ABSTRACT

The study focused on the student council leadership capabilities as perceived by the

students. The study involved five hundred (500) LSPU students; fifty (50) students for 10

College departments including senior high school. This survey is through online data

gathering using google forms. The statistical tools used were mean, standard deviation,

rating frequency and percentage.

The results revealed the students’ perception to Student Council leadership

capabilities in terms of motivational influence is shown to be “Capable”, while the

students’ perception to Student Council leadership capabilities in terms of communication

is shown to be “Highly Capable”, and the students’ perception to Student Council

leadership capabilities in terms of empowerment is shown to be “Highly Capable” as

interpreted.

Therefore, in conclusion, there is a significant difference in the perception of

students in leadership capabilities of Student Council in terms of year level.

CHAPTER I

INTRODUCTION

This chapter consists of introduction, background of the study, theoretical framework,

conceptual framework, statement of the problem, significance of the study, scope and

limitations and definition of terms.

The Student Council is a group of student leaders that work together to make a

difference in their school community. Their aim is to provide students with opportunities

to express themselves and participate in school matters and activities, as well as to provide

students with opportunities to obtain leadership experience and to promote relationships

among students, faculty, and the community.

Student leaders play a vital role in both their school and their community. Their

influence and projects aid in the development of students' abilities and competencies, while

the rules and policies they uphold and implement keep the school organized and safe.

Having competent and successful leaders may motivate others to participate in activities

that will have an impact on their life, as well as collaborate with others to establish great

relationships and teamwork.

Leadership entails a transformational process by creating multiple perspectives on

the results to be achieved and clearly defining the aims to achieve them. Leadership should

be considered as a process in which the leader's influence is vital in organizing a group,

guiding and subordinating them, and motivating them to attain the established goals and

results. On providing conditions and opportunities that will allow the work team to be

productive and effective.

Furthermore, in order to pick leaders who will be elected as student council members

to guide students and organizations on campus, they must follow the proper procedure by

holding a fair election. Participation and compliance of faculty and students in the election

process will result in the election of the proper persons for student council positions, which

may play a significant role in creating a difference in the student organization. In this

regard, students are accountable for selecting competent leaders who will lead them during

their term.

The overall purpose of this study is to determine the perception of students in

leadership capabilities of student council in LSPU-SCC.

Background of the Study

This research provides insights into the perceptions and capabilities of Student Council

Leadership Capabilities Perceived by Students.

A Student Council Leader is a student who has the ability to inspire, motivate, and

direct other students towards a common objective. Leadership is essential in many aspects

of a student's life. Students go through several periods in their lives where they require

leadership skills.

The Student Council leadership provides a forum for personal development and

character development. Students who take up leadership roles face obstacles that help them

develop self-confidence, resilience, and good communication skills.

According to the research by Shaikah Al-Taneiji, Omar M. Khasawneh examines

the role of schools in fostering leadership skills, with findings indicating that student’s

leadership capabilities depends on a large part of teachers, peers, and school administrators.

Nowadays many students join different organization in school just to be known or

for fame, to get benefits, and also for the power they want to rule the students but in facts

by Malika Kalitay, focuses on the significance of student organizations in leadership

development, with a favorable association between involvement in student organizations

and leadership growth discovered. The student council's mission is to provide students

with opportunities to develop leadership skills by organizing and carrying out school events

and service initiatives. In addition to organizing events that promote school spirit and

community welfare, the student council serves as the student body's voice. They aid in the

dissemination of student ideas, interests, and concerns to the entire school community.

Theoretical Framework of the Study

Hexagon Theory - Student Leadership Development, this theory has evaluated the

aspects connected to person, family, school, friend, university, and society as six key and

effective components on student leadership development from a holistic and complete

viewpoint. However, according to this idea, student leadership growth will be formed by a

change in attitude, knowledge, skill, and behaviour. Individual, group, and social

education, training, and development are used to produce this collection.

