3.0 SCOPE OF WORK

3.1 GENERAL DESCRIPTION
Rock Excavation shall mean excavation in any material that cannot be loosened by
an excavator with a minimum operating weight of 44 tonnes and minimum engine
rating of 321 BHP.

3.2 PLANT AND EQUIPMENT

i. Excavator
ii. Dump Truck
iii. Hydraulic breaker

3.3 SITE PLANNING & PREPARATION

a. Prior to the commencement of the rock excavation, the location of rock shall
be determined and approve by SEB.
b. The location of rock shall be marked in the drawing. There is two location of
rock which is at platform boundary and temporary road area.
c. Joint survey measurements sufficient shall be taken to define the dimensions
and elevation of the original and final surface of the rock.

3.4 WORK METHODOLOGY

3.4.1 Trial Excavation
i. To determine rock, the trial excavation is carried out using a tractor unit
of minimum weight of 38 tons and 305 BHP rating and a single shank
ripper attachment capable of minimum penetration force of 120 kN.
ii. If the production rate exceeds 20m3/hour, it should not be considered as
rock.
iii. The trial excavation shall be witnessed by the respective representatives
of Contractor and SEB.
3.4.2 Earthwork
i. Before commencing any rock excavation, survey and setting out works
must be carried out by a qualified surveyor.
ii. The contractor shall carry out the rock excavated works in a logical and
efficient manner and in accordance with the details shown on the
construction drawings.
iii. Hydraulic rock breaker shall be used for rock excavation at site.
iv. All crushed rock shall be deposited in piles by excavator and shall be
disposed off-site to the approved dump site.
v. Erosion mitigation measures are to be carried out in the course of the
earthwork construction. This includes planning for diverting surface
runoff from the work area. Temporary drainage shall also be provided
along the site boundary (where necessary) to drain away the surface
water.
vi. Joint survey shall be carried out to confirm that the formation level had
been reached prior to hand over.
vii. Excavated rock shall be used in the construction of embankment and fill,
to the fullest practical extent, in either of the two (2) following ways:
a. Excavated rock shall be broken down to a maximum particle size
of 300mm and used as rock fill as described in sub-section 5.2.6;
b. Excavated rock shall be broken down to a maximum particle size
of 150mm, blended with suitable earth fill material in a proportion
not exceeding 1 rock to 1 earth, and used as common fill.

3.4.3 Site measurement and Record Keeping

i. The intervals of cross-sectional survey to be carried out shall be every 3m.
ii. The quantity shall be computed from the cross-section measurement by
the average area method.
iii. Measurements shall be made by cross sectioning of the area before and
after excavation on a regular basis based on work progress evaluation.
iv. Topography survey data shall be used as a reference to calculate the final
volume after rock excavation.
v. The final summary report on rock excavation shall be generated and
submitted to the SO as soon as the work is completed.

5.0 ENVIRONMENT, SAFETY AND HEALTH
5.1 Introduction
Occupational injuries and fatalities occur every day in the workplace. These injuries
often occur because employees are not trained in the proper job procedure. One way
to prevent workplace injuries is to establish proper job procedures and train all
employees in safer and more efficient work methods. Establishing proper job
procedures is one of the benefits of conducting a Job Safety Analysis (JSA) – carefully
studying and recording each step of a job, identifying existing or potential job hazards
(both safety and health), and determining the best way to reduce or eliminate these
hazards.

Precautions are to be taken for protection of persons and properties from injury or
damage. All site personnel must adhere to safety requirements:
 Only experienced personnel are allowed at working area.
 Site personnel must be briefed and be well versed with all site safety measures.
 Site personnel must be in proper safety working attire e.g. safety boots and
helmets must be worn at all times.
 Site safety member should be available at all times and must be able to respond
correctly to emergency.
 When working at night, proper and adequate lighting must be provided.

5.2 Personal Protective Equipment

 Hand Gloves
 Long sleeves
 Safety boots
 Safety Helmet
 Safety Vest
5.3 Safety Plan
 There must be sufficient working space and clearance as directed by
superintending officer. No works shall be allowed to continue if contractor fail to
provide adequate working space.
 Safety helmets and safety footwear should always be worn.
 All soft spots or holes shall be identified and barricaded if necessary.
 The site shall be kept clear of unnecessary obstruction such as reinforcement rods,
timber with protruding nails, etc.
 First aid boxes in the charge of a responsible person have to be kept at sites.

5.4 Emergency Response Plan

In case if tripping, electrocuted or accident happened during works:
 Stop the work and inform supervising personnel immediately of the
incident/accident.
 Record all information such as work type, workers, equipment involve & etc. in the
incident/accident.
 Immediately study / investigate what could have caused the incident.
 Give detail information to authorized person on all the activity and incident that
occurs.
 Repair or normalize the equipment/structures involve to normal condition if
permitted and send the injured personnel to clinic or hospital nearby.
 For detail action, kindly refer to project safety manual.
