The only thing I see is that the Downtown Reno Library will not be offering any programs in
February due to the elevator repair. So we won't be launching a D&D event in February. Can
we adjust the wording to early 2024?

I’ve been spending tons of time on our book challenges and would like for us to have a meeting to
discuss our plan of attack. I’m uploading the documents that Nichelle Hull gave me at the December
board meeting. She also mailed a separate packet of the same documents to me. I’m especially
wondering about how to best respond to the cover letter written by Nichelle and the affidavit written by
Reva Crump. All sorts of demands are made that fall far outside of our policy. My temptation is to
respond with something simple like “your letter has been received and challenges will be responded to
in the order in which they were received.”
We’ve got the “Johnny the Walrus” challenge from February. I’ve done my investigative work, but I think
the challenger is still waiting for a formal decision.
We’ve got the 13 challenges that came from the patron at IV. She asked that all 13 titles be removed,
but when I spoke with her on the phone the first time she seemed to soften and prefer that they just be
located where children wouldn’t have access. I explained that if she wanted to revise her request, we’d
need to have her withdraw her challenges and resubmit new challenges with a requestion to reclassify. I
did email her an informal response to “Lawn Boy” and have made multiple attempts to contact her
about how she’d like to proceed. At this point, I think I should just plan to respond to each title as a
request to remove. (So far I’ve read 10.5 of the 13 titles).
Of the 14 titles that Wake Up Washoe County has challenged, they ask to remove 3 from the collection
and make the others unavailable to children. One challenger has requested that we create an x-rated
section, another is advocating that we create a “Parental Discretion Section” with oversight on who is
checking it out from librarians. (I would argue that our entire library is already a “parental oversight
collection”.) I fully expect that this group will appeal all your determinations to the library board. As I do
my investigative work, I’m compiling all the circ history, book reviews, ownership at peer libraries, etc.
to provide to the board as support of why they should remain in the collection.
This morning I also ordered a copy of each challenged title for a staff use collection, so that we have
each of the titles on hand without having to wait in the hold queue.

Yesterday was supposed to be our family Christmas since the kids' went to the
other side of the family for actual Christmas. Though perhaps not ideal, it was

We don't—it was 'in kind' from our perspective so I didn't think to ask. I don't
think there are many paid employees and the rest were volunteers. They did buy
the books that Ginger was planning on reading, the refreshments for the
volunteers, swag.

In June, we had a Rainbow Storytime event at the Sparks Library. This was clearly identified as
a children's storytime event. Despite that, several individuals registered online for the storytime
event; however, when they arrived at the library for the event, they brought no children. We
believe this was intended to block attendance by manipulating the registration system, as some
programs have limited capacity. The individuals were not allowed to enter the program, but
chose to hover near the entrance of the event and filmed families entering for the storytime,
which was upsetting to some of those legitimately attending the event. That storytime event had
low attendance, with only two parents and two children attending, which we believe was
attributable, at least in past, to the abuse of the online registration system. As a result of their
misuse of the online event registration system, some individuals were blocked from using the
system to register online for programs and events. This did not prevent them from continuing to
use the library, or attending library events, but only prevented them from utilizing the online
event registration system. The suspensions have since been lifted.
In addition, there were several incidents where books were hidden within the library and/or
damaged. This prompted the Banned Book Display at the Spanish Springs Library, What Are
Your Neighbors Hiding from You? In one such incident, an individual checked out a book All
Boys Aren’t Blue and shoved Bible quotes far into the spine of the book, which then had to be
carefully extracted and the book examined for damage upon its return. That person’s library
check-out privileges were temporarily suspended as a result. However, that temporary
suspension has been lifted after he acknowledged that he should not treat books in this manner.

There were several incidents where books were hidden and damaged. This prompted the Banned
Book Display at the Spanish Springs Library, What Are Your Neighbors Hiding from You? In
one such incident, an individual checked out All Boys Aren’t Blue and shoved Bible quotes far
into the spine that had to be carefully extracted and the book examined for damage. This
person’s library check-out privileges were suspended as a result. We recently lifted his
suspension after he acknowledged that he should not treat books in this manner.
In June, we had a Rainbow Storytime at the Sparks Library. Bruce Parks, Reva Crump, and
others registered for the storytime, and when they arrived at the library, they brought no children.
We believe this was intended to block attendance by manipulating the registration system. They
hovered near the entrance and filmed families entering for the storytime, upsetting one of the
mothers attending. This storytime had low attendance, with two parents and two children
attending. As a result of their misuse of the event registration system, they were blocked from
using the system to register for programs and events. This did not prevent them from continuing
to use the library, only the event registration system. Bruce Parks and Reva Crump were able to
use the library and attend library holiday programs. This suspension has recently been lifted.

altercation with Mr. Puchert, continued to rant loudly and turned aggressively and threateningly toward me. I
restated that this was not the place and he accused favoritism toward Mr. Puchert in how we were handling the
interaction. I emphasized that I was addressing them both since I used the term 'gentlemen', however Mr. Puchert
had immediately stepped away from the situation and Mr. Parks turned toward me and continued to
act aggressively. At that point someone called for security as Mr. Parks was making his way over the 'bridge' to the
front door.
Shortly following this incident, I was standing by SM, who stated that Mr. Parks had threatened her, at which point
Mr. Puchert approached asking if SM was ok. I briefly addressed his behavior toward Mr. Parks, and he apologized

I attended the December 20, 2023 Library Board of Trustees meeting at the Downtown Reno Library. During the 6a
agenda item discussion at around 10:30 pm, I was standing next to Assistant Director McKenzie when I witnessed
Bruce Parks lean in close to her and say "you're next." This happened during an agendized discussion about Director
Scott's review, and following a motion by Vice Chair Jacks requesting the resignation of the Director. When
considered in this context, hearing the statement "you're next" being directed at the Assistant Director sounded like a
personal and direct threat implying a future attempt at her removal by Bruce Parks.
I later heard Mr. Parks raising his voice to another staff member, BW. They were standing across the library near
the bridge leading to the exit, but his voice carried throughout the library. I couldn't make out the words being
exchanged.

