the other side of the existing pavement when our breaker breaks

the pavement. During this period, we will strictly work according to the requirement of the construction

drawings.

3. Pipe Works

The excavation will be carried out from top to bottom strictly as per the Design Drawings. Hollowing-

out, disorder excavation, or over-excavation will not be allowed.

Slope excavation will be as required in the design specification, and the setting-out will be carried out

and standard slopes established, in order to ensure the slope stability, the excavation will be carried out

after stripping and compaction.

The unsuitable material excavation, which is below the stripped ground of filling section, is to be

determined by the Engineer in respects of its depth and scope. Prior to the excavation, the necessary

cross sections will be surveyed for approval of the Engineer. Materials approved by the Engineer will be

used for backfilling and compaction. The excavated unsuitable materials will be disposed immediately

to avoid mixing with the materials to be used.

Excavation in Rock will be carried out by excavator equipped with hydraulic breaker.

Based on the situation at the project, most of the road is the important public road so that can’t provide

enough working space for constructions. The average depth needed to be excavated is 2.5m. Some

portions can reach up to 2.0 – 2.5m or more. According to the Technical Specifications for any

excavation deeper than 3.5m the contractor shall approve the steel sheet piles bracing scheme.

3.1 Dewatering

During excavation, when the sump floor level is lower than the underground water level, there will be

continuous water infiltration because of the broken water-bearing stratum. Existing ground water not

only make the excavation harder and easy to collapse but also can disturb the base because of the stuck

of water. So, during the deep excavation, we should take good measures to lower the ground water level

based on the existing situation to make sure that there will be no water during excavation and

construction.

We will make drainages combined with collecting-manhole to drainage water. The size of drainage

should be fixed based on the stream flow in the site. Collecting-manhole is set every 10m with 0.5m

deeper than the sump floor elevation. There is 1 water pump in every collecting-manhole and make sure

can pump any time. It is equipped special persons for cleaning the drainage in order not to stack water

in the drainage. After lower 0.3m than the sump floor level, cushion, steel works and concrete can be

started.

3.2 Pipe Laying

Only approved materials are allowed to be used for pipe embankment. The bedding material shall be

placed as soon as possible after the base of the trench is prepared and excess water has been removed.

Granular bedding shall be placed, compacted, and graded so that it offers continuous support to the

sewer. The compaction, where required, shall achieve a uniform density.

Pipe and fittings shall be placed next to the trench away from the trench edge. The pipes shall be placed

on the opposite side of the spoil beside the trench with their sockets facing upstream. Where required,

the pipes shall be blocked or chocked to prevent any rolling.

Pipe shall be laid from the downstream end towards the upstream end. The laying of pipes shall proceed

carefully to ensure the line, level and grade are within the specified tolerances.

Joint components shall be checked for damage after delivery, before and after delivery before, and after

usage. Pipe jointing surfaces and rubber seals shall be wiped clean immediately before jointing using a

clean cloth. The pipe that is already laid and to be connected to another pipe shall be restrained to prevent

its pipe joints from being further stressed and to prevent the laid pipe from being pushed off grade or

alignment.

Piping works between the two nodes shall be done and completed as much as possible, hence, for areas

with longer node, pipe laying shall be divided with minimum length of 12m length. The whole length of

pipe between the nodes shall be divided based on site condition considering the traffic management and

adapting the general work sequence below.

For the narrow roads if the working space will not accommodate the use of backhoe, the use of

Jackhammer for breaking of pavement shall be an alternative. For pipe works areas, that are near the

underground utilities, manual excavation shall be done.

4. Close water test

After finishing laying pipes, close water test will be carried out.

Close water test will include the following:

1. Testing section will be divided as the distance between the manholes and should be shorter than 1km.

Close water test should include the manhole.

