Environmental Impact Statement System under Presidential Decree 1586 which was ratified on June 11,
1978. The primary goal of this law is to maintain the balance between the environment and the country's
socioeconomic development. It strives to conserve the environment amid rising demand for natural resources
and development in order to achieve long-term sustainability.
An Environmental Impact Statement must be prepared for any proposed environmentally critical project
or project located in an environmentally critical area. Project Description Reports are necessary for non-
environmentally critical projects. Failure to comply with this law results in a proportional consequence, such as
certificate suspension or revocation, or a fine.

P.D. 1586: The Philippine Environmental Impact Statement (EIS) System of 1978
R.A. 8749: The Philippine Clean Air Act of 1990
R.A. 9275: The Philippine Clean Water Act of 2004
R.A. 6969: Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990
R.A. 9003: The Ecological Solid Waste Management Act of 2000