Behavioral Theory is concerned with how leaders behave. Kurt Lewin created a

paradigm based on leader’s behavior; plainly, how leaders act has an impact on their

performance. However, researchers have discovered that many of these leadership

behaviors are acceptable at different times. The finest leaders are those who can use a

variety of behavioral styles and select the appropriate style for each scenario.

Creating Capabilities: The Human Development Approach, as a new theoretical

paradigm in the development and policy world that asks, "What are people actually able to

do and be?" Put another way, the capabilities approach asks which genuine opportunities

are open to people. By starting with this question, we will shift the focus of policy and

development analysis from to people's capabilities: the substantive freedoms or

opportunities created by a combination of a person's abilities (like capacities and skills)

and their social, economic, and political environment.

Gibson's Direct Theory of Perception proposes that we see simply by using the

information we receive via our senses, and that this information is sufficient for us to make

sense of our surroundings.

Conceptual Framework of the Study

The conceptual framework of the study is presented to give view, information,

conclusion, and analysis based on the work to be done.

The inputs are the skills in writing shorthand in terms of: memorizing skills,

listening skills, speed writing skills, summarizing skills, and familiarizing; The level of

intervention activity to develop the students’ skills in writing shorthand in terms of:

dictation drill, transcription and reading practice. To be analyzed those different skills of

students needs to improve or develop in writing shorthand.

The process is the study to be used. To become clear this study and make it more

of Pre-test/Post-test and statistical treatment.

The possible output of this study is to proposed manual: basic shorthand writing

activity. This possible output is giving consideration since some of skills of the students

are need to develop in writing shorthand.

Frame 1: Consists of Input which contains the profile of the students according to their

Statement of the Problem

This study is to determine the Student Council leadership capabilities as perceived by

the Students during the academic year 2021-2023. This study seeks to answer the following

questions:

Significance of the Study

The study would be beneficial to the following:

Supreme Student Council

This study can be their reference on how the performance of the previous student

council has perceived by the students and can be their guide to provide a quality service to

the student body.

Future Researcher

This will be a reference or a guide for future researchers having the similar focus and

respondents.

Scope and Limitations of the Study

This study focuses on the student council leadership capabilities as perceived by

the students in LSPU-SCC. The data collection will be conducted to 500 randomly selected

students in every Colleges and Senior High School department during the AY 2021-2023.

Definition of Terms

AGE - the length of time that LSPU students has lived.

CAPABILITIES - the ability of Student Council to lead and influence the students.

COMMUNICATION - the transfer of information in different medium in which the

students can understand and to rely concerns in which the Student Council can mediate.

COURSE - is a class offered by Laguna State Polytechnic University – Main Campus that

require years of study to complete.

DATA GATHERING - collects and synthesizes information from the survey conducted

in LSPU-SCC that will help the researchers to answer the problem of the study.

EMPOWERMENT - authority or power given to someone to do something.

GENDER - the male sex or the female sex, especially when considered with reference to

social and cultural differences rather than biological ones, or one of a range of other

identities that do not correspond to established ideas of male and female.

LEADERSHIP – the ability of student council to lead and guide the students in LSPU.

MOTIVATIONAL INFLUENCE – the ability of student council to influence and

express positivity and can adopt by the students in LSPU.

PERCEPTION – the awareness of the students in terms of leadership capabilities of the

student council and how they view them as student leaders.

QUESTIONNAIRE - a set of printed or written questions that will be used to conduct the

survey and collect data.

STATISTICAL TREATMENT – is taking raw data and turning it into something that

can be interpreted and used to help the researchers make decisions.

STUDENT COUNCIL - is an organization in LSPU and the representative of the students

that influenced and guide them through the years of study in the university.

SURVEY - is a method of gathering information using relevant questions from the

respondents which are the students in LSPU-SCC in 10 departments including Senior High

school.

YEAR LEVEL - refers to the academic year of education of LSPU students.

CHAPTER II

REVIEW OF RELATED LITERATURE

This chapter provides an overview of previews research on leadership influence

and capabilities. It introduces the framework for the study case that comprises the main

focus of the research.

Related Literature

The following literature shows that leadership capabilities are important for student

leaders to lead student body. If the student council are eager to show their service as part

of their responsibilities, they can get more accomplishment for themselves and for the

organization’s success.

