Hi Library Board,
I understand it is pride month, and I agree we should have more kindness and inclusion in our world, however I do
not agree with Drag Queen Story Book time. This is confusing and inappropriate for young children (like my own),
and perhaps should be offered at a private party not a publicly funded Library. Please consider canceling this or
relocating to a different establishment.

Drag Queen Story Time is not appropriate in our Incline Village library. Young children do not
need to be exposed to this deviant behavior and lifestyle.
I am disgusted and shocked that our library would consider this to be appropriate.
I am NOT in favor of any drag queen story hour in any library. I have no idea who is promoting
this, but our children will in no way benefit from this. Please keep our schools and libraries free
of this.

I would like to express how deeply saddened and appalled I am that Drag Queen
Storytime is happening at our public library. I also downloaded the presentation slides
and can't believe what our young children are subjected to.
Our tax dollars are going toward this very damaging and clear indoctrination of our
children. It is disguised as beneficial but it clearly is brainwashing of innocent young
children and all of us are paying for this!
Shame on all of us. I will be at the IV library tomorrow June 21st to express that we do
not want Drag Queen Story Time at our publicly paid-for libraries.

What are the steps we can take as a community to get an audience to listen to a view point that
there should be no programs aloud to be run out of this public space that could cause harm to
families or children? It doesn’t matter to me if the program leader is a firefighter, pastor, forestry
person, gay man, or drag queen…. If there is a concern that a program could cause harm or is not
appropriate for children, this should be heard and considered by whoever is allowing a program
to run.
I just know there are people in this community that want to be heard on this issue and if emails
are not being considered, what’s the next step?

Before moving forward, the Alliance is asking for volunteers from the field to
test out the questions and offer feedback. If you're interested, please email
hri@naeh.org by June 30 with the following:
• Name
• State
• Homeless services employer/organization
• Job title
As the Alliance works on this improvement, the Center for Learning will
temporarily be hitting pause on new enrollments from June 21 through June 30.
Courses will be available for enrollment again on July 1.
If you are already enrolled in a Center for Learning course, you will still have
access to your course. Watch for an email explaining what to expect from the
switch in the coming days, and don’t hesitate to reach out to
learning@naeh.org with any questions.

Reno, NV, June 6, 2023—The Food Bank of Northern Nevada announces the 2023 Kids
Cafe summer meals schedule to begin at most sites on June 20, 2023 with five sites staring
on June 15. Kids Cafe is a program offering free meals to children and youth when school is
out of session. There is no paperwork or forms to qualify and meals are open to all children
ages 2 – 18. Kids Cafe summer meals are offered daily with most sites offering
Saturday service, which is new to the program this year. Free meals are available at
more than 40 locations in the Reno/Sparks area and meals must be eaten on site. The entire
schedule can be viewed at fbnn.org. Also available is the locator map at fbnn.org that allows
families to search for the sites that are most convenient for them.
Meals are served to children at parks, recreation centers, libraries, schools, housing
complexes and more. The program would not be possible without the many partners who
help to make this happen. The Food Bank of Northern Nevada works with a number of
community partners to make this program the best it can be. The Food Bank recognizes the
efforts of Washoe County School District Nutrition Services, City of Reno, City of Sparks,
Nevada, Department of Agriculture, the Washoe County Library System, the Sun Valley
General Improvement District, and the Children’s Cabinet. The Food Bank of Northern
Nevada is an equal opportunity employer and provider.

I am completely Opposed to having Drag Queens read to our children in our public libraries.
Please stop the agenda of sexualizing our children. There is no need to have men dress as

Dr. Lisa Littman did a survey in 2018 of 256 parents whose CHILDREN
presented with rapid onset gender dysphoria. 82.8% of the subjects were girls.
The findings are mind-blowing. The average age when they announced they
were transgender was 15.2 years of age. 41% of the children had expressed
non-heterosexual orientation before identifying with transgenderism. 62.5% of
the children had a diagnosis of at least one mental health disorder or
neurodevelopmental disorder (such as autism) before the onset of gender
dysphoria. Telling. 36.8% of the children had friend groups in which the majority
had identified as transgender. This one is important. Nearly 40% of these people
had A MAJORITY OF THEIR FRIENDS as transgender. So, yes, you can be
groomed into it. 47.2% of the children had a decline in mental health AFTER
expressing gender dysphoria. They always tell you that changing genders will
make you happier, but that finding contradicts that. 57.3% had a decline in
parent–child relationship after expressing gender dysphoria. This one makes
sense. The children isolate from their parents because they get closer to their
groomers at school, groomer groups online, etc. 25% stopped spending time
with non-transgender friends. That is extremely concerning. Makes me think of
radicalization. 49.4% tried to isolate themselves from their families. So nearly
50% of these transgender children don't even want to be associated with their
families anymore. 46.6% were reported by parents to only trust information from
transgender sources. This one is absolutely terrifying. It sounds like a complete
cult. 86.7% of the young people after expressing GD showed an increase in
social media/ internet use OR belonged to a friendship group in which 1 or
multiple friends had identified as transgender within the same time frame. Or
both. So, it just reinforces the phenomenon that this is not naturally occurring.
The sudden increase in childhood transgenderism is something that is a social
factor. They are isolating themselves and cutting themselves off from the
outside world other than their bubble of other transgender friends. This isn't
shocking because we know that children are young and impressionable. That's
why they're throwing these pronouns down people's throats at schools. But,
Littman's study gets even more interesting. "60.0% of the friend groups were
known to mock people who were not transgender. There was also strong evidence
that if a child then decided they were not transgender after all, they experienced
serious problems subsequently with being branded as a fake or a traitor. This
necessitated moving to different schools in some cases." So, not only do they go
into these social groups to feel accepted, but they are mocked if they leave. So
imagine, you get sucked into the transgender thing for a few weeks or months
because your friends are all doing it, but then you decide it's not for you. You get
mocked, bullied and even have to switch schools. It's THAT MUCH of a cult. And
if you want to REALLY dig deep into this stuff, a study conducted prior to this by
Dr. Melanie Bechard shows the following statistics about transgender youth: 80%
had had some form of prior outpatient assessment for psychosocial or
psychological problems. 22% had been inpatients for such problems. 54% had
been on psychopharmacologic medication. 34% had dropped out of school. 62%
had had suicidal ideation. 36% had self-harmed. 20% had a history of physical
abuse. 10% had a history of sexual abuse. WE ARE DESTROYING OUR YOUTH
SO THAT THE VIRTUE SIGNALERS OF THE WORLD CAN FEEL GOOD ABOUT
THEMSELVES! SHARE THESE FACTS WITH EVERYONE! When Joe Biden says
that we need to protect transgender youth, he means that he wants MORE of this.
Protecting transgender youth would mean getting these kids the mental help they
need, not perpetrating more of this suffering!

