Scope of work and technical specifications for Hiring of GDU,

Natural Gas Compressor, Three phase oil & gas separator, Methanol
dosing, PCV (Pressure control valve) & Online Dew point
measurement (Water & Condensate) Services for BK-EPS for three
years

1.0 INTRODUCTION:

1.1 BK EPS

BK EPS is located approximately 24 KMs away from ONGC Base Office located in Srikona,
Cachar district in the State of Assam, India. Gas wells of Banskandi field (North) are
connected to BK EPS (Early Production System). ONGC intends to hire GDU, Natural Gas
Compressor, Three phase oil & gas separator, Methanol dosing & Online Dew point
measurement (Water & Condensate) Services along with manpower for supplying gas to
upcoming IGGL Line.

2.0 BATTERY LIMIT CONDITIONS:

Gas to Natural Gas Compressor shall be supplied at 08 Ksc through a separator/scrubber in


BK-EPS.

Natural Gas Compressor at BK-EPS shall be positioned as shown in schematic Fig-1 below.

Group Separator to be hired for BK-EPS shall have working pressure of 60-70 Ksc.
Group Separator shall be positioned as shown in schematic Fig-1 below.

The contractor should guarantee delivery of compressed Natural Gas at 50-55 Ksc via GDU
after dew point measurement (for both water and condensate) at specified outlet conditions
of EPS.

The typical composition for gas at compressor inlet is specified in the data sheet. However,
the gas is saturated with water with occasional carryover of liquid. The gas composition is
typical and is subject to variation encountered in gas fields. No claims shall be entertained
on account of variation in gas composition.

The data sheets must be duly signed and stamped by Manufacturer/Packager of the
Natural Gas Compressor unit, GDU, Online dew point measurement unit, methanol
dosing unit/s & Group Separator, as well as the Contractor which confirms contractor’s
acceptance to supply / install these units along with all system / sub-systems as required in
data sheet. In case the Packager / Manufacturer do not agree to provide any of the
equipment / systems / subsystems / facilities mentioned in data sheet, contractor
should confirm separately to provide such equipment / facilities. Such separate
statement should explicitly reflect/identify OEM / supplier of those systems / sub-
systems and be signed by contractor & OEM/supplier of those systems.

Electrical Power required by contractor shall not be provided by ONGC.

Also, Fuel Gas shall be made available at specified conditions for operation of Natural
Gas Compressor unit & GDU unit.

Fuel gas conditioning system shall be provided by contractor, if required.

Fuel gas measuring system shall be provided by contractor.

Fuel gas required for running natural gas compressor can be provided up to quantity
recommended by OEM. If gas is consumed beyond the OEM recommended quantity,
it would be provided on chargeable basis as per prevailing gas rates (PPAC domestic
natural gas price) for quantity consumed beyond OEM recommended quantity.

All the works for installation and commissioning of hired equipment shall be in
contractor’s scope of work.

3.0 CAPACITY OF GDU & NATURAL GAS COMPRESSORS :

For BK-EPS

Gas to be compressed : 60,000 SCMD. However, the qty of gas to be compressed


may increase or decrease.

Prime mover : Gas Engine.


Suction pressure : 08 kg/cm2
Discharge pressure : 50-55 kg/cm2
Inlet gas temperature : 30-40 deg. C
Final discharge temperature : 35-40 deg. C
downstream of after cooler
Ambient temperature : 6-37 deg. C
Altitude : Less than 25 m

Driver, accessories & auxiliaries : As per compressor provider–no electricity available.


Fuel gas required for running natural gas compressor can be
provided up to quantity recommended by OEM. If gas is
consumed beyond the OEM recommended quantity,
it would be provided on chargeable basis as per prevailing
gas rates for quantity consumed beyond OEM
recommended quantity. Equipment, pipeline and
other accessories required for fuel gas conditioning
system to be provided and maintained by contractor.

CAPACITY OF GDU & DESIGN BASIS:

On any single day during the operation, if the quantity of dehydrated gas is less than
the contractual minimum quantity of respective installation, recovery will be levied on
daily basis and settled at the month end.

The quantity of gas processed by the GDU shall be measured after the outlet battery
limit, by flow-meters installed in the gas supply line.

Contractors are required to take note of the variations as follows:


a) Some Back pressure variation may be there in IGGL Line.
b) Since the gas is saturated with water vapor, contractors are advised to consider this factor
and keep provision of KOD at both inlet and outlet of compressor units.
c) Contractor may use 1+1, 2+1 etc configuration for standby compressor unit keeping in
mind planned shutdown or breakdown scenario. ONGC operation should not suffer owing
to contractor’s inability to compress gas.
d) Minimum contract quantity for natural gas compressor can be taken as 25,000 SCMD.
e) Any increase in the compression quantity beyond the contracted quantity shall be paid @
50% of the compression charges.
C. ONLINE DEW POINT MEASUREMENT (Water & Condensate)

A portable skid mounted online dew point measurement system integral to GDU is
required for BK-EPS for accessing quality of gas processed.

D. GAS COMPOSITION: Gas Composition of inlet of Natural gas compressor is attached.

E. PNGRB Gas quality specifications as per Gazette of India (regulations 5(5).8(1)(b)(i)


implemented for gas supply through pipeline which is as follows:

All pipe line laying work for connecting natural gas compressor to designated upstream and
downstream points shall be done by contractor. This includes line for connecting all PSV
outlets and other safety devices to flare header

Inlet and outlet KOD is required. All fabrication and commissioning of these KOD’s shall be
contractor’s scope of work.