According to Bui (2019), the importance of motivation is substantial because of its

impact on goals, emotional behavior, and happiness. It directly influences not only our daily

behavior, but our mental well-being. Motivation influences an individual’s hopes and

dreams by driving thoughts and efforts in an attempt to eventually reach those goals.

Betchelder (2023), motivation is essential to the success of teams and organizations.

As leaders, it is critical to motivate and inspire your teams to achieve goals. By

communicating a clear vision, recognizing good work, coaching teams, and leading by

example, you can spark motivation in your teams and achieve more together.

Indeed (2022), most organizations view motivation as an essential aspect of achieving

success. It provides many benefits that facilitate successful leadership and organizational

growth.

Larralde (2022), motivating leaders are aware of their limitations. They understand

where they have room to grow and pinpoint which growth opportunities to prioritize. These

leaders have a sense of humility that can inspire others.

Allen (2022), motivation is central to leadership. It is an active mental process,

initiated by certain needs and wants. It solidifies expectations, shapes, and encourages

dynamic, unique behaviors, actions, habits to achieve specific goals.

Based on the related literatures found, motivation is essential to leadership. As it

provides benefits that may contribute to the growth of the organization and others. Leaders

who influence their team with motivation reflects their humility for others and are most

likely to reach their goals. Not only it motivate others but it can also contribute to the

growth and mental well-being of individuals which can be used for their long-term goal

and character development.

Johnson et al., (2020), leadership effectiveness depends on our willingness to interact

with others and on developing effective communication skills. Those who engage in

skillful communication are more likely to influence others.

Toppr (2023), communication is one of the important tools that aid us to connect with

people. Either you are a student or a working professional, good communication is something

that will connect you far ahead. Proper communication can help you to solve a number of

issues and resolve problems.

Gallo (2022) in the age of knowledge, ideas are the foundation of success in almost

every field. You can have the greatest idea in the world, but if you can’t persuade anyone

else to follow your vision, your influence and impact will be greatly diminished. And that’s

why communication is no longer considered a “soft skill” among the world’s top business

leaders.

Emeritus (2023), leaders must be good communicators because they inspire and

empower people around them, and without good communication skills, a leader would

never be heard or understood by others. Therefore, effective communication is an

important non-technical skill that every leader must possess.

Urciuoli (2020), effective Service Leadership relies on the capacity to relate well to others.

This attention to relationships requires confidence and conflict resolution skills that can be learned

and practiced.

Communication skill is an essential aspect in leadership and should embodied by leaders in

an organization. It is an exemptional characteristic of a leader that can help them influence others

and most likely to resolve conflicts. Good communication can contribute to the well-being of

individuals by understanding and showing empathy to others that can strengthen the foundation

of every organization. This skill can be learned and practice but it requires a leader to reach out to

their people in order to improve their leadership capabilities.

Socio-structural empowerment is where the empowering leadership style is found by

Amundsen (2019), scholars have recognized two main perspectives on empowerment as follows:

socio-structural empowerment and psychological empowerment. Psychological empowerment

focuses on the micro level (individuals) and refers to intrinsic task motivation engendered by

meaning, choice, competence and impact. Socio-structural empowerment is studied at a macro

level (organizations and leaders) and focuses on the socio-structural/contextual conditions that

allow employees at lower levels of the organization a high degree of autonomy.

According to Seref et al., (2022), students feel politically empowered because they can

easily voice their demands and objections to the right people; because the student council

exists and does its job; because student clubs allow students to participate in shared

decision-making in the classroom; because the institution values diversity of opinion; and

because they have the freedom to express themselves.

Based on the research by Lee et al., (2018), the role of empowering leadership on

work group cohesiveness because the objective for an empowering leader is to encourage

independence by removing the limitations of powerlessness to boost motivation and inspire

self-development.

Based on by Prewett (2019), empowerment leadership is characterized by leaders

who act in a way that increases their subordinates' motivation by giving them authority,

autonomy at work, information, and training.

