The second Mizukage, Yashiro Hoshigaki took over
once hope was lost on the First Mizukage ever

was not the end, as many of her followers sought
revenge. The new 4th Mizukage, Kuzan Yuki, saught to
clean up the land, and had to put down two rebellions
from the Hozuki and Kaguya clans who were deeply
allied with Hina the Bloody. Both sets of rebels formed
what is became known as S-Kill, a old gang of those
who followed the mantra of the Bloody Mist. However,
with the war over and peace returned, Kuzan could now
begin to fix the reputation of the Land of Water

Taking over was a new face in Kirigakure, one who had
earned many accolades in the Third Shinobi War and
was known for his new use of what he called Scientifc
Ninja Tools. His name was Masayuki Jin and using the
wide spread support of Kirigakure after the war, he
pushed towards the future. He pushed the boundries of
what was considered myth and reality, and from his
studies on chakra and the new resources Kirigakure
gained from its trade empire, he found a perfect mix of
science and fiction to create what we now know as
Artifical Chakra. Despite his focus on bringing
Kirigakure to the future, Masayuki Jin still maintained
Kirigakure’s Kuzan Stance, however with a more
eastern sea focus, protecting what they could and not
overextending. He then founded of the Kirigakure
Scientific Institute of the Future, or K-SIf, and his main
goal was promoting the use of chakra not as war tool
but as a enhancement to life itself. He himself is
credited with many of the chakra enhanced tools used
today such as TVs, Radios, and billboards, and the Main
Branch of K-Sif named their building after him when he
died.

When Masuyuki passed away, his two sons split his
duty. His older son, Takami Jin, took over as head of K-
SIF while his younger son, Nisobu Jin, took over as
Mizukage. However it was only a few years into his

usually find work with the other tech corps such as
Criterion and Zetatech. Those who graduate from the
Shinobi Academy are also considered to have graduated
from Veritas Tech, as the non shinobi curriculum is the
same for both.

Epithet: Genius of the Mist
Bio: Takami is the son of the 5th Mizukage, and nepher

followed in his fathers footsteps. He has since gone to
work on furthering the technofication of Kirigakure and
the Land of Water as a whole. Much to his annoyance,

Epithet: Subject 101
Bio: Masuda was once a gang lord, the leader of a crime
family. Then he crossed Takami Jin, and died in combat
trying to run after stealing from K-SIF. His body was
then used to test the prototypes that then became
Chakraware and ACE Gear. Thats what the rumors
from infofish tabloids say, that Masuda then became
Subject 101, the final and most succesful test. What is
known as hard fact, however, is that Takami is not seen
without his assistant. If you ever see Takami with out
Masuda, it means someone is in the process of finding
out what happens when you became a threat on
Takami’s radar. Corporations play nice, for fear of
becoming the next Paradigm, who’s main office was
destroyed when Takami sent Subject 101 and Kamiki to

Epithet: The Monkey King
Bio: Hailed as the strongest Wukong,Saikusu earned

Epithet: The Sleeping Dragon
Bio: A former student of Saikusu, Haru embodies what
it means when they say anyone could be a Shinobi.
Born into the noble life as the son of a CEO, Haru did
not want to follow into the corrupting and greedy nature
of running his fathers company, and against his fathers
wishes, changed his name to his mothers maiden name
and ran off to join the Shinobi Academy. After failing his
Chunin Exams, Haru never gave up and worked hard
during the Clockwork Rebellion as a member of Cell
Saikusu,where he would lose his arm defending the
Daimyo from a clone of himself. Afterwards he retired
from active duty and became the head instructor for
Class A, as he wants to make sure they have the correct
mindset to work as a team in the field.
Name: Mechamaru

