A. BACKGROUND
The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program
funded by the United States Agency for International Development (USAID) and implemented under
the leadership of DAI. IUWASH assists Government of Indonesia in making significant progress in
achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding
the access to Indonesian poor urban society, particularly for those whose limited access of both
services, safe water and sanitation. To achieve the target, IUWASH works with society, local
government, civil organization, and service provider. IUWASH commitment is to increase society
demand over safe water and sanitation; also increase service capacity, particularly from government
so that they provide and supervise the quality of its service. IUWASH supports national strategy for
government and PDAM to provide efficient service in safe water and sanitation with best quality.
Increasing access to safe water and sanitation needs various distinctive initiatives but strengthening
each other.
The project is expected to result in the following benefits to Indonesia: (a) Two million people in
urban areas gain access to safe drinking water; (b) 200.000 people in urban areas gain access to
proper sanitation facilities; and (c) the per unit water cost paid by the poor in targeted communities
decreases by at least 20%. Corresponding to the above results, there are three technical components
of the project to increase access to water and sanitation services:
• Mobilize Demand,
• Increase Capacity for Service Delivery, and
• Improve the Enabling Environment (Policy, Governance, Political Commitment and Alternative
Funding)
Service condition of domestic wastewater sub sector in many areas is concerning. Support from local
government is not optimal yet. It can be seen from lack of support funding in Provincial or District
Government Budget. The limited fund becomes a justification to give less attention in addressing
sanitation sector, particularly to domestic wastewater sub sector. Essentially, besides funding
contribution, the basic element that needed to be owned to fix sanitation condition is commitment.
Government commitment in order to increase the health level of its society is by improving sanitation
service, particularly in managing wastewater sub sector. One of the best solutions is the involvement
of all local stakeholders to participate and pay more attention to the sanitation problem.
As an effort to increase the quality of sanitation sector, Central Government appeal Local Government to
improve its wastewater management institution. Due to the number of sanitation facilities/wastewater
management, such as IPAL communal, IPLT which is not utilized at best. Regarding this matter, Pokja
AMPL function and role is very significant to support the sustainability of sanitation management,
through establishing wastewater management institution (UPTD). The establishment of UPTD
Wastewater Management will ensure the sustainability of sanitation sector service to the society. The
establishment of this institution will be determined by Pokja AMPL accuracy in integrating physical
needs, such as sanitation facilities with a proper managing institution which is going to function to
manage the facilities. The main reference that needs to be noticed in institution alteration is PP 41 Year
2007 about “Organisasi Perangkat Desa”, in the article 14 explained as follows: clause (I) local agency is
the unit that implements the local autonomy, so forth, clause (6) in the article 14 explains that in local
agency it is allowed to establish technical implementing unit (UPTD) to conduct part of the operational
technical activities and/or supplement technical activities under one scope area or several districts.
At the moment, IUWASH SSEI has been conducting socialization of UPTD PAL establishment in
Parepare City, Ambon City, Jayapura City and Pinrang Regency and has been preparing regulation for its
establishment in September – December 2013. While for Maros Regency and Bantaeng Regency, the
socialization will be conducted in the future.
B. TARGETED AREAS
Parepare City
Since 2010 Parepare city has had Pokja AMPL which is supported by National Pokja AMPL and
Waspola as the pilot project city of Pokja Document Compilation in east region. At the moment, Parepare
city has had complete Pokja document which is Sanitation White Book, Citywide Sanitation Strategy and
Sanitation Program Memorandum. With these documents, Parepare city is striving to increase sanitation
access by DAK APBN program with SLBM and Sanimas program.
Parepare city also has had IPLT and keeps improve its operational and management. In order to operate
and provide the best service, Landscape and Sanitation Department in effort to improve operational by
reviewing IPLT and planning to establish UPTD Wastewater Management to be more focus in
conducting managemenet of wastewater program in Parepare city. At the moment several Technical
Departments such as Public Works Deaprtment and Health Department also have sanitation program,
therefore to establish one umbrella for this project is necessary.
IUWASH now assist to provide capacity building to the Local Government particularly Technical
Department in establishing UPTD and implementation of Urban Sludge Management (USM)
Ambon City :
Since 2010; Ambon city has undertaken Sanitation program by establishing 2 units IPAL Communal with
fund from DAK APBN through Public Works Department of Maluku province. It is possible due to ESP
USAID assisstance program since 2009; Ambon city has had Sanitation White Book and Citywide
Sanitation Strategy documents. Recently, through PPSP program, Sanitation Program Memorandum is
conducted. It shows how serious Ambon city increases sanitation access.
Ambon city has also had IPLT and keeps improving its operational and management. To operate and
provide best service, therefore Landscape and Sanitation Department strives to improve its operational
and plan to establish UPTD Wastewater Management to be more focus in treating wastewater program in
Ambon city for now. Recently various Technical Departments such as Public Works Department, Urban
Planning Department dan Health Department also have sanitation program, therefore one umbrella
management is considered necessary.

