Contractor Management

SHE Specification
Potential Risks related to intended project work:
The following potential risks need to be considered in your risk assessments pertaining to the work
planned at CEOCO:

 General:
o Working at heights – Use of ladders & scaffolding
o Hot work – Use of gas welding equipment, grinding / couching.
o Noise
o Lifting equipment – incorrect use / substandard equipment
o Ergonomics – lifting of heavy equipment / material, low structural beams.

 Extraction Plant:
o Hazardous substances – Hexane liquid (residue) / gas trapped in pipes /
equipment; LP gas (gas welding equipment). Caustics residue in equipment /
trapped in pipes.
 Seed / meal Store:
o Dust – Organic dust has the potential to explode or smoulder resulting in a fire.
Inhalation of dust.

Mitigating Controls:
 Personal Protective Equipment: The following PPE is required for work to be conducted on
site and will be specified in the permit to work for which will be issued for each contractor.
o Hard hat
o Cotton overalls
o Safety shoes
o Gloves (related to risk)
o Dust mask FPP2 (meal handling / seed store)
o Hearing protection
o Goggles / face shield (related to risk)
 Permit to work: No Contractor may commence with work on site without receiving and
accepting a permit to work. To be obtained from the Engineering Manager.
 Induction training: All contractors and their employees must be inducted on the CEOCO
induction programme.
 SHE Plans: No contractor will commence with work on site without approval of the
contractors SHE Plan.

SHE Plan (Construction Regulation 7):


The following documents need to be made available as part of the contractors SHE Plan to CEOCO
FS/SHE Department prior to any contracting work being conducted on any part of the site for
approval by the SHE Advisor.

Documents:
Documents listed is seen as a minimum and must not be viewed as an exhaustive list as
documents must comply with the Construction Regulations of 2014 and based on contractor risk
assessment.

 Section 37.2 Agreement:


Document will be sent to the contractor to complete and returned to CEOCO.
 Letter of Goods Standing:
Current document
 Confirmation letter of Public legal liability:
Indicating insured amount & policy number on letterhead from insurer.

 List of names, id. Numbers of all employees planned to be on site
 Company Organogram
 Company emergency numbers
 SHE Policy of contracting company
 Copies of applicable legal appointments i.e.:
o Section 16.1
o CR 8.1 Construction Manager
o CR 8.2 Construction Assistant manager or
o CR 8.7 Construction Supervisor
o CR 9.1 Risk Assessor
o CR 10.1 Fall protection plan developer
o CR 16 Scaffold Supervisor
o CR 28 Stacking & Storing Supervisor
o First aider
o Fire Fighter
o SHE Representative
o Incident investigator
 Copy of Risk Assessment procedure / Method
 Copy of risk assessment
 Work Method statements
 Proof of training provided to staff on risks identified in risk assessment
 Fall Protection plan
 Relevant Inspection registers:
o First aid
o Fire equipment
o Fall protection equipment i.e. harnesses etc.
o Hand tools
o Air tools
o Ladders
o Personal protective equipment
o Vehicle inspections
o Gas welding equipment
o Lifting equipment
o Portable electrical equipment and any other relevant registers.
 Proof of contracting company induction
 Copies of medical fitness certificates for all employees working on site
 Company standard on medical (scope of medical i.e. Audio, vision, working at heights etc.)
 Copies of attendance registers for employees inducted on CEOCO SHE induction
programme.
 Copy of the company emergency procedure
 Copy of company incident management procedure with relevant records
 A certificate of compliance is required from the contractor when working on equipment,
which is in direct contact with CEOCO product indicating that the equipment is not
contaminated with any chemical or the likes, which is harmful for consumption.

All SHE Plans must be returned to the CEOCO SHE Department on completion of project work.
Omitting to hand in final SHE plan will result in payment being with held until final SHE plan has
been signed off.
