Introduction :

Government of Punjab has endeavored to develop a program to improve water supply in terms
of, both, access and quality of drinking water, especially in un-served and underserved areas i.e.
rural and peri-urban areas of the province. The Punjab Saaf Pani Company (PSPC) has been
established as a Special Purpose Vehicle (SPV) to conceive, plan, design, execute and manage
projects for provision of safe drinking water to the communities living in those areas.

Who We Are
Under the special initiative of the Chief Minister of Punjab, the Government of Punjab has
established the Punjab Saaf Pani Company (PSPC) with a mandate to develop, design, plan and
execute projects for providing safe drinking water solutions, prioritizing underserved areas,
especially in rural and peri-urban areas of the province.

The PSPC was incorporated in March, 2014 under Section 42 of the Companies Ordinance 1984,
and is currently in the process of planning and designing projects in the province. The process
involves various technically feasible, socially acceptable and financially viable water supply
solutions, depending on the nature and level of brackishness and contamination in the worst
affected areas of the province. Keeping in view the deteriorating situation of water quality, the
unique feature of this program is that it is being executed on war footing with a participatory
approach with the end users and other stakeholders.

What we Do
The PSPC is preparing a Master Plan for sustainable safe drinking water solutions for the rural,
semi-rural and peri-urban population of the province in a comprehensive and integrated manner.
This brings PSPC to the challenge of institutional redesigning of the entire water supply sector in
rural and peri-urban areas, which are not covered by WASAs in metro cities, or by TMAs in
small and medium-sized towns.
After a comprehensive planning process, the Punjab Saaf Pani Company has entered into the
implementation phase starting with feasibility survey and identification for execution of schemes
in the Bahawalpur Region that consists of district of Bahawalpur, Rahim Yar Khan,
Bahawalnagar and Lodhran. Along with selecting dysfunctional schemes for rehabilitation and
up-gradation, construction of new water supply schemes, Filtration plants and other solutions
have been proposed.

The physical work on the identified projects in four priority tehsils of Hasilpur, Lodhran,
Khanpur and Minchanabad have been started. The execution period for water supply solutions in
these regions is six-ten months and it is expected to deliver benefits from December 2015.

How We Do it
Punjab Saaf Pani Company has taken a professional approach to plan and execute technically
sound and socially acceptable water supply solutions so that the schemes become functional on
sustainable grounds. The process involves following steps:

 Evidence-based need assessment mapping of the province (Click on the Priority Districts
Map and a Report on Selection Criteria)
 Procurement of Engineering Management Consultants and Social Mobilization &
Engagement Partners (NGOs) through a competitive and transparent process
 Identification of the plants/schemes through engineering and social surveys, feasibility
studies and Detailed Engineering Design
 Construction supervision till commissioning of the Plants/schemes
 Operation & Maintenance with Community participation and engagement

Project Failure
Punjab Saaf Pani Project is a failure because they invested billions on the project but still general
public can not get the pure drinking water. They are still drinking impure water that affect their
health.

Monitoring Failure :
The ‘Saaf Pani’ project is the biggest hoax of the 21st century. It started during the regime of the
fourth Khaki dictator General Pervez Musharraf in which water filtration plants were established
in 26 districts with great fanfare at the cost of billions. There was no budget or plan for filter
replacement and management. It was considered a one-time investment for everlasting
good.
First, the filters got choked and then the water supply disrupted. There were no
arrangements for supervision, maintenance or security. When Musharraf, departed the plants
were vandalized. Then came the turn of PML-N. Instead of fixing the existing filtration plants,
it was decided to build new

ones in the vicinity. It was ‘Saaf Pani’ Round II. Again billions were spent including the one
shown above. It met the same fate, starting from choking of filters to vandalism. Now ‘Saaf
Pani’ Round III has been launched with promises of providing clean drinking water to the public.
While affluent members of the society buy bottled water to drink the poor segments stand in long
queues to fill their containers.

Mismanagement not only has a grave impact on people’s health but also wastes a huge amount
of taxpayers’ money that has been spent on this project. The individuals responsible for
managing the Saaf Pani Project Company must be held responsible.

Most of of these plants started becoming dysfunctional due to lack of an efficient mechanism
to maintain them regularly and keep them operational in a cost-effective way. Many of them
went out of service because the government could not pay for the import of replacement
filter membranes as regularly as the plants needed. In other cases, the electricity bill to keep
them running ran too high to be affordable by a provincial administration that badly needed
money for other projects such as a metro bus service for Lahore. Bad engineering, faulty
construction and low-quality construction material also contributed to reducing their lifespan.

Evaluation :
When supreme court and NAB came into action and start digging reasons of it failure they
noticed a huge mismanagement and lack of planning that wasted the Tax payers money as well
as they were failed to provide pure water to the general public. Their vision was to provide pure
and clean water to the backward areas but they failed to do so.

Punjab Government admitted in the Supreme Court of Pakistan that the Punjab government’s
Saaf Pani project company (PSPC) has yet to make available a single drop of water to its citizens
despite spending Rs 400 crore on the project.

The project came under severe criticism over the huge advertising campaign, large salaries being
paid to local and foreign consultants, and alleged nepotism in the project. On the orders of CJP,
NAB prosecutor general has been summoned on April 14, to shed light on the investigation on
the project.

Conclusiom :

The project imitative was really good and towards healthy Pakistan but when it comes to
planning and evaluation we lack behind. In this project there was no contingency plan, no any
plan or budget associated with maintenance of power plants. Every government started to built
new filtration plants instead of maintaining old ones. There was no proper check and balance on
the implementation of plans. No one focused on the benefit they just focused on the cost. They
forgot to work according to the vision that is to provide clean water to backward areas. After all
it was loss of billions of rupees.
