CHAPTER I

INTRODUCTION

Background of the Study

Palawan State University (PSU) is a renowned educational institution in

the Philippines, known for its commitment to academic excellence and

community development. One of its campuses, the Brooke's Point Campus, is

situated in the municipality of Brooke's Point in Palawan province.

The Brooke's Point Campus of PSU serves as a hub for education,

research, and community engagement in the region. Offering a range of

undergraduate and graduate programs, it caters to the educational needs of

students from various backgrounds and interests.

Understanding the importance of continuously improving its facilities and

services, PSU regularly conducts satisfaction surveys to gather feedback from its

stakeholders. This feedback helps in identifying areas of strengths and areas

needing improvement within the campus facilities.

The satisfaction survey on the facilities of the Brooke's Point Campus

aims to assess the satisfaction levels of students, faculty, staff, and other

stakeholders regarding the campus facilities. This includes classrooms,

laboratories, libraries, recreational areas, administrative offices, and other

amenities provided by the university.

By conducting this survey, PSU intends to identify areas of satisfaction

among stakeholders regarding the facilities offered at the Brooke's Point Campus.
Identify areas for improvement and gather suggestions from stakeholders

on enhancing campus facilities. Enhance the overall experience of students,

faculty, staff, and other stakeholders by addressing their needs and concerns

related to campus facilities.

Align the development plans of the Brooke's Point Campus with the

expectations and preferences of its stakeholders, thereby fostering a conducive

learning and working environment.

The findings of this satisfaction survey will serve as a valuable resource

for PSU administrators and decision-makers in making informed decisions about

resource allocation, facility upgrades, and strategic planning initiatives aimed at

enhancing the quality of campus facilities and services. Ultimately, the goal is to

ensure that the Brooke's Point Campus of Palawan State University continues to

uphold its reputation as a leading institution committed to excellence in education

and holistic development.

Physical Facilities refers to the site, buildings, service systems, instruction

rooms and the various general services of the school.

According to the Guidelines and Standards for Physical Plant and

Facilities of Colleges and Universities, the planning of physical facilities for

Colleges and Universities takes cognizance of the 3-fold mission of higher

education: teaching, research and public services. It must be general towards the

integration of two divergent factors – the user’s socio-cultural characteristics and

the nature of physical environment in terms of human needs for comfort, safety,

and ease of movement.


The Commission on Higher Education (CHED) sets the minimum

physical facilities requirements for Universities in the Philippines. The standard

ensures that Universities provide adequate and safe facilities that support

teaching, learning, research, and other academic activities. There are some of the

standard physical facilities requirements for Universities in the Philippines: The

number one, is Classroom and Lecture Halls: Universities should have enough

classroom, lecture halls, or seminar rooms to accommodate all students and

should be equipped with appropriate seating arrangements, blackboard or

whiteboards, and audio- visual equipment. Second, is Libraries: Universities

should have an updated library with an adequate collection of materials (book,

journals, and other reference materials) to support teaching and research activities.

Third, is Sport facilities: Universities should have sport facilities such as a

gymnasium and sport field to promote physical fitness and sports development

programs. Fourth, is Health and Medical Services: Universities should have

medical clinics or health centers staffed with medical personnel and equipped

with basic medical equipment and supplies. Fifth, is Administrative and Support

Office: Universities should also have administrative and support offices such as

student affairs, registrar office, faculty offices and other support services.

In addition to the required laboratories and facilities for general education

the following shall be provided; ICT Laboratory, Speech Laboratory, Educational

Technology Laboratory and Laboratory School or Cooperating Schools for Field

Studies (CHED Memorandum No. 74 s. 2017).


The Palawan State University Brooke’s Point Campus is one of the

Accrediting Agency of Chartered Colleges and Universities in the Philippines

(AACUP) accredited universities in Palawan and passed the minimum standards

when it comes to its physical plant and facilities.

Despite of the fact that Palawan State University had passed the AACUP

accreditation there are some personal experiences and observations of the

researchers on the lacking of some of the facilities in the university, with this in

mind the researchers would like to conduct this study to find out if the students of

Palawan State University- Brooke’s Point are satisfied with the facilities of the

institution and the findings of this study will help the administration in the

improvement of the facilities that does not satisfied the students.

Statement of the Problem

This study aims to know the satisfaction rating of the students on the

facilities of Palawan State University Brooke’s Point Campus and seek to answer

the questions below.

1. What is the demographic profile of the respondent in terms of Year Level?

2. What is the satisfaction rating of the Bachelor of Elementary Education

students on the following school facilities:

a. classrooms;

b. library;

c. sport facilities;

d. health and medical facilities;


e. administrative office;

f. support offices;

g. ICT laboratory;

h. speech laboratory;

i. educational technology laboratory;

j. canteen;

k. comfort rooms?

