THEME

Malaise of 'careerism' existing in our military leaders is attributed to the ills prevalent
in the society at large. Yet, sociological and historical research reveals that effective
military units can persist long after the societies which gave them birth, underwent
almost revolutionary changes. The disciplinary ethos of Roman legion, for example,
persisted for beyond the decay of Roman society.

Carry out study of 'careerism' in our officer class and ascertain the factors responsible
for its birth, which could be internal or external social influences.

INTRODUCTION

1. Social behaviours in a society are a product of values possessed by its members.


Though morals have fixed definitions, These have frequently been violated both by the
privileged and masses. This single phenomenon has, in the past, provoked wars with
teach waring side holding to its right of not only interpreting but also promulgating it on
the other part of the society or people. Though the morals ought not to be fluids, national
and global levels. Americans have abruptly different meanings fo human rights when
applied to West Bank as opposed to Indian Held Kashmir. Arms embargo on Bosnia and
united Nations Security Council's Restrictions on Iraq are a terribly strange
demonstration of human values.

2. Conquests in the field of electronics have knitted together the world of today for
as much of good as evil. Technology has enabled us to extend our impressionns across
the globe without making physical access. The effects of print and electronic media are
tending to stir the minds of all those exposed to them. There are, it is feld, daunting
effects of what is being read or seen on the TV screen. This global interaction of

3. Analyse the reasons contributing to the deterioration in professionalism and rise


of careerism in the military leaders and suggest viable measures to avert the trend.

PART 1

CAREERISM VS PROFESSIONALISM

Carrerism

Definition. Oxford dictionary defines careerism as behavior of an individual whose


chief interest is personal advancement in his profession.

4. Explanation. Careerism is a state of mind which arises from the urge of


acquiring more being a basic and common feature of human psychology. Later on this
urge manipulates other in such a way as to secure one's own interests and career.

Careerism has a negative connotation. A careerist is motivated by the lure of personal
advancement, thus places his own interests above the interest of profession and his
colleagues. William L. Hauser compared the career system of military officers with
executive development in a large corporation. The focus of his study was to learn
whether the processes and rewards of officer career development really produce Behavior
'professional' and less 'careerist' than what is an accepted practice in business world. The
out come of his study were that both systems being different are essentially careerist. In
case of corporations, this careerism may well be utilitarian but in case of armed forces it
is injurious to military capability and

ultimately to the national defence.

Professionalism

5. Definition. Oxford dictionary defines professionalism as a Behavior of an


individual having mark or qualities of a profession. In military terms, it is the attitude of
an individual, his belief in military culture, customs and his loyalty to the profession. The
attainment of the highest professional knowledge skills in handling new weapon systems,
understanding of tactical concepts and clarity of thought is the hallmark of profession

6. Explanation. A professional officer subordinates everything to the requirement


of his profession. A professional is always motivated by a driving passion and sense of

responsibility toward his profession. Janowitz writes that a professional displays


gentlemanly conduct, brotherhoods and is not in pursuit of personal glory.
Professionalism is an optimum knowledge about ones profession. In the Army a
professional is a leader who is not only an expert in the profession of arms but also
responsible to the command. He is entirely committed to the defence of the country and
maintains strong ethical values. The subordinates expect their officers to be the masters
of the fundamentals of their profession. 4 Professionalism is a commitment to excellence,
which acknowledges the leader's responsibility to create mutual trust, harmony and
discipline with in the unit. Professional military education includes leadership, command,
communication skills, operational logistics and management. Officers undergo various
cases to enhance their professional abilities and skills to handle the varying battle field
conditions.

7. Comparison of two aspects is as under: -

a. Careerism has a negative connotation since a careerist is motivated by the


lure of personal advancement, therefore places his own interests above the
interests of the country and his

b. A careerist pursues his career at the cost of others. A professionalist also


strives hard, but not at the cost of others and at national interest.

c. A professionalist is motivated by the sense of responsibility toward his


profession, seniors and country whereas careerist is lured by the personal
advancement and prosperity.

d. Take the example of an officer Mr. A, if he works hard and uplifts the
standard of a unit mere for the reason that nation has invested in him the
responsibility for the same, he is a professionalist. If he performs same
duty with the aim of earning good Annual confidential report, he is a
careerist.