D’Souza et al., (2019), through the promotion of extracurricular activities as away to

enhance their college experience. Run by staff and student mentors, this program is an

opportunity to grow and develop student mentors as leaders. This particular program

highlights the purpose of peer mentorship initiatives as more than just to provide academic

assistance and rather more of a holistic approach to supporting students’ experience in

higher education.

Related Studies

The following studies were related in the present study in the sense that leadership

capabilities are important because student council can use it to improve their performance

in terms of leadership and make good perception from students.

Based on the study of Chuter (2020), motivation, as the name suggests, is what

‘moves’ us. It is the reason we do anything at all. For teachers, a lack of motivation has

long been one of the most frustrating obstacles to student learning.

Hawthorne (2021), motivated students are much more likely to achieve their potential

and find success. Motivation is an essential ingredient in effective teaching and learning.

It not only yields more positive behavior in students, but it also contributes to a greater

sense of wellbeing.

Steinmayr et al., (2019), the study sought to determine how different components of

students' motivation contribute to disparities in student accomplishment. Even when all

variables were assessed domain-specifically, students' ability self-concept emerged as the

most important motivational predictor of their grades, outweighing differences in intellect

and prior grades.

Howard et al., (2021), motivation driven by a desire to obtain rewards or avoid

punishment (external regulation) was not associated with performance or persistence but

was associated with decreased well-being. Finally, amotivation was related to poor

outcomes. Relative weights analysis further estimates the degree to which motivation types

uniquely predict outcomes, highlighting that identified regulation and intrinsic motivation

are likely key factors for school adjustment.

Ferrer (2020), attitude to online learning mediated the relationships of both intrinsic

motivation to know and extrinsic motivation with engagement, indicating that the design

of online learning environments can play a role in enhancing learning experiences.

The related studies found for motivational influence focuses on how it affects

individuals. It leads to the outcome of giving motivational impact from a leader which is

to help people or students to achieve their goals. Different kinds of motivation shows

different kinds of success for students as according to a related study above. Motivated

individuals can be seen through their performance that has high probability from their

leader’s influence.

Rauf (2020), students with greater leadership and communication skills possess

better emotional intelligence, reveals that personality traits influence individual’s

emotional intelligence. As the accounting students are the future accountants, further steps

can be taken by universities, professional bodies or organizations to inculcate the

leadership and communication skills which may cultivate students' emotional intelligence.

Murray (2018) suggested having one person responsible for communicating

information to ease the access to it for staff and avoid opportunities for misinformation.

According to Jusoh et al., (2020), the failure of the leader to practice effective

communication and lack of exposure communication knowledge will have negative impact

on the smoothness of leadership process in the organization, which leaders have not been

exposed to these skills from the beginning. Thus, it is important for youth to master these

communication skills. To carry out the leadership process in organization, leaders need to

use approaches where the leaders need to build a good connection among the members,

create positive feedback and use the psychological element by being a good listener.

Dhillon et al., (2021), the Role of Leadership Communication Patterns on

Organizational Effectiveness Competent communicators are identified through effective

and protocol-compliant communication, which involves information sharing, motivation,

skills, behavior, and effectiveness.

Scott (2023), leaders who prioritize communication skills can build strong

relationships with their team, improve engagement and productivity, and achieve

organizational success. By developing key communication skills such as active listening,

clear and concise communication, emotional intelligence, nonverbal communication, and

conflict resolution, leaders can become more effective communicators and better serve

their team and organization.

Tang et al., (2020), empowering leadership is driven by considerations of the

normative and situational appropriateness of empowering leadership that are associated

with leader power distance value and leader perception of team capability.

Pressures for education and schooling to be changed and 're-imagined' have

accelerated in recent decades (Riddle and Apple, 2019; Rincon-Gallardo, 2019) and the

circumstances that have disrupted life as we know it in 2020 illustrate this to an

unprecedented level.