email to document my strong opposition to drag queen story hour. I find this wildly inappropriate, and am
shocked that drag queen story hour could ever be considered acceptable for children and even more

I understand that Mr. Scott is still not receiving emails. Not sure if he’s not receiving all emails to the
board or just the ones objecting to drag queen story hour, but we will keep trying. Perhaps the folks
speaking at library meetings and/or protesting at the DQSH events and/or speaking at county commission
meetings and/or churches condemning DQSH are all using the incorrect method of communication.
Regardless of the above, I have not heard, seen or read anything that proves DQSH is a beneficial activity
for youngsters. Drag Queen performances are for adults and performances should be held in adult venues,

I am once again trying in earnest to address the issue which you have brought front and center in our community,
Drag Story Hour. I am committed to removing this from publicly-funded spaces.
I have been told by one of my employees that Drag Story Hour has been held at The Collective on Oddie Boulevard
for more than a year without public outcry or controversy, and without public funding of which I am aware.
Is the sole purpose to invite controversy and potential violence from the fringes of all involved? I pray that is not
the intent.
I do not care if parents choose this for their children. I do, however, care if the taxpayer is asked to support it. As
witnessed on a large scale lately with many large corporations, “go woke go broke” is proving to be more than just a
cute saying. The library should not be a place where controversy swirls and outside groups need to be brought in to
“protect” children.
Please think about this over the top project long and hard. I will not give up on my goal of decreasing your funding

supported by the Washoe County Library - please be assured that I have no objection to

subject appropriate for children - granted, I am old (86) and, in the 1950's we went to a
Drag Queen show in San Francisco at Finnocio's (sp?) - but, we were adults - it was at

I am quite surprised and not happy to see that the "Drag Queen Issue" is being
supported by the Washoe County Library - please be assured that I have no objection to
there being "Drag Queen" events - but, only for "adults only" - I do not consider the
subject appropriate for children - granted, I am old (86) and, in the 1950's we went to a
Drag Queen show in San Francisco at Finnocio's (sp?) - but, we were adults - it was at
an adult only venue - not a Library Children's Hour - I now have a great-grandson who is
going to Library story hours - but, they are not Drag Queen Shows - perhaps you can
tell me - just what is the mission of a library? I have gone to public libraries my whole life
and, have always been comfortable there - when and why did this change occur? It
does not seem appropriate at all!

I object to the Drag Story Time being held in governmental, taxpayer funded facilities
and held multiple times during both the months of June and July, 2023. Washoe County
consists of only 3.5% of LGBTQ+; while other days of note, some of which are both
federal and state holidays (which would apply to all Washoe County residents) do not
receive the same treatment; examples would include Presidents Day, Flag Day,
Constitution Day, Independence Day, Memorial Day and Veterans Day. No special
library funded events are held for any of those days. The mandatory closing of the
libraries for those days is no library sponsored celebration as it is mandated. The
insistence of holding such events has now triggered extra security be hired just for
these events. That alone is an indicator; the library is not the appropriate venue.
I would be happy to discuss the diverse make-up of Washoe County with you and
brainstorm inclusive ideas as well as assist in addressing the other 96.5% of the
population residing in this county.

I am shocked and apalled that Washoe County feels the need to indoctrinate our
children by fostering Drag Queen Story Hour at our public libraries! These libraries are
funded by tax-payer dollars and we are beyond shocked that you support this type of
activity. Pride books directed to and available to young children are one thing, but
promoting and supporting transsexual "grooming" of our children is shameful and not
consistent with the family values of most Washoe County residents.

I strongly protest the idea that holding a "Drag Queen Story Hour" is appropriate for our public
library, especially if grade school age children will be present.
It is one thing to be tolerant. That is the hallmark of a free society. It is quite another thing to
intentionally expose children to anyone who publicly flaunts their sexuality.
I'll set aside the question of morality, because anyone who thinks it is appropriate to introduce
innocent young children to a drag queen has no concept of biblical morality. I set it aside,
because my guess is that you think Bible-based morality is hateful or intolerant.
But why not a prostitute story hour? Or maybe a pedophile story hour? Shouldn't we tolerate,
even celebrate their "truth" too? Is there no limit? If there is, how do you go about setting it?
I can't attend the meeting on Wednesday, June 21 because of a prior commitment. But register
me as being resolutely against this proposal.