PART II

INTERNAL FACTORS CAUSING CAREERISM

8. Ideology and Nationalism. Here are only few countries in the world which
have been created on the basic of Ideology. Pakistan and Israel are the two Countries
which fall in this category. Israel is following the ideology and prospering, where as we
have forgotten it. Pakistan is still following the British legacies, which were meant to
suppress and subjugate the Indians. After independence Pakistan Army needed a
fundamental changes which unfortunately did not occur. We needed a powerful
motivational base which unluckily was not established. This lag, drifted officers from
collective goals to individual interests.

9. Regional Groups. Since Pakistan is a multi racial color creed and linguistic
state, therefore for cohesiveness in the Army strong feelings of Patriotism are desired.
The Bhai Bandi beradari system created by the British has not been dealt and abolished.
Identifications on regional basis has come up and officers do look after the interests of
their own region. This attitude is seriously affecting the professionalism in the Army and
affecting the sense of Patriotism.

10. Leadership Doctrine. Our present military leadership doctrine and its
application are also legacy of the British. The Concept of primacy of 'unit' and "God
Image" of military leader were introduced by British to set a side socio religious
contradictions of society and to bind the native with a loyal Army. This legacy left
influences on the altitude of present leadership. Therefore majority of the leaders
continue to strive for personal upkeep than few the organization.

11. Materialism Late sixties and Seventies brought radical changes in Psycho
social environment. Food, Shelter and clothing became the main object of human
endeavor. Though Army is some what protected from the ill effects of the society, yet the
rise of materialism brought erosion of moral values and the rat race started effecting
officers in their pursuits including career. The increase in materialism has brought in its

wake on erosion of morality. Officers by all means try to keep their performance in
harmony with the Annual confidential reports. Since good Annual confidential reports
and courses are the ladder for secondment abroad, hence all efforts are put in to get good
Annual confidential reports. This will ultimately meet the materialistic design

12. Moral and ethical values The difference between preached and practiced is
an other factor which is deteriorating our moral values. This difference causes lack of
appeal in our religious motivation. Announced visits and elaborate preparation come in
the same chain. Theoretically we preach non indulgence in materialism but practically
lot of money is spent on inspections, visits, color parades and installation ceremonies.
Facts are hidden to earn good Annual confidential reports by the career conscious
officers . Young officers when join units and see the common moral upheavals, they
copy the same, and with the passage of time get into the rut.

13. Group Effort. In our system group efforts is not recognized, rather individual
efforts are appreciated. This causes individual projection syndrome officers rely more on
self projection than group effort. Hence the tendency of careerism erupts.

14. Competitions. Competitions promote the sense of progressiveness.


Competitions were introduced in the Army to create spirit de corps between the troops
and officers. But unfortunately the trend of winning the Competitions by hook and book
has taken strong roots in our Army. Units and formations adopt all fair and unfair means
to win the competitions as the same shall provide projection to officers. This attitude
seriously effect the Behavior of officer and an unended chain of careerism starts, as
officers feel that it is the only way they can project then self and prosper in the Army.

15. Uneven Distribution of Service Benefits. In our Army the service benefits
have a great disparity. Service benefits increase at a greater scale after the rank of major.
Therefore, officers try to get promotion at all cost. They adopt all fair and unfair means
to fulfill the requirements of promotion beyond the rank of Major. Therefore, the uneven
distribution of benefits causes the malaise of careerism a many the officers

16. Regimentation. The present system of regimentation has helped officer


getting promotions though they do not desere. In the wake of Regiment prestige such
officers are looked after by their seniors and even promoted. Through they are
incompetent yet they keep their seniors obliged and happy and earn good Annual
confidential reports. This curse conditions and young officers become victim of it hence
a process of careerism starts.

17. Suppression Most of the Army officers are superseded at the rank of Major.
This supersession make their service in Army as a second grade officer. More over they
are deprived of the privileges/facilities, thus their morale in lowered. The urge for
promotion to higher rank is more due to terminal benefits.

