ITHEMBU LETHU YOUTH DEVELOPMENT PROGRAMME

SUBJECT:2024 ENROLLEMENT AND YOUTH DEVELOPMENT PROGRAMME


EXPANSION.

The purpose of the memorandum is to advice Makhosini community youth aged 18 -25
years of the 2024 Enrollment and the expansion of the youth development programme
.It aim is to open 10 new youth development centers as from 01 January 2024.Be
advised that the targeted youth are the unemployed and the enrollment programme will
exclude youth in high school and those in university .The reason for targeting
unemployed youth is because the youth programme requires students to be at the
campus learning from Friday to Monday ,and would start in January and graduate in
December. Communication to successful candidates would be done in writing by
December 2023.

It is with great pleasure to further advise that the Ithembu Lethu youth programme ,has
acquired a 5 year government sponsorship and 2 foreign sponsors. In this regard the
development programme has been allocated 10 new locations to allow more youth to
empower youth with the necessary skills relevant at the workplace, university and
develop effective life skills. The developments are likely to ensure that more youths are
enrolled in 2024 compared to previous years.

It is our appeal to guardians ,parents and community members to encourage


unemployed youth to apply for the programme. Kindly note that no enrollment fees is
payable .Report any cases were fees are solicited for this programme by calling our

MINUTES OF A MEETING
AGENDA ITEM:3.1 PROCUREMENT OF WI-FI ROUTERS

Dr Coal (Chair)

The chair person reminded the house of a sustainable online teaching and learning
system ,which most tertiary institutions have adopted following the outbreak of the
pandemic. The University of Gauteng was said to be in the process of procuring a Wi-Fi
system to facilitate online teaching and learning. Mr.Dick (Procurement Manager) was
given the floor to outline the Wi-Fi system ,its operations and challenges the institution
was facing in securing the Wi-Fi router.

Mr. Dicks:
Mr. Dick acknowledged the chair and house. He highlighted that the university
management had 6months ago procured six 805.11 Wi-Fi routers from KBee IT
Connections to services three campuses but these have not been delivered. The
Procurement Manger equally gave a technical explanation of the Wi-Fi system. He

outlined that like mobile phones,Wi-Fi makes use of radio waves in order to send
information across networks. For transmission of information ,the computer should have
a wireless adapter which translates data into radio signals, he explained. These signals
were said to be transmitted through an antenna to a decoder thus the router. It was
reinforced that ,once decoded ,data is sent to the internet using an Ethernet connection.
The wireless network allows received internet data to pass through the router and be
coded into a radio signal which is received by the computer wireless adapter. ”Hotspot”
was explained as an area where Wi-Fi access is available .He added that this can be a
closed wireless home network ,university offices and or public places .

Dr Gobi:
Asked Mr. Dick to shade more light as to why the purchase from KBEE IT was delayed
considering the fact that the finance department had authorized the procurement the
previous year.

Ms. Padi:
The SCR representative queried why the institution was not connected to a Wi-Fi router
though the issue had been finalized the previous year. Moreover ,she added that the
SRC had been receiving numerous complaints from students with regards to network
and data access challenges .An update over the matter was sought.

Dr Coal:
Readdress the house to allow Mr. Dick to explain Wi-Fi procurement challenges being
faced so that effective resolutions could be made.

Mr. Dick:
Explained that a research of different service providers was conducted by the
procurement office before finalizing the process .KBee IT Connections ,was selected
because it was the most prominent and cost –effective. An order of six 805.11Wi-Fi
routers was placed last year and a delivery was expected in 7 working days after
payment .An inquiry with KBEE IT was done without much progress even after calling

the company. He added that the delay had negatively affected operations at the
institution to include smooth running of online classes ,access to module sites,
assignments and submission portals as well as Zoom or Microsoft Teams meetings .

Mr. Son:
Asked the house to find a way forward. This was following an explanation that the ICT
department had made necessary preparations. These included a purchase of new
laptops for staff members .These needed to be installed the latest Microsoft software for
a quick run. The department is said to be ready to train students and staff members on
how to access and make use of new portals for communication ,access and assignment
submissions. Therefore the delays in procurement and delivery by KBee IT was
hindering the ICT department’s state of readiness.

Prof .Johnson
Raised a suggestion if the house could revise the service providers research which had
been done, then cancel the purchase transaction with KBEE IT Connections and
engage the second-best service provider to get a better service. He reported that the
Wi-Fi router procurement delays matter had been tabled at a recent heads of
department meeting. Various concerns by staff members and students were forwarded
with regards to the unreliable old internet system. There was much anticipation that a
migration to the latest system would take place at the beginning of the new academic
year .Students from disadvantaged backgrounds were said to be the most affected by
unreliable internet connects and high data costs.

Dr Carl:
Seconded Prof Johnson’s suggestion. He added that the institution cannot afford further
delays ,or compromise its credibility .He proposed that the legal team engage over the
matter and a refund with interest be sought from KBee IT Connections following
cancellation of the transaction.

Ms. Padi:
Ms. Padi further suggested to taking KBee IT Connection to a small claims court. She
pointed out that the company’s poor service delivery be exposed on the SABC
programme “Bua Fela” .This way a quick refund and interest could be obtained. In
addition ,student would also get first –hand information and understand why the
installation was delayed.

Dr Coal:
Commented that it would not be reputable for an institution like University of Gauteng to
go on “Bua Fela” to resolve the matter. He requested the house to finalize the matter ,
whether they agreed with Prof Johnson’s suggestion to involve the legal team .The
house unanimously agreed ,and seconded Prof .Johnson’s suggestion to involve the
legal team.

Dr Coal:
Thanked all members. He advised that the procurement department would update the
university management team about the matter and engage the legal department
.Meanwhile, engagements with an alternative service provider would be underway to
avoid further delays.

The meeting adjourned at 14:15hrs
