SECTION-A
GENERAL

1) Ensures that safety measures are maintained strictly as per the NBC guidelines, IS Code and other
construction good practices norms. All personnel to be provided personal protective equipment.
2) Maintaining work area safe including safety of workers is not the lone responsibility of safety
person of the site. It is cumulative team effort by all (Engg. Supervisor ETC.). This is the
responsibility of Eng. / Supervisor to ensure that area properly barricaded/ cleaned before and
after as the situation demands with the help of working gang fulfilling safety requirements.
3) One Safety Officer of site & One Civil Supervisor will report to site at 08.00 hrs. After their arrival &
permission the work will start at site.
4) Ensure work permit system to follow strictly.
5) Ensure before completing of safety parameter & approved by safety officer, no work can be done.
6) All safety & quality points in SHED & SOP should be a part of work order.
7) It is every ones’ responsibility to lookout the safety practices from their end and at their work
places. If anyone fails to do so or refuse by any circumstances concerned director will take action
against the same.
8) All new labour must have ID card and must be inducted properly.
9) All shaft opening to be closed with safety net at bottom/1st floor/2nd floor which will be sufficient
enough to with stand the load of a human being as a part of additional safety measure.
10)All vertical shaft/lift well/window/lobby openings to be barricaded with double layer MS tube &
adjustable props.
11) Double layer scaffolding with cup lock system is highly proposed for high rise building.
12)During peripheral works wearing of safety belt is mandatory for all workers, defaulter of the
safety rules should be removed from site. Photograph of the defaulter to be circulated to security
team to block entry to work area. Also the site management should not hold the perception that
available working labours are reluctant to use safety belt at peripheral work. They are to be
spotted & removed from site following their behavioral attitude.
13)Site to ensure that no critical/unplanned activity to continue during launch break of Srijan
Engineer/Supervisor/Staff/Safety person. In case of urgency concerned supervisor/safety person
shall be present on work site and proceed for launch only when relieved by other party.
14)Availability of contractor’s supervision at work front is mandatory. Work shall not be allowed in
case supervisor is absent at site.
15)Every site to provide a training room with Audio/Video facility where safety awareness programs
can be shown to workers before the work or at predetermined period as the case may be.
16)The layout of the construction site should be carefully planned keeping in view the various
requirements to construction activities and the specific constraints in terms of its size, shape,
topography, traffic and other restrictions, in public interest. The site layout should take into
considerations the following factors:
17)Easy access and exit, with proper parking of vehicle and equipments during construction.
18)Properly located material stores for easy handling and storage.
19)Adequate stack areas for bulk construction materials.

20)Optimum location of plants and equipments (batching plants, etc).


21)Layout of temporary services (water, power, hoists, cranes, elevators, etc)
22)Temporary buildings - Site Office, Labor Hutment with use of non-combustible materials as far as
possible including emergency medical aids.
23)Coking area should be separate from labor hutment.
24)Roads for vehicular movement with effective drainage plan.
25)Construction safety with emergency access and evacuations and security measures.
26)Fabrication yards for reinforcement assembly, concrete pre-casting and shattering materials.
27)Fencing, barricades and signage is mandatory.
28)Access for firefighting equipment shall be provided to the construction site at the start of
construction and maintained until all construction work is completed.
29)Free access from the street to fire hydrants/ static water tanks, where available, shall be provided
and maintained at all times.
30)Site evacuation exit plan to be displayed at important places.
31)Safety walks at Site – Safety person will move around site and note down key points in his diary
for implementation.

32) For use of shoes at working site

33) Site Administrative Action for Violation of Safety Procedure


 Stop the work first for time being.
 Worn the workmen in presence of contractor supervisor.
 Final warning and penalty for the contractor.
 Suspend the workers for one day.
 Out the worker from project.
 Blacklist the Labour.

34) Maintenance of safety checklists- Ensure all checklist on builder hoist & hutment has to be
maintained as per schedule. A signed copy of the same must be coming to safety head every next
day.
35) QA-QC & SAFETY EMPLOYEES REPORTING

All QA – QC Engineers will report to QA-QC Head also along with Project Manager to achieve the
Quality.

All Safety Employees will report to Safety Head along with Project Manager to maintain the Safety.

The organization structure will be prepared accordingly.

Qualification for QA-QC: B.E/B.Tech or Equivalent.


Experience : 10 Years

36) Construction in proximity of high tension electrical line – A detailed presentation shown
to all participants regarding safe distance to be maintained during work in the vicinity of HT
electrical line. As per the literature of OHSAS following important points were discussed &
noted :-
 Stay at least 10ft away from overhead power line.
 Assume that powers are energized.
 Use wood/fibre glass ladder if required.
 Stop work/workers in case you feel safe clearance distance from HT line not maintained.

37)As per the job requirement following Safety appliances/PPE Standardization list as per
Annexure-1 to be used. After issuing the PPE acknowledgement for the same as per format
(SHED-0007) to be taken.

39)Safety net should be fixed with suitable and sufficient anchorage below the working platform and
1 st floor level height of the building.
40)If any visitor or client come for site visit, someone from site should be there for escorting them.
41)Visitor or Client should always use the safe access (Safety net covered area) while entering the
site.
42)Adequate yard lighting and lighting for night shifts to be provided. Ensure that street lights in the
night is always lit up and switched off during the day time.
43)Work must be stopped while any worker / supervisor / engineer violation the safety rules at site .

44)Safety Week should be maintained for all project from (4th March to 10th March) every year and
National Safety day celebration on 4th March every year.

45)All contractors working at site must identify one supervisor/ person from his existing strength to
coordinate with Srijan Safety officer for day to day safety compliance.

46)Ensure that ambulance van provided at the construction site for transportation of serious cases
of accident or sickness of the building workers to the hospital.

47)Ensure Alcohol is not allowed at site if any alcohol bottle found at site, a strict action has to be
taken.
48)Ensure Site Safety personnel will raise indent for site Safety materials such as PPE’s, Awareness
posters/banners, nets etc. NO QUESTIONS should ask to them for many dept. (Whether it is
needed, quantity etc.) they will be liable to answerable to the HOD Safety only and the HOD will
convey the same to the concern Director (Sri RN Agarwal).
49)It is the duty of the Manager/ Engineer/ Foreman/Supervisor who undertake a work will take
care the safety of the work place & the Safety of the Workmen.
50)Ensure without the arrival of staffs (01 Safety personnel and 01 Civil Personnel) work cannot be
start. Work cannot be started without the permission of our staffs who are physically present at
site. As we cannot judge any work safe or unsafe until we supervise physically.
51)Pre Installation inspection of Rig & M/C - Pre installation joint inspection shall be done of
every rig to ensure adequate condition of all equipment, M/C and tools to be used
52)Fencing of moving parts of winch – Proper fencing of all outer moving parts of winch m/c is
mandatory.
53)Test Certificate of lifting tools & m/c – Third party inspection should be done of all lifting tools
i.e. Rope slings, D-clamps & winch m/c etc. As per safety norms.

54) Third Party Inspection certificate is required for all types of Plant & machinery and Tools Tackles likes-
Lifting equipment, crane hydra, Passenger & material hoist, cradle, winch machine, welding machine,
D-clamp, pulley, material bucket, steel wire rope, any type of rope etc.
55)Operation of winch m/c – Operation of winch should be done by competent person only.
56)PPEs to be provided to all workmen – All PPEs i.e. Safety helmet, safety shoes, hand gloves gum
boots, gas cutting goggle, shoulder pad for rebar carrying etc. Should be provided of good quality
by the contractor.
57)Arc Welding- Rod shall not be used as return cable for arc welding. The work shall be stopped in
case of such violation.
58)Tie of Rope for handling and lifeline – Tie of rod for hanging and life line should be done with
permanent structure only by providing adequate packing to prevent damage of rope due to
friction with sharp edge. The same shall be ensure by supervisor of each painting contractor.
59)Support to scaffolding work – The ongoing erection of scaffolding for expansion joint between
two blocks should be supported properly from every or alternate floor level as per requirement.
60) Prohibition of Child Labor:
61)It is clearly understood and agreed by the Contractor….. that under any circumstances, he will not
engage any worker below the age of Eighteen (18) years of age or not to take the services of any
nature through any person below the age of Eighteen (18) years of age. It is not always practically
possible for the man or agent of the Principal / Party of the ….or …..….to keep a control on such
engagement since the Principal / Party of the ….or …..….shall not be supervising or controlling the
activities on a regular basis. For any contravention to this clause and to the provision as per
Prohibition of Child Labor Act, the Contractor will be solely responsible for all consequences as
may come including clearing of financial and or any other liability”.
62)Ventilation system to be verified specially for underground constructions.
63)Caution Tape/Barricades/Safety Ribbon etc should be fixed for edge protection. Every opening in
the floor of a building or in a working platform shall be provided with suitable means to prevent
the fall of persons or materials by providing suitable fencing. Barricading to be done around the
opening of lift pit & landing areas in staircases. All duct openings, lift/Escalator openings must be
guarded by raising temporary brick work up to 1 meter.
64) Ensure Safe Access to the upper floors during construction
65) In all buildings over two storey’s high, at least one stairway shall be provided in good/usable
condition at all times.
66)This stairway shall be extended upward as each floor is completed. There shall be a handrail on
the staircase.
67) Conducts weekly safety meetings with contractors and send the minutes of meeting to the
concerned Director / VP construction.
68) Safety meeting with contractors along with site management to be conducted as prior scheduled
and minutes of the same to be sent to RNA Sir for review every time

70) Audio/Video safety practices must be shown to workers at site for awareness & a ppt to be
shown to safety officers for safe use of ladders & stairways
71) Dustbin/Waste bin must be regularly cleaned at site for hygiene
72) Labors at hutment to be encouraged for using mosquito nets to escape any kind of disease

73) Welfare facility- Labour hutment and Toilet shall be always in good conditionand bleaching powder,
phenyl, thaimat& others dis-infectious material should be provided under supervision of site Admin as
per requirement.

