accogliendo attorno a sè la più splendida società, potè anche far servigi
a Roma, sia col chiedere al Governo inglese i gessi dei marmi d’Elgin,
sia qualche mitigazione pe’ Cattolici d’Irlanda.

.... Essendo nostra intenzione di tener come costante il valore imponibile
delle proprietà fondiarie, e così incoraggiare l’agricoltura dando a’
proprietarj la nostra sovrana garentìa, che pel miglioramento de’ loro
fondi per lungo corso di anni non ne sarà annullato il valore imponibile,
decretiamo:
Art. 1. La contribuzione fondiaria ha per base la rendita netta de’ fondi.
Questa rendita, che consiste nel prezzo del prodotto depurato dalle
spese di cultura, di conservazione e di mantenimento, può essere
rappresentata dagli affitti fatti in un decennio, o dall’interesse del prezzo
de’ fondi, quando la compra ne sia stata fatta, durante lo stesso tempo.
Art. 2. Ogni terra colta o incolta, ogni suolo urbano con edifizj o senza, è
soggetto a contribuzione per l’intera sua estensione. Un errore in più o
in meno di valutazione, che non oltrepassi il ventesimo, non darà luogo
ad aumento, o riduzione di contribuzione, salvo il riportare ne’ catasti la
estensione vera.
Le terre addette a delizia debbono essere valutate come i migliori terreni
coltivati del Comune.
Le case di abitazione entrano in tassa, al pari delle terre, per la loro
rendita netta calcolata in ragione degli affitti del decennio, colla
deduzione del quarto per la riparazione e pel progressivo deperimento.
Gli edifizj o parti di edifizj appartenenti allo Stato, ed addetti per
disposizione del Governo ad un uso pubblico non produttivo di rendita
alcuna, sono esenti dalla contribuzione fondiaria, e rimanere debbono
registrati ne’ catasti per semplice numeraria.
La rendita dei molini e degli edifizj addetti a manifatture debbe essere
valutata similmente sugli affitti del decennio, colla deduzione del terzo.
Le fabbriche rustiche, costrutte nell’interno delle terre per servire ai soli
usi dell’agricoltura o della pastorizia, debbono essere valutate in ragione
del suolo, assimilato pel valore imponibile alle migliori terre del Comune.
167. Tanto asserì il conte Orlof nelle Memorie del regno di Napoli. Ma il
Canosa nei Piffari di montagna (Dublino 1820) lo smentisce
risolutamente. Crede egli che, quando si sciolsero le maestranze
durante l’occupazione inglese, si levasse tumulto principalmente fra’
calderaj, che protestarono della loro devozione alla regina, e le si

l’œuvre de M. de Metternich. Le chancelier d’Autriche possède... un
goût pur.... etc. Châteaubriand, nel Congresso di Verona, dà lode al
cardinale Spina, capo della legazione pontifizia, dell’essersi opposto
all’invasione austriaca nella bassa Italia.
