SUBJECT : Special Report re: Selling of Illegal Drugs pursuant to RA 9165

DATE : February 28, 2024

1. Purpose:

To provide a pre-operation report before the buy-bust operation targeting Mr.

Bern E. Montanez, who is allegedly involved in the illegal sale of drugs

2. This pertains to the information received by this Office regarding the alleged selling
of

illegal drugs Mr. Bern E. Montanez alias “Tuko” of legal age, single, residing at ZNAC, Tampilisan,
Zamboanga del Norte. Intelligence reports indicate that Mr. Montanez operates primarily in the
vicinity of Tampilisan.

3. Operational Plan:

a) Surveillance over the past 3rd week of March, dated 24-28 to monitor the

alleged suspect’s activities and gather evidence.

b) Undercover Operations will be spearheaded by SI Joe Wendell Batulan

together with his agent PSSG Clifford Yorong who will act as the “Poseur Buyer” and establish
contact with Mr. Montanez and arrange a buy-bust transaction.

c) Secured the necessary warrants and legal approvals for the operation.
d) The Buy-bust team shall be composed of thirteen (13) officers with
sufficient expertise in conducting buy-bust operations. Three backup security will be placed
within the vicinity to block off escape routes of the alleged suspect and to ensure the safety of
the officers and civilians during operation.

e) The operation is scheduled to take place on March 3 at 3:00 p.m. 2024 at

ZNAC, Tampilisan, Zamboanga del Norte. Undercover agent will meet with Mr. Montanez to
purchase illegal drugs, while the arresting team will be positioned nearby to take him into
custody once the transaction is completed. Throughout the operation, both overt and covert
surveillance will be maintained to guarantee its success.

f) The expected outcome of the said operation will be the successful

apprehension of Mr. Bern Montanez. Seizure of illegal drugs and other related paraphernalia as
evidence and the complete disruption of Mr. Montanez’s illegal drug operations and
dismantling his network.