During the library board meeting, Bruce Parks became visibly upset (stomping around, throwing his arms up, and
muttering something in an angry tone) when the board did not approve Director Scott's review. As he was leaving
the meeting, he leaned into Assistant Director and whispered loudly in an angry tone "You're next," and pointed to
Stacy. The way Bruce leaned into Stacy, practically hovering over her, and the tone of his voice he used when he
said "You're next" was threatening and intimidating. It made me concerned for her physical safety. As he was
leaving, he had another verbal altercation with BW and a member of the public. Since Bruce threatened Stacy, I
asked security not to let him back into the library for the evening. When security talked to Bruce Parks, Bruce told
security that he was talking to his wife when he said, "You're next." However, it was clear that this comment was
not directed towards his wife. Bruce intentionally leaned in towards Stacy to whisper in her ear
. His mouth was about 1-2 inches away from Stacy's ear when the threat was made.
When he finished gathering his belongings, he and his wife walked past me, and we made eye contact with stern
looks at each other. I thought he had proceeded along his path but was shocked to suddenly hear his voice, very
close to my ear say, "you're next!" I felt his breath on my hair and neck and was basically too shocked and nervous
to even turn around. DS looked back at me and said, "did he just say that?"
He later told a security guard that he was just talking to his wife as he passed me, asking her a question, but several
witnesses said that they heard the aggressive tone and threat and saw him point at me and lean into my ear. Minutes
later, Parks was involved in an altercation with another meeting attendee and shouted at a staff member who was
trying to deescalate the situation.
The security guard was directed by Branch Manager KR who also saw the incident to inform Parks that he was not
allowed back in the library that evening. We are consulting with the county to decide what consequences would be
appropriate.

“that is against the law. I will see you in court!” With that he turned on his heel to walk to the back of the room. Ms. Reva Crump walked
out with Mr. Parks but made no comment or motion towards Ms. McKenzie. As Mr. Parks stormed past Ms. McKenzie, stooped down
towards her ear, pointed his finger in her face, saying to her, “and you’re next!”. I was shocked at his behavior and turned to Ms.
McKenzie, asking “did he just threaten you?”. Ms. McKenzie’s looked at and said something like, “yeah, he just threatened me.” We
both seemed shocked and rattled by such a display of hostility.

In addition, I am technically off today, but wanted to advise that after discussion with
Director Scott, he has agreed to lift the suspension of Ms. Fiannaca’s ability to register for
library events online.
I would like to clarify that Director Scott in no way admits that he imposed the suspension
in retaliation of Ms. Fiannaca’s beliefs, speech, her actions at Library Board meetings, or
otherwise.
That said, the suspension has been lifted. However, further abuse of the privilege may
result in the privilege being suspended again. Director Scott shares your client’s concern
and feels that the Library must do whatever is legally possible to make the library venues
safe and welcoming for all, but especially for the children in our community.

This issue of The Political Librarian addresses the recent spate of challenges
and book bans that impede collection development processes and practices in
today’s charged political environment.
Our opening article, “Legislating Librarianship Redux” by Jill A. Work, argues for
the defense of local librarians and library boards to create collections that reflect
their local populations, but also to curate balanced collections that reflect a
variety of viewpoints, genres, cultures and ideologies. Work impressively culls
together a well-documented roster of legislative cases that seek to impede the
authority of local librarians and library boards to develop broader, more diverse
collections. This list of legislations signals an alarming escalation in the scope of
legislative hurdles designed to constrain intellectual freedom in school and
public libraries.
The second article, “Not Doing It: Avoidance and Sex-Related Materials in
Libraries” by Rebeca C. Jefferson and Ewa Dziedzic-Elliott, draws attention to a
seldom recognized issue: Are we as librarians doing enough to develop library
collections that provide an adequate level of access to materials related to sex,
gender, and sexuality that our patrons need? As our authors astutely point out
such materials and the librarians who acquire them are under external, pre-
emptive assaults, including threats of legal action, personal attack, and targeted
harassment campaigns. On the other hand, librarians face internal struggles and
sometimes must navigate obstacles of affective discomfort, uncertainty, and
emotional reactivity around sexual issues. These internal struggles often lead to
avoidance of collection development tasks in this area, and result in unintended,
real-world consequences for vulnerable populations.
Our final article, “Less Whining, More Dining: The Importance of Relationship
Building in Library Advocacy,” by Michael Carlozzi joins theory with praxis. The
author applies research and theory on “liking,” developed by Robert Ciadini’s
framework of interpersonal influence, which posited six tactics for influencing
decision-makers, and was further researched by Cheryl Stenström and Ken
Haycock, to the practical work of increasing library funding at two library
locations: the Wareham Free Library in Massachusetts, and the East
Providence Public Library, in Rhode Island. His advice and proven experience
suggest that if one approaches local funding authorities as people who may like
you, they may be more inclined to fund your library.

The City of Reno and Washoe County are getting an early start on New Year’s resolutions
by pledging to improve public enjoyment of the 18-mile stretch of the Truckee River
Corridor between the Nevada state line and Sparks. Through January 1, residents are
invited to help prioritize needs along the Truckee River and help shape a vibrant future for
this vital community resource.
"The Truckee River is an incredible and beautiful asset for our city," said Reno Mayor
Hillary Schieve. "This is a fantastic opportunity to work together as a community to ensure
the Truckee will bring joy and memories to residents and visitors for generations to come."
From more restaurants, vendors and shops to more trails, river access and shade,
residents are asked to provide feedback on what they would like to see along the Truckee
River corridor. The City and County seeks as much public input as possible. The official
campaign is called, ‘Speak Up-ee for the Truckee.’

He was talking directly across the table to me for a simple reason: he couldn’t see
anyone else. The room was dim, and the dining table was crowded with flower
arrangements. He needed an audience, and I was it.
I confess: I practiced the kind of vivacious listening that women through the ages have
done. It would have been rude to do otherwise, I thought, even though it was
nonsensical to have him talking about AI. He was an old man - 95 at that point - and
had been enticed to dinner in order to entertain a bunch of billionaires. (I wondered
where his bodyguards were until I heard that he lived in the same building.) Perhaps I
was too polite, again. I had once seen Kissinger, with his bodyguards, moving across a
crowded reception room in New York, nodding to people and shaking hands. As they
passed, he thrust his hand out to me. I hesitated, remembering the colleague who’d
muttered “war criminal” when we were listening to him speak on an earlier occasion.
“Not my fight, not now,” I thought, and took his hand.