All instruments required for monitoring and controlling natural gas compressor units shall be
provided by contractor.

Compressed air required for instrument control system of natural gas compressor shall be
provided by Contractor. Electric power required for air compressor shall not be provided. Air
compressor shall be run by contractor with his own provisions.

All connections and control lines required for instrument control system shall be provided by
contractor.

All piping work required for connecting KOD’s with existing system shall be in contractor’s
scope.

4.0 CAPACITY OF THREE PHASE GROUP SEPARATOR REQUIRED FOR BK-EPS

Separator required at BK-EPS shall be a three phase separator which can handle 60,000
SCMD of gas at separator pressure of 60-70 Ksc.

Separator should be skid mounted.

Compressed air required for instrument control system of separator shall be provided by
Contractor. Electric power required for air compressor shall not be provided. Air compressor
shall be run by contractor with his own provisions.

All spares and consumables required to run the separator shall be provided by contractor.
All calibration certificates shall be provided by contractor. All calibration required during
execution of contract shall be carried out by contractor at its own expense.

All pipe line laying work for connecting separator to designated upstream and downstream
points shall be done by contractor. This includes line for all three phases (Condensate, gas
and water) along with flare line connections.

All connections and control lines required for instrument control system shall be provided by
contractor.

5.0 CAPACITY OF METHANOL DOSING PUMPS REQUIRED FOR BK-EPS


Methanol injection pumps shall be required for dosing of methanol in group header as shown
in the schematic Fig-1.

Required pumps/standby pump shall be required for pumping methanol in group header.
Provisions (Piping work) for connecting pump/s shall be contractor’s scope of work.

Electric power required for running these pumps shall not be provided. Contractor is required
to make provisions for this.

Pumping pressure required can be considered in the range of 75-80 Ksc.

Pumps to be provided should be portable skid mounted.

Methanol required shall be contractor’s scope.

All spares and consumables required shall be contractor’s scope.

Fabrication of dosing line from pump to flow line shall be contractor’s scope.

All instruments required for monitoring and controlling of this system shall be contractor’s
scope.

All connections and control lines required for instrument control system shall be provided by
contractor.

6.0 CAPACITY OF PCV REQUIRED FOR BK-EPS

A PCV shall be required for stepping down pressure after three phase separator before
scrubber as shown in the schematic (Fig-1) above.

PCV should be designed to step down pressure from 70 Ksc (Group separator pressure) to
10 Ksc (Scrubber pressure).

All piping work required for installation of this system shall be in contractor’s scope of work.

Air required for operation of PCV shall be provided by air compressor owned and run by
contractor.

No electric power shall be supplied for running air compressor. Contractor should have their
own arrangement for running air compressors.
PCV should be designed for flow of 60,000 SCMD gas.

7.0 CUSTODY TRANSFER METER:

A Custody transfer meter shall be supplied for BK-EPS by ONGC.

All piping work required for connecting this CTM to both upstream and downstream point
shall be contractor’s scope of work.

All provisions for instruments required for CTM shall be provided by contractor.

8.0 SCOPE OF WORK OF THE CONTRACTOR :

The contractor is required to inject methanol in group header at BK-EPS, operate three phase
separator, compress natural gas, operate GDU, install CTM and measure dew point for water
and condensate and deliver PNGRB compliant gas at a point designated by ONGC by
providing all necessary facilities, equipment, manpower, consumables, lubricants, spare
parts, etc.

The contractor’s scope of work encompasses total engineering, supply,


transportation, installation, construction, commissioning, operation and maintenance
of all hired equipment mentioned above complete in all respects.

Contractor’s scope of work shall include all civil / structural / mechanical / piping /
instrumentation / electrical works for all the equipment hired including but not limited to the
following:

i) It will be ONGC’s endeavour to offer plain land for installation of all equipment.
However, if site development requires land filling to fill up low lying areas etc., site
grading, foundations, approach roads, foot paths, storm water drains, etc. as required,
it shall be in the Contractor’s scope.
ii) Cabin / Shed / Room along with toilets etc. for contractor’s personnel / operators.
iii) Store room for consumables, lubricants, chemicals, spare parts, tool and tackles etc.
iv) Suitable shed of the plant (if required) with proper illumination inside.
v) Shed / room / protective covers for all equipment, electrical / instrumentation items as
deemed necessary.
vi) Adequate foundation/piling as per requirement of equipment and all other civil work
for contractor’s package.
vii) Supply / transportation / installation of skid mounted equipment complete as per data
sheet including skid piping, pressure vessels, instruments and control systems,
electrical items, all utility systems including power etc.
viii) Supply / transportation / installation of common gas inlet and outlet knock out Drum
with all instruments, level switches etc.
ix) Supply / transportation / installation of Fuel Gas Conditioning System if required
including knock out drums, pressure reducing control valves, gas metering facility etc.
x) Supply of Instrument & starting air supply, as necessary shall have to be arranged by
contractor at his own cost by providing suitable Instrument Air & Starting Air System.
ONGC will not allow any natural gas operated field instrument. Only instrument air
shall be used for the field instruments.
xi) All other Process & Utility Systems as required.
xii) All lines laying, hook up and termination (both inlet & outlet) of gas line to & from the
hired equipment, liquid lines, all PSVs & flare lines, fuel gas line etc. are to be done
from & to the ONGC designated points. Ensuring PSVs for all pressure vessels as
required by prescribed standards.
xiii) Metering facilities for fuel gas line and Water & Hydrocarbon Dew Point Analyser:
a) Fuel Gas meter: The measurement shall be as per practices recommended by
AGA (American Gas association) Gas Measurement committee Report No.3 – 2000
with AGA8 and its subsequent additions & revisions (whichever is applicable) and
shall be binding on the parties hereto for accurate metering of GAS.
b) Water & HC Dew Point: Water and hydrocarbon online dew point monitors should
be as per ASTM D 1142.
c) Hydrocarbon and Water Dew Point: 00 C Max. (Zero Degree Celsius, Maximum)
Online Water and hydrocarbon Dew Point Analyzer at the outlet of GDU (fixed type)
with provision for continuous data recording and storage of historical data.