74) Supervision to pest control team visiting site must be proper, quantity and quality of chemicals
must be verifies w.r.t. the work order and if required site concerned person must not sign and
write “Not Satisfactory”
75) Fire point identification signage must be available & to be kept in safe location without any
surrounding materials/obstruction
76) Rotating part guards in the piling work machine, machine guard in the rotating pump & rotating
part of material hoist must be secured & available
77) Vehicular traffic management must be followed for multiple heavy vehicles moving in the
damaged road at close proximity of working workers
78) Access to labor temporary shelter must be safe and stagnant water all around the site should be
removed
79) Workers should not be allowed to take bath around under construction building area to prevent
unhygienic environment
80) Labor hutment roofs should not be in damaged condition and properly repaired & prevented
from rain water with proper check of the same
81) Airway protection with batching plant cement transporter must be provided to avoid workers
getting exposed to highly hazardous asbestos
82) Coir ropes should not be used for securing working platform
83) No area of the building should be dark & proper illumination should be there
84) SWL marking & testing certificate in the suspended cradle should be 3 rd party certified
85) Material hoist dismantling must be done with prior information/intimation to workers &
workers should use proper PPEs
86) Workers should not work near rotating part of rod cutting machine & rotating shaft cover should
not be kept nearby
87) Workers should not lit fire to remove mosquitoes at undesignated place on site
88) Workers should use safety belt in safe condition separately anchored
89) In the case of cradle resting in any upper platform for longer duration, it should be lowered in
presence of electro mechanical maintenance person

90) When there is no work but cradle to be lowered from any platform at height to ground, it has to
be done through remote control. One remote with long lead to be available at site in serviceable
condition, same to be used for maneuvering in case of requirement from ground position
91) Cradle movement shall be limited to vertical direction (up & down) only. For lowering from any
platform projected route should not be used. Load calculations should be done in vertical
movement position, in case of projected movement live load will increase and there are chances
that wire may break or gear may fail.
92)Safety lock/Emergency break/Remote function to be serviceable properly and as required
93)Workers carrying head load – Aged workers shall not be allowed to engage in work with head
load, they should be limited to age bracket of 18-45 years only
94)Validation of skilled worker – For skill work such as welding/cutting/bending certificate of
proficiency must be there of the worker with the contractor which should be provided by the
contractor as and when occasion demands so
95)Concrete pump & pipe usage – Pipes carrying pumped concrete must be secured properly &
provided with air release valve at top & workers employed around a concrete pump shall be
provided with a safety goggle

96)Ensure adequate Communication system during Pumped Concreting.


97)It was observed at site that proper communication between concrete pump operator &
supervisor at pouring point in case of concrete work to be done at higher floor (7, 8, 9 th floor and
above) is very very important. At times mobile communication does not work and additional
strokes are executed by operator because of mis-communication, resulting wastage/ scattering of
mortars at pouring point and also there are chances of injury to workers surrounding the pouring
area.
a) To avoid such incidence proper communication system to be established between concrete
pump operator & supervisor at top. Employing two way calling bell system can be a fruitful
solution to this matter. Hence all site is required to ensure this procedure to be followed
where concreting to be done through pump & pouring is at higher floor where no direct
communication with operator is possible.
98) Use of electric vibrator – Following points need to be checked when electric vibrator is used in
concrete work: -
99) Vibrator body must be properly earthed
100) Handle should be highly insulated
101) Current to be switched off, when not in use
102) All incoming material shall have to be inspected, especially sand, brick & chips shall be
unloaded at site only after quality check
103) Signature on pour card must be done before concreting as a measure of pre – concrete check
104) Compliance report of last safety audits should be sent by site before next audit

105) General Safety (HSE) Inspection Checklist (SHED-03) & How Safe Are We (SHED – 04)
Daily safety calendar to be maintained on daily basis by safety Supervisor/Safety Officer.
106) Scaffolding & staging erected at various locations after checking done by site safety officer
should be marked “safe for use” by means of green tags and ones yet to be checked should be
marked as “not safe for use” by means of red tags
107) Admixture drums in batching plant to have primary & secondary containment by way of a GI
tray below the base of the drum to prevent spillage of chemical, if any on the soil in the view of
environmental safety
108) Carbolic acid use for snake treatment
109) Carbolic acid & Other chemicals methods use for snake treatment so that labours staying home no fear of
snake.
110) In winter season water to be sprinkled at all projects due to too much dust flow so that the
dust flow reduces
111) Every contractor should have at least one safety officer for the work to be executed. The
requirement may increase as per the volume of the job
112) Material Inspection for Detection & disposal of foreign object
113) It is essential to wash & clean the dead stock of material in batching plant stack periodically
so that unwanted harmful substances does not flow into the mixer skip while aggregate are being
loaded. Also visual inspection needs to be done to ensure stock pile of material (Sand/Chips) be
kept free from leaves, polythene sheets, waste paper, electronic waste ,cigarette butts, tea leaves
etc before aggregates are being taken for use. Apart from weakening the bonding & strength of
concrete such foreign objects may lead to serious incidence later on at site.
114) Also it is very much important to note that if any Electronics waste
(Capacitor/Resistor/Diode/Triode etc.) is found with supplied material during Sieve Analysis/
Visual Inspection then same should not be thrown here & there within the project area , rather it
should be collected separately for safe disposal to distant location from construction project area.

115) Next day’s critical activity to be intimated to Srijan Safety Officer by contractor on previous
day
116) Prop to be fixed at suitable location for anchoring safety belt while fixing open – able glass
panel
117) Cradle cleaning to be carried out by group working on cradle every time after completion of
day’s work which should be ensured by site safety officer
118) Experienced safety person must supervise the erection of scaffold work from floor level to top

119) All contractors/workers/staff should endeavor to complete remaining work with zero

120) Use of Wooden Ladder shall be restricted at site except electrical work.
121) All Passenger hoist should be clearly marked with the SWL it can carry.
122) Parallel activity at vertical surface of same area shall not be allowed at all at site. The prior
information and PTW must be followed to prevent such hazard.

123) As the TPI certificate has not been renewed of cradle, it shall be lowered on ground and
dismantle as soon as possible. Cradle will not be allowed to work till inspected by 3 rd party.

124) In consultation with concerned Project In-Charge, Liaison Department & concerned Director
empanel the hospital for the projects.
125) No person under the age of 18 years should not be allowed in any kind of job at a construction
site.
126) Any building worker suffering from any occupational diseases (Example- Silicosis, asthma,
noise induced hearing loss) immediately send to nearest medical centre for treatment. No worker
to be allowed to stay at site if they are not physically fit.
127) Safety Committee to be formed as per the Formation of Site Safety Committee Format
(SHED-018). If Five hundred (500) or more laborers are deployed at site then representation
from labours also must be taken in safety committee.
128) MOM to be prepared for every as per Minutes of Site Safety committee’s HSE-meeting
(SHED-019)
129) All workers must wear Personnel Protective equipment during working time at site.
130) Site safety officer will be given training the worker’s how to use Personal Protective
Equipment.
131) If any worker’s violate site safety rules repeatedly in spite of giving warning then they will be
ousted from the site immediately by safety officer.
132) Monthly HSE Training Report for Sub Contractor’s Workmen (SHED-0017) & Monthly
Evaluation of sub Contractors on HSE Performance (SHED-0016) should be maintain by site
Safety officer.
133) Site Safety Inspection Form for Senior Management (SHED-020) should be maintain by
project in-charge.
134) Criteria for Selection of site Engineer / Supervisor/ Worker for Safety Award (SHED-
024) to be prepared by site safety officer with discuss to project in-charge.
135) Display and maintain Emergency contact no (like- hospital, fire brigade, police station,
ambulance etc) and suitable warning signs at conspicuous places at a building in Hindi, English
and local language understood by the majority of the building workers.
136) Safety awareness award scheme for motivation purpose maintained in yearly basis.
137) Involve everybody & all contractor in all the work for safety.
138) Adequate measures should be taken to prevent any worker from coming into physical contact
with any electrical equipment, apparatus, machines or circuit which may cause electrical hazards
139) A platform should be properly designed to suit the number of building workers
140) Every ladder should be secured so as to prevent undue swaying.
141) No electrical wire should come in contact with water or be mechanically damaged. All
electrical cables should be routed properly.

