4.0 EXECUTION

4.1 Mixture Designs

4.1.1 Submit the proposed mixture designs for Buyer approval. Determine the mixture
proportions to meet the strength and water/cementitious materials ratio (W/CM ratio)
requirements in Table 1 and the slump requirements in Table 2 of this Specification.
Identify the sources of cementitious materials and aggregates and the types and
brands of admixtures.
4.1.2 Develop the Class S-1/S-1A/S-1B, S-2/S-2B, M-1, G-1, and L-1 mixtures to produce
cohesive, workable concrete that is pumpable in accordance with ACI 318
requirements by the trial batch or historical data method.
4.1.3 If the trial batch method is selected, submit independent laboratory test results for a
minimum of three mixtures, each proportioned with a different W/CM ratio for each
class of concrete. Include mixture and ambient temperature, slump, and air content
when batched. Assure that the trial batches used for the strength tests meet the ACI
318 requirements for air content and slump for mixture design qualification. Determine
7 and 28-day compressive strengths for all mixtures tested. The W/CM ratio shall
meet the requirement of Table 1 plus the applicable overdesign strength for trial
batches defined in ACI 318.
4.1.4 If the historical data method is selected, submit sufficient historical data, including all
relevant calculations, to demonstrate that the mixture meets ACI 318 requirements for
the strength specified. Specifically identify the sources of all ingredients that were
used in the original concrete mixtures. Additionally, if the historical data is predicated
on strength data that is over 6 months old, or if a different source for any ingredient is
proposed:
a. confirm that the ingredient that is proposed to be obtained from a different source
is “substantially the same” (as required per ACI 318) by comparing the chemical
and physical properties of the original ingredient with the same properties of the
proposed substitute ingredient; and
b. batch the proposed mixture and demonstrate that the average 28-day
compressive strength of the proposed mixture equals or exceeds the average
strength calculated from the historical data.
4.1.5 Minimum 20 percent of fly ash shall be used in all structural (Class S) mixtures. Limit
the fly ash replacement to 25 percent of the Portland cement by weight unless

4.1.11 All mixtures listed in Table 1 may be proportioned to retard or accelerate set as
desired. Separate strength qualification data for the set affected mixture are not
required provided the set affecting admixture is from the same manufacturer as the
admixtures used for strength qualification and the admixture supplier certifies that the
product will not adversely affect the 28-day strength, flowability, and setting of the
mixture.
4.1.12 The sample location for testing fresh concrete is at the point of placement.
4.1.13 After obtaining Buyer approval of the proposed mixture design and all ingredients, and
prior to production, demonstrate that the proposed mixes qualified by the trial batch
method or by historical data more than 6 months old will conform to the requirements
of this Specification by performing verification testing of the mixture using the actual
production facilities and ingredients approved for the work. At this time, minor
adjustments to the ingredient quantities used for the trial batches or approved mixture
designs may be made, if necessary, to produce cohesive, workable concrete that
meets the performance requirements of this Specification provided that the approved
W/CM ratio is not increased. Submit the results of the verification testing to the Buyer.
Include ambient and mixture temperature, slump, and the actual ingredient quantities.
Verification testing of concrete mixtures qualified by historical data that are commonly
used by the Seller is not required.
4.1.14 Obtain Buyer approval of the verified (if applicable) mixture designs and all ingredients
prior to use. Once approved, do not change the source of any ingredient without prior
Buyer approval. If a change in the ingredient sources is subsequently proposed, re-
qualification of the mixture will be required unless otherwise approved by the Buyer.
4.1.15 Routine adjustments in ingredient quantities necessitated by variation in aggregate
gradation and particle shape are acceptable without prior Buyer approval if required to
maintain cohesive, workable mixtures provided that:
a. the Buyer is advised in writing of the situation (either in advance based on
production experience or as soon as possible after such variations are
identified);
b. a description of the variations and the adjustments is provided to the Buyer;
c. the variation in fineness modulus meets requirements of this Specification and
those of ASTM C33;
d. the aggregate gradation is maintained within requirements of this Specification
and ASTM C33 for the particular size;
e. the W/CM ratio defined in the Buyer approved mixture designs is not increased.
4.1.16 Re-qualification of the mixture is required if major changes are made to ingredient
quantities, necessitated by significant variations in the chemical or physical properties
of the materials, unless otherwise approved by the Buyer.
4.1.17 Prepare and submit a design for flowable fill for general backfill applications. The use
of fly ash as a major constituent is acceptable. In general, the ingredients used for
flowable fill should conform to the same requirements as specified for concrete.
Proportion the mixture such that it will easily flow into excavated areas with minimal
consolidation and bleed. Assure that the mixture will attain no less than 50 psi and no

concrete durability.