Epithet: The Invincible
Bio: Another former student of Saikusu, Mechamaru is
the definition of never say never. He is always the first
into a Kaiju raid, and always the last out…usually in two
or three pieces. Due to everything but his head being
Chakraware, Mechamaru can survive almost any fatal
injury as long as his head is brough back safely. After a
few close calls, scientist at K-SIF installed a
teleportation seal into his head whenever it sensed that
Mechamaru’s vitals dropped to low. Unfortunately this
only made Mechamaru more aggressive, and he has
sacrificed himself almost every Kaiju Raid to make sure
someone else made it home, because he always does,
even if he is out of commission for a few months while
his body is rebuilt.
Name: Kamiki Nara
Rank: Head Researcher at K-SIF
Epithet: The Shadow General
Bio: Kamiki Nara was also considered a genius from a
young age, however they used that genius for ruling the
ganglands of Yagura City. That was until Takami took
notice of their intellect, and gave them a second chance
as a scientist at K-SIF. Over the years Kamiki showed
that sometimes a second chance is whats needed. They
led K-SIF’s specialized deivisions in the Clockwork
Rebellion and achieved victories every time. When
Takami became Mizukage, his choice to replace him as
head of K-SIF was obvious. Now Kamiki work
continues, designing Shadoware to keep their
innovations out of unwanted hands, and suiting up in
their Raid Armor when a Kaiju outbreak happens to
close to Kirigakure.
Name: Kenpachi Jiga
Rank: Headmaster of the Shinobi Academy
Epithet: The Visionary
Bio: Kenpachi Jiga would have been the smartest
person in his generation, had he not been born in the
same generation as Takami Jin. Constantly being
Second best constantly made him push past his own
personal roadblocks and boundries, however try as he
might he could never escape Takami’s shadow.
However his own story made him realize that
competitive nature was the best motivator to push
young shinobi to achieve their goals, which is why he
reformed the Academy with a emphasis on heirache
based on strengths and weaknesses, to give those at the
bottom something to fight for, and to give those at the

Bio: One of the more reliably Jonin Commanders, Orym
is someone the soldiers of the KNA love seeing when he
leads them to battle, as they know he is someone who

Unit made up of shinobi detectives whos main
objectives are to locate and take care of High Value
Targets, and the Anti-ACID Unit, whos main objective
was to locate and restrain ACE’d gangoon’s and bring
them under control. Once upon a time, the KPN was
lead by the 7 Ninja Swordsmen, but they were moved to
the KNA. Now, the KPN just relies on K-SIF tech and
their own skills to maintain order in the sea of chaos.

promotions through seniority and performance up to
Lieutenant and Captain if they are lucky. For Shinobi
who join, they usually rise through the ranks quickly,

Bio: Stepping down from being the 7th Mizukage was

Clockwork Rebellion. She was made to be a Chief of

Bio: When Kokomi stepped back in, Ronozo was the
first to suggest she retake the role of Chief. It was
because he respected her and was convinced she was a
better fit for the job. It was also because he knew his
calling was on the beat, patroling and being more hands
on in the fight against crime. He quickly set the
benchmark for other officers, and when he is not
needed by Kokomi, he can usual be found patrolling the
streets of Neo Yagura.

Bio: After retiring from active Shinobi service, Ahjin
was recruited as one of the first members of the I.O.U

cares of H-VaTs in a timely manner, and keeping morale
high, despite the bounty board seeming to add a new
face everytime one is removed.

Bio: After a decorated service during the Clockwork
Rebellion, with her most famous moment leading her

with her callsign being from her fighting style leaving
areas she fights in looking like “a typhoon had passed

Bio: Another shinobi who made their mark on history
for decorated service, Hiro had decided he had enough

Bio: Teppei has grown up alot in the last 20 years. The

use, the other 3 lost to the Kaiju when their users fell in

extremist who cause more harm then good and view

Ranks of the Army
As mentioned, the religion is split into the Shinshoku or
regular priest and shrine maidens whos main job
includes conducting rituals and sermons, while those
who are more warrior priest are called Guji. Most
Shinobi begin as a Guji and then rise to Gon-Goji, with
the most elite becoming Dai-Guji, who lead the monks
to warrior priest to battle. Above the Dai Guji is the
Saishu, a unmarried maiden who is able to act as the
voice of the kami and the head of the religion.

Bio: Not much is known of Naori Kiraku before the
Chunin Exams held in the year 604, odds are she was a
genin of the Land of Water as she paticipated with a
team comprising of another genin from the Land of
Water, and a genin from the Land of Earth. She was
able to pass in her first attempt at the exam, alongside
the genin from the Land of Earth. After this, she
undertook missions against Clockwork, as well as
returning to her ancestral homeland, The Land of The
Sea, once it reopened it’s borders to the rest of the
world. There, she worked to combat the monsters
slowly overrunning the land, and eventually found
herself a Gon-Guji Shinshoku, training under the
tutelage of Dai-Guji Kouki Akari. After this, not much is
known however, it is said in that during her time
fightning in the Clockwork Rebellion she heard the
voice of the kami, and this when her rise to power truly
began. Present at the final evacuations of citizens from
her homeland, Saishu Kiraku was one of the few
remaining Shishoku of rank, and while other’s
outranked her, it was her intimate connections to the
Land of Water that saw her to power. Leading the
resettlement negotiations with the government of
Water, she was eventually elected to be Saishu by the
remaining Dai-Guji, and Gon-Guji, championed by her
former mentor.

