1 GENERAL

1.1 SCOPE

1.1.1 This Specification applies to Secunda and Sasolburg locations in South Africa. The
specification can be used for other locations, provided that the specific requirements are
added to provide for local conditions and regulations. These typically include differences in
statute, quality of available work force and environmental and climatic factors.

1.1.2 This Specification, together with the item description shown in the Request for Quotation
(RFQ), the Purchase Order (PO) and item code description, covers the requirements for
spectacle blinds.

1.1.3 This Specification shall be used in conjunction with Specification SP-50-15.

1.1.4 This Specification is based on ASME piping design and reference codes i.e. B31.3, B31.8,
B16.48 etc. Blinds, spacers and Figure 8’s for piping not as per ASME codes, shall be
submitted for SASOL’s approval.

1.1.5 Unless otherwise noted, the spectacle blinds, blinds and spacers shall be suitable for ASME
B16.5 or ASME B16.47 flanges.

1.1.6 Spectacle blinds, blinds or spacers of type male ring joints shall not be used.

1.2 LEGAL REQUIREMENTS

The general requirements of the Occupational Health and Safety Act (Act No 85 of 1993) of
the Republic of South Africa, generally referred to as the OHS Act, shall apply.

1.4 DEFINITIONS

1.4.1 AFFILIATE - An entity that is directly or indirectly controlled or under common control of
Sasol Limited.

1.4.2 APPROVAL - Written agreement or authorisation by Sasol Limited or any of its affiliates, or
their employees with the designated authority to ensure compliance with this Specification.
Note: Such approval does not relieve the contractor of any of his contractual responsibilities.

1.4.3 BLIND - means a separate blind or paddle blind, and also called a disc.

1.4.4 SPACER - means a separate spacer or paddle spacer and also called a donut.

1.4.5 EC - means Engineering Contractor who acts on behalf of SASOL, and could also be a
representative of SASOL.

1.4.6 FIGURE 8; SPECTACLE BLIND - means a combined blind and spacer as a single piece.

1.4.7 ITEM CODE DESCRIPTION - means the full purchase description in the purchase order
linked to a number and referred to in Specification SP-50-3A.

1.4.8 LONG DESCRIPTION - means the description attached to the item code number.

1.4.9 MANUFACTURER - means the original producer of the materials and can be the seller.

1.4.10 NPS, followed by a dimensionless number - means the designation for nominal blind / spacer
size as per ASME codes.

1.5 PRECEDENCE

Any conflict between the technical requirements stated on the RFQ or PO and the technical
requirements of this Specification shall be referred to SASOL for clarification. The
precedence of purchase documents is as follows:

a. PO and or long description as part of the item code


b. The technical requirements specified on the RFQ including terms, conditions and legal
requirements;

c. This Specification;
d. Specification SP-50-15

e. Documents referenced in this Specification.

3 MATERIALS

3.1 GENERAL

3.1.1 Materials shall be in accordance with the purchase order requirements. Positive material
identification shall be carried out as per SP-90-23.

3.1.2 Spectacle blinds containing pressure retaining weld joints are not permitted.

3.1.3 Unless otherwise specified in the Purchase order, or item code description, material specified
shall comply with the following requirements, as applicable:

a. Conformance to ASTM A240, or

b. ASTM A182 for stainless steels, or

c. ASTM A516 Grade 70, or


d. ASTM A105 for carbon steel, and

e. Material specification shall comply with one of those listed in ASME B31.3
Appendix E, including year date.

3.2 SPECIFIC MATERIAL REQUIREMENTS

3.2.1 Austenitic stainless steel shall be furnished in the solution annealed condition.

3.2.2 The heat treatment temperature and rates for austenitic stainless steel components shall be as
per SP-90-17.

3.2.3 All Class 2500 austenitic stainless steel blinds and spacers shall meet the additional
requirements of SP-50-13 for this Class, unless otherwise specified in the item code
description or purchase order.

3.2.4 Mill certificates giving the results of the chemical analysis and mechanical tests made in
accordance with and required by the material specification are required for all blinds and
spacer rings.

4 DESIGN

4.1 GENERAL

4.1.1 Blinds, spacers and spectacle blinds larger than NPS 24; sizes not as standard; or any not
listed in Table 1, of this Specification, shall be designed to the relevant piping design code
(e.g. ASME B31.3) and submitted to SASOL for approval. Drawings, calculations and
welding detail shall be included. The blind shall be designed to the specified Class rating and
to withstand leak (pressure) test conditions as per design code.

4.1.2 Any exception to dimensions from those specified in this specification or as per ASME
B16.48 is not allowed.

4.1.3 Blinds, spacers and spectacle blinds shall be manufactured from a single piece material, i.e.
the handle or web shall be integral. Deviation from this requirement shall be submitted for
SASOL’s approval.

4.1.4 Unless otherwise indicated on the PO, the maximum size for spectacle blinds (Figure 8) shall
be limited to:

a. NPS 14 for Class 150


b. NPS 10 for Class 300

c. NPS 8 for Class 600 to Class 2500 rating

Sizes above these referenced in a) to c) above shall be a blind and spacer combination.

4.1.5 Dimensional drawings shall be supplied by the Supplier and shall be accepted by SASOL
and the EC.

4.1.6 Pressure-temperature rating shall be in accordance with ASME B16.5 or ASME B16.47 as
applicable.

4.2 HANDLES AND TIE BARS

4.2.1 All handles and tie bars shall be of adequate strength to support the load of the blind, spacer
or spectacle blind in any position. Blinds not listed in table 1 or those larger than listed in
Paragraph 4.1.4 shall have calculations for handle strength submitted by the supplier for
SASOL or EC acceptance.