4.2 Manufacture
4.2.1 Provide a batching facility with a manufacturer’s rated production capacity of 115 cubic
meters per hour (minimum). Mixing may be performed in a stationary mixer or in
transportation units specifically intended for mixing concrete.
4.2.2 Obtain Buyer approval of the batching facilities, mixing unit(s) and transportation units
prior to production.
4.2.3 Provide concrete with a maximum temperature of 32 °C when measured at the
discharge point of the conveying vehicle. The Seller is advised that concrete
approaching the maximum permissible mixture temperature may not be satisfactory for
placement because of its limited usable life. The Seller is responsible for providing
usable mixtures and must adjust the mixture temperature or set time accordingly.
4.2.4 Provide concrete that meets the minimum temperature requirements shown in Table 3.
Table 3 – Minimum Concrete Temperature Requirements

4.2.5 Conform to ASTM C94 for the batching plant, mixers, and agitators.
4.2.6 Measure and mix materials in accordance with ASTM C94.
4.2.7 Meet NRMCA Check List Certification requirements for batching/mixing facilities
transport equipment. Submit a copy of current batch plant and mixer(s) NRMCA
Check List Certification.
4.2.8 In lieu of the NRMCA checklist, submit documentation that demonstrates that the
batching facility and mixer units have received recent, independent inspection. Such
documentation may include certification by a governmental agency or an inspection
report performed by an independent laboratory. If the available certifications and
inspections do not demonstrate current equivalence with the NRMCA Check List or
ASTM C 94 requirements, engage, at no cost to the Buyer, the services of an
independent laboratory to perform additional inspections as directed. Submit the
inspection results to the Buyer. Correct any deficiencies identified prior to concrete
production.

4.2.9 Monitor and record the moisture content of fine and coarse aggregates a minimum of
two times per day and whenever conditions change. Adjust the quantity of mix water
based on the aggregate moistures so that the total quantity of water in the batch does
not exceed the quantity specified in the approved mixture design.
4.2.10 Comply with ACI 305R during hot weather. If ice is employed for cooling, adjust the
quantity of mix water so that the quantity of free water in the batch does not exceed
the quantity specified in the approved mix design. The Seller shall develop and submit
a concrete temperature plan based on Appendix A of ACI 305R for Buyer review and
approval.
4.2.11 Comply with ACI 306R during cold weather.
4.2.12 Transport concrete in accordance with ASTM C94 and ACI 304R.

4.3 Inspection and Testing

per day during production. Increase the frequency of this measurement whenever
conditions change that may affect the aggregate moisture. Submit copies of these
records to the Buyer when requested.
4.3.2 Unless otherwise approved, check aggregate gradation in accordance with ASTM
C136 each day during production. Obtain samples in accordance with ASTM D75.
Verify that the fineness modulus of the fine aggregate meets ASTM C33 requirements
based on the original mixture design requirements. Record all aggregate gradation
test results and submit them to the Buyer when requested.
4.3.3 All ingredients will be subject to inspection by the Buyer. Cooperate with the Buyer or
his representative by providing or assuring reasonable access for making necessary
checks of production facilities and for obtaining samples from batch plant storage or at
the source of supply.
4.3.4 The Buyer, at his option, will sample fresh concrete and test it in accordance with
ASTM C94. The minimum testing frequencies are described in Specification 3PS-
SY01-F0001. If the slump or temperature falls outside the specified limits, a check test
will be made immediately on another portion of the same sample. In the event of a
second failure, the concrete shall be considered to have failed the requirements of this
Specification and will be rejected.
4.3.5 The Buyer, at his option, will sample concrete ingredients and test them to determine
conformance with the standards cited in this Specification. If the test results indicate
non-compliance with this Specification, the material that was sampled must
immediately be segregated from the work, prohibited from delivery to the site, and may
not be used until a satisfactory retest result is obtained.
4.3.6 The Buyer will increase testing frequencies as he sees fit to do so. Neither an
increased nor a decreased testing frequency affects the bases for rejection described
in this Specification.
4.3.7 Evaluation of the concrete compressive strength will be in accordance with ASTM
C94.
