1 INTRODUCTION
The designated site for the proposed construction is in Colombo 12, Adhikarana Mawatha. This
parcel of land is currently owned by the Ministry of Justice and falls within the category of
urban land use. The total area of this land spans approximately 6 acres. The land earmarked for
development is bounded by the Sebastian Canal on the left side, with the existing Law
Commission building along the front boundary. On the right side, it is bordered by St. Sebastian
Muslim Maha Vidyalaya, Belmont Street Public Library, and Belmont Preschool.

2.2 ROAD NETWORK

• The site is surrounded by a well-connected road network;


o Meeraniya Street – No lane marking
o Hulftsdorp Street – Two lane (one lane per each direction)
o San Sebastian Hill Road – Two lane (one lane per each direction)
o Sanchi Arachchi Gardens Road – Two lane (one lane per each direction)
o Adhikarana Mawatha – Two lane (one lane per each direction)
o Sri Sangaraja Mawatha (AC29) – Four lane one way and four lane two way

• Key junctions and roundabouts, including;


o Hulftsdorp Roundabout
o San Sebastian Hill Roundabout
o Hennadige Circle
o Panchikawaththa Junctions

• Local roads like Mill Street and Belmont Street provide additional access points.

3.2 ESTIMATED POPULATION

3.2.1 Ministry of Justice

Usable floor area = 1582 m2 per floor


Area allocated per person is 12 m2

Population per floor = 1582/12 = 132


Total population = 1848
Assume 90% of Daytime employees and 10% of overnight employees
Assume extra 15 % of the total population as visitors per day.

Daytime employees = 0.90 x 1848 = 1663


Overnight employees = 0.10 x 1848 = 185
Customers / Visitors = 0.15 x 1848 = 277

Number of people per floor = 588/10 = 59 persons per floor
Total population = 531
Assume 90% of Daytime employees and 10% of overnight employees
Assume 15 % of the total population as customers/visitors per day.
Daytime employees = 0.90 ×531 = 478
Overnight employees = 0.10 ×531 = 53
Customers / Visitors = 0.15 x 531 = 80

3.2.4 Magistrate Courthouse

Usable floor area = 1196 m2 per floor


The area allocated for a person = 10 m2
Number of people per floor = 1196/10 = 120 persons per floor
Total population = 1680
Assume 85% of Daytime employees and 15% of overnight employees
Assume 35 % of the total population as customers/visitors per day.
Daytime employees = 0.85 × 1680 = 1428
Overnight employees = 0.15 ×1680 = 252