2. Visual test and appearance inspection will be done before close water test

3. There is no water stocked along the trench and preformed holes should not have water seepage.

4. Close water test will be carried out from upstream to downstream. Fill in the manhole in upstream

with water up to the height of 2m higher than the invert elevation of sewer. During water injection ,we

will always check the seepage along the sewer and manhole .

5. After 1 or 2 days, fill the pipe and manhole with water up to the specified level. For every 30mins ,we

will take the record of water level to calculate the water percolating capacity. The water percolating

capacity need to meet the standard.

5. Manholes

5.1 Manhole

Unless otherwise approved by Manila Water, all manholes shall be sited in public road reserves so that

access can be gained for maintenance purposes.

5.1.1 Manhole type

In this project, because the depth of some sewer pipes is very deep and some are shallow and some

sewers need to connect with the existing sewer pipes, there are 3 main types of manholes: shallow

manhole, drop manhole and deep manhole. It includes manhole interconnection and some miscellaneous.

5.1.2 Manhole construction

In the contract drawing, the manhole should be pre-cast concrete section. We also take consideration of

this; we provide big area in our manufacturing area for fabrication of pre-cast concrete sections. Before

fabrication, we will make it clear about the size, diameter of the manhole and the diameter of the pipe

which will connect. After that, mark in clearly.

Excavation for the manhole should be finished during the excavation of the pipes. If the condition of the

existing soil is sand, clay and silt and so on, the safety protection should be considered. The methodology

of sheeting pile can follow the above statements.

We will deliver the pre-cast concrete from our manufacturing area to our site by boom trucks without

any damages. Before installing, gravel base with a minimum of 250 mm thickness and concrete base

shall be provided. The concrete should be class A unless otherwise specified in the contract drawing.

All the junction between pipe and manhole should provide M1 mortar around pipe. For every layer of

pre-cast concrete junctions, we make polyurethane joint M1 mortar.

6. Restoration

6.1 General

Excavated material that is suitable for backfill shall be used for that purpose provided the specified

compaction as per cent of maximum soil density is attained.

6.1.1 Embankment Material

Embankment material shall be free from brush, roots, grass, or other organic material. Cobbles and rock

pieces having maximum diameter less than 75mm may be used. The amount of material passing shall

not exceed 50% by weight.

6.1.2 Sub-base Course

Sub-base course shall conform to the requirements of Item 200, DPWH Standard Specifications for

Highways, Bridges and Airports, latest edition.

The aggregate sub-base material shall be placed as a uniform mixture on a prepared subgrade in a

quantity which will provide the required compacted thickness.

Where the required thickness is 150mm or less, the material may be spread and compacted in one layer.

Where the required thickness is more than 150mm, the aggregate sub-base shall be spread and compacted

in two or more layers of approximately equal thickness, and the maximum compacted thickness of any

one layer shall not exceed 150mm. All subsequent layers shall be spread and compacted in a similar

manner.

6.1.3 Base Course

Base course shall conform to the requirements of Item 201, 202, 204, 205 and 206, DPWH Standard

Specifications for Highways, Bridges and Airports, latest edition.

Aggregate for base course shall consist of hard, durable particles or fragments of crushed stone, crushed

slag or crushed or natural gravel, and filler of natural or crushed sand or other finely divided mineral

matter. The composite material shall be free from vegetable matter and lumps or balls of clay and shall

be of such nature that it can be compacted readily to form a firm, stable base.

6.2 Pavement

Surfacing pavement shall be in accordance with Items 300 to 311, DPWH Standard Specifications, 1915

edition.

6.2.1 Asphalt Pavement

The bituminous mixture shall have a minimum dry compressive strength of 1.4 MPa (200 psi) and a

mass percent air voids with the range of 3 to 5. The proportion of bituminous material, on the basis of

total dry aggregate, shall be from 5.0 to 8.0 mass percent.

6.2.2 Concrete Pavement

Concrete pavement shall be in accordance with Item 311, DPWH Standard Specifications.