As stated by Fiona Longmuir (2020), consider ways that the work of educational

leaders can facilitate change within and beyond their schools by disrupting the dynamics

of agency and power that have traditionally existed between students, teachers and school

leaders. I have explored how interactions between leadership practices, school

improvement approaches, and student empowerment enable and constrain greater levels of

disruptive change. I have found that a focus on relationships, including leaders having

direct connections with students, and being willing to share power over school

arrangements, structures and practices, can lead to innovative change and support students

to engage with education in productive and meaningful ways.

Explained by Eger et al. (2018) that empowerment processes are inevitably affected

by social norms and discourse and therefore involve relational, multi-level and multi-

directional processes of change. In many societies, also, individual empowerment is

associated to a strong sense of family togetherness.

Stated by Cheong et al., (2019), based on the aforementioned scholarly definition of

empowering leadership, we first provide a historical development of the concept as a

foundational point for clarifying and distinguishing the construct from other closely related

leadership concepts such as participative leadership, transformational/charismatic

leadership, ethical leadership, self-leadership, leader-member exchange (LMX), shared

leadership, and path-goal theory of leadership. Then, we review prior literature in the area

and reassess the effectiveness of empowering leadership by considering: 1) feasibility of

non-linear main effects of empowering leadership on work-related outcomes, 2) possibility

of reverse causation between empowering leadership and work-related outcomes, 3)

potential contradictory mediating mechanisms through which empowering leadership

influences work-related outcomes, 4) consideration of boundary conditions which could

alter the relationships between empowering leadership and work-related outcomes, and 5)

consideration of levels-of-analysis and multilevel issues in empowering leadership. We

assert that overlooking each of these features has contributed to the inconsistent findings

about the effectiveness of empowering leadership.

CHAPTER III

RESEARCH METHODOLOGY

This chapter presented the research design, population and sampling techniques,

research procedure, research instruments, and the statistical treatment of data.

Research Design

The researcher use the descriptive design for the study of the Student Council

Leadership Capabilities as Perceived by Students. It was use in order to obtain valuable

information for further understanding regarding the research study.

According to Siedlecki (2020), the purpose of the descriptive research is to describe

individuals, events, or conditions by studying them as they are in nature. The researcher

does not manipulate any of the variables but rather only describes the sample and/or the

variables. Although a descriptive study can explore multiple variables, it is the only design

that can also explore a single variable.

Furthermore, the descriptive method entailed gathering data in order to answer the

question concerning the respondents' current position.

Descriptive method was also designed as procedure information. The researcher

found that the said method was appropriate for the problem areas investigated.

Population and Sampling Technique

The researcher will be conducting a study entitled: Student Council Leadership as

Perceived by Students. This consists of fifty (50) students from nine (9) Colleges and

Senior High School, with a total of five hundred (500) respondents.

Research Procedure

The researcher proposed three (3) research titles of their great interest to the thesis panelists

were subjected for further approval. After the approving of thesis title, the researchers will

start gathering information about the said research.

The chosen individuals' consent to participate in the study will be considered before

the administration of the questionnaire to them. They made to understand that their

participation was voluntary and that any information they would submit would be treated

with the utmost confidentially. The prepared questionnaires will be delivered to the

participants to complete as soon as they had consented to take part in the study. Each

participant will have a maximum of 10 minutes to respond. Following their responses, the

participants' answers will be categorized and totaled in a pre-made data sheet for data

analysis.

Research Instrument

The research instrument use in this study for gathering necessary information was in

the form of a survey questionnaire which consist of two (2) parts. The first part was

designed to collect the profile of the students on academic year 2022-2023. And the second

part was the evaluation of leadership capabilities of Student Council which separated in

three (3) topics including motivational influence, communication, and empowerment.

To determine the responses of the students in LSPU-SCC, the researcher used the likert

rating scale below.

Statistical Treatment

The Mean, Standard Deviation, and T – Test will be used to determine the Leadership

Capabilities as Perceived by the Students, to analyzed and interpret the data gathered from

the respondents.

The Mean and Standard Deviation will be used to present the gathered data from the

respondents.

To determine the significance of the competencies and leadership capabilities as

perceived by the students in LSPU_SCC, the T-test will be employed.