I thought about that New York dinner party when I read last month that Kissinger had
died. At that time I was reviewing a chapter on “The Strongman Problem” I’d
commissioned for a new edition of our Women & Leadership, and it led me to my
shelves for a book called Power: The Ultimate Aphrodisiac by Dr Ruth Westheimer, the
celebrity sex therapist¹. Neither Kissinger or his boss Richard Nixon fits our current
“strongman” profile precisely, but they were both very much concerned about power.
. . . [Kissinger] was often found in the company of beautiful women. Asked to explain
the unlikely pairing of a portly middle-aged diplomat with heavily accented English
and starlets such as Jill St. John and Marlo Thomas, Kissinger quipped, “Power is
the ultimate aphrodisiac.”²
That was in the early 1970s when he was often in the news, a divorced secretary of
state who clearly realized that dating beautiful, desirable women enhanced his status as
well as public perception of his personal power. From all accounts, he was not a
swinger at all and was ready at a moment’s notice to dash off to the White House. In
fact, he married again in 1974 and stayed married till his death.
Heads of state used to be able to signal their potency in ways no longer acceptable.
Harems and mistresses were important symbols of power and wealth. But conspicuous
polygamy doesn’t play well these days. I have, however, wondered if that seemingly
universal way of demonstrating male status explains why certain “strongman” type
leaders get away with personal lives that are otherwise out of step with current political
conventions. Does having many ex-wives and girlfriends and even facing accusations of
sexual harassment signal political strength and power to some voters, including
evangelical Christians?

Trophy wives, writes Dr Ruth, “have become particularly noticeable among senior
businessmen . . . often seen as a confirmation of the man’s potency in all senses of the
word.” But political leaders have a different script. Current conventions require them to
be married and faithful with a devoted spouse at their side. If they also want to be
populist strongmen, they need other ways to display primal strength and potency.

My hypothesis is that it’s all about the hair, and not just because wild hair is visually
striking. Hair has symbolic value. There’s an Old Testament story about a warrior
named Samson who is helpless after his lover cuts off his long hair, the source of his
strength. (He gets revenge when it grows back.)

In China, it’s not the cut but the color that does the signaling. Chinese officials have
been dying their hair for years, to a uniform shoe-polish black. White or gray hair would
mean a loss of vigor and potency: perhaps suitable for a scholar or spiritual leader but
not for someone in wielding political power. Admittedly, in recent years there have been
a few silver streaks in President Xi’s coiffure - perhaps a nod to international
conventions.
It's also possible that Xi's gray streaks are a signal to the outside world, where
grayness is associated not so much with loss of vigour and energy as with wisdom,
experience and restraint. When China is trying to rival America in global influence, Xi
appearing in gray-streaked hair is understandable if you consider US President Joe
Biden's totally white hair.⁴
China scholar Daniel Bell writes in The Dean of Shandong about the absolute
conformity about hair color amongst his colleagues at a Chinese university, and told this
story:
Former Chinese president Hu Jintao was perhaps the most boring leader in modern
times. His only recorded joke came when he was visiting the U.S. in 2007. The then-
governor of New Jersey, James McGreevey, told Mr. Hu—whose hair was jet-
black—that he did not look his 59 years. Mr. Hu replied: “China would be happy to
share its technology in this area.”

Why does this matter?
Thoughtful, knowledgeable candidates who weigh issues and believe in democracy,
multilateralism, and global cooperation don't always make people feel safe. We may
want freedom and opportunity but we also don't like what we're hearing about climate
tipping points and AI, not to mention war and wildfires.
It's not rational, no, to turn to far-right, illiberal, authoritarian types. They are dangerous,
and they are generally incompetent because they are narcissists, fanatics, or worse.
The chapter on “The Strongman Problem” in Women and Leadership goes into the
research about the psychological characteristics of these people (mostly but not all
men), and it isn't pretty.
But that may not be the point. If they are able to trigger enough voters' primal safety and
comfort sensors, we may all be stuck with them, at least now and then. And that is
immensely dangerous. “Make America Great Again” is harking to an imagined past
while we are hurtling into the future.
There's been a lot written of late about how voters as a whole think the US economy is
bad and the future gloomy, even while the numbers say otherwise. This is, to my mind,
evidence of the argument I'm making: people are deeply apprehensive about the big
issues we face, even if they are doing just fine in the present. Buying boats and big cars
may be a way to “eat and drink, for tomorrow we die.” I'm not suggesting that
democratic leaders turn out with untamed hair or start stomping and shouting. But they -
and this includes anyone with influence - need to be more concerned with voters'
anxieties about the future and the pace of change, and respond to anxieties in tangible
ways.

seeing of late? There’s lying congressman George Santos, mild-mannered but ultra-
conservative Speaker Mike Johnson, and equivocating Harvard president Claudine
Gay. Is there a common denominator?

offered to be the Loneliness Ambassador for New York. That seems appropriate: an
expert on human intimacy will have learned a lot about human loneliness, and perhaps
her kibbutz experience will prove helpful. I like to think she knows something about the
importance of third places, too.