7. Traffic Management Plan

Considering the location of the project which is at the urban areas particularly the National Capital

Region, which is a populated area with narrow roads and some occupied road shoulders, the project

should be implemented with full coordination with the local government authorities and affected

residents/motorists. The mobilization of work for certain areas may cause traffic and people should be

properly aware of the on-going construction. Public information dissemination about the project

construction should be properly addressed to get the full cooperation of residents and motorists. Prior to

any activity on certain area, we will assign one group with Head as Coordinator for all concerned

authorities and agencies to coordinate and process any permits as required. Work period of the project

shall be from 8PM to 4AM unless stated otherwise.

7.1 Traffic control plan

The traffic control plan provides proper facilitation and operation of traffic flow within the work zone as

well as the impacted network. The following temporary control strategies will therefore be carried out:

Appropriate traffic control schemes will be implemented based on the construction methodology,

phasing and staging.

Adequate lateral and longitudinal buffers during active work periods will be provided to maximize user

mobility and worker safety.

Positive separation between traffic and the work area using board-ups will be utilized to minimize the

visual impact of the works, to provide a secure working area and to prevent drivers being distracted by

works near the live carriageways.

Bollards will be used to delineate traffic path and direction whenever and wherever needed. The

minimum lane width is 3 m if only 1 lane is left passable for a particular traffic flow or direction. The

lane width can be set at 2.75 m if 2 or more lanes are left passable for a particular flow or direction.

Proper traffic control devices such as temporary warning signs, channelizing and lighting devices will

be used based on the traffic control schemes and devices.

Sequential or flashing arrow boards will be utilized especially during nighttime to direct flow of traffic.

Bollards will be used as tapers at 1.5 m intervals.

Adequate lighting such as flood lights will be provided to illuminate the work zone provided that glare

must be prevented to oncoming traffic.

Variable work hours will be followed depending on the location of the work zone.

For road segments with closure, detours will be provided.

Pedestrian movement will be considered and managed during the whole project period. A temporary foot

path will be constructed and provided if regular pedestrian walk ways are affected. Formal crossing

points will be established on all roadways directly affected by the works to ensure that pedestrians can

safely cross the road where works are being carried out.

Law enforcement (TPMO Traffic Enforcers) will be asked to patrol the work zone.

Trained traffic controllers or flagmen will be deployed to facilitate the flow of traffic especially on major

intersections and the beginning of every the work zone.

Additional security will be provided whenever and wherever necessary.

Construction traffic movement will be managed to minimize the risk to other road users and keep traffic

generated to a minimum. A Construction Vehicle Circulation Plan, which will be provided before the

start of works, includes:

Deliveries of materials, supplies, plant or equipment to the site. Material deliveries will be scheduled for

outside of peak traffic hours where feasible.

Transport of over dimension loads;

Haulage of earthwork materials;

Concrete deliveries; and

Regular traffic movements by construction personnel.

Public utility vehicle loading and unloading bays will be relocated as necessary.

Portable Variable Message Signs (VMS) or Traffic Advisories (TA) will be used to warn traffic of

upcoming work and changing traffic control during the life of the project. The VMS or TA will be

installed and operational a minimum of 7 calendar days prior to the start of work. It is envisaged that at

least 6 such signs will be required with a sign positioned on each major approach. Additional signs may

be deployed along the route.

Alternate routes are required in order to lessen incoming traffic volumes along work zones.

7.2 Public Information Plan

Providing awareness to the public and informing the motorists of the project are ways to lessen the impact

brought about by the project. The following strategies will be used to notify the public and stakeholders

about the project:

Flyers or project brochure will be circulated detailing the type of project, the traffic control required to

construct the job, and the time the project is expected to last. The initial brochure will be augmented by

regular update letters which will be sent to local residents and businesses.

A press release will be issued before the project begins, detailing the type of project, the traffic control

required to construct the job, and the time the project is expected to last.

