NATIONAL WASTE MANAGEMENT INFORMATION SYSTEM

BY THE GRACE OF GOD ALMIGHTY

MINISTER OF ENVIRONMENT AND FORESTRY OF THE REPUBLIC OF INDONESIA,

Weigh : a. that to support the implementation of waste management by


the government and regional governments, as well as
encouraging community participation in waste management, it
is necessary to build a waste management information system
that is connected as a network of information systems;

b. that based on the provisions of Article 34 paragraph (3) of


Government Regulation Number 81 of 2012 concerning
Management of Household Waste and Waste Similar to
Household Waste, the minister who carries out government
affairs in the field of environmental protection and
management is tasked with coordinating the integration of
household waste management information systems and
household waste, provided by the provincial government and
district/city government;

c. that to support the implementation of the duties as intended in


letter b, the minister who carries out government affairs in the
field of environmental protection and management has the
authority to regulate the national waste management
information system;

d. that based on the considerations as intended in letters a, b, and c,


it is necessary to stipulate a Regulation of the Minister of
Environment and Forestry concerning the National Waste
Management Information System;

Remember : 1. Article 17 paragraph (3) of the 1945 Constitution of the


Republic of Indonesia;
2. Law Number 39 of 2008 concerning State Ministries (State Gazette
of the Republic of Indonesia of 2008 Number 166, Supplement
to State Gazette of the Republic of Indonesia Number 4916);

3. Government Regulation Number 81 of 2012 concerning


Management of Household Waste and Waste Similar to
Household Waste (State Gazette of the Republic of Indonesia of
2012 Number 188, Supplement to State Gazette of the Republic
of Indonesia Number 5347);
4. Presidential Regulation Number 92 of 2020 concerning the
Ministry of Environment and Forestry (State Gazette of the
Republic of Indonesia of 2020 Number 209);

5. Regulation of the Minister of Environment and Forestry Number


15 of 2021 concerning the Organization and Work Procedures
of the Ministry of Environment and Forestry (State Gazette of
the Republic of Indonesia of 2021 Number 756);

DECIDE:
Set : REGULATION MINISTER OF THE ENVIRONMENT LIFE AND
FORESTRY CONCERNING THE NATIONAL WASTE MANAGEMENT
INFORMATION SYSTEM.

article 1
In this Ministerial Regulation what is meant by: 1. Waste is the
remains of daily human activities and/or natural processes in solid
form.
2. Household Waste is Waste originating from daily activities in the
household which does not include feces and specific waste.

3. Waste similar to household waste is household waste originating


from commercial areas, industrial areas, special areas, social
facilities, public facilities, and/or other facilities.

4. Waste Management is a systematic, comprehensive and


sustainable activity which includes reducing and handling
waste.
5. The National Waste Management Information System, hereinafter
abbreviated as SIPSN, is a network system that manages data
sourced from several basic data which are integrated into a
collection of Waste Management information.

6. Regional Policy and Strategy for the Management of Household


Waste and Similar Types of Household Waste, hereinafter
referred to as Jakstrada, is the policy direction and strategy for
reducing and handling Household Waste and Types of
Household Waste at the provincial and district/city levels in an
integrated and sustainable manner .

7. Information Interoperability is the ability of information with


different characteristics to share electronic systems in an
integrated manner.
8. Person is an individual, group of people, and/or legal entity.

9. Minister is the minister who carries out government affairs in the


field of environmental protection and management.

10. Regional Government is the regional head as an element of


regional government organizers who leads the implementation
of government affairs which are the authority of the
autonomous region.
11. The Director General is a high-ranking middle level official who is
responsible for the field of Waste Management.