142) All passage ways, platforms and other places of construction work should be kept free from
accumulations of dust, debris & other materials. Proper house – keeping should be maintained at
site.
143) All electrical installation should be properly and adequately earthed
144) Adequate guard rails should be provided at the staircase landing for fall protection. Every
open side or opening into or through which a worker may fall should be adequately covered or
guarded to prevent such fall
145) Suitably designed temporary railing should be installed along the concrete staircases to
prevent fall hazards
146) All side openings should be adequately hard barricaded at the edge for fall protection
147) All floor openings should be adequately protected against fall hazards
148) Any sharp projections or protruding nails or similar projections which may cause cutting
hazards to a building worker should be removed or otherwise made safe by taking suitable
measures
149) All passage leading to the working area should be free from all encumbrances. No materials
shall be so stacked or placed as to cause danger or inconvenience to any person while working
150) No materials or articles should be stacked to such a height and in such a manner as would
render the pile of such stack unstable and cause hazards to the workers
151) All lifting gears should be of good design, and construction and adequate strength to perform
the work for which it is used and free from any defects and should be properly maintained in
good state of repair and working order
152) All DP Box should have an identification number and properly earthing and danger sign
should be displayed.
153) Every ladder should be secured so as to prevent undue swaying.

154) All workers must be trained for use of life lines and full body harness while working at height
and ropes should be visually inspected by responsible person
155) Adequate fire protection measures should be taken by the site by providing sufficient
numbers of fire extinguishing equipments and water with ample pressure
156) Proper routing of electrical cables should be ensured at site and suitable rubber mats should
be provided in front of main DB
157) It has to be ensured that all persons who are performing any work at a construction site wear
shoes and helmets conforming to the relevant national standard
158) Adequate measures should be taken to prevent displacement of standard of a scaffold either
by providing sole plate or a base plate, as necessary. All scaffold should be erected, added, altered
and dismantled under the supervision of a responsible person and should be adequately lashed
with permanent structures
159) No lifting appliances or lifting gear should be used in an unsafe way and in such a manner as
to involve risk to life of building workers. All lifting equipments should be tested and certified by

a competent person at least once in a year and SWL, Date of test and Next due should be clearly
marked on lifting equipment
160) A working platform should be 60-90 cm wide when used for persons and materials and
should be properly designed.
161) Adequate measures should be taken in the area exposed to the risk of falling materials,
otherwise suitable guarded from inadvertent entry of persons
162) No person should take rest at work area.
163) Trucks, tractors and other equipments should not be loaded beyond their safe carrying
capacity which should be clearly marked on such trucks and other equipments
164) A building worker handling cement or concrete should use hand gloves and all necessary
steps should be taken to keep cement and concrete away from his skin in such handling
165) Tapping of connection should be avoided
166) All vehicles and earth moving equipments should be properly used in accordance with
standard safe operating procedure and the driver/operator should have valid driving license,
properly and adequately trained.
167) Monsoon plan to ensure electrical safety should be prepared
168) Use of plywood on the openings/access should be strictly avoided
169) Working platform should be at least 900 mm wide for men and materials and made by
suitable materials of adequate strength
170) Adequate numbers of wedges should be provided below pile stack to prevent it from rolling
171) Water should not be allowed to accumulate at site so as to prevent mosquito breeding.
172) Suitable eye protective equipment should be provided and used by the worker while engaged
in operation like welding, cutting, chipping etc.
173) The base of scaffolds must be box channel or arrangement of MS section with such a capacity
to bear the load of entire scaffolds to be rested on it
174) The scaffolding pipe to be used should be free from rust & should be able to take the load of
upper scaffolds, man & material during work. No partial damaged or weak pipes should be used.
175) The erection of scaffolding should be done in proper sequence. The handling of pipes should
be fully secured to prevent its fall from height.

192) SOP of Netting System for Height Work


1. The catch net should be fixed at 4.5mtr elevated surrounding area, permanently with 10 mm mess
with double layer screen net. (Horizontal).
2. Peripheral net to be fixed up to working floor from bottom floor (vertically for Mivon /Alu form
shuttering and horizontally for normal shuttering).
3. Ropes to be tied with the structures properly, as no material can be fallen down at any cost.
4. Net to be shifted to upper elevation within 48 hours to 72 hours after casting.
5. Special netting procedure to be done for general access.
6. Net size should not be less than 5X3 mtr square with 10 mm mess/as per project requirement.
7. Fire extinguisher should be kept in area to avoid any kind of fire hazards.
8. After installing the safety net, ensure drop test in presence of competent person, and must be
ensure 60 Kgs weight using the drop test examination.
9. Identify the damaged net and replace by new one on immediate basis.
10. After concreting, clean the safety net with construction water to avoid the damage of the net.

11. The height work should not be allowed till the net fixed in proper way at proper area.
12. The net should be clean at all time. No debris/material will be allowed at the net for any time.

193) Safety nets to be provided in all the areas in every interval of 30 feet height where the
workers are working on height irrespective of Single /Double layer scaffolding,

194) All the site personals are equally responsible for monitoring the safety norms; hence they are
also responsible to check the workers for the proper safety of the work & workplace.

195) If any work is carried out inside a lift/duct/shaft etc. By scaffolding, 2 (two) layers of safety
net to be fixed there.
 First layer net to be fixed at the first floor level and the Second layer net to be fixed at the
bottom level of ongoing work.
 Make sure, before start any job the safety nets’ to be cleaned properly.
If any deviations found, immediately the work has to be suspended by those persons.

196) The working platform & guard rails at every layer should be adequate & Safe.
197) HSE officer will review the correct HSE policy and requirement. HSE officer will be acting on

 Reviews the application of coordination measures.
 During the site visits, checks/reviews that the different parties involved
(companies, site foreman, safety officer) comply with all requirements
associated with HSE (continuity of tasks, use of suitable tools, compliance with
the general principles of prevention, compliance with procedures, etc….).
 Sets up and chair a HSE Management Committee for the work site thereby
bringing together the Client, consultant and the Contractor. The frequency
between meetings shall not exceed 1 month
 After each of site visits, inform the Client by written report.
 Review the route cause analysis of any accidents / incidents, if any.

i) CEMENT
248) Cement shall be stored at the work site in a building or a shed which is dry, leak proof and as
moisture-proof as possible. The building or shed for storage should have minimum number of
windows and close fitting doors and these should be kept closed as far as possible.

249) Cement bags shall be stacked off the floor on wooden planks in such a way as to keep them
about 150 mm to 200 mm clear above the floor. The height of stack shall not be more than 10
bags to prevent the possibility of lumping up under pressure. The width of the stack shall be not
more than four bags length or 3 meters. In stacks more than 8 bags high.
250) Hooks shall not be used for handling cement bags unless specifically permitted by the
engineer-in- charge. For information regarding bulk handling of Cement,
251) b) STONE CHIPS
252) Stones of different sizes, types and classification shall be stored separately. Stones shall be
stacked on dry firm ground and heap not more than 1metre in height. A distance of about 0.8 m
shall be kept between two adjacent stacks.
253) c) BRICKS
254) Bricks shall be stacked in regular tiers as and when they are unloaded to minimize breakage
and defacement. These shall not be dumped at site. Bricks shall be stacked on dry firm ground.
For proper inspection of quality & counting, the stacks shall be 50 bricks long, 10 bricks high and
not more than 4 bricks in width, the bricks being placed on edge, two at a time along the width of
the stack.
255) d) BLOCKS
(1) Storage and Stacking --Blocks are available as hollow and solid concrete blocks,
hollow and solid light weight concrete blocks, autoclave aerated concrete blocks,
concrete stone masonry blocks and soil based blocks. Blocks shall be unloaded one at a
time and stacked in regular tiers to minimize breakage and defacement. These shall
not be dumped at site. The height of the stack shall not be more than 1.2 m, the length
of the stack shall not be more than 3.0 m, as far as possible and the width shall be of
two or three blocks.
256) Handling — Blocks stacks shall be placed close to the site of work so that least effort is
required to unload and transport the bricks again by loading on pallets or in barrows.
257) e) FLOORS, WALL & ROOF TILES
258) Storage and Stacking — Floor, wall and clay roof tiles of different types, such as, cement
concrete tiles (plain, colored and terrazzo) and ceramic tiles (glazed and unglazed) shall be
stacked on regular platform as far as possible under cover in proper layers and in tiers and they
shall not be dumped in heaps. In the stack, the tiles shall be so placed that the mould surface of
one faces that of another. Height of the stack shall not more than 1 m.
259) Handling — Ceramic tiles and roof tiles are generally supplied in cartons which shall be
handled with care to avoid breakage. It is preferable to transport these at the site on platform
trolleys.
260) f) STEEL
261) Storage and Stacking — for each classification of steel, separate areas shall be earmarked. It
is desirable that ends of bars and sections of each class be painted in distinct separate colors.
Steel reinforcement shall be stored in a way as to prevent distortion and corrosion. It is desirable
to coat reinforcement with cement wash before stacking to prevent scaling and rusting.

