1. Purpose
In this document the scope elements of the Civil Design and Engineering services is
described.

Dimensions indicated under the individual buildings and structures are external
dimensions and are approximate only. Heights of structures are maximum heights and
elevations have been related to final ground level. Lengths indicated for sloped
members refer to the horizontal projection.

Abbreviations: Length (L), Width (W), Height (H).

2. Project Description
The project is to construction of a new off-line Grodan production facility, located on Client’s
existing production plant in Malkinia, The Republic of Poland. Figure 1, shows the intended
location of the future production plant.

The future production facility will be made up of two buildings: Production/storage building
and an office/social building. The production building will consist of two floors, with storage

area on the ground floor and production located on the first floor. Next to the production
building will be an office/social building with four floors, which will house offices, spare part
storage, social rooms, workshops, etc.

Aside from the new buildings, the project also includes the demolition and removal of
existing structures and installations.

3. Site and Buildings


The Consultant’s scope of normal services comprises of the design of the following works:
Site works, buildings including all mechanical and electrical services and obtaining all
required permits from local and national authorities:

Permitting process includes, but not limited to the following:

• Building permits
• Operational permits
• All required documentation for obtaining all required permits
• Subcontract and manage subcontractors needed to carry out any parts of
or all documentation required to obtaining all permits
• Any and all interaction with local and national authorities throughout the
• permit process.
• All other work required to obtain all required permits
• All work and interaction with authorities throughout the permitting process

3.2. Site Works


Site setting out and levelling
Early works to include, but is not limited to the following:

• Site setting out plan


• Topographic mapping including surveying reports and final topographic map of the
area.
• Investigation of soil contaminants, and it is to be handled

• Subcontract and manage subcontractors needed to carry out any or all parts of the
works and documentation required in connection with topographic surveys
• Proposed levels for roads, buildings and general site
• Temporary construction fence and temporary site village
• All other work required to complete the early works
• All work to be carried out in accordance with local and national requirements and
the Client’s requirements
• All interaction with authorities throughout the early works

Demolition and removal of existing structures and storage building


On-site demolition and removal of the existing structures to include, but not limited to the
following:

• Plan for the dismantled, removal of existing tent structure in a way as not to damage
it allowing for it to be returned to owner
• Plan for demolition of concrete below tent structure to natural ground and laydown
area for concrete debris
• Plan for demolition of storage building to natural ground level and laydown area for
all types of building debris.
• Make drawings showing where the laydown areas are to be located on site
• Prepare necessary specification for the build-up of any laydown area
• All other work required to obtain all required permits
• All work and interaction with authorities throughout the permit process

Road and Paved Areas


On-site roads and paved areas to include, but not limited to the following:

• Site roads, paving and curbing, including tying in with existing access road design
where required according to local and nation rules and regulation and Client’s
requirements
• Necessary design and layout drawings for roads and paved areas
• Signage and road marking where required according to local and nation laws and
regulation as well as Client’s requirements
• Design drawings necessary for establishing self-draining road and pavements

Production and domestic water


On-site production and portable water to include, but not limited to the following:

• Supply of production and domestic water should come from existing production and
domestic water network
• Assess if the capacity of existing network allows for connection of new buildings
• Design of new production and domestic water system for all buildings included in
the project and the connection to the existing production and domestic water system
• Design and layout of new production and domestic water system including but not
limited to: Trenches, connections to existing sewage and water pipes, safety
features, etc. in accordance with local and national laws and regulations and the
Client’s requirements
• Apply for all required connection permits
• All work and interaction with authorities throughout design permitting process

Sewerage and drainage


On-site sewage and drainage to include, but not be limited to the following:

• Production foul water, site domestic foul water and trade effluent is to be discharged
to the existing below ground drainage pipework system
• Design of sewage system for all buildings included in the project and the connect to
the existing on-site sewage system
• Design and layout of new sewage system including but not limited to: Trenches,
connections to existing sewage pipes, safety features, etc. in accordance with local
and national laws and regulations and the Client’s requirements
• Apply for all required connection permits
• All work and interaction with authorities throughout the design permitting process

Mechanical
On-site mechanical to include, but not be limited to:
• Design of new mechanical supply for all buildings included in the project and the
connection to the existing to either existing or new mechanical system
• Design and layout of new external and internal mechanical system including but not

Architectural design
Architectural design of the buildings should include, but not be limited to the following:

• Architectural design for the production building


• Architectural design for the office/social building
• All architectural drawings including but not limited to: layout of rooms, door and
window layout and scheduling, flow, escape routes, surface finishing, etc. in
accordance with local and national laws and regulations and the Client’s
requirements
• Fire strategy for production building in accordance with local laws and regulations
and the Client’s requirements
• Apply for all required fire permits
• Prepare all required architectural documentation needed for approval with the
authorities
• All work and interaction with authorities throughout the design permitting process

Structural design
Structural design of the buildings should include, but not be limited to the following:

• Structural design concept for the production building


• Structural design calculation of substructure for production building
• Structural design calculations of the superstructure for production building
• Structural design concept for the office/social building
• Structural design calculation of substructure for office/social building
• Structural design calculations of the superstructure for office/social building
• Structural design and layout in accordance with local and national regulations and
the Client’s requirements
• Prepare all required structural documentation needed for approval with the

Foundations can either be shallow or piles depending on the soil conditions.