Subject: Demand for Reinstatement of Library Access and Event Participation Rights

Thank you for your response and request for clarification on some of the points in my
previous letter dated December 5, 2023. I appreciate your willingness to discuss these
matters further.
Regarding Ms. Fiannaca's ability to register for library events online, I understand
from your letter that her privilege has been temporarily suspended, but she is still
allowed to attend events. This is somewhat confusing, as she was not informed about
this suspension or given any reasons for it. Additionally, the practicality of this
arrangement is questionable, especially considering space limitations at events. For
example, Ms. Fiannaca was unable to register for the early December musical event
and subsequently chose not to attend, contradicting the assertion in your letter.
On the matter of Ms. Fiannaca being labeled a fascist, it was actually another public
commentator, Puchett, who used this term, not Mr. Scott. However, Mr. Scott did
remove the Pledge of Allegiance from the meeting agenda. This action, coupled with
the fact that the Library's Newsletter included a link to public comments where Ms.
Fiannaca was referred to in such a manner, raises concerns. The newsletter in
question can be found here:

It seems that Mr. Scott, as the director of the library, would have a say in the content
of the library’s communications, including the newsletter.
I hope we can continue this dialogue to find a resolution that upholds the principles

It was good to speak with you this afternoon. It had been a long time.
I just want to clarify a few things that are somewhat inaccurate/misrepresented in your
letter dated December 5, 2023.
First, your letter indicates “ It has come to my attention that Ms. Fiannaca along with
several other citizens have been denied access to events hosted by your library.” That is
not a true/accurate statement. Ms. Fiannaca’s privilege to register for events online has
been temporarily suspended. She still has the ability to attend events, which she has
continued to do. In fact, Ms. Fiannaca attended the musical event that you reference in
your letter having been denied the ability to register. Again, Ms. Fiannaca remains able to
attend and participate in library events.
In addition, you indicate that “Ms. Fiannaca was called a fascist for using her three
minutes of public comment to say the Pledge of Allegiance.” It is unclear whether you
allege that Mr. Scott or some other individual called her a fascist. I am also confused as to
the assertion that follows that statement “which Mr. Scott had removed from the agenda.”
What are you claiming Mr. Scott had removed from the agenda? Additionally, you assert
that “Mr. Scott allowed the author (of an article) to place a link in the article to Ms.
Fiannaca’s public comment.” The link to which you refer was a link to the recording of the
meeting. There is no indication that Mr. Scott had anything to do with the inclusion of that
link. Nor is there any validity to the assertion that Mr. Scott has any authority to allow or
disallow the use of the link of the public meeting. In any event, in reviewing the link, it does
not go to Ms. Fiannaca’s public comment.
Luke, if you are interested in restoring Ms. Fiannaca’s ability to register for library events
online, I am more than happy to discuss the path to accomplishing that. To that end, I
have, as I indicated in our call I would, attached a copy of the form with which Ms.
Fiannaca can appeal the suspension of the privilege of registering for events online. While
in response to that offer you indicated that you are a litigator and not interested in the
administrative process, I again urge Ms. Fiannaca to pursue that avenue, which I believe
will ultimately resolve this issue.

Washoe County Library System relies on policy for decision making. Citizens whose requests for services have been
denied have the right to appeal those decisions by completing the following information and submitting it to the Assistant
Library Director. The Assistant Library Director may refer the matter to an appropriate Library Manager with subject
expertise. If not satisfied with the decision of the Assistant Director, the citizen can appeal to the Library Director, if still
not satisfied; the citizen can appeal and appear before the Library Board of Trustees.

Dear Trustees,
I am writing this letter to you today in regard to the reappointment of Jeff Scott as library board director
for Washoe County. I am very much against his reappointment and recommend that he be replaced by
somebody else more appropriate for our community.
It seems that nobody wants to look at Mr. Scott's record over in Berkeley CA in 2015 and 2016. When he
was there he purged the library system of around 39,000 books that he did not even turn over to friends
of the library, but he had them recycled. That means he had them torn up and burned. Without the
knowledge of the librarians, he had shopping carts full of books removed and then when he was
confronted about he lied and said he only removed 2,000 books. He excluded the normal 38 librarians
who participated in the process of removing books and appointed his two hand-picked ones to do the
dirty work. It is beyond belief that such a person could ever have been chosen to head our libraries.
My point in bringing up what Mr. Scott did in Berkeley is to make the point that he has been doing the
same thing here in Washoe County for eight years under our noses with nobody noticing because there
were no watchdogs. We are trying to point out to the community that there is a problem with
pornography in the children's sections of our libraries and he refuses to even fix that problem. That
shows what a radical that he is. He controls and he manipulates the librarians. They are his handpicked
people to push his personal agenda on the people of this county and he does not represent the greater
population of Washoe County. He only represents his own godless and immoral point of view.
If I had the proof I would bring it forward that he has purged Christian and American traditional books
from our county library for the last eight years. I do not have that proof because I was not monitoring
this situation but the proof that I have is when you go into these libraries you can't find any of those
kinds of books. They have been purged. In their place Mr. Scott has filled the libraries with his hand-
picked books pushing his agenda. If I were to do a test and donate some American traditional and
religious books to the library I am sure they would never see the light of day on a shelf in our library
system. Mr. Scott knows every detail of the workings of this library and the one who is banning books in
our county is Mr. Scott. It is not the people here trying to get pornography out of the children's sections.
Vote to remove Mr. Scott. He has had long enough time here and we need a change. We need someone
who has more of a balanced perspective and believes in true diversity and inclusion. By that I mean not
excluding the Christian and American traditional perspectives like Mr. Scott has done. Our libraries
should be a place where everybody feels comfortable coming and reading books. There should be books
that pertain to every facet of life, not just Mr. Scott's radical point of views. If I were an atheist or a gay
person I would feel very comfortable in the library system. The problem is that I am not and most
people of this county are not and for that reason most people do not feel comfortable coming to our
libraries.
You have the choice today to make a decision whether you will continue Mr. Scott's policies of our tax
funded library system catering to a small group of people or making a bold choice to change the old
guard out for someone that is open minded and receptive to all points of view. Please look at the
attached documents that will show what happened in Berkeley. Those people were Democrats and on
the left-wing point of view that were opposing Mr. Scott and it was not a bunch of right wing
fundamentalists so nobody can make that accusation. Please read carefully so you can find out what he
did and then you will know what he has been doing in Washoe County for the last eight years and why
we need change so that we can include the whole community and not just Mr. Scott's patron minority
supporters.

