Legislative Requirements for WICS
Key Duties of The Employer
OSHA 1910.146 (c)

The employer shall evaluate the workplace to determine if any spaces are
permit-required confined spaces.

1910.146 (c) (2)

If the workplace contains permit spaces, the employer shall inform exposed
employees, by posting danger signs or by any other equally effective means, of
the existence and location of and the danger posed by the permit spaces.

1910.146 (c) (3)

If the employer decides that its employees will not enter permit spaces, the
employer shall take effective measures to prevent its employees from entering
the permit spaces.

1910.146 (c) (4)

If the employer decides that its employees will enter permit spaces, the
employer shall develop and implement a written permit space program.

Definition of a CS
OSHA 1910.146 (b)

"Confined space" means a space that:

(1) Is large enough and so configured that an employee can bodily enter and
perform assigned work; and

(2) Has limited or restricted means for entry or exit (for example, tanks,
vessels, silos, storage bins, hoppers, vaults, and pits are spaces that may have
limited means of entry.); and

(3) Is not designed for continuous employee occupancy.

Winches – Primary Fall Protection
The mechanical device is one of the most critical parts of the rescue system.
It provides the means to retrieve an incapacitated worker to safety.
Manually operated winch - Easy operation is performed by rotating the handle to
raise or lower personnel or materials. Load will only move if handle is turned. A
friction break is engaged by minimum weight of 2.5 kg – key safety feature.
9:1 and 4:1 gear ratio mechanical advantage - Offers 13 ft./min. (4 m) or 30
ft./min. (9 m) winching speed with no power source required to help facilitate fast
and efficient rescues.
Triple redundant braking system- Includes 3 independent working pawls and a
centrifugal back-up brake for added safety
Brake wear indicator- System constantly monitors the condition of the braking
mechanism for complete safety and security.
Built-in digital usage indicator- Exclusive system counts the revolutions of the
drum to determine service intervals for added safety and peace of mind.

Winches for Primary Fall Protection

Free-wheel mode - Operator activated feature allows drum to rotate freely paying out the lifeline as the worker

Built-in fall protection - An over speed brake in free-wheel mode will lock and stop the falling worker, absorb

Overload clutch - Device will automatically slip to prevent severe overloading or damage and preventing
injury to entangled personnel during raising.

Inspection, Maintenance & Storage

• All Fall Arrest, Access & Rescue Systems must be inspected prior to use.
• All Fall Arrest, Access & Rescue Systems may require a more thorough inspection, by a competent person,
every 3-12months, depending on the product, standard and/or manufacturers’ specification.
• If any harness is involved in a fall or fails any inspection, on any category, it must be logged out of service and
destroyed – cannot repair.
• If any specialized access or rescue systems, including pulleys, tripods, davits, winches or SRLs is involved in a
fall or fails any inspection, it must be logged out of service and sent to an authorized agent for repair.
• Harnesses may be washed in mild soapy water, then hung to dry completely. No Chemicals/Thinners should
be used.
• Harness should be stored, in a safe, dry area preferably hung-up.
• Cables on SRLs & Winches may be wiped down with a cloth or stiff nylon brush during inspection. No
lubrication should be applied unless specified by manufacturer.
• All specialized access or rescue systems, should be strictly inspected, maintained and stored as per
manufacturers manuals and instructions.

Course Synopsis Working in Confined Space – Supervisor/Rescuer (CS WICS-SR)

Course Code: WICS-SR Version: English 3.0

Duration: 2 Days / 18 Hours / 8am to 6pm

Location: On site and off site – please contact Capital Safety/3M for more information.

Trainer to Student Ratio: 1 to 6 Style: Competency-Based, requiring 100% pass mark throughout.

Target Audience: Any and all personnel at a Supervisor Level or above, who’s work activities include
working in confined space, supervising work in confined space and providing emergency response while
working in confined space.

Overview: This course has been designed to meet or exceed the minimum standard for Working in
Confined Space Training for Supervisor/Rescuer Level (Entry Supervisor/Attendant/Authorized
Entrant/Authorized Gas Tester), as stipulated by ANSI/ASSE Z117.1 2009, and OSHA 1910.146. This course
is aimed at delivering students the theoretical knowledge and practical skills required to competently and
safely work in confined space, supervise work in confined space and conduct rescue from confined space.