4.2.2 Blinds and spacers shall have two handles 180° apart. Spectacle blinds shall have a tie bar
between the ‘blind’ and ‘spacer’.

4.2.3 All tie bars or handles for blinds and spacers shall have an additional hole of at least 16 mm,
but preferably 22 mm for lifting. The hole centre shall be 50 mm outside the flange outside
diameter, dimension “O” as per ASME B16.5. This shall be suitable for lifting the blind or
spacer.

4.2.4 Spacers shall have an additional 6 mm hole on the tie bar, to identify it as a spacer in the
installed position.

4.2.5 Welds, if accepted (refer to par 4.1.3), shall be double sided full penetration welds, grinded
flush. It shall be subjected to either PT or MT. Personnel qualification and acceptance
criteria shall be either as per AWS D14.1, AWS D1.1 or ASME BPVC-IX.

4.2.6 The tie bar or web shall be at least as thick as the spectacle blind, blind and or spacer.

4.2.7 Blinds, spacers and spectacle blinds with a weight of less than 20 kg shall have a tee- handle.

4.2.8 The transition between the handle or tie bar to the blind or spacer shall be smooth. The
concave section shall have a radius at least the lesser of 5mm or the blind thickness.

a. For integral handles or tie bars, the concave section shall have at least a radius of the
lesser of 5mm or the blind thickness. See Figure 1.

b. Welded handles or tie bars shall have gradual transition between the weld
reinforcement and the plane of the base material surface. All fillet welds shall be
ground smooth to a fatigue resistant contour. No sharp edges are allowed in this
transition area. See Figures 2 to 4.

5 SURFACE FINISH

All surfaces, except gasket face surfaces, shall have a machined finish not rougher than
6,4 µm Ra, as as per ASME B46.1. Gasket surface finishes shall be as per SP-50-13.

6 SPECTACLE BLINDS FOR OXYGEN SERVICE

6.1 This section is applicable only when referenced in the item description.

6.2 Where spectacle blinds have been specified in the item description for “Oxygen Service”, the
following additional requirements shall apply unless otherwise specified in the item
description.

6.3 Prior to shipment, spectacle blinds shall be cleaned and packaged in accordance with the
following:

a. Spectacle blinds shall be completely degreased and cleaned free of all foreign matter.

b. After cleaning, spectacle blinds shall be completely dried with dry, oil free air or inert
gas.
c. After drying, spectacle blinds shall be dusted with a non-flammable vapour phase
inhibitor or packaged in non-flammable vapour phase inhibitor wrap.

d. Spectacle blinds shall be fitted with end protectors in accordance with Paragraph 6.4
of Specification SP-50-15 and shall be individually packaged by hermetically sealing
in plastic bags.

e. The outer spectacle blind packaging shall be tagged (or printed), in 25 mm minimum
high letters, as follows:

6.4 The supplier’s cleaning and packaging procedure, along with the manufacturer’s trade name
and a chemical analysis of the cleaning agent and vapour phase inhibitor to be used, shall be
submitted for SASOL’s approval. This information shall be submitted as part of the
supplier’s quotation.

7 INSPECTION AND TESTING

7.1 GENERAL

7.1.1 Inspection and testing shall be in accordance with Specification SP-50-13, Paragraph 6 for
forged blinds.

7.1.2 Spacers or spacer sections of spectacle blinds, manufactured from plate shall be subjected to
UT on the radial faces to BS EN 10160 with a minimum quality grade of S2E2, and MT
examination on the inside and outside of the ring, in accordance with requirements and
methods specified in Article 7 of ASME BPVC-V or PT examination on the inside and
outside of the ring, in accordance with the requirements and methods specified in Article 6
of ASME BPVC-V and dimensional check to conform to the specified drawing.

7.1.3 All blinds shall be inspected prior to being released by the manufacturer and SASOL or the
EC.

7.2 NDE REQUIREMENTS FOR WELDED TIE BARS OR HANDLES

7.2.1 All blinds shall be inspected visually (100%) and the welds shall be inspected using either
MPI or PT.

7.2.2 For blinds of NPS 10 and larger the welds may be examined by UT or RT as per the
discretion of the supplier.

7.2.3 In addition to the above, the root passes shall be subjected to MPI or PT after back-grinding
of these passes.

7.3 ACCEPTANCE CRITERIA

The acceptance criteria for the defects found when making use of UT and RT shall be as
required by the ASME B31.3 or AWS D1.1 code requirements, as applicable.

7.4 REPAIRS

7.4.1 Defects revealed, shall be completely removed by chipping, gouging, grinding or by other
means or any other approved method to sound metal. The resulting cavity shall be examined
by MPI or PT prior to welding. The edges of cavities where defects have been removed and
which do not require weld repairs shall be rounded and merged smoothly into the parent
metal.

7.4.2 After the defect has been repaired the same method, used to detect the defect, shall be used to
examine the repair using the same acceptance criteria.

8 CERTIFICATION

Certification and traceability shall be as per SP-50-13. See also Paragraph 3.2.4 of this
Specification.

9 POSITIVE MATERIAL IDENTIFICATION

Positive material identification shall be as per SP-90-23.

10 HANDLING AND SHIPPING

Handling and shipping shall be as per SP-50-13. Rust protection coatings and the type of
coating shall only be applied if accepted by SASOL.

11 MARKING

11.1 Blinds shall be marked with the following information:

a. Item code or unique number as stipulated in the PO (if available)


b. Size, e.g. NPS 24

c. Rating e.g. Class 150

d. Material grade, 316L; A105; LF2 etc.

e. Manufacturer’s name or logo

11.2 Marking shall be carried out by steel (hard) stamping, on the handle. If the handle is
inadequate in size, the marking shall be stamped on the outside of the flange portion of the
blind and spacer.