The head of the Berkeley Public Library has resigned in the midst of a controversy over the weeding of books from the city's Central Library.
Jeff Scott, who took the job as director of library services just 10 months ago, has been on the defensive as critics questioned his management style and honesty.
“It is with a heavy heart that I tender my resignation as the Director of Library Services of the Berkeley Public Library. I have enjoyed my work here at the library
and I am proud of what we have been able to accomplish,” Scott said in a statement Monday.
The library's Board of Trustees will initiate a search to fill the position.
Members of the public, as well as current and former librarians, have accused Scott of lying about the number of books discarded by the library in the weeding
process. They've also charged that he removed key library personnel from the process of culling the collection.

Just under 1,000 people signed a MoveOn.org petition calling for Scott’s suspension or removal.
Scott took much of the criticism on at a special meeting of the Board of Library Trustees last week.
Many at the meeting complained about what they said was an overly aggressive book-weeding policy, as well as what they perceived to be a hostile working
environment at the libraries and a lack of honesty and trust. They said they thought Scott had lied to the community about the number of items weeded out.
Scott initially said he thought 2,200 items had been discarded this year. He later acknowledged that the real number was 39,000, pointing out that in a previous year
more than 50,000 items were weeded out. Some also said they were punished for speaking out against the collections management policy.
A number of the speakers called for Scott to be either fired or suspended without pay.
Pat Mullan, a former librarian who was a leader in the campaign against the weeding, told Berkeleyside she was “relieved” at the news of Scott’s resignation.
"The community is aghast at what happened," Mullan said. "I hope the library board now can take the reins and find an interim director who understands the staff
and the collection while doing a national search.“
Mullan added that she thought two other staffers in collection management should also leave.
“I am really happy he is gone. He was the wrong man for the job,” said Bob Baty, who retired as the libraries' head of maintenance in 2008 after 19 years and who
now serves on the board of the Friends of the Berkeley Public Library.
“He consistently lied to us about the number of books that were pulped, number one," Baty said. "And number two, he kept saying they were all going to the Friends,
and all we got were five boxes out of 39,000 volumes. So he broke trust with the entire staff, and therefore his ability to lead was gone.”
City Councilman Kriss Worthington, who called last week for an independent investigation into the weeding issue, said he still wants to know more about what
happened at the libraries.
“If somebody else is responsible for the mistreatment of the librarians and inaccurate information, they shouldn’t be off the hook and have him be the sacrificial
lamb,” Worthington said. “We need to see what went wrong. Where did the inaccurate information come from. Did it come from him only? From one person to him?
From two people to him? Who made the mistakes?”
This is the second Berkeley library director who has been forced to resign in recent history. Jackie Griffin resigned in 2006 over union-related issues.
While Scott was in his position for only about 10 months, he oversaw the creation of a new strategic plan for the library, one that included creating a larger gathering
spot for teens in the Central Library. He was concerned about how to balance the needs of the homeless with other patrons and set up a task force to consider the
situation. He was also active on social media, tweeting regularly about library events and issues. He is a voracious reader and posted book reviews regularly on
Goodreads.
The board is scheduled to meet next week, at which time it will discuss the details for a new director search.
“We feel the role of the director of the Berkeley Public Library is a terrific opportunity, and we look forward to proceeding with that selection,” said Abigail Franklin,
chair of the library board.

Dear Trustees,
I am writing this letter to you today in regard to the reappointment of Jeff Scott as library board director
for Washoe County. I am very much against his reappointment and recommend that he be replaced by
somebody else more appropriate for our community.
It seems that nobody wants to look at Mr. Scott's record over in Berkeley CA in 2015 and 2016. When he
was there he purged the library system of around 39,000 books that he did not even turn over to friends
of the library, but he had them recycled. That means he had them torn up and burned. Without the
knowledge of the librarians, he had shopping carts full of books removed and then when he was
confronted about he lied and said he only removed 2,000 books. He excluded the normal 38 librarians
who participated in the process of removing books and appointed his two hand-picked ones to do the
dirty work. It is beyond belief that such a person could ever have been chosen to head our libraries.
My point in bringing up what Mr. Scott did in Berkeley is to make the point that he has been doing the
same thing here in Washoe County for eight years under our noses with nobody noticing because there
were no watchdogs. We are trying to point out to the community that there is a problem with
pornography in the children's sections of our libraries and he refuses to even fix that problem. That
shows what a radical that he is. He controls and he manipulates the librarians. They are his handpicked
people to push his personal agenda on the people of this county and he does not represent the greater
population of Washoe County. He only represents his own godless and immoral point of view.
If I had the proof I would bring it forward that he has purged Christian and American traditional books
from our county library for the last eight years. I do not have that proof because I was not monitoring
this situation but the proof that I have is when you go into these libraries you can't find any of those
kinds of books. They have been purged. In their place Mr. Scott has filled the libraries with his hand-
picked books pushing his agenda. If I were to do a test and donate some American traditional and
religious books to the library I am sure they would never see the light of day on a shelf in our library
system. Mr. Scott knows every detail of the workings of this library and the one who is banning books in
our county is Mr. Scott. It is not the people here trying to get pornography out of the children's sections.
Vote to remove Mr. Scott. He has had long enough time here and we need a change. We need someone
who has more of a balanced perspective and believes in true diversity and inclusion. By that I mean not
excluding the Christian and American traditional perspectives like Mr. Scott has done. Our libraries
should be a place where everybody feels comfortable coming and reading books. There should be books
that pertain to every facet of life, not just Mr. Scott's radical point of views. If I were an atheist or a gay
person I would feel very comfortable in the library system. The problem is that I am not and most
people of this county are not and for that reason most people do not feel comfortable coming to our
libraries.
You have the choice today to make a decision whether you will continue Mr. Scott's policies of our tax
funded library system catering to a small group of people or making a bold choice to change the old
guard out for someone that is open minded and receptive to all points of view. Please look at the
attached documents that will show what happened in Berkeley. Those people were Democrats and on
the left-wing point of view that were opposing Mr. Scott and it was not a bunch of right wing
fundamentalists so nobody can make that accusation. Please read carefully so you can find out what he
did and then you will know what he has been doing in Washoe County for the last eight years and why
we need change so that we can include the whole community and not just Mr. Scott's patron minority
supporters.