262) Handling — Tag lines shall be used to control the load in handling reinforcements or
structural steel when a crane is employed. Heavy steel sections and bundles shall be lifted and
carried with the help of slings and tackles and shall not be carried on the shoulders of the
workmen.
263) g) ALUMINIUM SECTION’s
264) Storage and Stacking — Aluminum sections of different classification, sizes and lengths shall
be stored separately, on a level platform under cover.
265) Handling — the aluminum sections shall not be pulled or pushed from the stack nor shall be
sided over each other, to protect the anodizing layer.
266) h) DOORS, WINDOWS & VENTILATORS
267) Storage and Stacking — Metal and plastic doors, windows and ventilators shall be stacked
upright (on their sills) on level ground preferably on wooden battens and shall not come in
contact with dirt or ashes. During the period of storage of aluminum doors, windows and
ventilators, these shall be protected form loose cement and mortar by suitable covering, such as
tarpaulin. The tarpaulin shall be hung loosely on temporary framing to permit circulation of air to
prevent moisture condensation.
a) ROOFING MATERIALS
268) Storage and stacking --Roofing sheets shall be stored and stacked in such a manner as not to
damage them in any way. Damaged sheets shall not be stacked with sound materials. All damaged
sheets shall be salvaged as early as possible.
269) j) GYPSUM BOARDS
270) Storage and stacking — Gypsum boards shall be stored flat in a covered clean and dry place.
271) k) Cast Iron, Galvanized Iron and Asbestos Cement Pipes and Fittings:
272) The pipes shall be unloaded where they are required, when the trenches are ready to receive
them. Storage shall be provided at the bottom layer to keep the stack stable.
273) The stack shall be in pyramid shape or the pipes placed length-wise and cross-wise in
alternate layers. The pyramid stack is advisable in smaller diameter
274) Pipes in the top layer shall be handled first. At a time only one pipe shall be handled by two
laborers while conveying to the actual site and shall be carried on shoulders. Fittings shall be
handled individually.
275) l) POLYTHYLENE PIPES
276) Storage and Stacking — Black polyethylene pipes may be stored either under cover or in the
open. Natural polyethylene pipes, however, should be stored under cover and protected from
direct sunlight. Storage of pipes in heated areas exceeding 27°C should be avoided.
277) Handling — Removal of pipe from a pile shall be accomplished by working from the ends of
the pipe.
278) m) Pipes of Conducting Materials:
279) Storage and Stacking — Pipes shall be stacked on solid level sills and contained in a manner
to prevent spreading or rolling of the pipe.

280) Handling — Removal of pipes from a pile shall be accomplished by working from the ends of
the pipe. During transportation, the pipes shall be so secured as to insure against displacement.
281) n) Paints, Varnishes and Thinners:
282) Storage and Stacking — Paints, varnishes, lacquers, thinners and other flammable materials
shall be kept in properly sealed or closed containers. The containers shall be kept in a well
ventilated location, free from excessive heat, smoke, sparks or flame. Temporary electrical
wirings/fittings shall not be installed in the paint store. When electric lights, switches or
electrical equipment are necessary, they shall be of explosion proof design.
283) Handling — Ventilation adequate to prevent the accumulation of flammable vapors to
hazardous levels of concentration shall be provided in all areas where painting is done. When
painting is done is confined spaces where flammable or explosive vapors may develop, any
necessary heat shall be provided through duct work remote from the source of flame.
284) o) Flammable Materials:
285) Storage and Stacking —Compressed gases and petroleum products shall not be stored in the
same building or close to each other. .
286) Handling — Petroleum products delivered to the job site and stored there in drums shall be
protected during handling to prevent loss of identification through damage to drum markings,
tags, etc. Unidentifiable Workmen shall be required to guard carefully against any part of their
clothing becoming contaminated with flammable fluids. They shall not be allowed to continue
work when their clothing becomes so contaminated.
287) p) Water:
288) Water to be stored for construction purposes shall be stored in proper tanks to prevent any
organic impurities. The aggregate capacity of storage tanks shall be determined after taking into
account the requirements of fire fighting.
289) q) Sanitary Appliances:
290) Storage and Stacking — all sanitary appliances shall be carefully stored under Cover to
prevent damage. When accepting and storing appliances, consideration shall be given to the
sequence of removal from the store to the assembly positions. Vitreous fittings shall be stacked
separately from the metal ones.
291) Handling — bigger sanitary appliances shall be handled one at a time. Traps, water seals and
gullies shall be handled separately. While handling sanitary fittings they shall be free from any oil
spilling, etc. The hands of the workers shall also be free from any oily substance.
292) r) Loading and Unloading from Motor Vehicles:
293) The motor vehicles shall be properly blocked while being loaded or unloaded; brakes alone
shall not be depended upon to hold them. When motor vehicles are being loaded or unloaded
near passageways or walkways, adequate warning signs shall be placed on each end of the
vehicle to warn the pedestrians.
294) s) Handling Heavy/Long Items

295) Loading and unloading of heavy items, shall, as far as possible, be done with cranes or
gantries. The workman shall stand clear of the material being moved by mechanical equipment.
The slings and the ropes used shall be of adequate load carrying capacity
296) t) Manual Handling
297) When heavy materials have to be handled manually each workman shall be instructed by his
foreman or supervisor for the proper method of handling such materials. Each workman shall be
provided with suitable equipment for his personal safety as necessary. Supervisors shall also take
care to assign enough men to each such job depending on the weight and the distance involved.
Any material, article, tool or appliances exceeding in weight the maximum limits set out in the
following table-

298) SECTION-C
299) Excavation Work-
300) Before starting the work, give adequate notices in writing to the owner of the adjoining
properties, safety of which is likely to be affected due to excavation. After having given such
notices, wherein details regarding the type of protective works that are anticipated to be
incorporated in the excavation are shown, written permission shall be obtained for such
excavation from the adjoining property owners.
301) Necessary facilities to the person causing excavation for protecting/providing both temporary
and permanent supports to such property, the responsibility for any damage to the adjoining
property shall be that of the adjoining property owner.
302) During construction, inspection shall be made by the engineer-in-charge to ensure that all
protective works carried out to safe-guard the adjoining property are sufficient
303) Before carrying out any excavation work/pile driving, the position, depth and size of
underground structures, such as water pipes, mains, cables or other services in the vicinity to the
proposed work, may be obtained from the Authority to prevent accidents to workmen engaged in
excavation work and calamities for the general public.
304) Ensure that where excavation works are carried out shall be adequately illuminated.
305) Where there is any doubt as to the stability of any structure adjoin the work place or other
areas to be excavated, there should be arrange sheet piling, shoring, bracing to support such
structure.
306) Keep excavated soil and others materials at least 2 feet (0.6 meters ) from excavation edges .
307) Ensure that ladders, stair cases or ramps are provided for safe access from excavation.
308) Materials required for excavation, like ropes, planks for gangways and walkways, ladders, etc,
shall be inspected by the engineer-in-charge who shall ensure that no accident shall occur due to
the failure of such materials.

309) Where excavation is going on, for the safety of public and the workmen, fencing net, MS pipe
Railing shall be erected around excavated area. Sufficient number of notice boards and danger
sign lights shall be provided in the area to avoid any member of public from inadvertently falling
into the excavation.

310) Over head fall Protection:


311) Ensure at the building and other construction work that any area exposed to risk of falling
material, articles or objects is suitable guarded in such area.
312) Every building worker required to pass through or work within the areas at building or other
construction work where there is a hazard of his being struck by falling objects or materials shall
be use safety helmets & safety nets accordance with the national standards.
313) Prevention of accidental falling of workmen during the construction of roofs shall be ensured
by providing platforms, catch ropes, etc.
314) If the materials are to be hoisted from the ground level to the roof level, adequate precautions
shall be taken by way of correct technique of handling, hoists of sufficient strength to cater for the
quantity of stores to be hoisted and prevention of overloading such hoists or buckets, prevention
of overturning of hoists or buckets.
315) Ensure that work areas & adjacent open areas are safe & suitably protected. Safety net of good
quality to be hanged above ground level for fall protection. Any damaged nets shall be replaced.
Safety to be checked in concreting board also.