I found this stone by the railroad tracks in June 2020, a week or two after the Black

especially to those of you outside the US, I'm sharing its history with an essay by
Heather Cox Richardson, linked below. (Indeed, in only a couple of weeks we’ll also

But on a more uplifting note, a few words about what to eat on Juneteenth, if you're in
the US and enjoying this extra day off. For me holidays are all about what to cook and I
was puzzled about Juneteenth, until I realized that I already had the cookbook on my
shelves: The Taste of Country Cooking by Edna Lewis, published in 1997 and full of
stories from her hometown, Freetown, Virginia. I think everyone who loves good food
should have this book.
Celebratory foods today are basically what we think of as Southern cooking, including a
curious dessert called Red Velvet Cake. This is a chocolate cake colored red, with the
kind of liquid coloring I swore off many years ago. But it turns out that originally the red
was a chemical reaction between natural cocoa and acid ingredients, and that you can
use beet juice for coloring. Here’s a recipe from the Washington Post, shared using a
subscriber gift link (why on earth don’t UK papers use these?): “Subtly sweet, tender
and tangy, this red velvet cake shines with or without food coloring.”

Those folks at the Downtown branch were absolutely amazing today at protecting the
little kids and guests for story time. The rainbow umbrellas went all the way to Liberty at
Center, and drivers were honking and giving thumbs up. There were a measly 3 anti-
everything people across the street on Center, but the sheer volume of folks defending
the library patrons was off putting to them - at least that's what it looked like to me.

I am opposed to your drag queen story hour. I respectfully ask you to stop this program immediately.
I further ask that you stop restricting Washoe county citizens access to sending emails to the board, which
you clearly have stopped, because of the number of emails you have received.
I am a huge proponent of the library but am very disappointed in your actions to promote the drag queen
program to children. My 3 year old grandson and I attend Toddler Time at the Spanish Springs library. If
this program continues, I will speak to our elected officials about library funding with tax payer dollars.

I understand, respect and agree with your decision to allow every parent and guardian to decide
what is best for their child (children) and whether they would like to attend any function at our
libraries. We live in a wonderful country that allows us the freedom to choose our beliefs and
how we raise our children to believe. In keeping with this line of thinking, a question I would
like to ask is are all people welcome from any background to read at storytime events? I would
think that it would be beneficial for people of different beliefs, cultures, ages, etc., to read to our
children. This would give our children the opportunity to enjoy and experience the amazing
diversity that is in our community.
Would you welcome people from different religious backgrounds to come and read? Obviously,
they would age appropriate books on topics that would appeal to the children and families that
attend. I know Kirk Cameron, a former child star and Christian speaker, toured this last spring
reading in several states and cities. He was widely received and there was standing room only at
his events. I also know that there was media controversy but fortunately it did not affect his time
with these children and their families. He read from age appropriate books from the "Brave"
series about love and character, two subjects that all children (and adults :)) can benefit from
hearing about.
I think that many people of different faiths in our city would value the opportunity to come and
be a part of reading to our children at story time. Please let me know your thoughts. Thank you