Section 2

(1) The Minister develops SIPSN which contains information


regarding:
a. Waste sources;
b. waste generation;
c. Waste composition;
d. Trash characteristics;
e. Facilities for Management of Household Waste and Similar
Types of Household Waste; And
f. Other information related to the Management of Household
Waste and Similar Types of Household Waste which is
required for the purpose of Waste Management.
(2) The information as intended in paragraph (1) is provided by the
provincial Regional Government and district/city Regional
Government in accordance with the authority for implementing
Waste Management.
(3) Providing information as intended in paragraph (2) is carried out
by:
a. directly, via SIPSN; or
b. Information Interoperability.
(4) Providing information through Interoperable Information as
intended in paragraph (3) letter b can be carried out by
provincial Regional Governments and district/city Regional
Governments which already have a Waste Management
information system that contains the information as intended
in paragraph (1).
(5) In providing information as intended in paragraph (3), the
governor and regent/mayor assign the head of the agency
responsible for Waste Management.

Article 3

(1) To be able to provide information via SIPSN, the Director General


submits a request for information to the head of service as
intended in Article 2 paragraph (4) as the basis for issuing a
SIPSN account or Information Interoperability access rights.

(2) The information as intended in paragraph (1) consists of:

a. for SIPSN accounts, includes:


1. data guardian;

2. operator;
3. contact number; And
4. electronic mail address. or

b. for Information Interoperability access rights, including:

1. data guardian;

2. operator;
3. contact number;
4. electronic mail address; And
5. statement that explains:
a) consistent information in syntax/form,
presentation structure/scheme/composition,
and readability semantics/articulation; And
b) stored in an open format that can be read by
electronic systems.

Article 4

(1) Data guardians and operators who already have a SIPSN account
or Information Interoperability access rights must fill in the
information as intended in Article 2 paragraph (1) at least 2
(two) times in 1 (one) year with the following conditions:

a. the first period, contains information from January to June;


And
b. the second period, contains information from July to
December.

(2) Apart from filling in the information as intended in paragraph (1)


letter b, data guardians and operators also fill in the
accumulated information from January to December.

Article 5

The procedures for using SIPSN as intended in Article 4 are listed in


the Appendix which is an inseparable part of this Ministerial
Regulation.

Article 6

The Minister uses the information in SIPSN to provide public


information and develop policies in the field of Waste Management.

CONCERNING
NATIONAL WASTE MANAGEMENT INFORMATION SYSTEM

PROCEDURE FOR USE


NATIONAL WASTE MANAGEMENT INFORMATION SYSTEM

Based on the provisions of Article 34 paragraph (3) of Government Regulation


Number 81 of 2012 concerning Management of Household Waste and Waste Similar to
Household Waste, information regarding Waste Management that must be provided
by the Regional Government must be integrated so that it is connected to one
information system network. SIPSN is a system built by the Minister to coordinate the
integration of Waste Management information.

Regional Governments can integrate Waste Management information into SIPSN


in two ways, namely: 1) directly; or 2) Information Interoperability into SIPSN.
To do
For this integration, the things that need to be fulfilled by the Regional Government
through the assigned data guardian and operator are as follows:
A. detailed Waste Management Information; And
B. obtaining SIPSN access rights.

The details of each piece of information as stated in letters A to B are described as


follows:

A. Detailed Waste Management Information


Waste management information that must be prepared by data guardians and
operators includes:
1. Waste source;
2. Waste generation;
3. Waste composition;
4. Waste characteristics;
5. facilities for managing household waste and similar types of household waste;
And
6. Other information related to waste management.

The details of each information are as follows: 1.


Waste Source
Waste source information is taken based on waste sources which
include:
a. households in the form of housing and residential areas;
b. Commercial areas in the form of: markets, modern retail, supermarkets, mini
markets, shops, kiosks, stalls, accommodation, hotels, guesthouses,
restaurants, restaurants.
c. An industrial area is an area where industrial activities are concentrated,
equipped with supporting infrastructure and facilities developed and
managed by an industrial area company that has an industrial area
business permit;

d. special areas are special areas that are used for national/national scale
interests, for example cultural heritage areas, national parks, strategic
industrial development and high technology development;

e. social facilities in the form of: places of worship, orphanages and social

institutions;

f. public facilities in the form of: public transport terminals, train stations,
seaports, airports, public transport stops, city parks, city forests, tourist
attractions, roads and sidewalks; And

g. Other facilities include:


1. education: schools, colleges, Islamic boarding schools;
2. health: hospitals, clinics, community health centers;

3. offices;
4. correctional institutions and detention centers;
5. bonded zone; And
6. sports activity center.