RESULTS AND DISCUSSION

This includes the Student Council Leadership Capabilities as Perceived by the

Students in terms of Demographic Profile of the Students, Motivational Influence,

Communication, and Empowerment.

Demographic Profile of Students

The demographic profile students in terms of age, sex, course, and grade/year level

were all presented graphically using clustered column charts and treated statistically using

frequency.

Figure 1 illustrates the demographic profile of students in terms of age. It can be

seen that most of the respondents are aged 19 to 20 years old with a frequency of 205

(41.00%). On the other hand, there are very few respondents aged more than or equal to 25

years old, with only a frequency of 1 (0.20%).

As presented in Table 1, the respondents strongly agree that they noticed the

Student Council’s encouragement and support for students who compete as University’s

representative, as evident by the highest computed mean (M=3.30; SD=0.57). They also

strongly agree that they perceived the Student Council’s full support for creativity,

innovation, and appropriate risk-taking in the service of meeting students’ needs (M=3.29;

SD=0.56). On the other hand, they only agree that the project strategies by the Student

Council don’t motivate them to join (M=3.12; SD=0.71).

The students’ perception to Student Council leadership capabilities in terms of

motivational influence is shown to be “Capable” as interpreted through the weighted mean

of 3.23 with standard deviation of 0.62, implying that the student council from the

academic year 2021-2023 were able to influence the students to express themselves,

develop their skills, and study through their projects as one of the motivations. This is

further supported by Allen (2022), that says motivation is central to leadership. It is an

active mental process, initiated by certain needs and wants. It solidifies expectations,

shapes, and encourages dynamic, unique behaviors, actions, habits to achieve specific

goals.

Thus, it implies that motivation has an important role in one’s progress to achieve

their goals. It serves as a tool that drives a person to be productive with the aim of reaching

a certain goal.

As presented in Table 2, the respondents strongly agree that they noticed the

communication is a key to the success of every organization, as evident by the highest

computed mean (M=3.72; SD=0.47). They also strongly agree that they perceived the

Student Council’s communication to help the students become updated to every

announcement and notice to changes of the University protocols. (M=3.46; SD=0.60). On

the other hand, they only agree that they experienced the reliability of the Student Council

(M=3.22; SD=0.61).

The students’ perception to Student Council leadership capabilities in terms of

communication is shown to be “Highly Capable” as interpreted through the weighted mean

of 3.35 with standard deviation of 0.56, implying that the student council from the

academic year 2021-2023 were able to communicate with the students clearly through the

used of different communication tools that helped them become reliable. This is further

supported by Dhillon et al., (2021), that says the Role of Leadership Communication

Patterns on Organizational Effectiveness Competent communicators are identified through

effective and protocol-compliant communication, which involves information sharing,

motivation, skills, behavior, and effectiveness.

Thus, it implies that an organization can be successful by being good

communicators. As they share more information and practice open communication with

everyone within the organization they are becoming to be effective leaders.

SD=0.49). They also strongly agree that they observed the purpose of the Student Council's

carrying out extracurricular activities and community service projects (M=3.48; SD=0.55).

On the other hand, they only agree that they established their sense of self with the aid of

the student council (M=3.17; SD=0.58).

The students’ perception to Student Council leadership capabilities in terms of

empowerment is shown to be “Highly Capable” as interpreted through the weighted mean

of 3.31 with standard deviation of 0.57, implying that the student council from the

academic year 2021-2023 were able to empower the students to share their ideas and speak

up. This is further supported by D’Souza et al., (2019), through the promotion of

extracurricular activities as a way to enhance their college experience. Run by staff and

student mentors, this program is an opportunity to grow and develop student mentors as

leaders. This particular program highlights the purpose of peer mentorship initiatives as

more than just to provide academic assistance and rather more of a holistic approach to

supporting students’ experience in higher education.

Thus, it implies that students are not just there to train to be professionals but also

to become leaders. By giving the students a chance to show and enhance their skills, they

become empowered to give their best by contributing to their communities.