Roger Sutton: Why did you pick Rocky Pond Books for your name?
Lauri Hornik: I grew up in Hollis, New Hampshire, and Rocky Pond was the childhood swimming hole.
When I was thinking of what might symbolize the kinds of books I wanted to publish, Rocky Pond came to
mind, because, to me, Rocky Pond meant growing up and being brave. There were snapping turtles
under the raft.
RS: There’s a metaphor.
LH: Exactly. I remember one time at the very beginning of the season, we showed up and there were
snakes sunning themselves on the beach. My tagline is “Life is a Rocky Pond; dare to swim.”
RS: What were you reading when you weren’t avoiding the snapping turtles?
LH: Probably a lot of Judy Blume. One of the books I loved the most when I was in middle school was
Richard Peck’s Are You in the House Alone? It took me a while to tell him that.
RS: I always said, when I was a young adult librarian, that was the shortest book talk in the world.
All you had to do was hold up the cover and say, “It’s called Are You in the House Alone? It’s
about this babysitter.” That was it. They wanted it. And then you got to work with Richard.
LH: Yeah. What a dream.
RS: What is it like to work with somebody whose books you loved?
LH: I tried to hide my age from him for a long time, as if it wasn’t obvious. It took me many years before I
told him that that was one of my favorite childhood books. He taught me my job as much as I gave him
any input. It was something special, that’s for sure.
RS: What was the first book you worked on with him?
LH: It was actually a short story in the book Twelve Shots; the short story eventually became A Long Way
from Chicago. When I moved from Delacorte to Dial, he was finishing up A Year Down Yonder. So the
first book that he and I really worked on together was Fair Weather, which I love so much.
RS: What will be different now? Besides the fact that you don’t have to go to meetings and run
things, which I’m so glad not to do any more.
LH: I was really having a hard time being a supervisor over Zoom when the pandemic started. It was a
big shift in what I enjoyed and felt equipped for. I love working with authors and realized that I could make
that shift and be fully an editor again. It’s been wonderful. I announced Rocky Pond about a year and a
half ago, so it’s been a year and a half of devoting all my time to editing and working on books that I,
myself, have selected because they feel close to my heart. I’m so glad I made the change. It’s been even
more satisfying and inspiring than I thought it would be. The timing was great, because everyone’s talking
about mental health now.
RS: I was looking up this quote from the announcement: “Above all, I am committed to publishing
mental health content—books that start conversations, that provide a step toward healing, and
that show readers they aren’t alone.” What kind of book is that? To me, that’s kind of every book.
LH: It’s nice that it is so broad. It’s not a narrow list at all. I have fantasy YA graphic novels coming up. I
have humorous picture books that have a mental health component. A fantasy graphic novel where the
fantasy world is sort of a representation of the character’s anxiety. I can still have quite a varied list with
that focus, and on the picture book side, social-emotional learning. Before announcing Rocky Pond, I was
already very focused on books that are about relationships, picture books about typical kid
steppingstones. I was already, in a way, creating books with that focus. I had in mind, for sure, young
adult novels representing the mental illness experience in an authentic way, where the main character is
the one who’s contending with mental illness. So often you’ll have a book where the main character is
contending with someone in their life who has a mental illness. I really wanted to have that very direct
representation.
RS: You’re right. I remember especially in the dawn of young adult novels in the 1970s, so much
of it was you had a protagonist, but the problem, whether it was somebody being gay (still a
problem in the seventies!), somebody being alcoholic, someone experiencing mental illness, was
somebody else’s.
LH: Right. We’ve all made that transition, so now, as I focus on it, I’m not filling as much of a void as I
would have been five years ago.
RS: You said that books can provide comfort in a world that feels scary. Does the world feel scary
to everyone now? It does to me. It never did in the past.
LH: If it didn’t, I would find it strange.
RS: What can books do?
LH: The number one thing I want my books to do is show readers that they aren’t alone in what they’re
feeling. I want them to see themselves. One of my real inspirations was my own daughter. She’s nineteen
now. When she was in middle school, she developed pretty extreme social anxiety. It was very hard for
us to figure out what was going on, who could help, who else might understand this. The books that she
found comforting weren’t children’s books. She read and reread The Bell Jar. I was so grateful that she
had found a book that felt real to her, but that wasn’t the one that I would have wanted to hand to her. So
from that time onward, I’ve had in mind that I want to be publishing those books.
RS: The Bell Jar for middle schoolers?
LH: Yeah.
RS: How do you think, using your daughter as an example, or your own reading as an example,
how do you think it works? That someone who is troubled in some way reads The Bell Jar or
reads something. How does their reading choice both reflect the situation and how does it help
that situation?
LH: I think we’ve all had an experience of feeling seen by an author, of seeing ourselves in what we’re
reading, and how nourishing that can be. Kids want to feel understood. A book can do that, and it’s such
a relief when it happens. It also provides a way for a reader to start a conversation. If you find a book that
expresses your situation, you can then use that as the way to start talking to the people in your life about
what you’re struggling with.
RS: And you also get to begin your comfort, begin your therapy, whatever you want to call it,
privately. So much of what kids feel, the things that are hurting them the most, they don’t want to
talk about to their friends or their parents. They first need a place to try it out in their imagination.
LH: I certainly saw with my own daughter, she talked a lot about how kids often look online for
information, and what they find is not offering any comfort or guidance. It really is the Wild West online,
so I think it would be nice to provide books that say things in a softer way, in a way that has correct
guidance. Not TikTok.
RS: Are you vetting your books with mental health professionals?
LH: I am. All fiction is vetted, and I recently published Where to Start: A Survival Guide to Anxiety,
Depression, and Other Mental Health Challenges with Mental Health America. It’s nonfiction, sort of an
introductory guide for people who are struggling but haven’t yet found how to talk to people in their lives,
how to look for a therapist, what their symptoms mean, how to do any kind of self-care. We took Mental
Health America’s materials and put them into book form. It was written by a therapist and social worker at
a high school, somebody who’s right there with the kids who need the book. I’m very excited that that
book now exists.
RS: I’m reminded of a story School Library Journal’s founder, Lillian Gerhardt, told about going to
school after her mother died. She was terrified that her teacher was going to give her some book
about how to feel when your mother dies. Instead, the librarian gave her Howard Pyle’s Otto of the
Silver Hand, which is a historical novel with adventure and derring-do. And she appreciated that.
She saw a kid in the book being able to overcome adversity. It allowed her to come out of herself.
What do you think?
LH: I think we have to be ready with both and hope that we can tell what a particular kid or teenager is
longing for. I remember when I was newly dating my now-husband, who has three boys; I found some
book about going through divorce on the “take shelf” at work, so I brought it home to Peter, and he left it
on the bed of one of the boys. Oh my god, was that the wrong move! That was one of the worst moments
in the start of my relationship with those boys.
RS: How did you fix it? What did you bring home the next time?
LH: I brought home Oreos.
RS: How do we allow kids to find the books they need for their mental health without intruding on
their privacy? Particularly if you’re a librarian or a teacher, you have a very different relationship
than if you’re a parent. But also, you don’t want to give bibliotherapy all the time.
LH: That’s the importance of fiction. It’s not a therapeutic book. It’s a story about somebody who is
experiencing something that you can relate to. I was talking to somebody recently who was trying to
figure out what we should do about keeping YA content away from the younger kids. The person
suggested maybe a secret store of books, and they’re ready if you ask the librarian for them. I don’t think
that’s going to work.
RS: Makes them more attractive.
LH: Yeah, where’s the secret stash? I was negative about TikTok, but I love that TikTok is such a
discovery tool for books now. I hope that continues.
RS: Is that something that you, or Penguin Random House in general, do? Produce content for
TikTok?
LH: Penguin Teen produces very regular and fun content. But the miraculous TikTok where somebody, a
reader, is crying over a book and it goes viral, we can’t produce that. We’re very fully on TikTok and
share our books with people who have big followings.
RS: I’ve gotten to look at two of your forthcoming novels: The Do More Club, about a swastika at
school, and The Dreamatics, about the Minions-like characters who perform in a girl’s dreams.
LH: And I have a debut YA called Ever Since, which is the closest to what Rocky Pond’s focus will be. It’s
about a teenage girl who was sexually abused when she was young and is now trying to find her voice to
admit it and move forward. It’s so beautiful.
RS: How do you edit a book like that? I think of Are You in the House Alone? this way too; it
speaks to a young person who is in the situation, or in danger of being in the situation, but at the
same time, to those who are just curious. Are You in the House Alone? certainly had its readers
who thought, Ooh, salacious stuff, great. How do you balance that?
LH: Really the right author, I would say. The author of Ever Since, Alena Bruzas, lived it and writes
exquisite prose. I’m so excited by her talent. She writes such real characters, so many different
characters who are all alive, coming off the page. Line by line beauty. She also uses a device of fairy-tale
retellings as empowerment for this main character and uses that in an interesting way. For me, I was
really conscious of wanting the book to be an enjoyable read, even though it’s extremely intense,
traumatic content. She straddled that in an amazing way as well. And the two middle grades that you
mentioned: The Dreamatics by Michelle Cuevas is a fantasy about a girl whose dreams are created by a
whole theater troupe in her head, and it’s also a book about grief. That Michelle can do both of those
things—amazing. It’s cinematic too. Dana Kramaroff’s The Do More Club is my side interest for Rocky
Pond—Jewish content. I’ve become much more involved in my Judaism, and I think there’s room for
more books with Jewish content, so I’m looking for those too.
RS: How did that come about? I’m curious, because I rediscovered my Catholicism in recent
years.
LH: It was when I started dating Peter. He was very involved in the synagogue, and I was a completely
non-practicing Jew. I just started going because he was interested, and I really found the richness in it.
No one was more surprised than me.
RS: I know that Arthur Levine often complains that we don’t get enough books for and about
Jewish kids that don’t have to do with the Holocaust. More contemporary, everyday life fiction.
LH: Yeah, I agree. Although I love reading books about the Holocaust.
RS: It’s the same kind of topic, where you have this horrible, horrible thing that happened, that
has serious moral ramifications, but you still have kids who are into those books.
LH: With a setting like that, it really highlights character. Often the book will highlight someone who has
been heroic, someone who has persevered, and we all want to learn how to be better versions of
ourselves and imagine who would we have been in the same situation. Kids sure do.
RS: Do you think reading can make you a better person?
LH: Yeah, for sure.
RS: How do you think that that works? How does reading make one a better person?
LH: By example. A book will have examples of people making the right choices, being in relationships in
a full way, so you can notice that, and strive to be the same. When kids read books, they’ll latch on to one
that really is aspirational. It helps to truly home in on what you are aspiring to be. When I was a kid, one
of my favorite books was Hope for the Flowers. It’s about a caterpillar who wants to be different from all
the other caterpillars, who are mindlessly climbing a hill. In the end, this striving, dreaming caterpillar
becomes a butterfly.
RS: Don't they all?
LH: That’s a bit of an odd failing of logic. But apparently I so wanted to be something different and be
noticed for my specialness, and that book just put it into words for me.
RS: It said that it was okay for you to have that feeling.
LH: Right.
RS: What do you say to an author who comes up to you at an SCBWI conference and asks what
you’re looking for?
LH: The quick answer is that I’m looking for authentic representations of the mental illness experience
that will make a reader feel seen and offer some gentle guidance. And then I have more specific wish list
stuff. I would love for some of those books to take place in a therapeutic setting, a psychiatric hospital, or
wilderness therapy, just to show readers what the options are. I don’t think that books have focused on
the psychiatric treatment experience as much as they could. That is very interesting to me. And always,
character first.
RS: Always. But also, it sounds like you’re interested in normalizing the mental health journey.
You don’t need to be afraid to ask for help.
LH: We all have our good times and our struggling times, and I want to honor the struggle.

