ROLE PROFILE

TITLE: Safety and Security Manager / Liaison and Humanitarian Access Manager
REPORTS TO: LOCATION: NE Syria
Head of Office, North East Syria
GRADE: 3 CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; ore because they are responsible for implementing
the police checking / vetting process staff.
ROLE PURPOSE:
The Safety and Security Manager supports the Head of Office North East Syria (NES) in identifying, analysing,
and mitigating risk in order to facilitate access for humanitarian programming in North East Syria and to
ensure SCI operates within acceptable S&S risk levels. To do this, the role manages the Liaison and
Humanitarian Access (LHA) team, whose role encompasses both traditional INGO safety and security
management as well as various liaison and negotiation tasks that are critical to operating in NES.

MAIN RESPONSIBILITIES

Safety and Security Management


 Ensuring that the NES office is compliant with the SCI Security Policy, SCI Quality Framework
Country Office Standards, and any other relevant Safety and Security standards, directives, and
Key Performance Indicators.
 Conduct regular Security Risk Assessments (jointly with relevant Managers and Team) for areas of
programme operations, SCI locations and other areas of risk.
 Develop and maintain the Safety and Security Management Plan and SOPs for the NES, and ensure
relevant staff are familiar with its contents.
 Develop scenario planning for security and safety risk management.
 Provide proactive safety security management advice, guidance and support.
 Provide day-to-day Safety and Security Management, and assurance, including: situation monitoring,
information sharing and reporting, implementing mitigation measures, reporting, and evaluation.
 Foster a ‘security culture’ within SCI NES.

Humanitarian Access
 Identify, analyse and manage key relationships in NES that will facilitate access for SCI
programming.
 Maintain an overview of all agreements, MOUs and past agreements with authorities and other
stakeholders.
 Advise senior management on SCI’s adherence to humanitarian principles. Ensure all staff are
aware of humanitarian principals and SCI’s mandate, mission and code of conduct.
 Advise on visibility and communications approaches for SCI in NES.
 Develop and promote an active acceptance approach to SCI programming in NES.
 Conduct security / access assessments of new areas of operation for SCI, advising senior
management and programme teams

Contextual understanding and reporting


 Build and maintain networks for information sharing and coordination among other INGOs, local
authorities and other actors.
 Maintain oversight of the operational, security and cultural context in NES, and advise other
departments on contextual factors.
 Compile and write regular reports for both internal and external audiences.

 Input into the development of proposals, strategy and other analysis for the Syria programme.
 Timely and accurate reporting of all incidents affecting SCI in NES. Lead on lessons learned
exercises following incidents or near misses.

Team Management
 Ensure the Liaison and Humanitarian Access team is correctly resourced and staffed.
 Oversee all recruitment, objective setting and performance management for the team.
 Manage the security budget.
 Sit as a member of the SMT for NES.

Crisis Management
 Develop and maintain: Hibernation, Suspension, and Evacuation Plan (HERP)
 Assist HR in developing Medical Evacuation Plan.
 Ensure Incident Management Team is formed in NES and trained on HERP and Crisis Management.
 In the event of a critical incident, form part of the Crisis/Incident Management Team.

Capacity Building
 All staff, both in the LHA team and in other departments, receive safety and security trainings,
orientations, briefings appropriate to their roles and as determined by the assessed risks in NES.
 Develop and deliver capacity building through Safety and Security Training Plan for all NES staff.
 Play a key role in building the capacity of each Security staff/ SFP, consistent with the assessed
needs. Undertake assessments of partner security management capacity and develop capacity
building plans and proposals for them.

QUALIFICATIONS AND EXPERIENCE

Essential
 5 years of experience in Security Management, including international experience.
 Excellent interpersonal skills with the ability to communicate at all levels, establish information and
security networks, and coordinate with country authorities, armed groups, donors, International
Organisations and local NGOs.
 Experience of working in hostile environments.
 Self-motivated with the ability to work autonomously in a highly stressful and challenging environment,
balancing between multiple competing priorities.
 Proven ability to undertake Security Risk assessments.
 Ability to formulate and communicate analysis of a changing security environment.
 Proven skills in concise and succinct report writing.
 Strong leadership skills.
 Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
 Fluent in English (written and spoken).
 Commitment to the aims and principles of Save the Children. In particular, a good understanding of the
Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects
of the job. Commitment to Save the Children child protection policy. Ability to articulate humanitarian
principles as a basis for ensuring access.

Desirable
 Experience in other areas of NGO operations, i.e. logistics, operations, technical sectors.
 Previous experience as an NGO Security Adviser / Manager.
 Experience in designing and delivering Training.
 Operational experience in post war / disaster affected environments with NGO, military, police or
other background.
 Additional language(s) – ideally Arabic or Kurdish.
