Article 1. General Provisions

1.1.The present document determines the structure and the functions of the Library at the
International Teaching University of Management and Communication “Alterbridge” LLC
(hereinafter referred to as “Teaching University”), defines the rules for using the Library, the
functions, the mechanisms for developing library resources and regulates other issues related to
Library operation;
1.2.The Library of Teaching University is a closed educational unit existing at the University Balance,
where the printed and electronic publications are protected.
1.3. The main function of the Library is to provide library resources to the students, academic and
administrative staff of the Teaching University in a complete, effective and unlimited manner
corresponding to their demands and needs.
1.4. The Library is accountable to the Chancellor. The Library of the Teaching University has its own
form and seal.
1.5. The library is located in the building of the Teaching University, at the following address Tbilisi
0162, Bagebi, Tskneti Highway #67.
1.6 The Library of the Teaching University works every day except Sunday and holidays established
by the Labor Code of Georgia. The working hours are from 9 AM till 8 PM on weekdays from
Monday to Friday, and from 10 AM to 6 PM on Saturday.
1.7. The Library is headed by the Head / Manager of the library; Composing and cataloging-
classification manager and librarian(s)are employed in the Library whose amount is determined by
the Chancellor of the Teaching University on the basis of recommendation of the Head / Manager of
the library.

Article2. The goal, objectives and functions of the Library


2.1. The goals of the Library are:
a) Quickly providing library users with the information and library units they need;
b) Planning and implementation of appropriate actions to meet library users' library and information
requirements;
c) Facilitating the ongoing educational and research process at the higher education institution by
collecting, preserving, cataloging library documents (books, scientific publications, journals, means of
digital, electronic and written information) of relevant profile and providing an effective and
accessible service to the users.
d) Developing of Library work using modern technologies and electronic resources based on the
formation of a library information system;

2.2. The objectives of the Library are:


a) Providing the educational process with the Library's printed and digital resources, in line with
appropriate consultations with educational program directors;
b) Formation and organizing, protection, recording, processing, of bibliographic data bank, creation of
effective and accessible informational and searching mechanisms and their use in accordance with
library standards;
c) Creation the necessary conditions for the preservation of library resources provided by library
standards;
d) Periodical checking, updating and filtering of the bookstore fund (by secondary selection) in
accordance with applicable library standards;
e) Formation and organization of book fund and non-book fund in a form of a digital storage device
corresponding to the higher educational program requirements;
f) Organizing catalogue (on print or electronic storage devices), inventory book, registration journal
and reader’s cards using according to the library-based principle;
g) Elaboration of a reasonable plan for establishing an exchange fund with the libraries (agencies) of
other higher education institutions and taking appropriate measures to ensure this;;
h) Facilitating engagement of the higher educational institution’s Library in the national and
international library networks;
i) Continuous care for raising Library staff’s qualification, participation in trainings, conferences and
other events related to the Library activities;
j) Introduction of the library rules in the higher education institution and ensuring their
implementation;

Article 3. Library Staff


Library staff includes: Library Manager and Librarian(s).
3.1. Library Manager:
3.1.1 Establishes a strategic plan of the Library's work and carries out various activities;
3.1.2 Presents the activities for development of Library activities and the Library budget to the
Chancellor;
3.1.3 Facilitates the creation of an appropriate work environment in the Library; Coordinates
activities of Library employees; Determines their working time to ensure functioning of library
without interruption.
3.1.4 Cares about updating Library resource, ensures administration of the Library's daily activities;
3.1.5 Ensures an effective and calm environment for the reader to provide efficient arrangement of
Library space;
3.1.6. Establishes relations with local and international libraries;
3.1.7 Determines the compliance of material for the educational courses and research programs with
the library resources and ensures their availability;
3.1.8 Periodically performs examination/comparison of the e-catalog with the indicated/periodically
updated bibliography in the educational programs and makes appropriate changes;
3.1.9 Cares about the availability of necessary materials for study and research processes;
3.1.10 In case of damage and / or loss of the book by the reader, draws up the appropriate report and
submits it to the administration (accountant) on the basis of which a fine receipt is issued;
3.1.11 Prepares annual report of Library’s activities;;
3.1.12 Ensures orientation meetings, providing consultations, workshops and trainings, with library
readers and staff with the help of library and / or invited specialists;
3.1.13 In case of graduation or early termination of studies for each students, the Library manager
shall issue a clearance form if there is no library debt to the student, and in case of debt, the student
shall not to obtain a document certifying finishing of studying;
3.1.14 Develops the rules for using the institution’s Library, ensures its placement in prominent
places, and introduction it to readers according to the library standards;
3.2. Librarian
3.2.1 Classifies books and creates printed, electronic catalogs, publications and other materials;
3.2.2 Composes funds for books and other materials;
3.2.3 Records newly received library resources and places it in the relevant fund;
3.2.4 Determines the compliance of material for the educational courses and research programs with
the library resources and ensures their availability;
3.2.5 controls membership in the Library and the process of withdrawal of books by the member;
3.2.6 controls usage of the inventory by the readers located in the Library;
3.2.7 Provides information about new books and publications;
3.2.8 facilitates the improvement of the Library work and takes part in the introduction of
innovations and their qualitative performance;
3.2.9 shall provide copier, scanner and printer services to readers;