Injection Site: Making the Vaccine Visible

When the first COVID-19 vaccines were first distributed in January 2021, I used
a high-resolution thermal camera to document and track the body’s reaction to
the COVID-19 vaccine. I have, to date, photographed the arms of 140
participants from Nevada at the site of each person’s injection. The
photographs were taken at different stages based on the amount of time since
injection, ranging from 15 minutes to four weeks after receiving the vaccine.
The resulting photographs reveal each participant’s unique immunological
response to the injection, tracking the degree of physical reaction to the virus in
a way that corresponds to their individual physiology. These photographs now
comprise a new exhibition, Injection Site: Making the Vaccine Visible,
that is currently on view through June 25, 2023, at the Front Door Gallery in
the Church Fine Arts building, University of Nevada, Reno.
This series began out of pure fascination of seeing the unique patterns of heat
created by each person’s immunological response to the vaccine. Yet, this visual
intrigue transformed as the world socially responded with divisions in attitudes
toward the vaccine.

The Humanities at Your Fingertips

“What are the humanities?” As someone who recently passed her three-year
milestone of working at Nevada Humanities, you would think that by now I
would have an answer ready for this question. But I like the spontaneity that
comes with not having a canned elevator pitch—my answer is a genuine
reflection of my current thoughts that shifts depending on who I am speaking
to, just as my own lived understanding of the humanities continues to evolve
over time.
One of the things I love most about working for Nevada Humanities is that we
hold an egalitarian view of the humanities—the humanities are for everyone.
They help us lead fuller lives, shape our everyday thoughts and activities, and
connect us with one another in meaningful ways. As a program manager, I find
myself constantly asking myself how to find ways to share our mission with the
people of Nevada, especially as we continue to navigate through the aftermath
of COVID-19 in our communities and its disruption of our communications and
former routines. One of the ways in which we have sought to address this is
through the creation of our newest program series, Humanities at Play.

The position has been vacant since the resignation of Trustee Stoess and lack of quorum that
followed. The vacancy was not filled from the first pool of applicants and was reopened
because our newest Commissioner, Commissioner Clark, requested that we reopen the
recruitment to ensure that it was properly advertised, and candidates had adequate time to
submit applications for consideration. The item was pushed to a later date to provide more
time for adequate notification of applicants.
We have notified all applicants that the item will be on the agenda at the June 20, 2023 BCC
meeting. We look forward to hearing from the applicants on that date.

Congratulations! Your department has been selected to receive ARPA-SLFRF funding to support Book
Vending Machines in the amount of $50,000!
This item will be heard at the July 11th, 2023, Board of County Commissioners meeting (changed from
6/27 to account for FY24 carryforward). The award is preliminary until the Board has approved the
funding.
In the meantime, attached is a project questionnaire, budget template, conflict of interest form, and an
overview of managing a Washoe County ARPA-funded project. The overview includes federal
procurement reminders, reporting deadlines, and some helpful eCivis navigation tips. Please fill out the
questionnaire, budget, and conflict of interest forms before June 30 th which you can send via email to
ARPAprojects@washoecounty.gov or directly back to me.
All ARPA-funded projects are managed through eCivis, the County’s grant management software. I am
sending you a direct award through the system shortly, which will prompt you to accept the award.

