DAGUPAN LIGHTS | MOBILE PHONE PHOTO CONTEST 2019

Eligibility

• The contest is open to all mobile phone photo enthusiasts of any age.
• Dagupan City Government Employees are NOT qualified to join the contest.

Photo Specifications

• The theme for this year’s photo contest is “Dagupan Lights.”

• Each contestant must submit only one (1) photo entry.
• Entry must be the contestant’s original work.
• Only photos taken by mobile phone cameras are allowed. A single “High Dynamic Range”
photo produced from multiple exposures and Black & White Photos are acceptable. Photos
taken by other digital cameras are not eligible. Post processing or any Photo manipulation is
not allowed.
• Entries should include the photo’s metadata (ISO, Aperture Value, Shutter Speed and Mobile
phone type/name).
• Photo must be in JPEG format
• Entries must be taken from any areas from Magsaysay Bridge, Quintos Bridge, City Plaza
light tunnel and Christmas Tree at the City Museum.
• Entry must not contain date stamps, watermarks or any text on the image.
• Entry must not have been awarded in any other photo contests and/or commercially
published whether for news, advertising or otherwise.
• Contestants must agree and comply with the Official Rules

Submission of Photos

• To join, contestants must register and submit their entry online by filling out the PIO Dagupan
Photo Contest 2019 Online Entry Form (PLEASE SEE LAST PAGE).
• Filename of the photo must be in the format “SURNAME_PHOTO TITLE”.
• Contestants will be required to provide the following information upon submission of entry:
o Full Name
o Date of Birth
o Mailing Address
o Mobile Number
o E-mail Address
o Photo Title
o Photo Caption: (1-2 sentences explaining/describing the photograph and its
relevance to the theme)
o Date when the was photo captured: (Month, Year)
o Location the photo was captured: (ex: Magsaysay Bridge, Quintos Bridge, Light
Tunnel)
o Mobile Phone Used
o Photo Metadata: (ISO, Aperture Value, Shutter Speed)
• PIO will only accept entries submitted through the online entry form. Entries submitted
through other means will not be accepted and will be automatically disqualified.
• Submission will be every week.
• Winners of the previous week are no longer qualified to submit entries for the
following weeks.
 • The submission for the WEEK 1 starts at 8:00am PST on November 23, 2019 and will
end at 11:59pm PST on November 26, 2019.
• The submission for the WEEK 2 starts at 8:00am PST on November 30, 2019 and will
end at 11:59pm PST on December 3, 2019.
• The submission for the WEEK 3 starts at 8:00am PST on December 7, 2019 and will
end at 11:59pm PST on December 10, 2019.
• The submission for the WEEK 4 starts at 8:00am PST on December 14, 2019 and will
end at 11:59pm PST on December 17, 2019
• Entries submitted beyond the deadline shall not be accepted.

PEOPLE’S CHOICE PHOTO OF THE WEEK Php 1,000 worth of gift certificates
FOUR CONSOLATION PRIZES Php 500 worth of gift certificates

Awarding Ceremony and Exhibit Details

• The announcement of all winning photos will be posted on PIO Dagupan Facebook Page
• All Winners will be required to come to the awarding ceremony every Monday during the
regular flag raising ceremony.

Other guidelines

• The finalists (Top 20 entries) shall be posted at the PIO Dagupan Facebook Page for
viewing and voting.
• Upon submission of entry, contestants grant the PIO Dagupan full permission to use the
photos in any material.
• All Winners will be required to come to the awarding ceremony to claim their prizes.
• Results of the competition are final and irrevocable.

Photo Screening/Judging Process

• The photos/photo series shall be pre-screened and pre-selected by the PIO Dagupan Photo
Contest committee based on individual sheet scoring. The average scores per photo shall be
tallied.
• From all the entries, 20 photos will be selected as finalists.
• The finalists (Top 20 entries) shall be posted at the PIO Dagupan Facebook Page for viewing
and voting for a given period.
• The announcement of winners will be posted on PIO Dagupan Page.