xiv) Regular power supply (Electrical power shall NOT be made available by ONGC.
Contractor shall make its own arrangement for continuous running of plant. If the
contractor installs Generators, standby Generator should also be considered for the
purpose of continuous power supply).
xv) Area lighting and illumination including provision of lighting distribution board, etc.
xvii) Arrangement for regular & emergency power (DG Set & UPS or any other source etc.
as necessary).
xviii) Disposal of flared / vent gas through a flare gas header and integration to existing
(ONGC’s) flare header.
xix) Successful commissioning of all the hired equipment after purging with N2 to be
arranged by contractor as per petroleum industry standard practice.
xx) Operation and maintenance of all hired equipment including deployment of trained
manpower, supply of all consumables, chemicals, lubricants, spare parts, tool &
tackles and replacement of defective equipment, components, parts etc.
xxi) Standby units for rotating equipment for uninterrupted operation.
xxii) Maintaining sufficient inventory of spare parts, consumables, lubricants etc. for
smooth and continuous operation of the plant.
xxiii) All statutory requirements for manpower such as EPF, ESI, MVT etc are to be fulfilled
by contractor.
xxiv) Round the clock emergency vehicle to be provided by contractor.
xxv) Shift vehicle for contract manpower (if required) for is to be provided by contractor.
xxvi) Obtaining statutory approvals including the DGMS approval and performing work in
accordance with such approvals.
xxvii) Providing and maintaining adequate firefighting and gas detection equipment viz. Fire
extinguisher, sand buckets, portable trolleys etc.
xxviii) Dismantling and de-mobilization of hired equipment after completion of contract.
xxix) Any other items / work / services not specifically listed above but required for safe,
reliable and desired operation of hired equipment and delivering the natural gas at
the specified conditions.
xxx) Deployment in each shift at least two persons, one supervisor and one operator. The
supervisor should be having Diploma in Mechanical/Chemical engineering and the
operator must have ITI (Turner/Fitter) qualification. Both should have experience of
operation and maintenance of these hired equipment.
xxxi) It shall be the sole responsibility of the contractor to provide the following core PPE
items to his personnel before commencement of the work, as per frequency specified
in the following table as applicable.

9.0 FACILITIES REQUIRED:


9.1 LAND: Contractor shall have to install all hired equipment in a land specified by
ONGC inside / outside the respective installation. Contractor shall quote for the
size of land required. To minimize the shutdown period, Contractors are advised
to adopt the modular approach and use prefabricated spools/modules and items.
Land development is to be carried out in above plot by the contractor including
approach / access by road.
The bidder may make a visit at his/her own cost to the installation to see the
designated land for installation of all hired equipment before submission of bid.
Land will be handed over as is in available condition to the successful bidder. No
claims would be entertained on account of quality of land allotted afterwards.

9.2 INLET GAS:


High Pressure Natural gas shall be made available at a single point at the existing
process facilities (i.e., at the location designated by ONGC) at BK EPS.
Contractor has to lay line from the ONGC designated points to the inlet of all hired
equipment.

9.3 OUTLET GAS:

Processed gas shall be collected at single outlet point at BK EPS. Contractor has to
lay line from the outlet of hired equipment to the ONGC designated points for final
dispatch.

9.4 CONDENSATE RETURN:

Condensate / HC liquid collected from various equipment shall be diverted to a


suitably designed condensate handling system and further needs to be integrated
with ONGC’s existing condensate handling system. It is to be ensured that the
condensate separated at the battery limit is stabilized and directly connected to
Storage tanks of respective installations or at a point designated by ONGC.

FLARE GAS:

Vent gas and gas meant to be flared needs to be hooked up to a flare header and this
flare header has to be integrated with existing (ONGC’s) flare header at point
(location) designated by ONGC. All required lines are to be laid by the contractor.
Flare header at BK EPS is of 3 inch.

ONGC will provide hot work permit during day time (up to stipulated time i.e. up to
sun set only) but prior intimation is required for the same. Contractor should also give
assurance on fire & safety precautions & abide by the safety standards for the same.