Department in establishing UPTD and implementation of Urban Sludge Management (USM)
Jayapura city
Similar to Jayapura city; since 2009 through ESP USAID assistance program; Jayapura City has had
documents such as Sanitation White Book and Citywide Sanitation Strategy. Recently, through PPSP
program, Sanitation Program Memorandum is conducted. It shows how serious Jayapura city increases
Sanitation access.
In 2011 through DAK APBN given to Bappeda of Jayapura City, two units MCK++ for 100 KK have
been built and in 2012 and 2013 through Sanimas program, Public Works Department of Papua Province
built 2 units of Communal Facility.
Jayapura city has also had IPLT in Nafri but it does not function properly since 10 years ago. Recently
through APBN 2013 budget; Detail Enginering Design (DED) is conducted and in TA 2014 will be build
new IPLT in Koya region. In order to operate better and professionally, Landscape and Sanitation
Department will establish UPTD Wastewater Management facilitated by IUWASH. At the moment,
various Technical Department such as Public Works Department and Health Department has also had
sanitation program, therefore one umbrella management is necessary.

Pinrang district
Pinrang district has obtained assistance from PPSP program to compile Sanitation White Book and
Citywide Sanitation Strategy documents since 2012 and at the moment Sanitation Program Memorandum
is conducted. With these documents, Pinrang district strives to increase sanitation access through DAK
APBN program with SLBM program and Sanimas.
Pinrang district has also had IPLT but it does not function and in 2012 through APBD DED is conducted
and will be built in 2014 using APBN. IPLT management is conducted by Landscape and Sanitation
Department and in order to operate and provide best service Landscape and Sanitation Department is in
effort to improve its operational system and plan to establish UPTD Wastewater Management to be more
focus in conducting wastewater management. Today various Technical Department such as Public Works
Department and Health Department also have sanitation program, therefore one umbrella management is
necessary.
IUWASH now assists in providing capacity building to Local Government especially Technical

Maros district
Maros district has obtained assisstance from PPSP program in compiling Sanitation White Book and
Citywide Sanitation Strategy documents since 2012 and at the moment Sanitation Program Memorandum
is conducted. With these documents, Maros district strives to increase sanitation access through DAK
APBN program with SLBM program and Sanimas.
Similar to other districts in South Sulawesi Province, Maros district also has IPLT which is not
functioning. Through Satker PLP South Sulawesi Province, a plan to increase budget from APBN TA
2014 is made. IUWASH plans to conduct assisstance in establishing UPTD in 2013/2014.
Bantaeng district
Bantaeng district obtained asssitance in 2013 from PPSP program in compiling Sanitation White Book
and Citywide Sanitation Strategy documents. But since 2011; Bantaeng district has obtained SLBM DAK
APBN program by establishing IPAL Communal which are 6 up until now.
Bantaeng district has also had IPLT and at the moment by Regent instruction regular sudge suctioning is
conducted every 2 years in Government office. IPLT management is handed to Bapedalda Bantaeng
district.
Watching the condition in 6 districts above; IUWASH will conduct capacity building to establish and
improve UPTD PAL which is established later on. These activities will be conducted through workshop,
technical and non-technical training and comparative study and these activities are funded by IUWASH
Grant.
C. OBJECTIVES
D. GENERAL ACTIVITIES
The following is the activities which are conducted by the grant program:
1. Preparation
Initial socialization which is packed in workshop about the grant program involving
Pokja AMPL/Sanitation team particularly in Maros district and Bantaeng district.
Conduct secondary data collection, including sanitation data, wastewater related
institution data which cover regulation about SOTK/Tupoksi, budget and other related
data.
To review and analyze Perda about SOTK/Tupoksi department to Public Works which is
suitable to accept mandate of treating integrated (comprehensive and effective) and
sustainable wastewater management.
a. Composing Module and making the module & Training Implementation Module
To identify training needs
To identify training material and SOP
To compose training module and SOP
To conduct training of UPTD PAL personnel with the composed material.
5. Technical Development for IPAL Communal Facilities and Small Scale Sewerage
To identify Wastewater Treatment program which will be and has been established
Districts/Cities by reviewing the Master Plan, Citywide Sanitation Strategy, RPJMD and
Renstra Teknik SKPD.
To conduct IPAL Communal/MCK++ data collection which has been established with
SLBM DAK, Sanimas, USRI, AusAid Grant program, etc.
To identify IPAL Communal/MCK++ condition including facilities management.
To prepare formulation of technical and non-technical building to IPAL
Communal/MCK++ Facilities Administrator including formulation monitoring and
evaluation.
To conduct training and technical and non-technical building trial to UPTD collaborating
with Facilities Administrator.
To advocating the Local Government to establish Small Scale Sewerage system
6. Promotion
To conduct workshop to introduce the established institution and initiate cooperation with
local stakeholder in ensuring the effectiveness and optimization of wastewater treatment.
To writing the success story of UPTD process

13.Budget
Total estimated budget will be maximum Rp. 904,95 million and implemented as FPPO. Budget is
including:
- Remuneration for Consultant (10 months);
- Travel and per-diem to-from Makassar;
- Other Direct Cost;
All cost for reproduction of reports will be financed directly by IUWASH. Budget for conducting the
trainings / meetings, etc will be covered directly by UPTD and if needed by IUWASH as regional event.
The preparation, supervision and analysis of all trainings is responsibility of the consultant.
15.Consultant requirement
Consultant should have Education of Minimum S1 + Background and proven experience (minimum 10
years) in Technical aspects of Waste Water, Institutional especially Communal Based Sanitation systems
and Municipal Financial.
