The MOS is very poor in terms of information 07.10.2022 LT/BB/TB/ HT/SS/KE
MA
o Brief description of the equipment installation but no description of the grating and steel
structure dismantling sequences and method of statement .
o The position of a qualified lifting supervisor and it's roles and responsibilities is not described in
the MOS's human resources.
o No information about the transportation of the equipment before the lifting operation (is
transportation part of the operation or not ).
- The sketch is not showing the trajectory of the load (with consideration to the potential obstruction-
tail gas or any other structure)
o In the sketch there is two configurations , one with tail gas and other without (the sketch is
showing only the final vertical position)
o The start and end position of the load with radius and Hight to be clear (especially with the tails
gas presence scenario)

PRE-NEUTRALIZER UNIT 107D

I.Object:

This procedure presents the description of the work to be carried out by SCIF within the framework
of the assembly procedure of Reclaim Pre-Neutralizer Tag N° 107DAM01 for Line D.
It is developed in order to describe the different stages in this assembly operation, specifying the
material and human resources implemented for this purpose.

II.Resources:

a) Human resources:
The pre-assembly and assembly work will be carried out by teams composed of:

• 1 Project manager
• 1 Lead Project Engineer:
• 1 Mechanical Engineer
• 1 Construction manager
• 1 Technician preparer
• 1 Topographic surveyor
• 1 Quality controller
• 1 Team leader
• 1 HSE animator
• 2 Mechanic
• 2 Boilermakers
• 2 Helpers

b) Material resources:

According to this statement method, the material resources to complete the work:

• Tir-fore
• Return pulley
• Lifting means (slings, chains, shackles…)
• Dial indicator.

V.Roles and responsibilities:

Project Manager:
- The main responsible for the well going of the project.
- Assign adequate resources to the needed actions.
- Assure project control and monitoring.
- Assure acquisition of material at needed time.
- Coordinate between the different stakeholders.
- Assign the subcontractors for the needed works.
- Overall responsibility and authority for the total project management.
- Coordination and decisions for the project.
- Administration of the project organization.
- The Consortium representative to client.
- Risk management for overall project management.

Lead Project Engineer:


- Responsible for the safe execution of the work.
- Support the execution team with the necessary resources.
- Ensure workers assigned to projects are qualified and competent for their own trade.
- Ensure that all necessary preparation is done prior to the commencement of the work.
- Follow-up of construction progress.
- Set-up construction dashboard.

Mechanical Engineer:
- Preparing and submitting the necessary documents.
- Review drawings and specification concerning construction.
- Manage the construction meeting and review construction plan.
- Reporting progress of work.
- Prepare and submit internal and external reports.

Construction Manager:
- Execute quality and safety management during construction.
- Ensure site survey is done before the work commencement.
- Recruit the qualified personnel to do the works.
- Coach workers into their best performance.
- Make sur that the work is done following the drawings and specifications.

Project Control Manager:


- Prepare and update the schedule.
- Execution of construction progress management.
- Establishing schedule strategy.
- Issuing and maintaining schedule control procedures.
- Identifying project activities and integrating engineering, procurement, construction and
commissioning activities into Project Control Plan.
- Administration of contract.
- Planning the optimal resource mobilization.
- Actual status monitoring and data collection.

- Planning and organization of hazard identification and environmental reviews.
- Working closely with Engineering, Procurement, Construction and Commissioning to
communicate and promote HSEs objectives and processes through all phases of the project.
- Monitoring of HSE performance and reporting to project management.