I am writing to appeal my suspension of being able to register for library events on the Washoe County
Library System website. I discovered that I was banned from registering on 28 November when I
attempted to sign-up for the handbell choir event scheduled for 2 December. I have since learned that my
being banned is a result of a violation of Terms of Use policy which I am unable to find on the website. I
was not notified of any violation and have been made to understand that there is no appeal process for
violations of Terms of Use. I am quite confused about how I violated a policy that I cannot read, why I was
not notified of a violation, and how there can be no appeal. I am also aware that not all the people that did
the EXACT thing I did, were not banned as well. I would think that all the people that violated the policy

Appeals Process: Suspension of privileges
Washoe County Library System relies on policy for decision making. Citizens whose requests for services have been
denied have the right to appeal those decisions by completing the following information and submitting it to the Assistant
Library Director. The Assistant Library Director may refer the matter to an appropriate Library Manager with subject
expertise. If not satisfied with the decision of the Assistant Director, the citizen can appeal to the Library Director, if still
not satisfied; the citizen can appeal and appear before the Library Board of Trustees.

Four library protestors spoke during the general public comment period. If I were more organized I
would have added times so people could find the speakers; I will next time.
Valerie Fianaca
She does not think Director Scott is doing a good job for the following reasons:
1. She was injured duirng a protest of Drag Queen Story Hour, and holds Director Scott responsible.
She did not provide details about her injuries, who injured her or how.
2. She says she was called a fascist for saying the Pledge of Allegiance at a Trustee meeting.
3. She said a newsletter article on the library web site had a link to one of her comments; she feels it
was unfair for Director Scott to do this. (I read the article and I can’t see anything that seems like an
attack directed at Ms. Fianaca).
4. She said Director Scott has attended community meetings held by Trustee Jacks and that his
presence is intimidating and discourages the public from speaking.
Ms. Fianaca also commented about Agenda Item 7e7 regarding funding for upgrades at two libraries.
She questioned why the upgrades were necessary.
Bruce Foster
1. Spoke in protest of library materials the sexualize children and damage their innocence.
2. He spoke against continuing to affiliate with American Library Association because the current
president is a lesbian and a marxist.
3. He brought an example of a book that doesn’t belong in the library: Every Body Book. He says
the book creates confusion in the minds of children since it includes information about LGBTQIA+
people. The advisor from the DA office would not allow him to show pictures or read from this book
– he said this action demonstrates that the book is not approprite for a children’s library since the DA
deemed it inappropriate for adults.
Roger Edwards
He seconded Valerie Fianacs comments about poor performance of Director. He claims he was thrown
out of meetings by Director Scott. He cautioned the Commissioners about spending money. He
claimed the Republicans on the board were bound by party requirements to cut back on spending.
(very weird comment in my opinion) Later in the meeting, under Agenda Item 7, he repeated that the
Commissioners should look at Library spending, especially upgrades at Spanish Springs and South
Valleys Libraries, which he said were unnecessary.
Not related to libraries, Mr. Edwards commented on an item in the consent block regarding recognition
of tribes that have lived in Washoe County. He said these tribes did not deserve recognition since they
never did anything and have no accomplishments to point to.

She mentioned that Mr. Foster could not show to adults a book available in children’s section of the
library. She thought the Commissioners should know what is going on at Libraries.

links below). He offers practical solutions to fixing the schools so that students may once again learn. He includes known,
workable corrective measures.
As the season of giving quickly approaches, I challenge us to each ask ourselves, is there something that I can do to
protect the innocence of the children. After all, they are worth it; they have to be as they are the future.

There are many people and organizations actively working to protect the innocence of the children of Washoe
County. One group of citizens has started a petition to remove sexually explicit books that have been found on
the shelves of both the Washoe County Library System and the Washoe County School District School Libraries.
When attempting to read these books out loud at multiple Washoe County Board of County Commissioner
meetings, Washoe County School Board of Trustee meetings and Library Board of Trustee meetings, the public
has been gaveled down and silenced. The books are deemed too offensive to be read at our community
meetings.

with a focus on removing obscene books from the school libraries HERE. Decide for yourself and consider

Wake Up Washoe County, a local non-profit founded by Nichelle Hull, is diligently working to start libraries that

As the season of giving quickly approaches, I challenge us to each ask ourselves, is there something that I can
do to protect the innocence of the children. After all, they are worth it; they have to be as they are the future.

I am writing to appeal my suspension of being able to register for library events on the Washoe County
Library System website. I discovered that I was banned from registering on 28 November when I
attempted to sign-up for the handbell choir event scheduled for 2 December. I have since learned that my
being banned is a result of a violation of Terms of Use policy which I am unable to find on the website. I
was not notified of any violation and have been made to understand that there is no appeal process for
violations of Terms of Use. I am quite confused about how I violated a policy that I cannot read, why I was
not notified of a violation, and how there can be no appeal. I am also aware that not all the people that did
the EXACT thing I did, were not banned as well. I would think that all the people that violated the policy
would be banned and not just a select few. Please help me to understand what exactly I did wrong and
what I must do to complete the appeal process. Thank you for your help.

This is indeed a work in progress. Thanks to your input, I've made a couple of updates to the

I have two complaints against Library Trustee and Vice Chair Gianna Jacks that occurred yesterday,
Thursday, November 30th, at 10 am at Swill Coffee and Wine Bar during Vice Chair Jacks’s Library
Outreach Event. This is from Stacy McKenzie (in her recounting, she misnamed the individual with Ms.
Jacks. Bruce Parks was the one sitting with Vice Chair Jacks and slammed the table and yelled at her.)