The purpose of this policy is to avoid the actuality, as well as the appearance, of a conflict of interest or breach
of trust by County officials or employees. A conflict of interest finding damages the reputation and credibility
of the County and can jeopardize future grant awards. Further, the appearance of a conflict of interest can be
just as damaging to the County’s reputation and credibility as an actual conflict.
This conflict of interest policy refers to conflicts of interest that arise when Washoe County expends funds
under a grant award. These decisions include selection of a sub-recipient or procurements as described in 2
Code of Federal Regulation (CFR) 200 Section 200.318.
1. No officer, employee, or agent of the County shall have any arrangement concerning prospective
employment that will, or may be reasonably expected to, bias the design, conduct, or reporting of a grant
funded project on which he or she is engaged in the selection, award or administration.
2. County officials, employees, agents, and sub-recipients shall not engage in the selection, award or
administration of grant funds that might result in, or create the appearance of:
3. No officer, employee, or agent of Washoe County shall participate in selection, award or administration
of a contract (including sub-grants) supported by grant funds if there is an actual conflict of interest, or if
there is an apparent conflict of interest. Such conflicts arise when:

Conflict of Interest (OCI) that might arise around how the county expends funds under a grant award,
and where actual or apparent OCI might exist, take steps to neutralize or mitigate that OCI as best as

1. Biased ground rules – contractor sets the “ground rules” for a procurement (e.g., writing a statement of
work, specifications, or technical direction for the procurement), which appears to skew the competition
in favor of the contractor.
2. Impaired objectivity – contractor’s work under a contract requires the contractor to evaluate their own or
a competitor’s proposals or past performance; and
3. Unequal access to information – contractor has access to nonpublic information as part of its
performance of a contract, which may provide the contractor (or an affiliate) with an unfair competitive
advantage in current or future procurements.
The awarding agency may in regulation provide additional prohibitions relative to real, apparent, or potential
conflicts of interest. The grantee department must disclose in writing any potential conflict of interest to County
Grants Management, and to the Federal awarding agency or pass-through entity in accordance with applicable
Federal awarding agency policy.
Any violation of this policy may result in administrative or disciplinary action up to and including discharge.

I read with interest about all of you on the board for our wonderful library. I beseech you to halt
the poisoning of our children's minds and allow them protection from men in drag readings. Take
the books out of the library. When our kids are 21, they can't quite make up their minds, let alone
in the tender preschool age through the crazy teens and into college.
If you have any questions about yourselves, please get counseling and advice. Rather than pity
the confused men who read to, and are close to, and affect/ influence our babies to emulate them,
please separate them.
I am not damning them. I love all people. Even those with confused ideas about their
bodies/minds. May God bless and keep them safe. May God keep our children safe. I have 5
grandchildren in this area going to preschool through High School.
I will come and do story time in place of men. As a retired elementary school teacher, cleared by
the FBI for positions in church, schools and BSF, passing with flying colors, I think I can do this
job.

Washoe County typically processes requests in the order of receipt. The time it takes to respond to a
request will vary depending on the complexity of the request and any backlog of requests already
pending. A simple request can be processed faster than one that is complex. Simple requests are

I read with interest about all of you on the board for our wonderful library. I beseech you to halt
the poisoning of our children's minds and allow them protection from men in drag readings. Take
the books out of the library. When our kids are 21, they can't quite make up their minds, let alone
in the tender preschool age through the crazy teens and into college.
If you have any questions about yourselves, please get counseling and advice. Rather than pity
the confused men who read to, and are close to, and affect/ influence our babies to emulate them,
please separate them.
I am not damning them. I love all people. Even those with confused ideas about their
bodies/minds. May God bless and keep them safe. May God keep our children safe. I have 5
grandchildren in this area going to preschool through High School.
I will come and do story time in place of men. As a retired elementary school teacher, cleared by
the FBI for positions in church, schools and BSF, passing with flying colors, I think I can do this
job.

Funds (SLFRF) allocations through the American Rescue Plan Act (ARPA)! These 19 internal projects have

After meeting with departments between December 2022 and January 2023, the Community
Reinvestment Division established a scoring system unique for the types of projects requested by

Community Reinvestment (expect an email from Carissa Bradley) will email each department lead
outlining next steps for onboarding the projects. We’re looking forward to working with you!

MINUTES WEDNESDAY, May 17, 2023

The Board met in regular session in a hybrid format via Zoom webinar and in person.
1) ROLL CALL
Board Members Present: Frank Perez, Amy Ghilieri, Lea Grace, Ann Medaille