Façade walls should be constructed such, it is possible in the future to make new openings
in them.

Layout of movement and construction joints must be laid out in such a manner the their
function is not impaired and accessible for repair and maintenance.

Plinths for robots must be provided on the first floor, which do not allow transition of
vibration to the surrounding structure.
Opening sizes and location will be in accordance with the layout drawings.
The façade facing MAL5 must be considered a firewall.

The gable wall facing the office/social building must be considered a firewall.

Overhead crane mounted on to the roof beams with a capacity of 5t.

Openings between fire compartments must be fire protected according to local laws,
regulations and the Client’s requirements.

Building services; Heating and cooling system, above ground drainage and domestic water

Internal electrical and panel room in concrete blocks or other material with raised floor and
inert gas fire protection.

Underground trade effluent, domestic and rain water drainage.

Solar panels to be placed on the roof of the building.

Skylights are to be mounted on the roof in accordance with local and national laws and
regulations and the Client’s requirements.

Building services; Heating and cooling system, above ground drainage and domestic water
system.

Office/Social Building

Building footprint production building: LxW 64x5,5m

Total height of building: 15m

3.5. Demolition of existing tent structure


Existing tent structure must be dismantled in such a manner, as they can be returned to the
owner in good and workable condition.

Provide a laydown area where the tent structure can be stored, such that it is protected
against any damage until the owner removes it from site.

Provide laydown area where debris from demolition can be temporarily stored until removal
from site.

Ensure laydown area for concrete debris meets all local and national laws and regulations.

3.6. Demolition of the existing storage building


Demolition of the existing storage building next to the site.

Demolition of the concrete slab, currently in the building, to natural ground.

Provide a laydown area where debris from demolition can be stored, and different materials
can be separated in accordance with local and national laws and regulations.

4. Concept Study
Concepcion Study (CS) - is a set of design studies in which the main design study is the
Building Permit.

The Concepcion Study stage, depending on the needs, also includes other design studies,
e.g.:

• Materials for the application for a decision to authorise the realisation of a road
investment,
• Demolition projects,
• Materials for obtaining opinions, arrangements, permits and permissions required
by special regulations, and other design materials
• Preparing maps for design purposes,
• Geodetic and cartographic documentation (including designs of property divisions)
and formal and legal documentation related to the acquisition of real estate,
• Geotechnical opinion, Soil investigation documentation, Geotechnical design
• Operation manuals.

Permit Design (PB) - is a permit design study which serves the purpose of:

• Obtaining a decision on permission to implement the investment. Decision on the


building permit
• Preparation of executive designs.
• The detailed scope and form of the Permit Design are specified in the executive
regulations to the Polish Construction Law.

The building permit design should be performed to the extent necessary to obtain all types
of permits required by law for the execution of the construction work under the
task.

Detailed design solutions are to be included in the executive designs.

Permit design should be accompanied by:

• Designer's statement and verifier's statement on preparing the design


• The construction design in accordance with the agreement, the binding technical
and construction
• Construction regulations, norms, guidelines and principles of technical knowledge,
and that the design is complete from the point of view of the purpose it is supposed
to serve,
• Copies of authorisations and current certificates of membership of the professional
chamber of the professional body of the designers and verifiers, the inter-branch
agreement sheet,
• All studies, arrangements, decisions and decisions necessary for the purpose of
the for design purposes.

5. Design

5.1. Detailed design


Detailed Design (detailed design) - is a design study performed on the basis of the permit
design (it is a more detailed specification of the construction design than the one required
by the Construction Law), which indicates in detail the solutions, among others but not
limited to:

Participating in the tender procedure(s) to select the contractor for the construction
works implemented on the basis of the documentation constituting the subject of the
contract, by answering (within the timeframe set by the client) the contractors' questions
concerning the documentation constituting the subject of the contract and preparing a
comparison of the contractors' offers within the timeframe agreed with the client

5.2. Demolition design


Demolition design - separate study for obtaining permission to demolish the building and
its infrastructure

Technical Specifications for the Execution and Acceptance of Construction


Works separate study for obtaining permission to demolish the building and its
infrastructure include guidelines and requirements for: the design of temporary marking
and traffic organisation for the time of performing the works and traffic organisation for
the duration of the construction works, design of scaffolding, design of temporary
drainage, health and life protection design, load test design, injection design,
compression design, etc.).

The technical specifications for the execution and acceptance of works also contain sets
of requirements necessary to determine the standard and quality of execution of the
works with respect to the manner of execution, properties of construction products and
evaluation of the correctness of execution of individual works (system of quality control
system).