3. What school facilities in Palawan State University are the students highly

satisfied?

4. What school facilities in Palawan State University are the students highly

dissatisfied?

Significance of the Study

The result of this study would be useful to the following:

The Institution. This study will serve as a guide for Palawan State University -

Brooke's Point Campus administration and management in providing sufficient

information for the students level of satisfaction on the school facilities of

Palawan State University- Brooke's Point Campus. Practically, this study will

enable the institution of the University to identify how satisfied and dissatisfied

are the student to the current situation of the school facilities and make necessary

improvement.

Teachers. This study will help them to be aware of the current satisfaction level

of the student based on the student’s expectation in order to be able to take

necessary measures regarding the student’s satisfaction.


Students. Through the study, the satisfaction survey would conveyed to the

school for further study and implementation of methods regarding the findings of

this study, in which they benefits in the end. .

Future Researcher. This study will help them to have a references when they

conduct their own research. This may serve as a source of information about the

student level of satisfaction on the school facilities of Palawan State University-

Brooke's Point Campus.

Scope and Delimitations

This study focuses on determining the satisfaction rating on the school

facilities of Palawan State University-Brooke’s Point Campus 2023-2024. This

study will be conducting in Palawan State University Brooke’s Point Campus.

The respondents will be the Bachelor of Elementary Education students for the

SY 2023-2024, first semester. This will be conducted from August 2023-

December 2023.
CHAPTER II

REVIEW RELATED LITERATURE AND STUDIES

Related Literature and Studies

This study explores the factors influencing student satisfaction with

campus facilities across different universities. It identifies key determinants such

as cleanliness, accessibility, comfort, safety, and technological resources.

Findings suggest that satisfaction with facilities significantly impacts overall

student experience and academic performance according to Haddad, 2019.

This research examines faculty perceptions of campus facilities and their

implications for academic performance. It reveals that faculty satisfaction with

facilities positively correlates with their teaching effectiveness and student

engagement. Factors such as classroom equipment, maintenance, and support

services are highlighted as crucial determinants of faculty satisfaction based on

Faculty Perception of Campus Facilities and Academic Performance (Gomez &

Rodriguez, 2018).

This study investigates staff perspectives on campus facility management

practices and their impact on organizational effectiveness. It emphasizes the

importance of communication, collaboration, and feedback mechanisms in

addressing staff concerns and improving facility services. Findings underscore the

need for proactive maintenance, resource allocation, and staff training initiatives

according to Staff Perspectives on Campus Facility Management: A Case Study

Approach (Chang & Wang, 2020).


This literature review examines the role of community engagement in

optimizing campus facilities. It discusses various strategies such as needs

assessment surveys, focus groups, and partnerships with local stakeholders to

enhance facility design, utilization, and sustainability. The study emphasizes the

reciprocal relationship between campus facilities and community development

regarding to Community Engagement and Campus Facilities. A Review of Best

Practices (Smith & Johnson, 2017).

This research investigates the utilization patterns of campus facilities in

urban university settings. It analyzes factors influencing facility usage rates, peak

hours, and spatial distribution across different campus zones. Findings suggest

that efficient facility utilization requires strategic planning, scheduling, and

infrastructure investments aligned with student and staff needs regarding to

Acoording to Shaylide (2014), student satisfaction is a very important

aspect and needs special attention because student satisfaction is a determinant of

the existence and success of higher education.


Reyes (2013) emphasized that the aim of education is to create teaching and

learning environment that would bring about desired changes in learners such as

making them more knowledgeable, skillful or acquired positive attitudes and

values. School is one of the educational facilities that are important as the major

elements in a comprehensive development planning process. The provision of the

school facilities not only must serve the purposes but also must be safe and

convenience for the users.

Ibrahim (2016) mentioned that, the condition of school facilities has an

important impact on student performance and teacher effectiveness. These

facilities provided extra learning and leisure opportunities for the whole school

community. School facilities are one of the basic educational requirements that

must be maintained in term of safety and quality.

Johnson (2016) stated that, the challenge of having adequate and

responsive school facilities has always been one of the primary concerns of every

educator since every studies have shown that school facilities are the space

interpretation and physical expression of the curricula.

Therefore, Lewallen (2016) mentioned that, it is imperative that every

school have adequate and functional facilities which can equate to having a

relevant and efficient curriculum. Every educators and administrator are

challenged to optimize the learning environment through its school facilities to

ensure a meaningful students learning process.

Karna and Julin (2015) found that facilities which related to core

university activities, such as teaching and research facilities have a greater impact
on both student and staff satisfaction than supportive factors. Further, they found

that physical facilities are potentially more important than general infrastructure

in which library facilities were the best explanatory factor for overall satisfaction.