Test of Difference in the Perception of Students in Leadership Capabilities of Student


Council in terms of Year Level

In determining the difference in the perception of students in leadership capabilities

of Student Council in terms of year level, the data collected by the researchers were

computed electronically using Microsoft Excel 2016 and Real Statistics TM add-in, and

treated statistically using single-factor analysis of variance (ANOVA).

Table 4 illustrates that the demographic profile of the students in terms of year level

serves as the category for the difference in the perception of students in leadership

capabilities of Student Council. The computed p-values among the perception of students

in leadership capabilities of Student Council in terms of motivational influence (p<0.000),

communication (p=0.002), and empowerment (p=0.003) as grouped according to year

level were shown to be much lower than the level of significance (α=0.05) used in this

study; hence, the results were significant. Additionally, the effect sizes range from 0.028

to 0.041 indicating very large effect of year level to the perception of students in leadership

capabilities of Student Council.

CHAPTER V

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the summary, conclusions, and recommendations of the study.

Summary of Findings

The study was answered the questions about students characterized and perception

to the student council leadership capabilities. Specially, it sought to find answer to the

following questions: 1.) How the students characterized in terms of age, sex, course and

year level. 2.) What is are the students’ perception to Student Council leadership

capabilities in terms of motivational influence, communication and empowerment. 3.) Is

there a significant difference in the perception of students in leadership capabilities of

student council with respect to their profile in terms of year level?

Based on the data analyzed the following are the salient findings of the study:

1. The findings indicate that they noticed the Student Council’s encouragement and

support for students who compete as University’s representative in any College’s

activities. Finding suggest that they perceived the Student Council’s full support

for creativity, innovation, and appropriate risk-taking in the service of meeting

students’ needs. On the other hand, they only agree that the project strategies by

the Student Council don’t motivate them to join.

2. The study underscores that the Student Council is reliable in updating every

announcement, changes of the University protocols and to communicate the

concerns. Students noticed the initiatives of the student council for the needs of

the students in terms of academic, they also contented on how the student council

used social media platforms to communicate with the students. The results bring

attention that the Communication is the key to every successful organization.

3. The findings indicate that student council gives students a platform to speak up

and express their ideas and to be confident to show the individuality and gender

identity because of the support given to different communities. While

acknowledging Student council empowers students to think that their voices can

affect positive change. The findings observed that the purpose of the student

council's empowerment was to provide students a chance to grow as leaders by

planning and carrying out extracurricular activities and community service

projects.

Conclusion

Based on the findings of the study, the following conclusions were drawn:

1. According to the survey, they saw the Student Council as fully supportive of

innovation, inventiveness, and sensible risk-taking when it came to addressing the needs

of the students. They also recognized the Student Council's encouragement and support for

students. On the other hand, they only agree that the project strategies by the Student

Council don’t motivate them to join.

2. The study highlight the Student Council is reliable in updating every

announcement, changes of the University protocols and even to communicate the concerns

and the initiatives of the student council for the needs of the students in terms of academic.

The results bring attention that the Communication is the key to every successful

organization.

3. According to the survey, student council offers students a forum on which to

voice their opinions and feel free to be unique. According to the findings, the goal of the

student council's empowerment was to give students an opportunity to develop as leaders

by organizing and carrying out extracurricular activities and volunteer work.

4. The findings show that the null hypothesis is rejected. In conclusion, there is a

significant difference in the perception of students in leadership capabilities of Student

Council in terms of year level.

Recommendation

Based on the conclusion above, the following recommendations are discussed:

1. The researchers would like to suggest that the student council develop a number

of initiatives and techniques that will inspire and encourage students to participate and

consistently support their needs.

2. Student Council should announce and update the students with important things

regarding protocol and policies that will help the students. When there are violent reactions

to the protocols, discuss them properly and ask for their opinion so that the organization

can be successful.

3. Give the students the right to express their opinion and help them to establish the

sense of their self with the aid of the student council.

4. The student council provide strategies to motivate the students to join on school

activities to experience the genuine conviction of the purpose of their work, projects, and

advocacies.

5. The researchers suggests that the future researchers should assess and investigate

furthermore the leadership capabilities and perception of Student Council, and this paper

can be used as a guide.