9.5 UTILITIES:
The following utilities may be made available by ONGC to contractor:

a) FUEL GAS :
Fuel gas required for running natural gas compressor can be provided up to quantity
recommended by OEM. If gas is consumed beyond the OEM recommended quantity,
it would be provided on chargeable basis as per prevailing gas rates for quantity
consumed beyond OEM recommended quantity.

b) ELECTRICAL POWER :
Electrical power required for plant illumination, contractor’s office during construction
and commissioning as well as for plant operations is to be arranged by contractor.
Contractor shall make necessary arrangement to ensure uninterrupted operation of
all hired equipment.

c) SERVICE WATER :
Service water will not be made available by ONGC. Contractor shall make
necessary arrangement to ensure uninterrupted operation of all hired equipment.

d) Instrumentation Air :
Contractor shall make necessary arrangement to ensure uninterrupted Instt. Air
supply for various instruments to ensure uninterrupted operation of all hired
equipment.

10.0 GENERAL REQUIREMENT :

10.1 All hired equipment shall be designed, constructed and operated so as to meet
the requirements of applicable safety codes / standards.

10.2 All electrical apparatus, instrumentation items / system shall be suitable for
the hazardous area classification as per applicable National / International
standards and statutory regulations including DGMS requirement.

10.3 All pressure vessels deployed need to be tested and a proof of such test as
certified by a reputed third party agency approved by ONGC (as per list attached)
needs to be submitted prior to commissioning. Similarly, all PSVs should be
tested / calibrated and a proof of such test as certified by manufacturer (in case
of new PSVs) or certified by a reputed safety valve calibration agency for oil & gas
industry (with statutory authorization) (in case of old PSVs) needs to be submitted
prior to commissioning.

10.4 All systems should be designed, constructed and operated for uninterrupted
continuous operation to supply gas at a point/points in ONGC’s pipe line (as
designated by ONGC) at the specified pressure & temperature.

10.5 In case Contractor is not able to deliver the Contracted Quantity of processed
Gas at the specified outlet conditions, it shall be treated as failure on part of the
contractor and dealt according to compensation clause.

10.6 All works / systems provided under this contract shall be designed and
constructed in accordance with the prevalent National / International codes and
practices of petroleum industry.

10.7 ONGC shall have the right to inspect the facilities / equipment deployed by the
contractor and if any deficiencies are observed by ONGC, the contractor shall
rectify such deficiencies promptly upon receipt of such instructions from ONGC.

11.0 HIRED EQUIPMENT :

a) All hired equipment units should be skid mounted, re-locatable and suitable for
continuous operation.

b) All equipment and its piping arrangement should be designed suitably taking into account
the design basis & other parameters (gas composition, dehydrated gas specifications as
per PNGRB (IN ACCORDANCE WITH LATEST STANDARDS) guidelines etc. brought
out above. Contractor should submit P&ID diagram of the entire arrangement up to tie-in
points well in advance and get the same approved by ONGC prior to starting of
construction activity.

11.1
(a) If bidder offers New Pressure Vessels: All New pressure vessels (Separators,
Scrubbers, KODs etc.) are to be as per applicable ASME standards & codes and
need to be HYDRO-TESTED as per applicable standards & codes and a proof of
such manufacturing standards & codes / documents and test certificates are to be
reviewed by a reputed third party agency engaged by ONGC (as per list attached)
needs to be submitted to ONGC prior to commissioning of these equipment.

If bidder offers Old Pressure Vessels:


All Old pressure vessels (Separators, Scrubbers, KODs etc.) are to be as per
ASME standards & codes and a proof of such manufacturing standards & codes
/ documents and test certificates are to be reviewed by a reputed third party
agency engaged by ONGC (as per list attached) needs to be submitted to ONGC
prior to commissioning of the Gas Dehydration & HC Dew Point Depression units.
NDT of thickness measurement is to be carried out for all pressure vessels and
the same is to be reviewed by reputed third party agency engaged by ONGC (as
per list attached).
Hydro test of all pressure vessels is to be witnessed and reviewed by reputed third
party agency engaged by ONGC (as per list attached).

(b) All PSVs should be tested / calibrated as per applicable standards & codes and a
proof of such test as certified by manufacturer (in case of new PSVs) or certified
by a reputed safety valve calibration agency for oil & gas industry (in case of old
PSVs) needs to be verified / reviewed by a reputed third party agency engaged
by ONGC (as per list attached) and to be submitted to ONGC prior to
commissioning of these hired equipment.
(c) All flow lines i.e. Inlet gas lines, outlet gas lines, flare gas lines, condensate return
lines and Inter connecting lines etc., are to be HYDRO-TESTED as per applicable
standards & codes and a proof of such HYDRO TEST as certified by a reputed
third party agency engaged by ONGC (as per list attached) needs to be submitted
to ONGC prior to commissioning of these hired equipment.
(d) All equipment, vessels, pumps, tanks etc. are to be double earthed and its
resistance needs to be tested initially as per applicable standards & codes and a
proof of such Earth Resistance Test values and Earth Pit Layout plot diagram are
to be certified by a reputed third party agency engaged by ONGC (as per list
attached). Copy of the same is to be submitted to ONGC prior to commissioning
of these hired equipment.
(e) Fuel Gas Line Flow Meter, Online Dew Point meters (Water and Hydro Carbon)
etc. are to be tested & calibrated initially as per applicable standards & codes and
a proof of such testing & calibration is to be verified / reviewed by a reputed third
party agency engaged by ONGC (as per list attached). Copy of the same is to be
submitted to ONGC prior to commissioning of these hired equipment.
(f) All Instruments and control devices installed on pressure vessels, equipment,
vessels, pumps, tanks etc. should be tested / calibrated as per applicable
standards & codes and a proof of such test as certified by manufacturer are to be
verified / reviewed by a reputed third party agency 14 engaged by ONGC (as per
list attached) needs to be submitted to ONGC prior to commissioning of these
hired equipment.
(g) Fire and Safety devices/equipment/instruments i.e. Extinguishers, Detectors etc.
should be tested / calibrated as per applicable standards & codes and a proof of
such test as certified by manufacturer are to be verified / reviewed by a reputed
third party agency engaged by ONGC (as per list attached) needs to be submitted
to ONGC prior to commissioning of these hired equipment.