The students are more satisfied with factors related to a comfortable learning

environment, public spaces and campus accessibility.

According to Nehru (2013), the provision and maintenance of physical

facilities are ensured by the high ups for the smooth functioning of the school.

Schools have physical infrastructure consisting of extra ordinary buildings and

spacious rooms for students. Academic institutions must provide an updated

curriculum; modern facilities and equipment; efficient student services;

responsive organization and administration; and educators must possess effective

teaching techniques and strategies to ensure and maximize the learning of the

students as a response to the needs of professional education, society particularly

in maritime and shipping industries.

Furthermore, Hopland (2013) mentioned that if policymakers believe that

school facilities are important for student achievement, school facilities should be

upgrade, adequate, sufficient to enhance low academic achievements of students.

Physical school facilities, academic facilities and classroom facilities play an

important role in teaching and learning process.

Duterte 2023 mentioned in her speech, In the Philippines, the lack of

school infrastructure and facilities remains the most pressing issue pounding the

Philippine basic education. The department is not blind to the reality that there is
a need to build, repair, and maintain school infrastructures to accommodate the

growing number of learners all over the Philippines.

Shahani (2015) stated that, a key challenge for the education sector of the

Philippines is the lack of government funds. Management and maintenance of

education facilities require significant investment, and thus the primary focus can

be given to school building specifications that contribute to learning. This is

especially essential for the current education environment of the Philippines due

to the recent reform in their education system necessitating rapid school building

expansions.

According to a government survey (2016) all facilities must be provided to

the schools for the students’ better, concrete, and real experiences. The child

learns through concrete rather than abstract experiences. Physical facilities help to

enhance the learning of the students. The availability of the physical facilities

including drinking water, electricity, boundary wall, toilets, furniture,

playgrounds, libraries, and dispensaries have a significant positive influence on

the performance of the students and their achievement. The availability of

physical facilities in public and private schools had a significance impact on

student’s performance. Additionally, they emphasized that the availability and

proper use of school facilities can affect the interest of the teacher to teach

effectively in turn that positively affects student’s academic achievement.

Therefore, the school facilities in the school needs a proper attention as they have

a great value in the support of teachers and students morale, motivation and plays

a significant role to improve the quality of education.


Jabeen (2016) emphasized that the primary purpose of teaching and

learning process is to bring a significant change in behavior through active

participation and critical thinking of the learner. This cannot take place without

the availability and proper use of school facilities and other needed resources.

Regarding available school resources emphasized that, quality of education that

students receive depends on the availability of an overall school facilities in which

teaching and learning takes place.

Navarro (2022) posted that another infrastructure constraint among

Philippine school is the lack of electricity access. Unfortunately, in the region, the

country is among those that have yet to achieve universal access of schools to

electricity. Philippine schools have low computer and low internet access rates

unlike many of its neighboring countries. Efforts to increase access rates had also

been marred by poor implementation of programs for ICT infrastructure in

schools. As a solution, Navarro said the PPP mode could be considered again in

meeting future demand for school infrastructure, but a comprehensive assessment

of the needs and options for investment and financing should be available. She

added both public and private sectors must assume responsibility in improving the

students learning environment through better and adequate school infrastructure.

According to Medium et al, (2019) government regulation No. 32 of 2013

concerning facilities and infrastructure standards article 1 paragraph 8 explains

that the standards relating to minimum criteria about study rooms, sports venues,

places of worship, libraries, laboratories, workshops, playgrounds, creating and

recreation, as well as other learning resources, which are needed to support the
learning process, including the use of information and communication

technology. In general, the aim of management of educational facilities and

infrastructure is to provide services professionally in the field of educational

facilities and infrastructure in the context of the implementation of an effective

and efficient education process and for the implementation of systematic

management of facilities and infrastructure.

The figure above illustrates the relationship between the two major parts

of the research paradigm namely the Independent Variables and Dependent

Variables. The independent variable includes the school facilities of the university

such as classrooms, libraries, sport facilities, health and medical facilities,

administrative office, support office, ICT laboratory, speech laboratory,

educational technology laboratory, laboratory school. The dependent variable

includes the level of satisfaction of the of the Bachelor of Elementary Education

students.

Definition of Terms

The following terms were defined operationally for the complete

understanding of the readers.

Students. These refer to the Bachelor of Elementary Education enrolled in

Palawan State University Brooke’s Point Campus for the first semester of school

year 2023-2024.
Level of Satisfaction. This refers to the degree of contentment of the Bachelor of

Elementary Education with the school facilities in the Palawan State University

Brooke’s Point Campus.