316) PILING AND OTHER DEEP FOUNDATIONS:


317) Pile drivers shall not be erected in dangerous proximity to electric conductors. If two pile
drivers are erected at one place these shall be separated by a distance at least equal to the longest
leg in either rig.
318) The frame of any rig shall be structurally safe for all anticipated dead, live or wind loads.
Whenever there is any doubt about the structural strength, suitable test shall be carried out by
the foreman and the results of the test recorded.
319) No pile driving equipment shall be taken into use until it has been inspected and found to be
safe.
320) Defective parts of pile drivers, such as sheaves, mechanism slings and hose shall be repaired
by only competent person and duly inspected by foreman-in-charge of the rig and the results
recorded in the register.
321) All pile driving equipment should be good design and sound construction and inspected by a
responsible person before the beginning of each shift of piling operation.
322) When a pile-driver is not in use, the hammer of such pile driver is blocked at the bottom of the
heads of such pile-driver.
323) All piling areas where pile driving equipment is in use to prevent entry of unauthorized
persons.

a) Piling operational Safety


324) It was observed that during piling operation sometimes wire rope connecting chisel head
breaks during hammering activity or Chisel head comes out due to failure of D-clamp. In such
instances a stopper/Arrester system should be provided at the top of pully in the form of 10 -
12mm rod ( To be welded). This stopper will hold the rebounding force of the wire rope avoiding
injury or damage.

325) WALLS:
Depending on the type of wall to be constructed the height of construction per day shall be
restricted to ensure that the newly constructed wall does not come down due to lack of
strength in the lower layers. Similarly, in long walls adequate expansion/crumple joints
shall be provided to ensure safety.

326) WORKING AT HEIGHT:


Work At Height-
o During peripheral works wearing of safety belt is mandatory for all workers, defaulter
of the safety rules should be removed from site. Photograph of the defaulter to be
circulated to security team to block entry to work area. Also the site management
should not hold the perception that available working labours are reluctant to use safety
belt at peripheral work. They are to be spotted & removed from site following their
behavioral attitude.
o Safe work procedure / Risk assessment should be prepared prior to start of any
highly risky job by concerned agency.
o Safety net should be fixed with suitable and sufficient anchorage below the working
platform and 1st floor level height of the building is mandatory. Safety Net fixing to
prevent falling materials in ground shall be 3 mtrs length to 5 mtrs wide as suitable and fit
for site & purpose. Safety Net to be fixed at above of ground floor and just below of the
working Floor as per situation. Also The installed net should not be horizontal, instead it
should be slightly inclined to draw the falling object towards the building. Dust screen net
also shall be fixed.
o Ensure safe Access to the upper floors during construction and need to clear access
at staircases, lift lobby and others floor area to prevent tripping & falling hazard.
o Expansion joint between two blocks should be supported properly from every
o floor level.
o This stairway shall be extended upward as each floor is completed. There shall be
a handrail on the staircase.
o Workers should use safety belt with double harness lanyard in safe condition and
anchored separately with suitable & secure place.
o Parallel activity at vertical surface of same area shall not be allowed at all
at site. The prior information and PTW must be followed to prevent such

o A platform should be properly designed to suit the number of building workers.
o Any sharp projections or protruding nails or similar projections which may
cause cutting hazards to a building worker, should be removed or otherwise
made safe by taking suitable measures
o All side openings should be adequately hard barricaded at the edge for
fall protection.
o All workers must be trained for use of life lines and full body harness while
working at height and ropes should be visually inspected by responsible
person.

Scaffolding safety
o Tie of Rope for handling and lifeline – Tie of rope for fixing and life line should be tied
with permanent structure only by providing adequate packing to prevent damage of rope
due to friction with sharp edge. The same shall be ensure by supervisor of each concern
contractor.
o Support to scaffolding work – The ongoing erection of scaffolding for
o Coir ropes should not be used for securing/tied/knotting working platform.
o Scaffolding & staging erected at various locations after checking done by
o competent person and should be marked “safe for use” by means of green Tags and ones
yet to be checked should be marked as “not safe for use” by means of red tags.
o Prop to be fixed at suitable location for anchoring safety belt while fixing Open glass panel
work, plumbing work window frame & glass fixing work.
o Use of Wooden Ladder shall be restricted to use at site except electrical work.
Every ladder should be secured so as to prevent undue swaying.
o Adequate guard rails should be provided at the staircase landing for fall protection. Every
open side or opening into or through which a worker may fall should be adequately
covered or guarded to prevent such fall.
o Suitably designed temporary railing should be installed along the concrete staircases to
prevent fall hazards.
o Adequate measures should be taken to prevent displacement of standard of a scaffold
either by providing sole plate or a base plate, as necessary. All scaffold should be erected,
added, altered and dismantled under the supervision of a responsible person and should
be adequately lashed with permanent structures.
o A working platform should be 60-90 cm wide when used for persons and materials and
should be
properly adequate strength and designed.

o Guard railing shall be in 3 layers Toe-board/guard at 150mm. Middle railing at 450-470


mm from toe guard, and top railing at 900mm and 1200 mm when height more than 10
meters.
o Adequate measures should be taken in the area exposed to the risk of falling materials,
otherwise suitable guarded/netting from inadvertent entry of persons.
o The base of scaffolds must be box channel or arrangement of MS section with such
a capacity to bear the load of entire scaffolds to be rested on it.
o The scaffolding pipe to be used should be free from rust & should be able to take the load
of upper scaffolds, man & material during work. No partial damaged or weak pipes should
be used.
o The erection of scaffolding should be done in proper sequence. The handling of pipes should
be fully secured to prevent its fall from height.
o The overlapping of vertical and horizontal pipes shall be adequately decided after
joint inspection for safe work at height.
o The distance between two horizontal layers should be adequately fixed for safe ascending &
descending of workers which is to be decided after joint inspection of actual work area.
o As far as possible the scaffolds should be supported with any permanent structure
at every floor level.
o The erection of scaffolds should be done during the day light only. In no case the
work will be done by arranging light at dark or night.
o Workers engaged in outside job with hanging rope should be provided with lifeline
and fall arrester system as secondary protection.
o Safety nets must be inspected for wear, damage & other deterioration
at least once a week and after any occurrence which could affect the
integrity of the system.
o Double layer scaffolding with cup lock system is highly proposed for high
rise building.
o During erection & dismantling of scaffolding proper sign boards will be used (like “Don’t Use”
etc).
o In case of external plaster double scaffoldings with platform to be erected.
o Steel prop and plate for scaffolding and shuttering to be used only. In case bamboo is used
then NBC norms to be followed for usage of bamboos.
o Implements used for carrying materials to the top of scaffoldings shall be of adequate strength
and shall not be overloaded during the work.
o Where workmen have to work below scaffoldings or ladder, overhead protection against the
falling materials shall be provided. Care shall be taken in carrying large bars, rods, etc, during
construction of the walls to prevent any damage to property or injury to workmen.
o No scaffolding, ladder, working platform, gangway runs, etc, shall exist within 3-5 m from any
un-insulated electric (LT/HT) wire depending on voltage.

o Care shall be taken to see that no part of scaffolding or walls is struck by truck or heavy
moving equipment and no materials shall be dumped against them to prevent any damage.
When such scaffoldings are in or near a public thoroughfare, sufficient warning lights and
boards shall be provided on the scaffoldings to make them clearly visible to the public.
327) Precautionary Measures to be taken as mentioned below for activity shown:

o Ensure physical fitness of the worker
o Working platform shall be strong enough to take load.
o 24mm PP Rope( Polypropylene) and 14-16mm Polyarmide for Jhula and fall protection respectly are mandatory
for outside painting work.
o PTW is mandatory for outside painting work.
o All rope shall be knotted/tied with permanent structure separately and is to be checked time to time. Soft
package shall be used for Edge.
o PPEs with safety belt with grab and fall arrester rope
o Material feeding shall be secure and counter weight should be enough strong and strong.
o In floor area working platform shall be knotted properly and safety harness shall be use for window and others
opening area, outside wall.

330) Ladders
a) All ladders shall be constructed of sound materials and shall be capable of carrying their
intended loads safely. The ladders shall have not only adequate strength but Rigidity as well.
b) No ladder shall be placed or leant against window pane, sashes or such other unsafe or
yielding objects, nor placed in front of doors opening towards it.
c) Metal ladders shall not be used around electrical equipment or circuits of any kind where there
is a possibility of coming in contact with the current. Metal ladders shall be marked with signs
reading ‘CAUTION: DO NOT USE NEAR ELECTRICAL EQUIPMENT’.
d) Wooden ladders shall be inspected at least once in a month for damage and deterioration.
Close visual inspection is recommended in preference to load testing.

