LAC SESSION ON RETOOLING BEGINNING READING AND LITERACY
INSTRUCTION CUM ORIENTATION ON FUNCTIONAL LITERARCY
ASSESSMENT TOOL (FLAT)

I- RATIONALE

Reading is essential for learning. A person who is unable to read is deprived


of a wonderful medium of learning since reading allows access to knowledge in a
variety of fields. It is always the school's mandate to develop quality learners who
could not just read but also do well academically. However, common issues such as
non-readers or children experiencing reading dissatisfaction remain.
Given this recurring issue, and in support of the Department of Education's
intensified campaign on reading proficiency to bridge literacy gaps among learners,
the Carmen Integrated School (Secondary and Elementary) initiated the Beginning
Reading and Literacy Instruction Cum Orientation on Functional Literacy
Assessment Tool (FLAT) in which will be implemented in all schools.
Thus, Learning Action Cell (LAC) Session is designed by the school to
organize a collaborative session to share opinions and ideas with the focus on
improving students’ reading performance both in recognition and comprehension.

II- OBJECTIVES:
The conduct of LAC Session aims to:
1. Discuss important matters relevant to the Reading and Literacy Instruction Cum
Orientation on Functional Literacy Assessment Tool (FLAT);
2. Identify the beneficiary struggling readers who needs reading proficiency and
literacy in Elementary and Secondary; and

3. Implement actions to be undertaken in order to improve reading performance of

There will be a constant monitoring on the progress of reading performance of
struggling readers. School head and master teacher will monitor the implementation
of FLAT as well as the accomplishment reports of the reading coordinators both
Elementary and Secondary.