18. Zero error syndrome. Almost all of us have the desires to maintain a light
standard of work. Self protection has become more important than faith in Allah, and
leaving the results to him. The fear of a material set back in the shape of a perceived
negative effect on one's career puts every act and decision against the spirit of
professionalism. The fear is in one's own mind, and sever in tolerance is reserved for
subordinates. this ill effect travels down and eats the fighting efficiency of the army.
Exercises as are turned into rehearsed demonstrations. The over ensuring of tasks by
Commanding Officers result in our supervision and no initiative for join or leaders.

19. Service with troops. Presently officers up to the rank of Major, having good
record of service, consume a larger portion of their service in either undertaking courses
or serving on extra Regimental employment. Presently officers upto the rank of Major,

undertaking courses or serving on Exra regimental Employment subsequent to the courses.
The thumb rule is; mor the courses, better the career and less the stay in the unit where a
host of problems have to be addressed to Besides, the experience of serving on Extra
Regimental Employment is, in most cases, pleasant as well as comfortable. This prompts a
desire to qualify in as many courses as possible and boost what is termed as "Circulation
value" which is nothing but negative careerism.

20. Courses. The aim of all courses is to equip officers with expertise commensurate
with their service and operational role. This aim gets somewhat compromised by the
assessment system prevalent in training institutions. Grading methodology produces an
unhealthy competition of getting higher grades which are of course, an index of good
career. Student officers learn a subject from the stand point of its examination value and not
its professional value. That is why it has often been seen that unit performance of officers
does not correspond to higher grades that they acquire from schools of Instruction

21. Lack of Education. After faith knowledge is the prime requirement of a


leader. Cobwebs of the mind and clear the murky environments. It equips on with the
ability to see issues more clearly and in a positive perspective consequently it gives
courage to speak spade a spade. Admiral stockdale concludes the importance of
education as "The challenge of education is not to prepare a person for success, but to
prepare him for failure. It is in fact, not success, that the heroes and the buns really get
sorted out" The importance of education is also states in the Hadit: " whosoever follows a
path to seek knowledge therein, Allah will make for him a path to paradise". It is evident
that if education is imparted to offers based on religions motives ether thinking will be
changed infact lack of knowledge is a major factor which is making officers career
consciousness as they consider the worldly achievements as the only success.

22. Career Planning. Awareness of Officer Efficiency Index has telling effect on
the performance of officers. Officers are more worried about their Annual confidential
reports than profession. Open career planning approach has due greater career
consciousness in officers. Officer with one or two years of service have been seen
carrying out planning for their future employment.

23. Accountability. Muslim history is full of examples, where leaders and soldiers
were asked to explain the holding of their wealth. This is unfortunately not there in our
army. Had this been instilled at the out set, the humiliation of the 1971 defeat could have
been averted.

24. Is Duties in Major Cities. Due to instability in the country our army is time and
again involved in the civil affairs on law enforcing duties. Officers and troops carry out
duties in the cities and set the ill effects of the society. They also try to copy the standards
of the civil people. In the process their orientation is diverted from the profession and
tends toward the careerism for achieving the seen worldly gains.

25. Non Professional EREs Our officers once employed on non professional EREs
like MES, FWO, NLC, DP, CWO, MA, SCO and attachment with other civilians'
departments. When return after having been exposed to those civil environments, bring
back the ill effects of a commercial culture which keeps with the Armed forces gradually.
On such appoints officers come in contact with civilian in the commercial world the urge
of materialistic approach increase and they become career conscious for rising high and
gaining more worldly benefits.

26. Over Centralization. In an attempt net to commit a mistake and to guarantee


error free performance over centralization is resorted to. Gradually this attitude leads to
preference for jobs which have little or no risk factor and where professional exposure is
minimum. Officers have been found working on duties tenable of a Junior commissioned
officer. Similarly Junior commissioned officers performing the duties of an NCO. It is
basically due to lack of trust in the abilities of subordinates. When the environments
create such lack of faith in commanders, Colleagues and subordinates then heavy reliance
on papers is in escapable. Careerist not taking any sort of risk produce everything in
writing so that they do not hold responsible when something goes wrong. They prefer
doing everything themselves than decentralizing the powers.