Bio: A Dai-Goji from the original Shinshoku in the Land
of Sea, Naraka is one of the few who survived the Fall of

and she is still fighting demons, inner and outer. She
blamed herself for the high amount casualties, and has
sworn to save a equal amount of lives lost that day to

Bio: The other of the two surviving Dai Guji from the
Fall of the Sea, Kimimoto can be regarded as one of the
top martial artist in the land, still behind Saikusu, but a
close second/third depending on who you ask. Unlike
Saikusu, Kimimoto focuses on a more boxing like
fightning style, earning him the moniker God Fist,
having imbued his gift from the kami into his very fist.
He wants to protect the citizens of this land with his
own two hands, and he is a lot more social out of the
other Dai-Guji, and can be seen outside the Temple of
Ise alot more.

the most holy river of the religion, the waters healed

Whatever the Criteria, We meet
them
When Paradigm got busted, most of the workforce was
dismantled and scattered. From those ashes, a select
boardmembers lead a revamp of the corp and
rebranded as Criterion. Using their old contacts, they
quickly got back into the game for weapons
manufacturing. Using their private security force as a
means to make ryo, they also then quickly started
buyying the competition and mergering them under one
umbrella. Their biggest break came when they were
able to use some connections to lock in a deal with
being one of 3 suppliers for the Kirigakure National
Army. They were once again on top of the food chain,
but they were only number 3, and they want to be
number 1 again.
Goals
On the outside, Criteron’s goals are to keep supplying
weapons to the KNA, and obviously turn a profit while
doing it. A open secret is the ongoing counterintel and
espionage of other corporations to protect and steal
their secrets to gain an edge in the markets. Criteron is
the same, with their main competetion being Zetatech
and other weapon corps. Of course this was made
illegal in Neo Yagura’s and Gogo island, so these

Creating Tomorrow, Today!
Zetatech was estacatic to see the fall of Paradigm as it
rocketed them to the biggest corp in the islands. When
the Cascade happen and the need for Chakrware
syrocketed, rumors said the CEO fainted from joy.
Zetatech are the civilians manufacture of Chakraware,
as K-SIF now only deals to the KPN and KNA. Of
course that doesnt mean they dont also deal with them,

shinobi either due to a lack of power or for flunking out
of the academy, however some are shinobi who instead
wanted to only focus on defending the Land of Water’s
inner resources and citizens.

objectives: maintaining and defending a clear trade path
between Neo Yagura and Gogo Island, and reclaiming

create high end medicines quickly let her rise the ranks
until she was raised to CEO 5 years ago. Since then she
has kept Nanodyne the number one place for
medication and medical tools, as well as the top
supplier to the KNA for Blood and Chakra Pills.

When The Cascade occured, Warui saw it as the gods
themselves denouncing the rule of Kirigakure. The
People’s Republic of Okumo was founded in the
aftermath of the ceasefire within the Land of Water and
was Established as an independent state. Okumo
situates itself within the Land of Water but asserts its
sovereignty as a distinct entity. Its capital city, Jiyu Koe,
embodies a commitment to traditional values and
lifestyle, juxtaposed with strategic utilization of
advanced biotechnological defenses, developed under
the guidance of its Supreme Leader, Warui Yatsu.
Despite its self-proclaimed independence, Okumo’s
status remains contested by the Land of Water, who ha
sstated that no sovereign nation should recognize
Okumo, as it will be viewed as supporting the rebellion.

The current goals for Okumo are the same as
Clockwork, to gain independence from the Land of
Water.With the Kaiju on the loose, both belligerents had
to slow down their operations against the other, but
Okumo has done the opposite, and with the help of the

The Few, The Strong, The Brave
the National Army was created during the Clockwork
Rebellion to counter the numbers of rebels. While it was
made for the rebels, it became a key force for the Land
of Water during the Seal Break, and now its usual
objectives involve keeping the major roads outside the
cities clear, defending and maintaining trade routes, and
locating and battling Kaiju that get to close. The
majority of its forces are those who could not become
shinobi either due to a lack of power or for flunking out
of the academy, however some are shinobi who instead
wanted to only focus on defending the Land of Water’s
inner resources and citizens.
Goals
The current goals for the KNA involves two main
objectives: maintaining and defending a clear trade path
between Neo Yagura and Gogo Island, and reclaiming
land from the Kaiju and H-G’s. They also are currently
on a high recruitment drive as they seem to be building
up for a huge operation.
Ranks of the Army
Most non-shinobi enter the army as a Private and work
there way up with skill and performance. Most Shinobi
enter the army as Corporals or Sergeants. From there
the next big jump in rank is Lieutenant and Captain. For
Active Shinobi, the highest rank past Captain that can
be achieved is Commander, or to be exact Jonin
Commanders, who lead their own small detachments
during a major operation or Kaiju defense.

Police and nothing more. She resumed her active duties
