Upon the request of the Provincial Government of Bohol, The Asia Foundation
(http://asiafoundation.org/publications/pdf/1346) thru the “Advancing Philippine Competitiveness (COMPETE) Project”
funded by the United States Agency for International Development (USAID) – is providing technical assistance in the
procurement of Consulting Services for the Feasibility Study for the Bohol Water and Sanitation (BWS) Project.

The project aims to provide an efficient urban water supply and sanitation system for Western Bohol – comprised of 15
Local Government Units, namely, Tagbilaran City and 14 adjoining municipalities, namely, Albuquerque, Antequera,
Baclayon, Balilihan, Catigbian, Dauis, Lila, Loay, Loboc, Loon, Maribojoc, Panglao, San Isidro, and Sevilla.

[wptabcontent]The overall
objective of the Provincial Government is to provide an efficient urban water supply and sanitation
system for Western Bohol – comprised of 15 Local Government Units, namely, Tagbilaran City and
14 adjoining municipalities, namely, Albuquerque, Antequera, Baclayon, Balilihan, Catigbian, Dauis,
Lila, Loay, Loboc, Loon, Maribojoc, Panglao, San Isidro, and Sevilla (hereinafter called the “Service
Area).
Currently, Tagbilaran and the 14 municipalities have their own water supply systems with individual house connections
(Level III). These systems draw water mainly from groundwater sources – i.e., deep wells and a few springs. The water rates
generally range from P3 to P10 per cubic meter. Many households – about 15% of the total in urban areas, and up to 45%
in upland municipalities – are still unconnected to the systems and draw water from neighbors’ connections, barangay wells
(Level I), natural springs, private wells, and/or water vendors. In many of these sources, water is intermittently provided and
is of doubtful quality; this contributes to the significant incidence of water-related diseases, such as diarrhea and gastro-
enteritis.
The total population in the Service Area was estimated at 375,125 in 2010, and is projected to grow to 490,000 in 2020
and 580,000 in 2030. Commercial and industrial enterprises, especially tourism, as well as institutional activities, are also
growing significantly in the area. Based on these, the total water demand from residential, commercial/industrial, tourism,
and institutional uses, plus unaccounted-for-water, in the Service Area was estimated at 58,500 cubic meters per day in
2010. The demand is estimated to increase by about 4-5 % per year.
Groundwater resources, through wells and springs, in the area are observed to be limited and insufficient to meet the
current water demand, let alone the large future demand. There is, therefore, a need to tap the extensive surface water
resources in the area through a bulk water supply project that will feed treated water to the individual water service
providers in the 15 LGUs.
There is a also a need to improve the distribution of water to the consumers – residential, commercial, industrial and
institutional – by the different water providers in terms of water quality, volume, service reliability, and affordability. It is
likewise necessary for these providers to set up an effective sanitation or wastewater disposal system in the Service Area.
A Bohol Integrated Water Supply Master Plan (2008) has been prepared through the Philippine–Australia Local Governance
Development Program. This Master Plan covers all 47 municipalities and one city of Bohol, identified six river basins as
potential sources of bulk water, and evaluated priority water supply projects.

[wptabtitle]Procurement of Consulting Services[/wptabtitle]
[wptabcontent]Objectives of the Consultancy Services
Within the framework of the Bohol Integrated Water Supply Master Plan, the Consulting Services for the Feasibility Study for
the Bohol Water and Sanitation (BWS) Project to be procured shall cover the following phases:
The objective of Phase I of the Services is to undertake the FS of the Bulk Water Supply for the Service Area, involving the

development of surface water sources to meet the current and future demand for water for residential,
commercial/industrial and institutional uses in the Service Area. The Project is envisioned to be implemented thru a public-
private partnership (PPP) scheme for the financing, design, construction, and operations and maintenance of the Project. In
particular, Phase I has the following aims:
a. To determine the technical, economic, financial, environmental, social, and institutional feasibility of harnessing
surface water resources, including Abatan River and/or Loboc River, and Bugwak Spring at Bililihan, whose watersheds
cover portions of the proposed Service Area, as sources of potable water for Western Bohol.
b. To study and recommend suitable PPP modalities for the financing, design, construction, and operation and
maintenance of the Project which would be attractive to prospective private investors/proponents and acceptable to
water consumers.
c. To prepare a PPP Feasibility Study Report and Project Proposal for the Project that comply with the appraisal
requirements and standards of the National Economic and Development Authority – Investment Coordination
Committee (NEDA-ICC).
d. To prepare Transaction/Bidding Documents for the successful procurement of the Bulk Water Supply Project through
the PPP modality selected by the Provincial Government.
The objective of Phase II of the Services is to undertake the FS of the improvement of (a) the Water Distribution System
and (b) Sewerage/Sanitation System of the different water and sanitation service providers in the Service Area (15 LGUs).
In particular, Phase II aims to accomplish the following:
a. To improve and expand the water distribution systems of the different service providers to reach the highest feasible
number of consumers.
b. To reduce the volume and percentage of system losses/non-revenue water (NRW)/unaccounted-for water to
acceptable levels.
c. To explore alternative schemes for wastewater treatment and disposal for the different service providers and
recommend the most feasible/doable scheme considering the relative technical, economic, financial, environmental,
social, institutional, and operational feasibility of the schemes.
d. To determine the tariffs and subsidies, if any, that will cover the cost of water/sewerage/sanitation services, be
affordable by the consumers, and enable the investors/service providers to recover their costs with a reasonable rate
of return.
e. To develop a program to strengthen the institutional capability of the service providers to efficiently deliver the
water and sanitation services, and operate and maintain the systems.
f. To prepare a Pilot Project for the improvement of water distribution and sanitation services of two or three
LGUs/service providers, including a Feasibility Study Report and Project Proposal that meet NEDA-ICC requirements and
Transaction/ Bidding Documents for the implementation of the Pilot Project.