6. Copyright of design
The Consultant doing the detailed documentation shall transfer copyright to Client in its ‘

entirety upon payment by the Client for the documentation. Consequently, Client may use
the said project in its entirety or in any parts at further implementation stages.

7. Operating and maintenance instructions


The purpose of operation and maintenance instructions is to provide instructions for the
operation of particularly complex facilities for maintenance services.

8. Supervision
The scope of service of the Consultant’s supervision duties during the execution of the
project includes in particular:

• Performing Consultant’s supervision in all areas required (structural, electrical,


mechanical
• Ensuring, during the execution of the project, the technical solutions
• Ensuring, during the execution of the project, the technical, material and functional
solutions are compliant with the documentation and the regulations in force
• Participation in work meetings either on site or virtually
• Execution of replacement and supplementary drawings and revisions
• Checking and issuing reviews on all workshop, assembly, technical projects
necessary for the execution of the order prepared by Contractor of the construction
works
• Ascertaining, in the course of execution of construction works, the compliance of
the execution with the design
• Clarify any doubts regarding the design and the solutions included therein arising in
the course of performance of the works within the timeframe adjusted to the needs
of the construction site
• Establishing with the Supervisor and the Contractor the possibility of introducing
changes and new solutions that are substitutable for those provided for in the design
documentation, with respect to design documentation, with respect to materials and
construction and installation solutions
• Verification and approval of necessity protocols in the event of occurrence of
additional works additional works;
• Participation in final inspections.
The Consultant's scope of services for supervision does not include making additions,
corrections of errors in the basic design documentation, which will be performed by the
Contractor under the granted warranty.

The Consultant doing the 3D models and as-built documentation shall transfer copyright
to the Client of all design documentation in its entirety, automatically, upon payment by
the Client for the documentation. Consequently, Client may use the said project in its
entirety or in any parts at further implementation stages.

Before submitting a bid, it is recommended that a site visit is carried out and that all
available material relating to the subject is studied. The level of detail of the pre-bid
reconnaissance is entirely up to the Contractor and cannot be discussed or negotiated in
any way after the bid has been submitted.

Preparation of the health and safety information for project ( BIOZ) prepared in
accordance with the Regulation of the Minister of Infrastructure of 23.06.2003 on
information concerning safety and health protection and the safety and health protection
plan (Journal of Laws 2003 No. 120, item 1126 - as amended).

Participating in the tender procedure(s) to select the contractor for the construction
works implemented on the basis of the documentation constituting the subject of the
contract, by answering (within the timeframe set by the client) the contractors' questions
concerning the documentation constituting the subject of the contract and preparing a
comparison of the contractors' offers within the timeframe agreed with the client

9. Fire concept

9.1. Fire safety


The Consultant must design and develop a set of fire safety strategy, which includes but
is not limited to the following topics:

• Adequate means of escape should be provided such as but not limited to:
o Layout of sufficient escape routes out of the structure promotional to number
of occupants.
o Necessary ventilation of escape routes including hallways and stairs.
• Clear path to escape doors such as but not limited to:
o Luminescent lights along escape route and above doors.
o Outline clear pathways to exit doors.

• Smoke detection systems should include but not be limited to the following:
o Layout and design of smoke and heat detectors and suppression systems.
o Layout of fire extinguishers, hose reels, fire blankets, fire alarms, etc.
• Strategy to reduce fire hazard should include but not be limited to:
o Activities taking place in the building.
o Number of dangers points.
• Design of load bearing and internal structures should include but not be limited to:
o Load bearing structures must be designed to withstand a fire for the time
period required by national codes and legislation for this type of building.
o Internal partions, openings and routs along which the fire can travel must be
designed according to national codes and legislation for this type of building.

The fire strategy be made by a certified fire engineer, and the strategy must be approved
by local fire authorities (fire brigade).

9.2. Fire scenario


The Consultant must design and develop a fire scenario, which includes but is not limited
to the following topics:
• Combustible dust and waste
• Flammable materials
• Equipment
• Electrical hazards
• Establish fire prevention and emergency procedures

Furthermore, the Consultant must also make a fire simulation as part of the development
of fire scenarios.

10. Bill of quantities (BOQ)


BOQ should contain a list of basic works foreseen to be performed in the technological
sequence of their execution, with a detailed description or indication of the basis for
establishing the detailed description and indication of relevant technical specifications
for execution and acceptance of construction works, with calculation and compilation of
quantities of basic works units. BOQ must include the calculation of quantities of works
or an appendix containing tables and calculations of quantities of all works together with
a summary allowing them to be verification by the Client and Executor of Work – applies

11. Meetings
The designer is obliged to keep a one record of meetings with the client, including any
changes made to the design. The protocol should be kept in the same form for the whole
task.

The client's requirement is to use Autodesk Construction Cloud (ACC) platforms to


organise project documentation.

The Autodesk Construction Cloud (ACC) platform will be created by client.

The participating designer should be familiar with the Autodesk Construction Cloud (ACC)
platform to the extent possible for the exchange of project documentation as well as for the
cooperation with the client in the preparation of the documentation and the exchange of
questions and answers.