331) Opening in walls and Holes:


a) Whenever making of an opening in the existing wall is contemplated, adequate supports
against the collapse or cracking of the wall portion above or roof or adjoining walls shall be
provided
b) Wall opening barriers and screens shall be of such constriction and mounting that they are
capable of withstanding the intended loads safely.
c) When the opening is not in use for handling materials, the guards shall be kept in position
regardless of a door on the opening. In addition, a grab handle shall be provided on each side
of the opening. The opening should have a sill that projects above the floor level at least 25
mm.
d) Every temporary floor opening shall have railings, or shall be constantly attended by
someone. Every floor hole into which persons can, accidentally fall shall be guarded by either
a railing with toe board on all exposed sides, or floor hole cover the adequate strength and it
should be hinged in place. When the cover is not in place, the floor hole shall be constantly
attended by some one or shall be protected by a removable railing.
e) Every stairway floor opening shall be guarded by a railing on all exposed sides, except at
entrance to stairway.
f) Till the installation of the lift is completed, lift wells shall be protected with check boards or
railings together with notice boards, danger lights, etc
332) 7. Excessive noise, vibration:
a) Ensure at construction site that adequate measures are taken to protect building workers
against the harmful effect of excessive noise or vibration at such construction site and noise
level in no case exceeds the permissible limits
333) Note – No exposure in excess of 115 DBA is to be permitted.

334) 8. ADDITIONAL SAFETY REQUIREMENTS FOR ERECTION OF CONCRETE FRAMED


335) STRUCTURES (HIGH-RISE BUILDINGS):

336) Cranes :
337) Crane rails where used shall be installed on firm ground and shall be properly secured. In case
of tower cranes, it shall be ensured that the level difference between the two rails remains within
the limits prescribed by the manufacturer to safeguard against toppling of the crane.
338) Tower cranes are sited where there is a clear space available for erection, operation and
dismantling of such cranes.
339) Where two or more tower cranes are sited and operated, every care is taken to ensure
positive and proper communication between operators of such crane to avoid any danger or
dangerous occurrences and communication signal man should be there.
340) A crane shall be thoroughly examined at least once in a period of 6 months by a competent
person who shall record a certificate of the check. The operator of the crane shall follow the safe
reach of the crane as shown by the manufacturer. No person shall be lifted or transported by the
crane on its hook or boom.
341) Every crane with an automatic indicator of safe working loads which give a warning to the
operator wherever the load exceeds the safe working load or cut-out is provided which
automatically arrests that movement of the lifting parts of every crane if the load exceeds the safe
working load, wherever possible.SWL should be display on crane.
342) Operator does not leave Crane unattended while power is on or load is suspended to such
appliance and crane boom free to swing.
343) Aviation lamp & Lighting Arrestors should be installed in tower crane.
344) Every crane driver or lifting operator possesses adequate skill and training in the operation of
the particular lifting appliance.
345) Monthly Crane Inspection Checklist (SHED-09) to be prepared on monthly basis by safety
Supervisor/Safety Officer.
346) Check (Mega test) every 15 days that the earthing is ok of tower crane.
347) Take certificate of earthing every 3 months from a outside agency for mega test.
348) Materials Hoists :
349) The hoist should be erected on a firm base, adequately supported and secured. All materials
supporting the hoist shall be appropriately designed and strong enough for the work intended
and free from defects.
350) All ropes, chains and other lifting gear shall be properly made of sound materials, free from
defects and strong enough for the work intended. They shall be examined by a competent person
who shall clearly certify the safe working load on each item and the system. The platform of a
goods hoist shall carry a notice stating:
351) The safe working load; and
352) That passenger shall not ride on the hoist.
353) All hoist operators shall be adequately trained and competent, and shall be responsible for
ensuring that the hoist is not overloaded or otherwise misused.
354) All hoists shall be tested and thoroughly examined by a competent person before use on a site,
after substantial alteration, modification or repair of hoists, and at least every 6 months. Every

hoist shall be inspected at least once each week by a competent person and a record of these
inspections kept.
355) Others Lifting Appliances :
356) Every lifting appliance is clearly marked for its safe working load and identification by
stamping or other suitable means.
357) All lifting appliances, including their parts and working gear, whether fixed or moveable
should be sound material and adequate strength.
358) Every drum or pulley, around which the rope of any lifting appliance is carried, is of adequate
diameter and strength and sound construction.
359) Are providing where necessary with a suitable locking device to prevent accidental movement
or displacement.
360) Wherever automatic brakes are provided, automatically come to the neutral position in case
of power failure.
361) All lifting appliances are thoroughly examined by a competent person once at least in every
twelve months.
362) During the hoisting operation effective precaution is taken to prevent any person from
standing or passing under the load in such operation.
363) Operator does not leave lifting appliance unattended while power is on or load is suspended
to such appliance.
364) No persons ride on a suspended load or on any lifting appliance.
365) Electrical equipment of a hoisting engine is effectively earthed.
366) If use any magnetic type lifting device then voltage of electric supply not fluctuate by more
than plus ten percent or minus ten percent.
367) Chains shall not be joined by bolting or wiring links together. They shall not be shortened by
tying knots. A chain, in which the links are locked, stretched or do not move freely shall not be
used. The chain shall be free of kinks and twists. Proper eye splices shall be used to attach the
chain hooks.
368) Pulley blocks of the proper size shall be used to allow the rope free play in the sheave grooves
and to protect the wire rope from sharp bends under load. Idle sling should not be carried on the
crane hook along with a loaded sling.
369) Every lifting appliance with its accessory gear, shall be subject to a test load which shall
exceed the safe working load ( SWL) as specified in the following table-

370) Earth moving equipment and vehicles-
371) All vehicles and earth moving equipment are made of good material, proper design and sound
construction.

372) All transport or earth moving equipment and vehicles are inspected at least once a week by a
responsible person and in case any defect is noticed in such equipment or vehicle it is
immediately taken out of use.
373) Adequate precaution such as isolating the electrical supply or erecting overhead barriers of a
safe height is taken when earth moving equipment or vehicles are required to operate to operate
in dangerous proximity to any live electric conductor.
374) Vehicles and earth moving equipments are not left on a slope with the engine of such vehicles
or equipment running.
375) When trucks are being used on the site, traffic problems shall be taken care of. A reasonably
smooth traffic surface shall be provided. If practicable, a loop road Shall be provided to permit
continuous operation of vehicles and to eliminate their backing.
376) All the earth moving equipments, vehicles or other transport equipment are operated only by
a such persons who are adequately trained and Ensure that a driver of a vehicle holds a valid
driving license under the motor vehicles Act.
377) Vehicle or earth moving equipment is kept at least one meter from the adjacent face of a
ground being excavated.
378) Every earth moving equipment & vehicle is equipped with-
379) Silencer
380) Tail light
381) Power and hand brakes
382) Reversing alarm.
383) Search light for forward and back ward movement.
384) Earth Moving Equipment Inspection Checklist (SHED-0010) will be prepared on monthly
basis.

385) Ramps and Gangways :


386) Ramps and gangways shall be of adequate strength and evenly supported. They shall either
have a sufficiently flat slope or shall have cleats fixed to the surface to prevent slipping of
workmen.
387) Ramps and gangways shall be kept free from grease, mud, or other slipping hazards or, other
obstructions leading to tripping and accidental fall of a workman.
388) Any sharp projection or protruding nails or similar projection which may cause any cutting
hazard to a building worker at the building shall be removed or made safe by taking suitable
measures.
389) Ensure that illumination sufficient for maintaining safe working condition at a site for passage
ways, stairways, walking passage.
390) All runways and ramps are of sound construction, strength and are securely braced and
supported.

391) 9. Additional Safety requirements for erection of structural steel work:

392) When the men can work safely from the steel structure, this is preferable to hanging
platforms or scaffolds, as it eliminates additional operations, which in turn, reduces the hazard of
an accident. To aid men working on floats or scaffolds, as well as men in erection gangs, or other
gangs using small material, such as bolts and drift pins, adequate bolt baskets or similar
containers with handles of sufficient strength and attachment to carry the loaded containers,
shall be provided.
393) During the erection of tall buildings, it is desirable to use nylon nets at a height of 3 m to 4 m
to provide safety to men, the safety net should be made from man or machine-made fiber ropes
which are UV stabile zed and conforming to the acceptable standard
394) All motors, chains, friction gearing and moving parts of machinery are securely fenced.
395) The fencing of dangerous parts of machinery is not removed while such machinery is in
motion or in use.

396) 10. Welding and Gas Cutting:


397) All gas cylinders shall be used and stored in the upright position only and shall be conveyed in
trolleys. While handling by cranes they shall be carried in cages.
398) The cylinders shall be marked ‘full’ or ‘empty’ as the case may be. Gas cylinders shall be stored
away from open flames and other sources of heat. Oxygen cylinders shall not be stored near
combustible gas, oil, grease and similar combustible materials.
399) When the cylinders are in use, cylinder valve key or wrench shall be placed in position. Before
a cylinder is moved, cylinder valve shall be closed. All cylinder valves shall be closed when the
torches are being replaced or welding is stopped for some reason.
400) The cylinder valve and connections shall not be lubricated. Gas cutting and welding torches
shall be lighted by means of special lighters and not with matches.
401) The cables from welding equipment should be placed in such a way that they are not run over
by traffic. Double earthling shall be provided.
402) Before undertaking welding operations near combustible materials, suitable blanketing shall
be provided and fire extinguishers kept nearby. Welding shall not be undertaken in areas where
inflammable liquids and gases are stored.
403) All welders shall wear welding goggles, welding face shield & hand gloves while doing
welding work. Person employed on metal cutting & grinding shall wear safety glasses.