PART III

EXTERNAL FACTORS CAUSING CAREERISM.

27. Public Contact. The British had established cantonments far from the cities to
keep the military aloof from negative influences. Presently most of our cantonments, due
to population explosion, have got merged with civilian settlements. Post 1971 years saw
a major changes in socio-economic setup of our society. Wealth replaced values and
people got into the race of money making through any means possible for them. Armed
forces fell a prey to the change due to extensive contact with their relatives in the civil.
The situation got further exacerbated when Martial law was imposed. It not only
corrupted men in uniform but also damaged their devotion.

28. Money Syndrome Money should not, but as stated above, does dictate
morality. During British rule army and civil officers were taken from rich of the society
and also paid handsomely. The rational was that those individuals would not be tempted
to routine corruption. This, to them, did prove successful. For almost a decade after
independence good training, motivation and effective checks kept both civil and military
officers away from routine corruption. In early sixties officers of armed forces were
getting better pay and facilities than their counterparts in civil and thus were more than
happy with their lot. However in seventies, when Middle East earning started pouring in,
these got equated with easy money. The fever of getting rich overnight gripped the
nation. Toward the close of seventies armed forces also managed their share of Middle
East income in the form of deputations. This sub-divided officers into more than one
class, i.e., those who got it and those who couldn't. "better" career also meant more
money.

29. Leadership crisis at National level. Leaders determine the direction for their
nations. Quaid-e-Azam led Muslims of the subcontinent with such qualities of head and
heart that carved a people into a cohesive nation. After the sad demise of Quaid a
leadership crises emerged. Those who followed were and continue to be utterly corrupt.
In our present scenario the effects of ruthless corruption of political leaders are cutting

deep into the lives of our people. Army officers, who may be termed as elite amongst the
literate of the country, analyze and as Pakistanis feel bitterly betrayed. Country, since
decades, is void of leader who could act as beckon and capitalize on these brains to attain
national cause. Human beings may not be expected to keep dwelling steadfastness and
commitment merely because it is becoming of their "job." Officers, thus tend to disregard
the purely ethical wants of the service and drift to get the best of service gains which
have been made directly proportional to their careers. Minds so confronted and oriented
can no longer be professional.

30. Social upheaval Life has become complex. Minds are embittered. Social
bondage of the families is falling prey to greed and ravenousness. The supremacy of law
is only applicable to weak and poor. Transgressors have become the nobility.
Unemployment is on the rise. Price hike has made the life miserable. Rich are getting
richer whereas poor are on the beam-ends. Terrorists are killing and plundering innocent
citizens with no recourse. With all this in the offing, if it is believed that those in the
armed forces should remain to be the torch bearers of dedication and professionalism, it
is being daft.

31. Effects of Media Print and electronic media have played a silent but vibrant
role in remodeling the world, its people and their attitudes since the World War II.
Western media, it appears, has launched an electronic war against the illiterate massed of
undeveloped countries, with the aim of bereaving then of their culture, tradition, ethics,
family bondage, dresses, food, festivities and most of all inhibitions. All this is being
presented by media in such a colorful manner that people find themselves attracted and
subsequently entrenched in it. The theme of what all is being read or seen on the TV
screen is the spread of Capitalism and Eroticism. It requires real nature and enlightened
minds to evaluate the motives of Western media. With a very low literacy rate, as the
case is in Pakistan, the deflection of raw minds of all ages to the wants of this electronic
war is but obvious. Lately own media has also started promulgating the views and works
of its Western counter-part. Programs being screened on our television networks, owned
by stat or semi-government bodies, are depicting the file, culture, problems, practices,

aspirations and ills of people who do not form into a Muslim society. As a Result
common man's mind gets so perplexed by the dazzle of the characters in these Programs
that he hardly learns the intended "lessons." The hearts and minds of our people, in most
cases, stand provoked and impassioned. The desire of becoming moderate and modern
has erupted and devotion is dancing to the tune of evil.