I got this written down so it was fresh, but I am so shaken by the whole thing that I am sure some bits
and pieces will come to me throughout the day and overnight.
This is the opposite of supporting the libraries and its staff and I want to know what formal procedures I
can follow to make this an official grievance again Trustee Jacks. I plan to update any info that I
remember by tomorrow and then do you know what I do next? Send it to Frank? To the Commissioners?
I certainly want any input Debi that you see I need to edit or ad. My recording is pretty bad, can’t get
hear enough details, but I do plan on listening to it this evening with headphones so I can see if I can pull
anymore direct quotes.
I went to Swill coffee for the public forum/townhall meeting that was promoted by Trustee Jacks on
November 30th, 2023. I had heard that staff had attended these coffee sessions in the past and had been
asked good questions from the attendees and wanted to contribute as needed to any questions that the
public might have.
I was sitting with fellow staff members Debi Stears and Director Jeff Scott when I saw Jim Shirk look into
the room where we were sitting and quickly back out. I mentioned this to Debi, and she got up to check
if we needed to move our location in order to participate. When she returned, she was obviously
shocked and shaken and relayed to Jeff and me that she was asked by Gianna and others in the group,
why we were there and that they said that previous interactions at this coffee event had been
argumentative, and that library staff was not invited.
I got up to get another cup of tea and while waiting, introduced myself to the people at the table and
asked if I understood correctly that they did not want staff to participate in the open discussion about
libraries as the flyer advertised. Gianna said that it had been too disruptive at previous meetings and
that she saw this as a town hall for the public only. She stated that the commission had expressed
concern that staff had used paid time to attend events like this and said that Director Scott had been
asked to leave from the previous session. I told her that I had heard from staff that it was a good
discussion and noted that a public comment from the last board meeting supported that people at the
coffee event enjoyed speaking with Debi. At this point, Jim Shirk said, “You are not invited, thank you.”
He said this in a loud and dismissive manner. I continued speaking with Trustee Jacks asking her why she
did not want library staff there to answer questions about the library since her session was advertised as
being about the library. At this point Drew Park stood up, slammed his hands loudly on the table and
stated extremely loudly, “YOU ARE NOT INVITED.” His volume was so loud that several people in the
shop, stopped talking and looked over to see what the commotion was. When I determined that he was
not going to strike me to yell at me anymore. I continued speaking the Gianna and told her, okay, then
fine, but you need to be sure to specify on the flyer who is and who is not invited because I would have
never known that library staff would be excluded.
Jim Shirk said at least two more times, “You are not invited, thank you, goodbye,” in a dismissive and
loud and rude tone.
I went back to the table with Jeff and Debi and related the information to them. I clarified that Ginna
should not have the library logo on her flyer since the meeting was exclusionary to certain members of
the community including library staff. On the way out of the shop, I stopped again at the table and let
Gianna know that since her outreach was exclusionary and was not an event approved by the library,
that she needed to remove the logo from her flyer and be very clear in who is and who is not invited. I
mentioned that they should be careful not to lie about director Scott being asked to leave, since that
was verified to have been a false statement, I also addressed Drew Parks that if he showed intimidating
or aggressive behavior toward me again, I would take action. He said that he has a balance issue and
must talk loud due to his hearing issue. I explained that since he is aware of these issues, he needs to
adjust them and be sure to not speak to me in that manner in the future. During this conversation,
another woman at the table began to ask Debi about a library form and placement of the library logo. At
some point Debi pointed out that we just want to help and answer questions and was met with them
rudely saying again, that we were not invited. I reminded them to correct that flyer to reflect this
exclusion and Ginna said, “Is she still talking” under her breath to her father. I asked her to repeat what
she said, and she verified the comment. At that point, Debi and I were literally shocked at the behavior
and stood just for a moment in awe of the behavior of this supposed representative of the library and
her father who was butting in as if to speak on her behalf and we were once again told that we were not
invited, so Debi and I left the shop.
This behavior by a library trustee was embarrassing to say the least. She was rude and allowed her
father and two others at the table to yell at myself and Debi continually. She, as a trustee did not
support us as library staff and was encouraging rudeness towards us. This is inconsistent with how a
Library Trustee should be conducting herself in public and contrary to how she should be supporting
library staff to the public.

manner and then turned to her father (Jim Shirk, who was sitting next to her at the table), lowered her
head and whispered to him, “Is she still talking” under her breath. I asked her to repeat what she said,
and she verified the comment. At that point, Debi and I were literally shocked at the behavior and stood
just for a moment in awe of the behavior of this supposed representative of the library and her father
who was butting in as if to speak on her behalf and we were once again told that we were not invited, so
Debi and I left the shop feeling.
This unprovoked and unnecessary public behavior by a library trustee toward library staff members was
embarrassing to say the least and was noticed and observed as such by other public citizens in the Swill
coffee shop at the time. She was rude and for some reason allowed her father and two others at the
table to yell at myself and Debi continually as if on her behalf. She, as a trustee did not support us as
library staff and was encouraging rudeness towards us from her father and the others at the table. This
is inconsistent with how a Library Trustee should be conducting herself in public and contrary to how
she should be supporting library staff to the public. I also feel it violates the Washoe County code of
conduct and if I supervised an employee who treated other library staff members, or board trustees in
this manner, it would be address with HR and disciplinary action would be taken.

never known that library staff would be excluded.

I went back to the table with Jeff and Debi and related the information to them. I clarified that Ginna
should not have the library logo on her flyer since the meeting was exclusionary to certain members of
the community including library staff. On the way out of the shop, I stopped again at the table and let
Gianna know that since her outreach was exclusionary and was not an event approved by the library,
that she needed to remove the logo from her flyer and be very clear in who is and who is not invited. I
mentioned that they should be careful not to lie about director Scott being asked to leave, since that
was verified to have been a false statement, I also addressed Drew Parks that if he showed intimidating
or aggressive behavior toward me again, I would take action. He said that he has a balance issue and
must talk loud due to his hearing issue. I explained that since he is aware of these issues, he needs to
adjust them and be sure to not speak to me in that manner in the future. During this conversation,
another woman at the table began to ask Debi about a library form and placement of the library logo. At
some point Debi pointed out that we just want to help and answer questions and was met with them
rudely saying again, that we were not invited. I reminded them to correct that flyer to reflect this
exclusion and Ginna said, “Is she still talking” under her breath to her father. I asked her to repeat what
she said, and she verified the comment. At that point, Debi and I were literally shocked at the behavior
and stood just for a moment in awe of the behavior of this supposed representative of the library and
her father who was butting in as if to speak on her behalf and we were once again told that we were not
invited, so Debi and I left the shop.
This behavior by a library trustee was embarrassing to say the least. She was rude and allowed her
father and two others at the table to yell at myself and Debi continually. She, as a trustee did not
support us as library staff and was encouraging rudeness towards us. This is inconsistent with how a
Library Trustee should be conducting herself in public and contrary to how she should be supporting
library staff to the public.