2. Waste Generation

Data guardians and operators must provide information on waste


generation that is adapted to the administrative area of the district/city
regional government. For data guardians and operators

in district areas, prepare information on waste generation in 1 (one) district


and in the district capital. For data guardians and operators in city areas,
prepare information on waste generation in 1 (one) city.

The Waste Generation Information Component consists of:

a. Information on population in 1 (one) district and 1 (one) district capital;

b. Information on the number of residents in 1 (one) city; And


c. Waste generation estimation factors.

Data trustees and operators are encouraged to use local waste generation
estimation factors. In the event that local estimation factors are not
available, data trustees and operators can use Waste generation estimation
factors published by:
a. Minister; or
b. governor and regent/mayor with the same city classification, as in table 1.

The use of waste generation estimation factors will affect the accuracy of
calculating waste generation estimates which are divided based ontier-1,
tier-2,Andtier-3,with the following explanation:

a. Tiers1, is a calculation of the estimated waste generation based on the


population multiplied by the estimated waste generation factor
determined by the ministry that carries out government affairs in the
field of environmental protection and management.

b. Tiers2, is a calculation of the estimated waste generation based on the


population multiplied by the estimated local waste generation factor,
or that originating from districts/cities with the same city classification.

The local waste generation estimation factor is calculated using a


method that has the Indonesian National Standard.

c. Tier 3, is a calculation of waste generation estimates based on the


population multiplied by the waste generation estimation factor
resulting from waste generation sampling.

3. Waste Composition

Waste composition is taken from waste generation at the source. In


the absence of information on waste composition at the source, information
regarding waste composition is obtained from waste facilities such as TPS,
TPS 3R, TPST, Intermediate Transit Station, Waste Bank, Compost House,
PDU, and/or other similar waste facilities.

The required waste composition information is in the form of physical

components which are divided into:

a. food scraps;
b. paperboard;
c. wood and garden waste;
d. textiles and textile products;
e. rubber and leather;
f. plastic;
g. metal;
h. glass and glass;
i. composition of other waste.

In the absence of waste composition figures either from the source or


from the waste facility, the waste composition figures can use numbers
defaultwhich are recognized nationally or internationally (example:
Indonesian National Standards or Intergovernmental Panel on Climate
Change).

4. Facilities for managing household waste and household waste

Information taken from Waste Management facilities includes the type


of facility and Waste Management activities carried out.

Types of Waste Management facilities include: a.


Unit Waste Bank;
b. Main Waste Bank;
c. Waste Processing Site with 3R principles (TPS 3R);
d. Integrated Waste Processing Site (TPST);
e. Recycling Center (PDU);
f. Intermediate Treatment Facility(ITF) non-incinerator;
g. small scale composting;
h. compost houses/large-scale composting facilities;
i. Center for Organic Processing (POO);

j. creative products;
k. informal sector (collectors/stalks);
l. biodigester facilities;
m. facilityrefuse derived fuel;
n. incinerator facilities;
o. facilities using gasification technology;
p. facilities using pyrolysis technology;
q. Final Processing Place (TPA).

Based on the information on the type of facility above, data guardians


and operators calculate the performance achievements of Waste
Management at each facility which is measured based on the amount of
Waste managed.

Waste Management Activities at each facility can take the form of one
or more activities as listed in the following table:

Information:
[1]processing food waste, wood/twigs/leaves.
[2]processing hard plastic, flexible plastic, paper/cardboard, metal, glass,
rubber/leather, fabric/textile and other waste.

Specifically in final waste processing, the information required


includes:
a. TPA operational system;
b. the amount of waste that goes to the landfill;

c. amount of organic waste processing;


d. amount of inorganic waste processing;
e. the amount of waste managed by scavengers;
f. amount of waste entering the arealandfills; And
g. utilization of methane gas.