Note: In addition to during pre-commissioning, the above tests and calibrations


mentioned from 11.1 (a) to (g) shall also be carried out by the contractor as & when
required during the contract period as per the instruction of ONGC or as per Statutory
norms / requirement.

(h) All systems should be designed, constructed and operated for uninterrupted
continuous operation to supply gas at a point in ONGC’s pipe line (as designated
by ONGC) at the specified pressure & temperature.
(i) In case Contractor is not able to deliver the Contracted Quantity of Gas at the
specified outlet conditions, it shall be treated as failure on part of the contractor
and dealt with in accordance with the Compensation Clause.
(j) All works / systems provided under this contract shall be designed and
constructed in accordance with the prevalent National / International codes and
practices.
(k) ONGC shall have the right to inspect the facilities / equipment deployed by the
contractor and if any deficiencies are observed by ONGC, the contractor shall
rectify such deficiencies promptly upon receipt of such instructions from ONGC.

12.0 INSPECTION CONDITIONS AND ITS COMPLIANCE MECHANISM

a) ONGC reserves its right for Pre-shipment/ Pre-dispatch inspection which may be
carried out at Manufacturer’s / Packager’s / Contractor’s work premises / yard (as
applicable) by ONGC's authorized representative or a Third Party Inspection
Agency (TPIA) engaged by ONGC to ensure that the materials / equipment, being
supplied, conform to the contractual specifications / requirements.
b) Within 45 days of from the date of Notification Of Award (NOA) / Letter of Intent
(LOI), the Manufacturer / Packager / Contractor shall submit the details of their
Quality Assurance Plan (QAP) / work program and the place where inspection is
to be carried out for the equipment offered (New / Old, as the case may be), to
TPIA / ONGC for review.
c) Contractor, shall give, in writing, at least 15 days prior notice to ONGC to depute
its authorized representative or a Third Party Inspection Agency (TPIA) engaged
by ONGC to carry out the inspection of the materials / equipment as per QAP /
Work program submitted. This would be applicable to all three stages of
Inspection.
d) In case ONGC's/ TPIA representative is unable to reach the venue of inspection
on the specified date and time or in case ONGC decides not to inspect/witness
the inspection, the Manufacturer/ Packager / Contractor shall go ahead with the
testing/inspection, as scheduled. However, authenticated copies of test reports,
indicating various test procedures and test parameters, together with permitted
values as well as the values actually obtained, shall be faxed / submitted to TPIA
/ ONGC for review.
e) The material / equipment shall be dispatched/ shipped only after receipt of
clearance from ONGC's of the inspection / test report.
f) In case materials/equipment fails or is found defective or not meeting the
contractual specifications / requirements during inspection, as well as in those
cases where materials/ equipment is not ready for inspection at the appointed
time and dates, total cost of re-inspection including travel, lodging and boarding
of the inspection officials shall be to Contractor’s account. This would be
applicable to all three stages of Inspection.
g) ONGC representative(s) will include ONGC's employee(s) or Third Party
Inspection Agency (TPIA) engaged by ONGC.

12.1.1 First Stage Inspection & Testing at source (Pre-Despatch / Pre-Shipment):

1. The inspecting agency can be either ONGC or TPIA engaged by ONGC.


2. The inspection (verify / review) will be carried out as per approved QAP / Work
Program at Manufacturer / Packager / Contractor’s (as applicable) work premises /
yard.
3. Carry out inspection (verify / review) as mentioned.
4. Should verify / review the details of Manufacturer /Packager of all hired equipment
with type, make, model, capacity, month and year of manufacturing in conformity with
submitted documents.
5. Should verify / review the Standards and codes under which these hired equipment
has been manufactured are in conformity with submitted documents.
6. The inspecting Agency shall issue inspection certificate on its letterhead confirming
that the offered equipment is Brand New or Old (along with vintage period & residual
life) and meets the tender specifications prior to despatch / shipment. The certificate
should include, but not limited to, the above details.

Vintage Period for Old Units: In case brand new equipment is not offered then offered
equipment should have a residual life of not less than 70% of life as specified in
equipment replacement policy in years (from date of manufacture of equipment) on the
date of opening of the techno commercial bid.

12.1.2 Second Stage Inspection & Testing at Site (Pre-Commissioning):

1. TPI Agency should do inspection as mentioned below.


2. TPI Agency should do inspection of the plot plans, P& IDs and mention deviations,
if any, w.r.t. contractual specifications / requirement.
3. TPI Agency should do inspection of all hired equipment at site as per ONGC
specifications, meeting all safety requirements.
4. TPI Agency shall issue inspection certificate on its letterhead confirming that the
installed equipment meets the tender specifications prior to commissioning &
Performance Test Run. The certificate should include, but not limited to, the above
details.

