I. EXECUTIVE SUMMARY

OVERVIEW

A landslide contingency plan is a comprehensive strategy designed to mitigate

the impact of landslides on communities and infrastructure. It involves a combination

of preparedness, response, and recovery measures. The plan typically includes risk

assessment, early warning systems, evacuation procedures, and communication

strategies. Additionally, it outlines the roles and responsibilities of relevant authorities,

emergency services, and community members. Regular training drills, public

awareness campaigns, and infrastructure improvements are essential components to

enhance resilience and minimize the potential consequences of landslides.

The plan for landslides involves a risk assessment, prevention and mitigation

measures, preparedness, response, recovery, and rehabilitation. It identifies areas

prone to landslides and assesses potential risks, such as geographical features, soil

composition, and rainfall patterns. Measures to prevent or reduce landslide impact

include slope stabilization techniques, proper drainage systems, and sustainable land

use practices. The plan should outline early warning systems, evacuation plans, and

emergency supplies. In the event of a landslide, it details immediate actions, including

rescue operations, medical assistance, and communication strategies. The plan

should be regularly reviewed and updated to ensure its effectiveness and relevance.
OBJECTIVES AND GOALS

1. Ensure the safety and well-being of all residents in landslide-prone areas.

2. Increase public awareness about the risks of landslides and the importance of

preparedness.

3. Identify areas prone to landslides and assess the potential risks associated with

them.

4. Develop and implement measures to prepare for a landslide event, including early

warning systems, evacuation plans, and emergency supplies.

5. Plan for post-landslide recovery, including rebuilding and rehabilitation efforts, and

measures to prevent future landslides.


II. INTRODUCTION

PURPOSE OF THE CONTINGENCY PLAN

The focus of the landslide contingency plan is how the Alianza Area intends to

respond to the community's landslide scenario. This contingency plan delineates

specific protocols for addressing locations that have experienced landslides or could

be vulnerable to future ones. This plan's aims are to allow for re-entry into places that

may have been evacuated and/or destroyed, while also minimizing the loss of life and

property through a coordinated notification and evacuation procedure.

SCOPE AND LIMITATIONS

The scope of the landslide contingency plan was focused on the plan of having

potential landslides. The primary subject of this contingency plan will only be the

people of Barangay Alianza. This contingency plan has been developed for landslides

which is classified as a high impact system for the three security aims: confidentiality,

integrity, and availability. The procedures in this contingency plan have been

developed for a high impact system and are designed to recover the landslide within

8760 hours. The replacement or purchase of new equipment, short-term disruptions

lasting less than 168 hours, or loss of data at the primary facility or at the user-desktop

levels is outside the scope of this plan.

RISK ASSESSMENT

IDENTIFICATION OF POTENTIAL RISKS AND THREATS

• Property Damage: Homes, buildings, and agricultural land can all be

destroyed or severely damaged by landslides.

• Economic Impact: The cost of response, recovery, and rebuilding after a

landslide can be significant.


• Death and Injury: Landslides have the potential to be deadly and to inflict

injury, particularly in densely populated areas.

• Rainfall: Heavy or prolonged rainfall can saturate the ground, increasing the

likelihood of a landslide.

• Erosion: Natural erosion, like that caused by heavy rain, can undermine slopes

and lead to landslides.

• Quarrying and mining: These operations have the potential to weaken slopes

and foster landslide conditions.

• Barangay Alianza's location renders it more susceptible to landslides due to

sections of steep slopes and unstable geological formations.

• Landslides can inflict pain and dread on those they affect, endangering the

mental health of the locals.

PRIORITIZATION OF RISKS BASED ON SEVERITY

• Tolerable Risk: Mild Soil Erosion - Mild soil erosion that can be controlled by

standard land management techniques and has little effect on livelihoods or

infrastructure.

• Low risk: Minimal disruption to transportation - Small-scale landslides that can

be promptly controlled and cleared may cause temporary road closures or other

minor disruptions to transportation routes.

• Medium Risk: Social and Community Impact - This category considers how

landslides affect social cohesiveness, the well-being of the impacted

populations, and their capacity to recover after the disaster.

• High Risk: Human casualties and injuries: This category evaluates how

landslides affect human life, considering the quantity of people killed, injured,

and displaced.
• Intolerable Risk: depletion of natural resources, loss of life, infrastructure

devastation, and land damage. In addition to blocking rivers, landslide debris

raises the possibility of flooding.