2) PUBLIC COMMENT
1. Ewin Lyngar: Spoke about the last meeting he attended where people were angry. He stated
that we should respect one another. Is in support of the drag queen story hour event.
2. Gail Townsend: Spoke of her support to the drag queen story hour event. She appreciates the
volunteers and the Board members as well.
3. Bruce Foster: Spoke about his opposition to the drag queen story hour event. Would like to
see each board member have their own emails.
4. Nichelle Hull: Spoke about her opposition to the drag queen story hour event.
5. Julie Adams: Spoke about her opposition to the drag queen story hour event.
6. Wayne Holland: Spoke on the library mission and stated the job is being well done.
7. Bruce Parks: Spoke about his opposition to the drag queen story event. He wants all Trustees
to have access to the emails.
8. Mary Jones: She stated that our tax dollars are not supporting the drag queen story hour
event, that donations through the Friends of Washoe County are contributing to this program.
9. Valerie Fiannaca : Spoke about her opposition to the drag queen story event.
10. Sandee Tibbett: Spoke about her opposition to the drag queen story event. She also
mentioned that she wants to make sure all emails are getting to the intended party.
11. James M. Benthin: Spoke about his opposition to the drag queen story event.
12. Nicole Obritsch: She spoke in support of the library board, and of the drag queen story
event.
13. Sara DePaoli: Started out by saying how wonderful the library looks since the renovations.
She also wanted the board to know how grateful she is for all that they do, and for all the
different programming that is offered.
14. Gabriela Rentena: She stated that this is one of the first meetings that she has attended and
mentioned that something doesn’t seem right, and that most people seem unhappy with the
programming. Because of this she feels that the director should resign.
15. Carmen Quinones: Spoke about her opposition to the drag queen story event.
16. Daniela Garcia: Spoke about her opposition to the drag queen story event.
17. Cliff Nellis: Spoke on his opposition to the drag queen story event.
18. Jeff DePaoli: Spoke in his support of the drag queen story event. And thanked the board for
what they do.
19. Angela Dunlop: Spoke about her support to the drag queen story event and thanked the
board for providing these opportunities.
20. David Cnych: Spoke about his opposition to the drag queen story event.
21. Victoria Meyer: Spoke about her opposition to the drag queen story event. Wants to make
sure all emails are received by the entire board and not just the director.
22. Mary Carmen Medina: Spoke about her opposition to the drag queen story event.
23. Janet Butcher: Spoke on her opposition to the drag queen story event.
24. Fred Meyer: Stated that he agreed with those that feel that the director should resign.
a) On motion by Vice Chair Perez, seconded by Trustee Medaille, which motion duly carried, the
board approved the minutes of the May 17, 2023, Library Board of Trustees Meeting. All in
favor; none opposed.
5) New Business
a. Presentation and Discussion: Washoe County Library Strategic Plan Update (Non-Action
item)
Director Jeff Scott reviewed a PowerPoint presentation, a copy of which was provided in the
Board Packet, regarding updates to the Strategic Plan.
Jeff was asked what the percentage of employees participated in the Best Places to Work
Survey. Director Scott responded with around 75%
Trustee Perez had no questions, just wanted to thank the staff for their efficiency in getting
the high fiber over to Gerlach.
b. Presentation and Discussion: Collection Development (Library Books & Materials) by Debi
Stears [Non-Action Item]
Debi was asked: What happens when you have a sleeper, and you have one copy, and 74
additional people want this book? Debi responded by saying there is a report that is run that
monitors demand.
Debi was asked if there is any licensing that could be obtained that would allow the patron to
stream audio books? Debi explained that it is not cost effective.
c. Discussion: Washoe County’s 2023 Best Places to Work Survey [Non-Action Item]
Director Jeff Scott reviewed and discussed questions on the Best Places to Work Survey a copy
of which was provided in the Board packet. Jeff felt overall most everyone was happy working
in the library system with a rating of 4 out of 5 stars. We received a high number of
recommendations to work in the library and feels that will encourage more people to apply for
jobs within the library.
Trustee Perez asked Director Jeff Scott more about the two finalists, asking if they were local or
from out of state. Jeff mentioned he would get to that in section 6c.
Trustee Medaille commented that she feels the survey had some very useful information and
looks very positive. but looking at the comments at the bottom and it seems that some people
have anxieties about the homeless situation. And asked do you have any thought on how to
help the staff with this? Jeff responded by saying that we are looking at a variety of ways to
help the staff. We have training on this, we have a subscription service; “How to Handle the
Homeless” and how to de-escalate a situation. He hopes this will help because dealing with the
population can take a toll on the staff. He mentioned that the County provides the Calm App to
all County employees at no charge. Jeff also mentioned that they are working on providing the
employees with a quiet place to de-compress when needed. He concluded by saying that he is
aware of these issues, and we are working on them.
6) Reports
a) Library Director Update by Jeff Scott [Non-Action Item]
Director Jeff Scott went on to answer Trustee Perez’s previous question about the two finalists,
and whether they are local or from out of state. Jeff responded by saying that that they are
both from out of state, one is from Georgia, and the other is from Texas. They both scored high
in the interview. He said that the panel included himself, two additional library directors and
Dave Salerno. He does not want to publish the two names at this time, because this is the
Library Director level, but you can ask him privately and he will give you the names, and that
board members are welcome to come to the Meet & Greet.
Director Jeff Scott talked about interviews this week for the LA3 position(s) and we have the
second interviews for the Assistant Library Director next week, and we also have interviews for
the Library Assistant II, and for a Part-Time Library Assistant II. And that we have 371 candidates
for the Library Aide position. The Jennifer South Day a de-escalation training, technology
classes. This is also a great opportunity for the staff to meet new or current staff during the
breaks. Library Explorer has arrived and should be distributed on Monday. He mentioned the
Book vending machine installation, the Smithsonian Institute Exhibition that will be coming next
year, ALA traveling exhibitions “Americans in the Holocaust” coming to the Northwest Reno
Library in July, reading challenge starts June 1, damaged books from people making antisemitic
or racist comments in the books, and that the Holocaust seems to be the most targeted, high-
speed internet, RainbowFest returns.
b) Sierra View Library Report by Branch Manager Sarah Jaeck [Non-Action Item]
Branch Manager Sarah Jaeck presented slides of the renovations done at the Sierra View Library,
a copy of which was included in the Board packet.
c) Youth Services and Library Events Team Report by Library Program Coordinator Beate Weinert
[Non-Action Item]
Beate presented a PowerPoint on what YSLE does, a copy of which was included in the Board packet.
Trustee Perez wanted to express to Beate, Judy, and the team that they do a great job with all the
events that they do every year. And that the board appreciates, and sees all the hard work that you do,
obviously supported by Director Scott as well.
Beate Weinert also wanted to take the time to thank Director Jeff Scott, that she has been in this
organization several years, and he has been very supportive, and doesn’t shy away from doing the right
thing in the Washoe County Library, and for our community, and would like to publicly thank you and
acknowledge him for those efforts, and our Library Board, we all come to the table with a personal
perspective, and agendas we have to check them at the door as public employees, and we need to
represent the community that we serve.

safer Drag Queen Story Hour or other LGBTQ+ event. She's an academic expert on the Proud
Boys and other far-right extremist groups, and was consulted for the January 6th Select
Committee's published report on the Capitol insurrection. I think she has some great advice
that we'd do well to pass along to the branches holding DQSH events next month.