12.1.3 Third Stage Inspection & Testing at Site (Commissioning & Performance
Test Run):

1. All hired equipment shall be run continuously for minimum 48 hrs. Without
interruption after commissioning of the plant.
2. TPI Agency engaged by ONGC shall issue inspection certificate on its letterhead
confirming that all the hired equipment meets the tender specifications. The certificate
should include minimum but not limited to the followings:
a) Inlet pressure and rated flow for natural gas.
b) Outlet pressure and rated flow for natural gas.
c) Achieved Water & Hydrocarbon Dew Points
d) Hired equipment are capable of meeting gas processing capacity & quality of
processed gas at the operating parameters specified in the tender.
12.2 Performance Certification: All hired equipment shall run continuously for
minimum 48 hrs. The payment for the treated gas will start after successful
completion of 48 hrs. Process test run without interruption, after commissioning and
certification by TPI.

13.0 Restoration of the site –

i. On expiry of contract, the Contractor shall demobilize and remove all his equipment,
piping, consumables/stores, any other item brought by him for carrying out the Contract
within 15 days of expiry.

ii.The Contractor shall restore all the hook-up points in inlet, outlet, flare, liquid, fuel line
and any other utility points to the original condition.

14.0 LOCATION OF PLANT & SITE CONDITIONS:

i) BK-EPS is located approximately 24 KMs away from ONGC Base Office,


Srikona in Silchar located in the Cachar district in the State of Assam, India.

A) Site Conditions:
The Contractor should confirm to have fully familiarized with the Site Conditions
and conducted thorough studies of the Site as regards Site Conditions, Soil
Conditions, Climatic Conditions, Labour, Power, water, material and equipment
availability, transport and Communication facilities, the availability and suitability
of borrow areas, the availability of land for right of way and Temporary Office and
quarters and all other factors and facilities and things whatsoever necessary or
relevant for performing the Works.

B) Access by Road:
The contractor shall build access roads if required, to the actual site at his own
cost and risk. Non availability of access roads inside the installation only for the
use of contractor shall in no case condone any delay in the execution of works, not
be the cause for any claim for compensation against ONGC.

C) CONTRACTOR’S OFFICE AT SITE:


The Contractor shall provide and maintain an office at all the Sites for his agent
and staff and such office shall be open at all reasonable hours to receive
instructions, notices or other communications.

SPECIAL CONDITIONS OF CONTRACT (TECHNICAL)

1.0 These “Special Conditions of Contract" shall over-ride the "General Conditions of
Contract" and "Technical specifications", wherever required.

1.1 At certain locations, like Group Gathering Station or Oil Wells the work may have to be
carried out in restricted area/conditions, the Contractor shall have to carry out such works
without any extra payment as per instructions of Engineer-In-Charge ensuring and complying
with all safety regulations and requirements. A flame arrester, attached to the
equipment/vehicles run by petroleum products, is mandatory in such circumstances.

2.0 Failure & Termination / Liquidated Damages / Recovery / Compensation:

2.1. A) DELAY IN MOBILISATION AND LIQUIDATED DAMAGES:


(a) CONTRACTOR (successful bidder) shall mobilize and deploy the required manpower and
equipment, so as to commence the services at the specified site within a maximum of 180
days for both new and old equipment package from the date of mobilization notice by ONGC.
If bidder offers mix of old and new equipment, it will be considered as an offer of Old
equipment package and the mobilization period for such offers would be 180 days from
mobilization notice.

(b) If the CONTRACTOR (successful bidder) fails to mobilize and deploy the required
manpower/ equipment and / or fails to commence the operations within the period specified
in sub clause (a) above, ONGC shall have, without prejudice to any other right or remedy in
law or contract including sub clause (c) below, the right to terminate the contract.

(c) If the contractor is unable to mobilize / deploy and commence the services within the
period specified in sub clause (a) above, it may request ONGC for extension of the time with
unconditionally agreeing for levy and recovery of LD. Upon receipt of such a request, ONGC
may at its discretion, extend the period of mobilization and shall recover from the contractor,
as an ascertained and agreed Liquidated Damages, a sum equivalent to 0.5 % of annual
contract value of the respective installation in the group, for each week of delay or part
thereof, subject to a maximum of 10% of the annual contract value of the respective
installation in the group.

(d) The parties agree that the sum specified above is not a penalty but a genuine pre-estimate
of the loss/damage which will be suffered by ONGC on account of delay on the part of the
CONTRACTOR and the said amount will be payable without proof of actual loss or damage
caused by such delay.

(e) LD will be calculated on the basis of annual contract value excluding duties and taxes,
where such duties/taxes have been shown separately in the contract.

(f) The applicable GST on the LD shall have to be borne by the contractor. Accordingly, the
liquidated damages shall be recovered from the contractor along with applicable GST.

3.0 Compensation / Recovery /Incentive

A) COMPENSATION FOR NON- DEHYDRATION AND DEW POINT DEPRESSION OF


CONTRACTED QUANTITY OF GAS:

(a) During operation period of the contract, in the event of contractor fails to carry out
treatment of contracted / offered quantity gas (whichever is less) at the specified
outlet/ installation for reasons attributable to the contractor, the contractor shall
pay compensation with applicable GST to ONGC on the basis of prevailing Gas
price (fixed by Govt. of India) payable to ONGC, Silchar, for non-treated quantity
of the gas calculated on per day basis to be settled on monthly basis.