404) 11. ELECTRICAL INSTALLATIONS:


405) Before commencement of any building or other construction work, shall take adequate
measures to prevent any worker from coming into physical contact with any live electrical
equipment or apparatus which may cause electrical hazard.
406) Electrical panel & Power Distribution board should be installed in every 3 rd floor of the
building or as per the requirement.
407) In workplaces at a construction work where the exact location of underground electric power
line is not known, the building workers using jack hammers, crow bars or other hand tools which

may come in contact with a live electrical line shall be provided insulated protective gloves and
foot- wear of the type in accordance with the national standards.
408) Don’t allow any electrical wire or cable lying on ground or contact with water or which may
be mechanically damaged.
409) Ensure that all electrical appliances are made of sound material and are properly earthed.
410) Ensure that all temporary electrical installation at a site provided ELCB. RCB & MCCB etc.
411) Adequate precautions shall be taken to prevent danger from electrical equipments. Live wire,
Electrical points etc should not be left open. All distribution of electrical systems for temporary
works should be done in consultation with the site office.
412) The passage leading to electric meter room/DG room/transformer should be kept free from
any type of obstacles and should be free from rubbish/debris.
413) The electric meter/panel room & DG room should be kept completely dry. Oil, kerosene or
any inflammable materials should not be stored near D.G set, transformer or meter room. The
surrounding areas should also be kept dry.
414) 1100 V shock-proof rubber padding should be provided in the floor of electric meter/panel
room, DG area and high voltage danger board, Co2 type fire extinguisher to be put on the room.
415) Temporary Electrical Wiring :
416) Frayed and/or bare wires shall not be used for temporary electrical connections during
construction. All temporary wiring shall be installed and supervised by a competent electrician.
417) Adequate protection shall be provided for all electrical wiring laid on floor which may have to
be crossed over by construction machinery or by the workmen.
418) All flexible wiring connecting the electrical appliances shall have adequate mechanical
strength and shall preferably be enclosed in a flexible metal sheath. All electrical circuits, other
than those required for illumination of the site at night, shall be switched off at the close of day’s
work.
419) No articles of clothing not stores shall be kept at the back of or over the board or anywhere
near it. One 3 kg/4.5 kg C02 extinguisher shall be provided near the switch board.
420) Ensure no cover is removed from wiring or breaker box.
421) Guard to be provided in live parts of electrical equipment against accidental contact.
422) Conductors going into electrical equipment must be protected, and unused openings must be
closed.
423) Junction boxes pull boxes and fittings must have approved covers...
424) Don’t use local extension cord as tool will draw more current than the cord can handle,
causing overheating and a possible fire without tripping the circuit breaker.
425) Cord to be used must be 3-wire type and designed for hard or extra- hard use.
426) Too many devices should not be plugged into a circuit; this may cause heating of wires and
possibly a fire.
427) A minimum working space of 30 inch (76 cm) is required in front of electrical equipment
operating at 600 volts or less.
428) ELCB /RCCB / Continuity / Earth resistance to be checked & corded at regular interval.

429) While working at site electrical wire should not be spread on ground in wet or muddy
condition.

431) CHECKING OF LPG CYLINDER
432) On one of three side stems of the cylinder, the expire date is coded alpha numerically which
starts with A, B, C or D followed by a two digit number e,g. C16
a) The alphabets stand for quarters
(1) A for March (1st Qtr.)
(2) B for June (2nd Qtr.)
(3) C for Sept (3rd Qtr.)
(4) D for Dec (4th Qtr.)
ii) In above mentioned example validity of said cylinder was up to 30 th Sept 2016. Expired
Cylinder are not safe for use and can cause lethal accidents.
iii) Also be informed that agencies involved in hot work in regular basis does have their own
cylinder and keep on using the same after refillinh through unauthorized means. Many
local LPG re-filler even conceal the date, usually by pasting some sticker over it. So please
be extra careful while checking.

iv) SOP For temporary Electrical Systems

433) For LT Panel-

a) Ensure that cobwebs and dirt are cleaned from all electrical cable and wire.
b) Ensure that no stacked any inflammable material at electrical panel area.
c) Proper house keeping required at all electrical panel area.
d) Check all MCB & switch properly working or not.
e) Ensure that all compartment door of electrical panel properly closed
f) Ensure that ammeter used for measure the load capacity for safety.
g) Check cable glands used for all cable connecter .
h) Ensure temporary feeders should be bunched neatly and taken along the wall to the
respective blocks.

434) For Batching plant panel-


435) Ensure Rain proof cover of semi permanent nature should be provided on batching plant
panel.
436) Check the earth continuity in the batching plant .
437) For temporary power distribution box-
438) All loose wires from bus bars to be provided with PVC sleeves to avoid possible change of
short circuit in batching plant .
439) Wires inside the bus bar chamber should be properly socketed and dressed in power
distribution box.

through sockets.
a) For labour hutment area-
448) All wiring should be through conduit and RCCB to be provided in the switchboard.
449) RCCB should be provided in labour hutment area.

a) SECTION-D
450) GENERAL REQUIREMENTS :
451) Sanitation :
452) Adequate & clean toilet facilities shall be provided for the workmen within easy access of
their place of work.
453) Toilet facilities shall be provided from the start of building operations, and connection to a
sewer shall be made as soon as practicable.
454) Every toilet shall be so constructed that the occupant is sheltered from view and protected
from the weather and falling objects.
455) Toilet facilities shall be maintained in a sanitary condition. A sufficient quantity of disinfectant
shall be provided.
456) An adequate supply of drinking water shall be provided, and unless connected to a municipal
water supply, samples of the water shall be tested at frequent intervals by the Authority.
457) Washing facilities shall be installed.
458) Natural or artificial illumination shall be provided.
459) Fire Protection :
460) All fire extinguishers shall be maintained in a serviceable condition at all times in accordance
to NBC and as per Fire Extinguisher Weekly Checklist (SHED-0006) .
461) Water tank to be always filled up.
462) Access shall be provided and maintained at all times to all fire fighting equipment, including
extinguishers, and training for the same to be give to security guard ,HK. Staff & admin staff.
463) Emergency plan and fire order specifying the individual responsibility in the event of fire
should be formulated and mock drills should be practiced periodically in case of large and
important construction sites to ensure upkeep and efficiency of fire fighting appliances.

464) Periodical inspection should be carried out to identify any hazard and proper records to be
maintained.
465) Smoking shall not be allowed in basement area...
466) When welding or flame cutting is done, timber support or other combustible material shall be
protected by fire proof screen.
467) Suitable fire extinguishers shall be kept readily available. Sufficient fire extinguishers shall be
placed at strategic points. Extinguishers shall always be placed in cranes, hoists, compressors and
similar places. Where electrical equipments are involved, C02 or dry powder extinguishers shall
be used. Used fire extinguishers for site fire training purpose which are already expire.
468) Emergency action plans :
469) Following emergency action plan should be maintain at site –
470) Fire & explosion.
471) Collapse of lifting appliances and transport equipment.
472) Collapse of sheds or structure.
473) Other natural calamities.
474) All Sites should form minimum a team for emergency rescue from their exiting labor strength.
475) Emergency rescue team to be recognized. A dungaree/ boiler suit to be provided with logo.
476) Mega phone needed for sites for emergency situations handling. Its safety person’s
responsibility to conduct trainings/ meeting to dictate the emergency evaluation plans and uses
of mega phone etc.
477) An amount to be allotted for those workers who worked safety at site during a month. Every
month we will reward them to encourage towards safety.

490) Preventive measures against hazards relating to disposal of debris shall be taken.

construction work.
494) The work of removal of debris should be carried out during day. In case of poor visibility
artificial light may be provided.
495) The debris should be removed from top. Early removal from bottom or sides of dump may
cause collapse of debris, causing injuries.
496) Dropping activity to be done during a fixed time only.
i) Lift shaft opening where dropping will not take place shall be closed.
ii) Site must ensure no cable or other wire are hanging which may be damaged.
iii) Contractor supervisor should be available at all levels where
dropping will take place.
iv) Ground level must be cordoned off where material will be dropped &

v) Starting of clearing dropped material shall commence only after
locking drop zone shaft door.