32. Economic Pressure. In our Country job options are limited. There is a large gap
between haves and have nots. Tendency to pressure the job and seek advancement at all
costs is a cause of materialistic attitudes and career mindedness in our society. Definitely
Army is part of the society, and its effect on officer cadres are a natural phenomenon.

33. Sensitive to Defeat We as a nation react emotionally to defeat. Where is


cricket or in a battle we tend to loose heart as soon as reverse become imminent.
Therefore, such attitudes make officers zero error minded. So to prosper and avoiding

defeat/failure they try all possible measures whether fair or unfair to remain in the main
stream.

34. Family Ties. Strong family ties ensure a sense of belonging loyalty and spirit of
sacrifice. But unfortunately the element of sifarish exists among the families. In Biradri
system, failure in considered as sin, hence to avoid embarrassment in family officers are
inclined toward the careerism. Sifarish is also applied to make the career smooth. The
attitude of"you scratch my back and I will scratch your" is the out come of Biradri
system. Various cliques and groups our thriving on this principle of mutual assistance. In
such like environment, socializing as a means of climbing placing people under
obligation and exacting favors reducing aggressive Behavior of subordinates by a policy
of appeasement,

satisfaction of seniors at the provision of personal senior and their annoyance at the
absence of servility, would become the norm.

35. Fast and wicked culture. In our society, today the all aggressive confident,
highly deceptive, individualist, capable of fooling his way to success, has become the

role model of our youth. This gentleman knows all the ins and outs and has carefully
nourished connections with all who matter. Its is a trader, who also deals in information,
of which he has an unending store, infect, he preys upon it. He makes no distinctions
between friend and foe, feels no mercy, no remorse, no embarrassment, attacks quickly
and withdraws so easily. With this orientation, life can only be measured in terms of
personal success, material and vantage as an end in it self.

36. Lawlessness. The absence of accountability and rule of law is another


contributing factor. Our legal system is suffering both in formulation and
implementation. Even in this era of bullet trains and motorways, the so called long arms
of the law are ineffective against the members of the privileged classes. The insecurity so
created in the society has effected the officer class. The try and struggle to reach the
privileged class. For reaching that apex fair and in fair means are adopted. Hence
lawlessness in the society is directly effecting the service pattern of the officers, and
making them more career conscious rather professionalist.

37. Non Religion Orientation in Society. Our society as a whole tend to accept the
western values blindly and try to rationalise religion. West in trying to advocate that
Islam will make us fundamentalist. We as Muslims are nor paying any alternation to
rationalise it. We feel pride in adopting the western culture, rather, considered as
modern, and social. The modern life style presented by the West is drifting our Army
culture and society as a whole away from the simplicity. In pursuit of modern life style,
we forget the distinction between right and wrong. Army officers too, in pursuit of
western values, drifting away from the professionalism. The know that these worldly
gains can only be achieved by having a good career in the Army.

38. Poor System of Verification. The prevalent system of verification is through the
civil police. Police do not carryout proper investigation of the new inducted cadets and
character is not given due cognisance. Once such cadets get commission, they forget the
basic ethics of morality. Their own interests remain supreme than the interests of the
organisation and the nation. In persuasion of their aims they may adopt any fair or infair

means.

PART -IV

RECOMMENDATIONS:-

39. The facilities Pickle. The root cause of negative careeris m is the affrmative desire
to prosper and collect gains and comforts for self and family. A mega change in the status
and outlook of an officer occurs when he is promoted to the rank of Lieutenant Colonel.
This being first and vital step towards higher ranks, impels a deep sense of careerism isn all
majors and they tend to concentrate on developing themselves as what is commonly called
"career officers", It is understandable because, at present, facilities -cum-status package for
a Lieutenant Colonel clearly stands way above the humble lot of a Major it may be said that
there is marked disparity in the conveniences associated with the rank of Lieutenant Colonel
and Beyond as compared to a Major who may be having equal or more length of svc. This
airs frustration. It is,. Therefore, recommended that instead of pairing facilities with rank,
these be balanced against the length of service. To began with these be equipoised between
the rank of Major and Lieutenant Colonel. A very important step in this regard will be that
all Majors having 17 years of commissioned service and beyond (excl ante date) be
provided guaranteed accommodation and telephone facility when posted at peace locations
regardless of the appointment they may hold. This will soon indicate a change in the
attitudes of Majors who stand at the centre ofgravity of chain of command. The
impressions will travel downwards also and leve a sooting effect on the minds of young
officers.