For calculation of compensation, Offered gas Quantity shall be the average


treated gas production quantity of last preceding FOUR non shutdown days (i.e.
treated Gas production for full 24 hrs period on every day and such FOUR days
preceding) to the day on which compensation is applicable to be levied due to
reasons attributable to contractor. The day having shutdown (i.e. treated gas
quantity not available for full 24 hours) will not be taken into account for calculation
of Offered Quantity. If such calculated offered quantity is more than the contract
quantity (for such Four days), then the contract quantity shall be taken as offered
quantity.
(b) Initially, LD on delay in mobilization will be applicable up to maximum LD limit
(10% at present) of annualized contract.
(c) The total liability due to liquidated damages and/ or compensation due to non-
treatment of gas shall not exceed 50% of the annualized contract value of
respective installation.
(d) The applicable GST on the LD shall have to be borne by the contractor.
Accordingly, the liquidated damages shall be recovered from the contractor along
with applicable GST.
(e) Idle Charges during mobilization: In case TPI certifies that packages are ready
for Performance Test and same is not conducted due to reasons not attributable
to contractor, then contractor shall be paid idle charges at the rate of 50% of
processing rate for minimum contract quantity mentioned against the installation.
Such idle charges shall be payable to contractor upon subsequent successful
completion of Performance Test Run (PTR). Such idling period(s) shall also be
excluded from calculation of actual mobilization period.
In case, the mobilized & installed packages are failed to run / operate during the
PTR, the above idle charges will not be paid and such idling period(s) shall be
included in calculation of actual mobilization period.

C) Annual Maintenance of equipment


In every year maximum 15 days will be given for maintenance of equipment & during
the maintenance period no penalty will be imposed for less quantity of gas and ONGC
will not pay any standby charge for the same. Contractor to intimate ONGC for
Maintenance schedule.

D) Both Contractor and ONGC agree that this is a genuine pre-estimate of the
loss/damage which will be suffered on account of delay / breach on the part of the
contractor and the said amount will be payable to ONGC without there being any proof
of the actual loss or damages caused by such delay / failure / breach.

E) Liquidated damages for delay in mobilization as per General Conditions Of Contract


and / or compensation for non- processing of contracted quantity/quality of gas, thus
accrued will be recovered by ONGC from the bills / invoices submitted by the
Contractor, in accordance with terms & conditions of the Contract.

F) ONGC may without prejudice to its right to effect recovery by any other method,
deduct the amount of liquidated damages and / or compensation for non- processing
of contracted quantity/quality of Gas from any money belonging to the Contractor in
its hands (which includes ONGC’s right to claim such amount against the Contractor’s
Bank Guarantee (s)) or which may become due to the Contractor from the
Contractor’s monthly bills.

G) Any such recovery of Liquidated Damages and / or compensation for non- processing
of contracted quantity of Gas shall not relieve the Contractor from any other of his
obligations / liabilities under the Contract.

4.0 Conditions of Work Performance:


1. Contractor’s equipment shall be maintained by him in sound, safe and efficient
operational condition at all times. Should the performance of Contractor’s equipment
become unsatisfactory, ONGC shall give Contractor written notice specifying the
causes of its dissatisfaction and Contractor shall have a reasonable time specified by
ONGC for rectification of deficiencies failing which ONGC shall have the right to
temporarily suspend the operation and recover the cost till such time the situation is
rectified to the satisfaction of ONGC. Contractor shall not be entitled to any payment
during such suspended period. If the situation is not rectified and continues for a
period up to 30 days or repeated frequently, then ONGC shall have the right to
terminate this Contract by giving 15 (fifteen) days advance written notice without
prejudice to ONGC’s right to levy liquidated damages in accordance with clause No -
19 of General Conditions Contract.

2 The safety of the plant of ONGC, hired equipment as well as that of operating
personnel deployed by the Contractor is of prime importance. In case at any point of
time it is found that the operational personnel deployed by the Contractor do not have
the requisite experience of operation of hired equipment units or aquotatione by safety
rules, ONGC may ask Contractor to replace those persons with experienced person
as required in the agreement. Contractor shall replace them immediately with
experienced person(s).

3 Contractor shall be responsible for all statutory approval including that of DGMS etc.

4 Contractor shall be responsible for keeping and furnishing to ONGC an accurate


record of the Work performed on a Daily Progress Report Form acceptable to ONGC
both during installation & commissioning period and plant operating period (contract
period).
5 Contractor shall be responsible for maintaining hired equipment & other equipment
including safety equipment in good condition at all times and using all reasonable
means to control and prevent fires and accidents.

6 Contractor shall be responsible for maintaining at its cost adequate stock levels of
Contractor’s items and replenishing as necessary, repairing of all Contractor’s items
and providing adequate spare parts and materials required thereof.

7 Contractor shall be responsible for Personal Protective Equipment (PPE) for its
manpower, furnishing, all lubricants chemicals, consumables & spares for use in the
hired units etc.

8 The above obligations are in addition to any other obligations set out in other terms &
conditions of this Contract Document.
9 The Contractor shall submit documentary evidence in support of qualification and
experience of his manpower before mobilization of his manpower and get the same
approved by ONGC.

5.0 Measurement:

1 The volume of natural gas processed and delivered under the Contract shall be
measured by the flow measurement system supplied by ONGC. Installation of this
CTM provided by ONGC shall be in contractor’s scope. Contractor may install its
Check Flow Meter.