School facilities. These refer to the physical spaces and resources available within

Palawan State University Brooke’s Point for educational, recreational, and

administrative purposes.

Classrooms. These refer to the spaces within a school or educational institution

where teaching and learning activities take place.

Library. This refers to a space within Palawan State University Brooke’s Point

designated for reading, research, and the borrowing of books and other materials.

Sports Facilities. These refer to areas or buildings within Palawan State

University Brooke’s Point that are specifically designed for sports and physical

activities.

Health and Medical Facilities. These are spaces Palawan State University

Brooke’s Point that provide health services and medical support to students,

faculty, and staff.

Administrative Office. This refer to the central office Palawan State University

Brooke’s Point where administrative tasks and functions are carried out.

Support Office. This refers to an office or department Palawan State University

Brooke’s Point that provides support services for students, faculty, and staff.

ICT Laboratory. This refers for Information and Communication Technology

Laboratory which refer to a dedicated space for educational activities related to


information technology and digital literacy of the students in Palawan State

University Brooke’s Point.

Speech Laboratory. This refers to a specialized facility within an educational

institution that focuses on language and speech development.

Educational Technology Laboratory. This refers to a specialized laboratory

within an educational institution dedicated to exploring and utilizing various

educational technologies.

Laboratory School. This refers to the cooperating schools of Palawan State

University Brooke’s Point Campus that caters Field Study courses.

CHAPTER III

RESEARCH METHODOLOGY

This chapter displays the research design, population, and data gathering

instrument, data gathering procedures, and statistical treatment of the data.

Locale of the Study


This study will be conducted at Palawan State University Brooke’s Point

Campus located in Sitio Suring II, Barangay Pangobilian, Brooke’s Point,

Palawan.

Research Design

This study used the quantitative design and statistical method of research to

analyze the students level of satisfaction on the school facilities of Palawan State

University-Brooke’s Point Campus.

Instrumentation

The researchers will adapt the survey likert scale questionnaire through

adopted AAUCP questionaire and revise to meet the objectives of the study.

Population and Procedure

The researchers will gather data from first year , second year, third year

and fourt Year students’ with the total of two hundred thirteen respondents’ of

Bachelor of Elementary Education students in Palawan State University Brooke’s

Point Campus.

Data Collection Procedure

A letter of request will be given to the Campus Director and the Head of

Bachelor of Elementary Education Program of Palawan State University Brooke’s

Point Campus asking permission to conduct an interview with the respondents of

the study. Upon approval, the researchers personally distributed the questionnaire

to the Bachelor of Elementary Education students and collect the data for

consolidation.

Treatment of Data
The collected data will be analyzed and interpreted using 5 point Likert

scale to determine the level of satisfaction of the Bachelor of Elementary

Education students of Palawan State University Brooke’s Point Campus. This

stude used Weigted Mean, Frequency Distribution and Rank. Data will be

presented and interpreted using tables.


CHAPTER 4

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents the data gathered and the presentation was in the

form of a table. Interpretation is placed before and after the presentation.

Findings of the Study

The following were the findings of the study.

Demographic Variables of the Respondents

The personal profiles of the respondents included in this study were their

Year level. These are needed to determine the satisfaction rating of Bachelor of

Elementary Education students’ on the school facilities.

The table 1 above illustrates

the frequency each Year level of the study's respondents. The first rank, out of

two hundred thirteen (213) enrollee, sixty two (62) responders had enrolled in

Third Year (BEED), while fifty six (56) are in Second Year indicate second

rank. The third rank was first year (BEED) have forty- eight (48) respondents

and the last rank had forty- seven (47) BEED who enrolled in second year .

The table 2 shown the satisfaction rating of the Bachelor od Elementary

Education students’ on the facilities of Palawan State University at Brooke’s

Point campus. For the facilities regarding the classrooms from first year to fourth

year have a mean 3.61, 3.81, 3.56 and 3..48 indicates “ satisfactory”. Secondly,

Library facilities with a mean score of 4.03, 4.37, 4.06 and 3.98 indicates that

they are satisfactory. Almost of the facilities like classrooms, library, sport

Facilities, health and medical facilities, administrative office, support offices, ICT
laboratory, Canteen had a result “Satisfactory”. in terms of comfort rooms with a

mean score 3.47 indicates satisfactory for first year respondents’ while in second

year to fourth year they are not satisfactory with a mean score 3.14, 3.15 and 3.33.

Table 3 on the above shows the replies of the respondents’ regarding

the school facilities of Palawan State University Brooke’s Point Campus that

are highly satisfied. The first, second, third, and fourth year Bachelor of
Elementary Education students were highly satisfied with the library facilities;

a mean score of 4.11 indicates "satisfactory."