498) Ensure that each floor or level of a building is appropriately numbered or marked at the
landing of such floor or level and also on outside periphery.

should be adequately ventilated, particularly before being entered,

507) On every demolition job, danger signs shall be conspicuously posted all around the structure
and all doors and openings giving access to the structure shall be kept barricaded or manned
except during the actual passage of workmen or equipment. However, provisions shall be made
for at least two independent exits for escape of workmen during any emergent.
508) During nights, red lights shall be placed on or about all the barricades.
509) The power on all electrical service lines shall be shut off and all such lines cut or disconnected
at or outside the property line, before the demolition work is started. Prior to cutting of such
lines, the necessary approval shall be obtained from the electrical authorities concerned.
510) All gas, water steam and other service lines shall be shut off and capped or otherwise
controlled at or outside the building line, before demolition work is started.
511) All the mains and meters of the building shall be removed or protected from damage.
512) Safety distances to ensure safety of the public shall be clearly marked and prominently sign
posted. Every sidewalk or road adjacent to the work shall be closed or protected. All main roads,
which are open to the shall be kept open to the public! Clear and unobstructed at all times.
Diversions for pedestrians shall be constructed, where necessary for safety.
513) Adequate natural or artificial lighting and ventilation shall be provided for the workmen.
514) MECHANICAL DEMOLITION
515) When demolition is to be performed by mechanical devices, such as weight ball and power
shovels, the following additional precautions may be observed:
516) The area shall be barricaded for a minimum distance of 1% times the height of the wall,
517) While the mechanical device is in operation, no workmen shall be allowed to enter the
building being demolished,
518) The device shall be so located as to avoid falling debris and the mechanical device when being
used shall not cause any damage to adjacent structure, power line, etc.

520) As demolition work proceeds, the released serviceable materials of different types shall be
separated from the unserviceable lot at suitable time intervals and properly stocked clear of the

not available at site) in front of Lift Shaft. Brick wall construction quantity shall be measure/certify
by block/site civil supervisor/ engineer.
All Lift pit is to be filled by silver sand/ waste sand to prevent from mosquito breading center. This
sand can be reuse for infrastructure work (road construction work). It will also help to reduce the
impact of falling man/materials into it and sand filling quantity shall be measure/certify by block
civil supervisor/ engineer.
2 layers Horizontal safety Net (double layer) shall be fixed at periphery area of every high raise
building. 1st layer shall be fixed at 1st floor/ 2nd floor as feasible without disturbing vehicular
movement and 2nd layer shall be fixed 9-12 R/M below from top working zone of building.
Angular direction of Net shall be in 450 ( 50 variable). All Duct area & Floor edge area shall be also
barricaded temporarily in 2 layers by reinforcement or lifeline.
It is observed that this safety net/ temporary barricading of area used to remove for layout work /
materials lifting purpose by the contractor and not reinstalling again which is very danger for all.
The site/ block civil supervisor will be instructed the said contractor to re-fixed this Net/
temporary barricading again immediately and will monitor on regular basis.

709) In absence of RN Ji, no work should be delayed or stopped due to RN Ji’s absence, one can call
him any time & resolve the job by taking the contact no. of his from Personal Assistant to RN Ji. If
one have any problem in contacting him, one can also contact with Personal Assistant to RN Ji
who will help one to resolve the work.
710) All the employees should only throw the dry wastes in the dustbins at their respective
working place and any other type of wastes such as any liquid wastes should either be thrown in
person or through peon in the dustbin available at the ground floor portico area positively
711) If any employee has any problem and wishes to discuss the same with RN Sir then he/she
must discuss the same with him along with a solution which will be finalized by RN Sir and get

resolved accordingly but no one should discuss any such problem with RN Sir without any
solution
712) In order to increase efficiency, proper record and accountability of work across the
organization one should use the work assignment software in Farvision to further delegate the
work and also encourage next line of your subordinates to do the same (if applicable).
713) In case any new id is required to be opened for this purpose, send a written request for the
same and after RN Sir’s approval & share the note with Ajit/Akash who shall then create an id for
the concerned person.
714) Make it a point to review all tasks due to and from on daily basis and complete them
accordingly.
715) No work should be pending due to any unjustified reason, if one faces any difficulties in one’s
work then at first one should go to one’s HOD and if one does not get satisfactory answer from
HOD then go to RN Sir immediately without any hesitation.

716) For any difficulty in Interdepartmental work, concern Department heads should discuss with
each other & if problem not solves then go to RN Sir immediately without any hesitation.

717) Every employee should be supportive, open to learning, offer solutions to tasks/problems &
become valuable team member & work positively
718) Employees should use office time in doing quality optimum work & if required extend beyond
office hours as well

of 3, 2 of 3 ... & likewise on a positive basis.

741) The following important note should be followed by every individual employee:--

742) If few works are remaining pending from any employee’s end due to shortage of time or any
other reason , then that employee can make a list of his/her work & take it to his/her HOD & ask
him to prioritize the job & accordingly the job should be carried out within a reasonable time
without feeling any pressure, if still the problem does not solve then employee can discuss the
pending works regularly with his/her HOD for prioritization, and also when HOD is giving any
employee any new job and the employee thinks he/she is being over burdened that time, he/she
can also discuss their pending works before accepting the new one & if required get the work
reduced.

743) If still the problem exists & employee feels over burdened with work pressure then employee
can come to the Director without any hesitation to solve the issue. Employee must not keep the
work pending with oneself beyond a reasonable time whatever be the reason. Because keeping
work pending affects the performance of the whole organization.
744) If an employee get any instruction from any person other than the immediate boss, first
discuss the issue with the immediate boss & tell the immediate boss to talk to the concerned
person, but ultimately one should do whatever the immediate boss tells one to do.

745) This is to inform that whatever Documents / Bill / Cheques you are giving to MD for his
approval, it will take 24hrs time. If you need it before the time then take his approval directly
over phone & inform to his secretary that you got the permission to get my approval / sign before
the time , then only he will do it before 24 hrs.

746) Printing the name and address of its registered office on all documents, Section 12(3)(c) of the
Companies Act 2013 requires printing of the following additional information besides the name
and address of its registered office on all business letters, bill heads, letter papers, notices
and other official publications w.e.f. 1st April 2014:

after used immediately return to HR head.
753) Data card bill signing- First, user should be sign the bill for using, after that he will take his
HOD ‘s sign and then give to A/C department . Then payment can be released.
754) Tata photon dongles exclusive for official use only and under no circumstances is to be
handed to any other person for use.

755) In case of any urgent requirement for use by any other person, an official permission by the
individual, is to be obtained in writing from the concerned HOD, who will forward it to the HR
department for issue the spare device for a limited period.

756) The written record is to be maintained by Mr. Ajit Kumar (Systems Department) in the issue
register, along with the serial number of the device and obtain his signatures while
handing/taking over the device.

757) Farvision Portal for leave and outdoor –


758) Ensure that ERP for managing outdoor system, leave and individual records including pay
slip, leave balance etc is available for use by all individuals, has been activated.

759) The individual can log on directly to this Farvision outdoor system portal using the URL given
below from any computer.

760) Individuals are to use the under mentioned username and password for logging in.

761) All employees are to enter the details of their leave and all outdoor details correctly and send
it to the approving authorities through their HOD’s. The update will automatically cater and the
details would be fed directly in Far vision for leave and salary purpose.
762) The data is to be filled up with effect from 01 June 2014. All HODs are to give wide publicity
and inform all their employees accordingly.
763) No request for any manual change/amendment would be entertained. All data will be
extracted directly from the Farvison.

765) Department Wise Master List of Files to be maintained.
766) Make an index of all files available with employee.
767) Keep one copy of index with employee & one copy should be pasted at the place where
files are kept.
768) Serial Number should be as per the Master List.
769) All files to be checked physically on a regular basis as per the master list.

772) If any new files creates or any existing files deletes then modification to be done on hardcopy

773) Supervisor should sign on the updated Master File List.
774) In case of deletion of any existing file: -

777) Individual employees need to maintain their individual file list respectively and HOD need to
maintain the entire Master File List.

778) AUDIT REPLY PROCESS-


779) In connection with the monthly internal & Pre -audit process , you are advise to take note of
the following and implement it strictly :-
780) Comments against audit observation must be replied within 3 days of the receipt of such
observation report.
781) Compliance of each observation must be done within 15 days of the receipt of such
observation report.
782) In case the compliance is not made within the 15 days, the respective HOD must be take Rnji
sir approval in writing for EDC of all pending points.
783) In case it is failed that such compliance is not possible and it is required to modify relevant
SOP; the same must be refer to Rnji.

784) If any audit non-conformity impossible to implement at site / HO but mentioned in


our company SOP, in this case director approval is necessary.
785) If you wants to waive off any matter of audit non-conformity,( Pre- construction & Planning -
Design ) then director approval is required.
786) Audit discussion needs to be conducted as scheduled within three
i) (3) Working days from the date of release of the draft report, failing
ii) which the status will automatically be considered as final report and
iii) Will be released to the management.
787) If any point is pending or open from a long time, then for the same the HOD needs to be get the
same waived off by approval from Director (RNA )
788) For any pending work in the audit report, it must have an EDC along with the next action plan
step mandatorily.