2 In case of variation in measurement of flow between contractor’s Meter & ONGC’s


Meter is +2% (Two percent) of ONGC Meter range, the reading of ONGC Meter shall
be taken as final. If the variation exceeds + 2% (Two percent) of ONGC Meter range,
the final reading shall be arrived as per the detailed procedure laid down in article
5.1.3 below.

The measurement shall include all correction in installations practice recommended


for accurate metering of Gas by AGA (American Gas Association) and shall be
binding on the parties hereto.

The Gas flow meter of Contractor (if installed), Fuel Gas Meter and Online Dew Point
Analyser (Water and hydrocarbon Dew Point) of the Contractor shall be jointly
calibrated as & when required as per the instruction of ONGC.

3 In case Contractor has any doubt on the proper working of the Gas flow meter of
ONGC, it shall inform the same to the ONGC in writing and may request for checking
/ calibration of the flow meter. Cost of such special test shall be borne by the
Contractor if the percentage of inaccuracy is found to be within the limits. But the cost
of such special test shall be borne by ONGC if the percentage of inaccuracy is found
to be more than the ONGC’s limits. However, Scope of Supply of Calibrating
equipment for Calibrating the Flow Meter will be with ONGC.

4 If on calibration the ONGC Meter registers a variation of more than 2% (Two percent)
or if the ONGC Meter is out of service, the following procedure in order or priority
whichever is feasible for arriving at the computation and the present one shall be
followed.

i) By using the recording by Check-Meter of Contractor, if installed and accurately


registering: or

ii) If 4 (i) is not possible. by correcting the error if the percentage of error is
ascertainable by calibration, test or mathematical calculations; or
iii) By back calculation from Consumers’ flow meters.

iv) If neither 4 (i), (ii) or (iii) is possible, by estimating the volume of processed gas
delivered by comparing with the deliveries during the period under similar
conditions when the ONGC’s Meter was registering accurately.

5 The period to which the above corrections will apply shall be as under: -

i) If any period, during which the ONGC’s Meter has gone wrong, is known, or
agreed upon that will be the period to which the correction is to be applied.

ii) If the period is not known, the correction shall be made for a period equal to half
of the time elapsed since the date of preceding proving calibration test, provided
the correction period does not exceed 16 (Sixteen ) days.

6 Upon written request of Contractor, the ONGC shall permit Contractor to examine
relevant records, from its metering and measuring equipment. The ONGC shall
preserve all such records till such time the payment covered by the invoice of the
Contractor has been paid by ONGC. And likewise, upon written request of the ONGC,
Contractor shall permit the ONGC to examine relevant records, chart and calculation
from its check meter. Contractor shall preserve all such records, charts and
calculations for a minimum period of 30 days from the date of presentation of invoice
by the Contractor. Provided in the event of dispute regarding billing / payment relevant
records shall be preserved by the Contractor and ONGC till the dispute is finally
settled.
Note: - Fuel gas shall be made available for operation of natural gas compressor unit
as per the data sheets of respective Manufacturer / Packager. Fuel gas conditioning
system including metering facility shall be installed by the contractor. Installation of
Fuel gas conditioning system is optional to the Contractor but installation of Fuel gas
meter is mandatory. The fuel gas meter is to be jointly calibrated as & when required
as per the instruction of ONGC. Fuel gas can be made available free up to the quantity
recommended by OEM. Any gas consumption beyond this value shall be chargeable
on prevailing gas prices.

6.0 Equipment Acceptance:

In case brand new equipment is not offered, the bidder must submit along with the
un-priced bid, a proof from the manufacturer / packager in support of date of
manufacture of equipment and declared fuel gas consumption etc. and submit
certificates from reputed third party inspection agency (as per attached list) for
conformance to tender specifications as mentioned in BEC Clause No. 3.2

1 In case the contractor offers new equipment, he shall produce documents showing
proof of purchase i.e. the copy of Invoice/invoices of the equipment with type and
month and year of manufacturing as proof of age from the manufacturer / packager
before shipment.

In case the equipment are imported then copies Bill of lading and custom paid or
custom cleared bill of entry should also be provided.

2 The contractor shall not be allowed to use any of the existing facilities such as
structural/mechanical/piping/instrumentation/electrical works of ONGC. He is
required to build up all the related facilities on his own.

3 ONGC, at any point of time may depute Site-In-charge/Representatives for inspection


of the works being carried out for installation of the equipment by contractor and insist
for any documentary proof from the Manufacturer and Packager for the offers made
by him in the bid.

7.0 Concessions permissible under statutes:

Contractor must take all necessary steps in order to equip themselves to avail all
concessions permissible under statutes including benefit under Central Sales Tax Act
1956 failing which he will have to bear extra cost where contractor does not avail
concessional rates of levies like custom duty, sales tax etc.,

9.0 ACCIDENT OR INJURY TO WORKMEN:

ONGC shall not be liable for, in respect of any damages, compensation payable as per
Law in respect or in consequence of any accident death or injury to a workman or other
person in the employment of the Contractor or any Sub-Contractor regardless of whether
such accident, death or injury is resulting from any act or default / negligence of ONGC,
his agents or servants / employees and the Contractor shall indemnify ONGC against all
such damages and compensation and against all claims, demands proceedings, costs,