Article 4. Library Service

4.1 The readers of the Library of the higher education institution are
a) all students of the higher education institution;
b) Academic and invited staff;
c) Administrative and support staff;

4.1.1 Services are provided when a reader’s card or student card is presented
4.1.2 To get a reader's card student, submission of ID card is required;
4.1.3 The reader’s card is valid if the student's status is active; Registration of University employee as
a reader at the Library is conducted upon a personal application and according to the united list
submitted by the Human Resources Manager. The head of the relevant unit shall transfer to the
Library the list of students and academic staff of other higher education institutions who has the right
to use the Library.
4.2. The reader is entitled to:
4.2.1 the Library, Library Reading Hall without any restriction during working hours;
4.2.2. receive any library resources in the temporary use for free with a right to work in the reading
hall;
4.2.3. Withdraw library material for one semester if there are 2 or more copies of requested library
unit in the library fund.
4.2.3. request an electronic unit of the appropriate material or its copy if there is only one copy of a
library unit;
4.2.4. Receive information on matters of his interest;
4.2.5. use the Library's information and technical facilities;
4.2.6. Request a copy of document s/he needs if this procedure is technically feasible and will not
harm the document;
4.2.7. access the online catalogue of the higher education institution’s Library, use its units inside the
institution as well as from home after obtaining the appropriate authorization on the e-page of the
Library;
4.3. The reader is obliged to:
4.3.1. read the Regulation for the Library and follow it;
4.3.2 take care of Library funds and material resources of the Library;
4.3.3. inform the Library staff immediately when detecting the defect in the moment of receiving the
material;
4.3.4. replace the lost / damaged material by the edition of the same value and content in case of loss
or damage of the material, and in case of impossibility of replacement, reimburse the balance value of
the lost / damaged material;
4.3.5. return the library unit withdrawn from the Library within seven (7) calendar days, based on
the reasonable request of the Manager of the library;
4.3.6. Affecting on units that are protected in the Library Funds is prohibited in a such way that
causes irreversible negative changes on the item or otherwise damages it;
4.3.7. It is strictly prohibited to withdraw materials from the reading hall without the permission of
the employee of the Library;
4.3.8. It is strictly prohibited to disseminate e-resource of the Library without permission or use it for
commercial purposes;
4.3.9. The student is obliged to cover the current library debt upon completion of his / her studies,
otherwise s/he will not be able to get a clearance form from the Library;

Article 5. Updating library recourses


5.1 The development of library resources is important for promoting learning and research and for
creating a comfortable working environment for readers. The main directions of library resource
development are: book and non-book fund, international electronic, library and scientific databases
and material resources.
5.2 Updating is carried out as follows: the request is initiated upon request from the school, academic
staff and student.
The factors of need and relevance of the request are then discussed and the request is submitted to
the Rector. Upon satisfying the request, updating is carried out with the involvement of the
responsible structural units.

Article 6. Library Budget


6.1 The Head / Manager of the Teaching University Library at the beginning of each new academic
year shall submit to the Chancellor of the university administration the library budget after the
agreement with the relevant services or schools;
6.2. The Chancellor of the Teaching University takes into account the budget submitted by the Head
/ Manager of the Library in the general budget of the Teaching University.

Article 7. Final Provisions


7.1 The issues not regulated by this document, are regulated by Georgian legislation and other
internal regulations of the Teaching University.
7.2. The present regulation enters into force upon approval by the Rector.
7.3. The Chancellor is responsible for supervision of the implementation of this Regulation.