CONTINGENCY TABLE

1.Early Warning System

• The Landslide Early Warning System (LEWS) uses real-time rainfall and soil

moisture monitoring to predict landslide events. Brgy. Alianza's head assigns

four Brgy. Tanod to inform the people of Alianza when there is a landslide,

while local government units reduce disaster risk through information

dissemination and community engagement.

2.Communication Plan

• Establish a communication network, including an emergency contact list, to

ensure swift notification to residents in case of an impending landslide.

Activate an emergency alert system to send immediate notifications through

various channels, such as sirens, text messages, and automated phone

calls. Keep a charged mobile phone with a power bank to stay connected.

Consider a battery-powered or hand-crank emergency radio for updates if

cellular networks are down.

3.Evacuation Plan

• -Identifying safe routes and assembly points for people to move to get to

safer locations, bring a map for directions to the evacuation center. The

evacuation centers are Brgy Hall, Alianza Elementary School, and Kalahi.

4.Secure Property and Equipment

• Residents should store important documents in safe, waterproof containers

to prevent loss. Outdoor furniture should be stored inside the house or in

safe locations. Unplug electricity sources and place equipment in high-risk

areas to prevent water damage

5.Emergency Supplies

• Essential emergency supplies include flashlight, batteries, multi-tool, whistle,

first aid kit, water, food, clothing, blankets, tools, documents, wet wipes, hand

sanitizer, mobile phone, radio, and cash for immediate needs, safety, and

communication

6.Shelter and Safe Areas

• In case of disaster or landslide, evacuation centers are established with

proper rest rooms, medicine, food, and emergency kits, prioritizing the

elderly. The Kalahi evacuation center accommodates mothers who need

privacy to breastfeed their baby, and each center has a BHW member to

assist in case of an emergency.

7.Emergency Response Team

• The medical team provided first aid, advanced clinical care, and lifesaving

medications, while hospitals and ambulances were alert to additional

patients. The disaster response team aimed to rescue from immediate

danger, stabilize survivors' physical and emotional condition, recover the

dead, and restore essential services like water and power. The police
conducted disaster control activities, including evacuation guidance and

rescue operations for victims, and searching for missing persons.

8.Power and Utilities

• Identify main electrical and gas shut-off points and know how to turn them off

in case of an emergency to prevent fires, explosions, electrocution, and

appliance damage.

• Develop a backup power plan for essential devices and appliances, ensuring

sufficient fuel, spare parts, and safety precautions, and avoid connecting

generators to your home's wiring system.

9.Post-landslide Assessment

• An immediate assessment is needed to assess the extent of landslide

damage, including casualties, injuries, and displacement. A detailed survey

is needed to understand the causes and mechanisms of the landslide. The

initial response's effectiveness is evaluated, and recovery needs are

identified. A future prevention plan may involve slope stabilization measures,

improved land use practices, and enhanced early warning systems.

10.Review and Update

• After a landslide, it is crucial for the government to take prompt action to

ensure the safety and well-being of the affected areas and communities.

Here are some steps that Barangay Alianza will be considering after a

Landslide:

• Emergency Response:

Barangay Alianza plans to swiftly activate emergency response teams to assess the

situation, provide immediate assistance, and ensure safety, potentially involving

search and rescue operations, evacuation, and temporary shelter provision.

• Infrastructure Assessment:
Barangay Alianza plans to conduct a comprehensive assessment of the damaged

infrastructure, including roads, houses, and evacuation centers, to determine the

extent of the damage and identify areas that need immediate repair or

reconstruction.

• Rehabilitation and Reconstruction:

Barangay Alianza plans to promote Bayanihan by encouraging community

participation in rehabilitation and reconstruction efforts. This includes organizing

volunteer groups, community clean-ups, and collective efforts to rebuild damaged

homes and infrastructure. This approach will help harness the resilience of affected

communities, fostering ownership and empowerment.

• Training and Seminars:

Barangay Alianza plans to conduct training programs and seminars to educate

communities about landslides, their causes, and preventive measures. These

programs will be organized in collaboration with experts, geologists, and disaster

management agencies, aiming to equip community members with knowledge and

skills to identify landslide warning sign and implement preventive measures in their

surroundings.