Hi Jeff,
I wanted to document my expiernece at "Books and Coffee with a Trustee" earlier today.
I've attended several of these events and have always felt welcomed, both by VC Jacks,
and the other atendees. I arrived today shortly before the stated 10:00 start time. I went to
the counter to order a drink and saw that Assistant Library Director Stacy McKenzie was
there and had already gotten a beverage. As I was waiting for my drink to be prepared,
Library Director Jeff Scott arrived and ordered a drink. The three of us walked into the large
room where the previous meetings had taken place. Unlike the earlier meetings, there was
no table designated with signage advertising that the space was reserved for meeting with
VC Jacks. Jeff, Stacy, and I chose a small table, took our seats, and waited for others to
arrive.
Just after 10:05 I glanced at my watch and commented that maybe the meeting wasn't
taking place today and we hadn't been informed. Stacy noticed someone poke his head
around the corner and voiced that she suspected he was with the library group. I offered to
go into the other room and try to connect with any atendees. VC Jacks was seated at the
table with a man who was unknown to me. VC Jacks introduced her father, Jim Shirks, to
me. VC Jacks then began questioning why Jeff and I were coming to these meetings that
she was trying to have. She expressed concern that she's getting lots of emails, that her
name was being brought up at the Board of County Commission meeting; she's received
emails talking about suing the Library Board and she's getting other emails asking why Jeff
and I are coming to these meetings and that it's inappropriate for us to do on paid time. She
kept saying that it just isn't appropriate for us to be there and even a little creepy.
I responded that my goal has been to engage in dialogue with community members, to
have the ability to respond to questions and concerns.
VC Jacks went on to say that the presence of Library Director Scott and me at these
meetings is problematic, that we come and fight with people who have come to share their
concerns with her. VC Jacks pointed out that I'm in the middle, physically in the middle
between Director Scott and VC Jacks being able to meet with the community. I was
confused by the dramatic change in demeanor from VC Jacks; prior to this meeting she had
always been warm and welcoming. She has reached out to me by phone on multiple
occasions and had always been friendly and inviting. VC Jacks said that she was going to
change these meetings to every other week because it was really becoming too much.
Janet Butcher arrived at the table at this point.
I returned to the other room to updat Jeff and Stacy on my interaction with VC Jacks and
Mr. Shirks. I was expressing my shock at the change in tone and being made to feel
unwelcome and accused of fighting with members of the community. Stacy offered to go
and introduce herself and verify for herself that library administration was unwelcome at
this event. Stacy returned a few minutes later, expressing that she had been made to feel
very uncomfortable by Mr. Parks standing up, pounding his fists on the table, and speaking
very loudly in her face.
Jeff had to leave for a meeting and Stacy and I left shortly thereafter. We stopped by the
table occupied by VC Jacks on our way out. I heard Stacy expressing to Mr. Parks that it
was inappropriate for him to pound his fists and raise his voice to her. Mr. Parks explained
that he had balance issues and a hearing defecit which makes him speak loudly. He said
he was sorry if that bothered her. As this conversation was going on, Mr. Shirks kept saying,
"you're not invited; you're done here; you need to leave". Ms. Butcher expressed concern
that there was no library logo on the final page of the collection development policy. I
pointed to the logo on the page. Ms. Butcher also questioned why we were there. I pointed
out that we have heard repeatedly that people from this group have complained in public
meetings that we doin't listen to their concerns and that by coming to these gatherings I'm
attempting to hear those concerns. Ms. Butcher replied that we are not listening if we allow
a four year old child to pull a book from a low shelf, a book that shows pictures of people
having sex. As I was listening to Ms. Butcher's concerns I heard Stacy explain to Ms. Jacks
that she needed to be careful that she not portray these coffee events as library events
when there are people who are not welcome to attend. Among more taunts of "you need to
go...you are not welcome here...leave now", Stacy and I left Swill Coffee.

I got this written down so it was fresh, but I am so shaken by the whole thing that I am sure some bits
and pieces will come to me throughout the day and overnight.
This is the opposite of supporting the libraries and its staff and I want to know what formal procedures I
can follow to make this an official grievance again Trustee Jacks. I plan to update any info that I
remember by tomorrow and then do you know what I do next? Send it to Frank? To the Commissioners?
I certainly want any input Debi that you see I need to edit or ad. My recording is pretty bad, can’t get
hear enough details, but I do plan on listening to it this evening with headphones so I can see if I can pull
anymore direct quotes.
I went to Swill coffee for the public forum/townhall meeting that was promoted by Trustee Jacks on
November 30th, 2023. I had heard that staff had attended these coffee sessions in the past and had been
asked good questions from the attendees and wanted to contribute as needed to any questions that the
public might have.
I was sitting with fellow staff members Debi Stears and Director Jeff Scott when I saw Jim Shirk look into
the room where we were sitting and quickly back out. I mentioned this to Debi, and she got up to check
if we needed to move our location in order to participate. When she returned, she was obviously

argumentative, and that library staff was not invited.

Trustee Moser Info
SAP is the budgetary software the county uses. I am attaching screenshots of the county budget so you
can see what that looks like. It is hard to decipher it outside of the county, but if you have questions I can
answer them or followup with the admin/budget staff for detailed questions.
Our marketing budget last year was $6,000. That was entirely spent on the Library Explorer Brochures.
Annually we have 8,000 brochures printed four times a year (one for every season). This is the biggest
cost for marketing. Individual programs and events do not have marketing budgets. For instance, Drag
Story Hour in 2022 was paid for by Friends of Washoe County Library. $600 for the presenters, no other
costs. This year, Our Center paid for our presenters, they also coordinated volunteers to help out with
the event. This partnership did not require an MOU and did not cost any money. These folks came out
because they believe in what we are doing.