Traffic announcements will be broadcast and updated at a regular basis through the MMDA, DPWH and

the Local Government Unit website services.

Preliminary consultation meetings with various stakeholders will be conducted to describe the upcoming

project, provide status, and receive feedback.

Regular Coordination Meetings – a weekly traffic management coordination meeting is proposed. The

aim of this meeting will be to review traffic management proposals on a two-week look-ahead basis. The

meeting will ideally be attended by representatives of Makati City Engineering Office, Traffic and

Parking Management Office, etc. who will be empowered to agree on the planned local changes to the

existing traffic management layout. All layouts and changes will be in accordance with the approved

Traffic Management Plan. The coordination meeting will ensure that each layout will take cognizance

of local requirements and the concerns of residents and businesses. Feedback and concerns arising from

such liaison meetings will be tabled at the weekly traffic management coordination meeting.

A full-time public liaison manager of the contractor will be employed along with support staff to liaise

with local businesses and residents. Part of this liaison will be the communication of construction and

traffic management proposals to local businesses and resident.

A traffic management hotline will be established and manned 24 hrs. a day to allow the public to contact

an appropriate person within Manila Water either with traffic management concerns or for information

about future traffic management planning. This number will be advertised thru the flyers or project

brochures, posted on board-ups and thru the website and social media networks. All calls will be logged

and a record of concerns, complaints or suggestions kept. These will be reviewed at the weekly

coordination meeting along with the action taken as a result of each call. During the coordination

meeting, further action if required will be decided.

Portable variable message signs (VMS) or Traffic Advisories (TA) will be utilized to notify road users

of upcoming work and changing traffic control throughout the life of the project. VMS or TA will be

installed and kept operational a minimum of 7 calendar days prior to the start of work.

Permanent traffic advisories for the whole project duration will also be installed at strategic locations.

After awarded the project, we will negotiate with local government and police about traffic management

plan as soon as possible. According to the site conditions, we will finish the traffic management plan

and then submit to employer and consultant for approve. During construction period, we will strictly

work in accordance to the plan.

8. Equipment & Manpower Utilization

8.2 Preparation and Inspection

a) 21st CDC shall conduct an initial inspection prior to notification of MWCI


representative.
b) Make sure all the due diligences are properly coordinated.
c) MWCI representative shall be notified twenty-four (48) hours prior to the start of
work.
d) Make sure the final layout is approved by MWCI
e) Make sure that the excavation of the test pit is witnessed by MWCI before further
excavation
f) Make sure all the materials need are complete.
g) Make sure all the equipment, tools & manpower are prepared.
h) Make sure that there must be enough illumination prior to starting.
i) Make sure that all safety board ups, bollards & signage are prepared.
j) Check for the availability of sufficient construction materials at the site.
k) Proper safety PPEs and safety measures must be provided.

9. Construction Checkpoint

Checkpoints during the construction process should be clearly defined and coordinated prior to
construction commencing.

For on-site reviews, it is critical that toolbox (CM and Safety) are conducted prior to start of
construction. The designer should review the work within 24 hrs of notice of completion. The
contractor is to communicate any schedule changes to the designer. It is important that the designer
and contractor work together to keep the project schedule.
1 Layout review

• QA/QC to review staking and layout of trail centerline prior to grading and excavation. Layout/
centerline to be adjusted if needed in coordination with contractor and client on-site.
2 Submittal logs

• Prior to installation, all submittals are to be reviewed and approved prior to procurement and
installation.
3 Concrete formwork reviews

• QA/QC to review concrete formwork before any finished concrete work is installed. The review
should ensure finished concrete will meet design intent and quality expectations.
4 Grading Review

• QA/QC to review rough earthwork/ grading prior to the placement of pavements and structures.
5 Final review/ punch list, prior to substantial completion.

• QA/QC to review consistency and layout of pipeline, manhole, and Interceptor, and require
adjustments as needed.