5. Other information related to the management of household waste and similar


types of household waste which is required for the purpose of waste
management.

Other information required to be included in SIPSN includes


information that will influence the effectiveness of Waste Management,
including Specific Waste as regulated in Government Regulation Number 27
of 2020 concerning Specific Waste Management, where it is expressly stated
that management follows the provisions of laws and regulations in the field
of Management of Household Waste and Waste Similar to Household Waste.

This information will assist the government and regional governments


in taking appropriate waste reduction and/or handling actions, such as
providing waste facilities and infrastructure, providing guidelines for
reducing and handling waste by community groups, area managers, and
waste handling operators in the regions.

Other information as mentioned above includes:


a. Specific Waste, including: Toxic hazardous material waste, Toxic
hazardous material waste, Waste resulting from disasters, Debris
waste, Waste that cannot be technologically processed;

b. Waste Management budget;


c. the number of human resources involved in Waste Management;

d. number of waste transportation facilities;


e. district and city policy and strategy reports;
f. legal products related to Waste Management; and/or
g. Green open space.

All information collected as number 1 (one) to number 5 (five) is submitted online


via https://sipsn.menlhk.go.id .

B. Obtaining SIPSN Access Rights


To enter Waste Management information into SIPSN, data trustees and
operators must have access rights issued by the Director General. In order to
obtain these rights, data guardians and operators through the head of the
agency responsible for Waste Management obtain a SIPSN account and
Information Interoperability access rights in SIPSN which are granted after
submitting operator data guardian information in the following format:

Based on the data guardian and operator information, the Director General
will send a notification of access rights to the electronic mail address listed in the
data guardian and operator information sheet.

Data trustees and operators can start inputting Waste Management


information into SIPSN by:
a. directly into SIPSN; or
b. Information Interoperability,
with the following description.

a. Input Waste Management Information directly into SIPSN:

1. Data guardians and operators use the account provided by the SIPSN
admin by visiting the address https://sipsn.menlhk.go.id/sipsn/login /.

2. Waste Management Information that has been collected as described in


Part A, begins to be input according to the Information category. Data
custodians and operators can access the manual (manual book) fill in
the information that can be accessed via the pagehttps://
sipsn.menlhk.go.id/download/Panduan/ .

3. The Director General validates the information input by data guardians


and operators in each period to determine the suitability of the
information.

4. If the Waste Management Information is declared inappropriate, the


Director General submits the Information which must be corrected by
the data guardian and operator.

5. If the Waste Management Information has been declared suitable for


publication, the data guardian and operator print a report regarding:

a) Waste Management balance sheet;

b) Waste Management performance achievements; And

c) regional policies and strategies in Waste Management, to be affixed


with the signature and seal of the governor or regent/mayor in
accordance with their authority.

6. Data guardians and operators upload reports as in number 5 (five) into


SIPSN.

b. Information Interoperability
Interoperability of Waste Management Information is carried out using
integrationApplication Programming Interface (FIRE).To carry out
Information Interoperability with SIPSN, the information system owned by
the district/city Regional Government or provincial Regional Government
must meet the following provisions:

1. consistent information in syntax/form, structure/scheme/composition of


presentation, and readability semantics/articulation; And

2. stored in an open format that can be read by electronic systems,

in accordance with those used in SIPSN.

Information Interoperability is carried out in stages:


1. Data guardians and operators input Waste Management Information
through the Waste Management information system owned by the
Regional Government.

2. The Director General validates the information inputted by data guardians


and operators in each period to determine the suitability of the
information.

3. If the Waste Management Information is declared inappropriate, the


Director General submits the information which must be corrected by
the data guardian and operator.

4. If the Waste Management Information has been declared suitable for


publication, the data guardian and operator print a report regarding:

a) Waste Management balance sheet;

b) Waste Management performance achievements; And

c) regional policies and strategies in Waste Management, to be affixed


with the signature and seal of the governor or regent/mayor in
accordance with their authority.

5. Data guardians and operators upload reports as stated in number 4 (four)


into the Regional Government's Waste Management information
system.