Yes this is Geoffrey Knell, a Churchill County resident who goes to any Pride events with a megaphone.
He never brings anyone with him as he has been banned from every public area in Churchill County. I’ll
expect him at Downtown on Thursday and at North Valleys on Saturday.

Staff took a call this morning at 11:24 AM from a man who identified himself as
"Jeff" and asked to speak with me, but Seth who answered the phone, believes
the man told him he is "Jeff, Library Director."
I took the call expecting to talk to you. The call went like this:
I identified myself.
Man asked if I was the Director of the Library.
I said, "No, I am the branch manger at North Valleys."
He said it was me who he need to talk to. He was calling to inform me that "we
are going to be praying at the Drag Queen Story Time [here]."
He continued to talk about child abuse and that we are committing it with our
program.
I asked several times who I was talking to. He said I'm "Jeff." He asked, "you work
for Jeff Scott?" I confirmed that I did. He said, "Jeff knows me..."
He continued to describe how we are committing child abuse with our program
and other political violations we are making. I told him if he didn't have anything
else I would be disconnecting the phone call, as it was obvious he did not want
to speak with you (the Director). He continued, but added that, "you better
watch out..." I asked if he was making a threat? He blustered more of the same
and then hung up on me.
I'm certain this isn't a unique phone call, but wanted to make sure you were
aware of this happening.

Board members present: Dan Irwine, Sur Durst, Sheree Garcia, Rebecca Gaul, April Heiselt, Mary
Jones, Jennifer Lee, Jenny McKay, Jamie Hemingway, Library Liaison, Jonnica McClure, North Valleys
Library Manager. Sheryl Stopper absent & excused.
3. Approval of April Minutes: Sue made the motion to approve the minutes. April seconded the motion,
motion approved.
Jamie reported the Sierra View ribbon cutting will be May 17 th at 3pm. Sparks Library will be closed May
15 through 22nd for floor repair. Staff Day is May 18th, 8:30am, at the Holland Project. Friends June &
August Book Sale are in the new EXPLORER. Drag Story Hour will be part of Rainbowfest on June 15,
17 & July 15. They need help at the comfort/hydration station June 17th at North Valleys. Mary motioned,
Sue seconded, motion approved to have Summer Reading vouchers with a $3 value, can use all 3 at one
time, have no cash value, will begin June1 & expire August 31st.
The Strategic Plan/Tax Initiative – on hold awaiting update.
5. Treasurer’s/Finance Report
Sheree reported the Endowment Fund as of May 4, 2023 as follows: $12,391 in Umpqua Bank account
and $1,443, 253 in RBC.
6. Administration
Quick Books needs to be updated by May 31st but there is not enough space on the drive. Mary made
the motion to purchase 2 desktops, 1 monitor, 1 laptop, & 1 hard drive for the office, April seconded,
motion carried. Sheree & a coworker will look into purchasing & installing the items. There will be an e-
mail vote to approve the purchase price.
7. Membership
Memberships numbers have remained the same. 2 lists will be at the Sale – 1 is the current members &
1 is those who expired July through September 2022.
Sue & Jenny will be at the membership table, need 1 more for the line. Jennifer will have Marsy call
Janet & Marsy will call the tv stations & get the ½ page ad in the Senior Spectrum. Sue announced the
book sale at RPEN. Donations are being accepted at the sale site. ½ price Saturday has been
discontinued. The public hours are 10am to 4pm. Amazon sales for April were 24 items for $1,558.08
with an average price of $54.51. Ken will be on vacation for part of the month.
9. Other Business/Future Agenda Items
Rebecca made a motion for $500 for the Fleishmann Planetarium star-gazing hour, Mary seconded,
motion approved. The event will be June 24 th at 9pm with a film & star gazing. April noted she has
worked with Paul before. Mary will take the office calls for the event. Rebecca will get the membership
list to highlight who is coming.
Sue will pick up boxes of donated books from Sparks Heritage Museum & drop off membership
applications. We may be able to get a table at the Art Museum the first Thursday of the month.
Jennifer & April got hard cover books for Mamie Towles (37 See the Cat) & Hunter Lake (47 Sour
Grapes) to be presented at their kindergartners’ graduation. There will be a Friends sticker in each book.
Sue will help in the office with membership addressing for cards & renewals. Sheree has updated the
website with new sale hours & removed Give the Gift of Reading.
April reported BPL will give us a non-profit discount for the volunteer aprons. They want $40 for the logo,
2 to 3 colors. Aprons cost between $12 & $20 each. Custom Ink is $22 each. April motioned to give
BPL the logo & order 50 aprons, Sue seconded, motion carried.
10. Adjournment
Jennifer made a motion to adjourn, April seconded the motion, motion approved. Meeting adjourned at
6pm. Next meeting will be June 14, 2023 at South Valleys Library at 4:30pm.

Subject: Rainbow Festival SP 07/15
Thank you all for volunteering for Rainbow Festival and Drag Story Hour.
I am completing the schedule, but waiting to send it until after North Valleys even this weekend, in case
there is anything that arises that I need to adjust for. TBH, the entire event is pivoting to handle
whatever comes up.
Sparks will be open to the public, so service point coverage and usually computer assistance is on the
menu.