40. Courses. To derive best out of courses ti is suggested that question papers be set
"Objectively" as is done in United States of America. Pass marks be kept as 85% and
students be assessed as pass or fail. (This system is recommended for all courses other than
Staff Courses, Technical Degrees and Allikes), Those who are declared fail in the final
assessment should be served with Military Secretary's written warning and detailed to retake
the course. An officer failing in the second attempt should be relinquished of his temporary
trunk and place on a special/Review report. Officers holding substantive rank be given
forfeiture of service for the purpose of promotion for a period equivalent to the length of the

course in the event of review report being positive, the officer be allowed to undertake a
suitable course other than the one in which he failed twice. I the individual passes in the
course a case may be taken up with Military Secretary's Branch for regrant of temporary
rank. If the officer fails in this course or is declared unsuitable in review report, he may be
weeded out of army . This single step can ensure that officers for to indlge in careerism, at
least prematurely

41. Service with Troops. It is therefore suggested that Military Secretary should
strictly lay down the number of courses (Excluding courses having competitive
examination) that an officer of the service upto 8 years may undertake alongwith the
number of years that he may be employed on Extra Regimental Duties. This will not only
put a restraint on the ambitious but also cultivate a feeling of fairness and parity amongst
young officers. It may not be out of context to mention here that considering officers who
do not measure high in Military Secretary's papers, inapt to serve grade 3 appointments is
not a perfect assumption. It is recommended that officers with average careers be posted on
grade 3 appointments for a period of one year to give them confidence and experience. This
will, in addition, help quick relief of better career officers from such appointments. It is
further suggested that Capts on being eligible for promotion be granted the rank only if they
have ½ of the prescribed service for promotion (excluding ante date) as service with troops .
This is how young officer can be shackled to their units.

42. Motivation. It may be noted that undue hammering of the religion to stimulate
virutes is no more paying any divideds. Cogent motivation, in our times, does not come
from mere intangibles but from a beckon of light which can be seen and felt in one's
bones Minds have an indifferent approach towards sermons and slogans. Routine
motivation is, hence, out of scope. Are we doing anything worthwhile in this regard?
Perhaps nothig ardent! The writer remembers having attended a briefing by Military
secretary aimed at motivating officers to be yet good officers. Slides were shown
depicting ideal career pattren of an army officer. Needless to say it comuld have only
prompted a desire fr careerism and not prfessionalism. Military Secretary must NOW
visit cantonment and reach out to the officers with average careers who constitute 2/3 of

total strength.

43. Nationalism:- Army being a separate entity/Organization should abolish all those
traditions and customs which are contrary to the national spirit. We can take the example
of Americans, who had long associations in Britain, But for their separate identity they
changed every thing which was British thus maintained their own entity. Pakistan army
should take concrete measures to induce nationalism between the troops and officers.
This can be carried out be vigorous participation be army in all national days. On such
occasions scholars can be called in the garrisons for delivering lectures. Islamic and
National culture be up held through personal conduct, customs of service and dresses.
Class composition in the units and corps be eradicated and officers from all provinces be
commissioned in the army. More vacancies for Sindh & Balochistan be reserved through
special concessions. Units holding the British colonial heritage be done away and
regimental histories be revised in view of independence day i.e. 14 August 1947.

44. Regimentation:- Concept of Regimentation has given latitude to officer to


play with the moral ethics. No officer should be spared for an ill deed primarily because
of Regimental ties. We must subordinate the interests of our units to the grand interest of
the army and the nation as a whole. We must not shy of reflecting the performance of
officers purely calculated during their stay in the unit. If a careerist is observed in the
unit, commanding officers must council him and provide him opportunity to med his
