Topic: Grievances of Matalam, North Cotabato residents regarding Educational Cash

Assistance distribution of DSWD.

Respondent 1:

Hatag man tuod kulang pasad sa pamasahe ang ilang ipanghatag laliman munang
kaduha pabalikon. Jusmiyo maypag magpuyo.

Translation:

Yes, it's legit that they are giving Cash Assistance but it's not enough for the fare when
they will tell you to come back twice.

Respondent 2:

Online registration nga pero paano ka makakaregister kung close ang link. Kapila na
liwat liwaton ang step by step sa closed link ka gyapon.

Translation:

It's online registration yes, but how can you register if the link is closed. You will repeat
the step by step but the link is still close.

Respondent 3:

Sana nga sa school nalang, para yung hindi marunong or di nakaparegister sa online na
alam mo mahirap at qualified talaga makasama saka sa school malalaman na nag
aaral talaga ang makakakuha.

Translation:
I hope they coordinate with the school, for those who don't know or can't register online.
Especially the poor but qualified to join then in school they'll know those who really
study will get it.

Respondent 4:

Sana po lahat na nag online register ay ma itxt at matawagan po tlaga kasi umaasa po
kami ng malaki sa maitutulong nyan sa amin na nag-aaral.

Translation:

I hope that everyone who registered online will be able to receive a text and a call
because we have high hopes that it will help us, who are studying.

Respondent 5:

Samok kaayo ang implementasyon, wala klaro ang instruction nila mao di nagsinabot
ang iban.

Translation:

The implementation was very messy, their instructions were not clear so others did not
understand.

Respondent 6:

Dapat bago nagpost sa FB na lahat nang mag-aaral makatanggap ng Subsidy na yan


inuna sana i-anunsiyo ang mga patakaran para di na napagod pa mga bata na kumuha
ng sangkaterbang requirements. Masaklap pa nun gumastos pa ang mga bata imbis na
pambaon napunta pa sa kawalang kalidad na anunsiyo.
Translation:

Before posting on FB that all students will receive that subsidy, the rules should have
been announced first so that children don't get tired of taking the necessary
requirements. It's even worse that the children spend more money instead of going.

Respondent 7:

Dili ko magmention sa municipality/ies involved, pero nganong required ang voters


certification/id whereas ang required ra man is ang enrollment certificate and school id??
Naunsa na man ni oi? politics? para sigurado mambotar ang tawo next election? Like
hello, ang cash assistance is for the people like us nga hirap kaayo sa kinabuhi kay wala
scholarship, dili token para mubotar sa ila.

If their reason is to ensure the applicants are from the municipality assigned, then it is
very lame and useless for them to think about that. Daghan ways or documents to
justify. Nganong dungag-dungagan man ang requirements nga wala man na gimandate
sa dswd national?? Makalagot.

Translation:

I will not mention the municipality/ies involved, but why is the voters certification/id
required when the only required is the enrollment certificate and school id?? How is that?
politics? To ensure that the person will vote next election? Like hello, the cash
assistance is for the people like us who have a hard time in life because there is no
scholarship, not a token to vote for them.

If their reason is to ensure the applicants are from the municipality assigned, then it is
very lame and useless for them to think about that. Many ways or documents to justify.
Why are the requirements that are not mandated by dswd national?? Annoying.
Respondent 8:

Syempre ang una makakuha ang makabalo mag fill up sa link paano ang mga dili kabalo
pati na ang mga walay cellphone, walay signal, walay mga load saon nalang samot man
hinoon dili kadawat ang mga pobre. Dili man tanan naay ikapalit cellphone.

Translation:

Of course, those who know will fill up the link first, how about those who don't know,
including those who don't have cellphones, no signal, no loads, it will only get worse, but
the poor will not be accepted. Not everyone can afford a cellphone.

Respondent 9:

Nagpalisod samot dapat sa school nalang deritso ang ayuda kay didto sure nga enroll
jud ang mga bata. Schedule and distribution per barangay para di na magtapok ang Tao.

Translation:

It's getting more and more difficult, the aid should go directly to the school because the
children are sure to be enrolled there. Schedule and distribution per barangay so that
people do not gather.

Respondent 10:

Unfair kaayo para namo nga nag pila tong nag agi nga mga sabado. Sus, Gutom pa imo,
balik2 pa. Unsaon nalang mi nga nakapasa na tapos hulat lang daw tawagan.

Translation:

It's unfair for us who goes there for several saturdays that have passed. Gosh! Even
when we are hungry, we still come back. How about us who submitted the documents
and then we still need to wait for a call.

Conclusion

Implementation of Educational Cash Assistance of the Department of Social Welfare


and Development (DSWD) in the Philippines gains a lot of criticism among citizens in
the country. From the data collected by the researcher conducted at Matalam, North
Cotabato, it shows that the residents are not satisfied by the way DSWD distributed the
said assistance. Some are dismayed because of the poor planning, unorganized
distribution and unclear instructions. Other municipalities are asking additional
requirements to the applicants such as voter's certificate or voter's ID, contrary to what
have been said by the National Office. In a further deliberations, the program was
unsuccessful because not everyone received Educational Cash Assistance. The
distribution is not yet finish but the anomalies can already be seen in different ways just
like what have mentioned above.

Conclusion

The data above shows the rapid increase of population in the philippines within six
years. Statistically, it was found that the population in the philippines will grow from one
million to two million annually with 2.40 mean fertility rate. Based on the data shown
above it was expected that a population in the country for the next five years will reach
to 110, 000, 000 to 115, 000, 000 approximately. As of 2022, there is aare more than 108,
000, 000 voters in the philippines and it is expected to raise at more or less 2% in the
year 2025.
