APPLICABILITY
Group 1:
• ATR 42-500 MSN 1416, 1419, 1602, 1606, and 1607 to 1612 inclusive.
• ATR72-212A MSN 1542, 1556, 1561, 1565, 1566, 1570, 1573, 1575, 1594, 1596, 1598, 1600, 1620,
1623, 1628, 1630 to 1632 inclusive, 1634, 1636, 1638 to 1644, 1646 to 1648 inclusive, 1651, 1654,
1655, 1657, 1659, 1660, 1662, 1663, 1680, 1681, 1686, 1691, 1692, 1700, 1717, 1722, 1727, 1730,

• ATR42-500 and ATR72-212A post MOD 05948 and post MOD 10367.
DEFINITION
For the purpose of this AOM, the following definitions apply:
• The SB: Service Bulletin (SB) ATR42-24-0062, or ATR SB ATR72-24-1032, as applicable.
• The OEB: Operations Engineering Bulletin (OEB) 56 issue 3 “Potential temporary loss of all Cockpit
Display Systems”.
• Affected part: Battery toggle switch Functional Item Number (FIN) 7PA P/N E0062C1A4AC0A or
845UN01A4AC0A which has been previously installed on another aeroplane (not new).
REASON
Two events of temporary loss of all Display Units (DUs) and Integrated Electronic Standby Instrument (IESI)
have been reported to ATR.
The investigation identified the battery toggle switch 7PA and the contactor 1PA as two of the potential
contributors to the reported cases. Investigation is still on-going to fully understand the root cause.
To address this potential unsafe condition, ATR has developed an operational test to be performed on
contactor 1PA and a procedure to perform impedance measurements on the battery toggle switch 7PA.
The purpose of the electrical test requested on battery toggle switch 7PA is to collect data to help with the
investigation.
This AOM was revised to issue 2 to inform all operators that EASA released, on 03 May 2021, the
Airworthiness Directive (AD) 2021-0120-E addressing this issue with an effective date of 05 May 2021. The
purpose of this revision is also to provide precisions concerning the requested tests, and to inform all
operators that ATR has modified the normal procedures and checklists to activate the Transformer Rectifier
Unit (TRU) during Before taxi procedure application and deactivate it during After landing procedure
application. The purpose of this modification is to prevent the loss of electrical emergency network in case of
occurrence, and this modification leads to additional restrictions on the Minimum Equipment List (MEL).
This AOM was revised to issue 4 to provide operators with OEB 56 issue 2. This OEB has been updated to
provide recommendations further to electrical transients which could occur at TRU activation/deactivation on
ground.
This AOM was revised to issue 6 to inform all operators that ATR has developed a corrective action (MOD
10367) which consists in a wiring modification of the battery toggle switch 7PA integration on A/C and to
provide all operators with the SB to embody this modification.
In addition, the FCOM normal procedures and normal checklists have been removed from this AOM as they
have been included in normal revision of the operational documentation.
ACTIONS
ATR requires all operators to comply with the actions set within the EASA AD 2021-0120-E if not yet
performed:
• Group 2 aeroplanes:
o Before 04 June 2021 inclusive: to perform the operational test of the contactor 1PA as per
instructions provided in Appendix 1 of this AOM.
• Group 1 and Group 2 aeroplanes:
o Before 12 May 2021 inclusive: to inform their operating crews of the relevant AFM
Limitations provided in Appendix 1 of EASA AD 2021-0120-E.
o Before 12 May 2021 inclusive: to ensure that no aeroplane will be dispatched with any of the
equipment identified in the table below inoperative, which can be accomplished by marking
these items as NO GO item:
To provide precisions concerning the procedure modifications to be implemented, this AOM includes in
Appendix advance copies of:
• OEB 56 POTENTIAL TEMPORARY LOSS OF ALL COCKPIT DISPLAY SYSTEMS (CDS)
• Normal procedures (Before taxi and After landing)
• Normal checklists.
The activation of the TRU limits the impact of the event by maintaining the power supply of emergency
electrical network. In case of occurrence, DC GEN 1+2 FAULT emergency procedure triggers and has to be
applied.
Therefore, ATR recommends operators to refresh flight crew for DC GEN 1+2 FAULT emergency procedure
during recurrent training.
In addition to the above, ATR recommends, for Group 1 and Group 2 aeroplanes, to perform the operational
test of the contactor 1PA on a weekly basis, as per instructions provided in Appendix 1 of this AOM.
All of the above additional recommendations not linked to EASA AD 2021-0120-E are only valid for A/C pre
MOD 10367.
Finally, ATR requests all operators to report to ATR instances of loss of partial and/or temporary loss of
display units during normal operations.
ADDITIONAL ACTIONS
As per EASA AD 2023-0078R1, ATR recommends all operators:
• Group 1 and Group 2 aeroplanes :
o Before 26 May 2023 inclusive: to amend the applicable AFM by inserting a copy of the OEB,
inform all flight crews, and, thereafter, operate the aeroplane accordingly.
▪ Note: As the introduction of OEB 56 in the AFM is mandated by AD, the content of the
OEB prevails on the AFM.
o Before 26 April 2024 inclusive: to modify the battery toggle switch integration wiring in
accordance with the instructions of the SB.
▪ Note: The application of the SB renders the associated actions in the Electronic Check
List (ECL) obsolete. The OEB 61 “Invalid Electronic procedures and check lists” will be
updated to inform all operators that the normal checklist requiring TRU selection on
ground should not to be used until next ECL revision scheduled in September 2023.
o The installation of an affected part is no longer allowed after the implementation of the SB.
• Group 3 aeroplanes :
o Starting from 26 April 2023: The installation of an affected part is not allowed.
▪ Note: There is no immediate action to be performed. This requirement only concerns
future replacement of the Battery Toggle Switch 7PA.
In addition to the above design change, a new CMR task (recurrent contactor 1PA Operational check every
1000FH) has been implemented through Time Limits Document (TLD) TR01/22 on revision 17 for ATR 42-
400/-500 and through TR03/22 on revision 21 for ATR72, for A/C post MOD 10367.

Contactor 1PA operational test instructions
1. Important notice :
• In case any corrective action is requested as per flowchart below, the full procedure has to be
performed again from the beginning.
• It is reminded that contactor 1PA is not a repairable unit.
• It is requested to send to ATR for expertise any contactor 1PA replaced during the application of the
below procedure.

6. Set “BTC” P/BSW (26PU) in “ISOL” position (It may take few seconds before isolation)
9. Close C/B DC EMER & STBY BUS ON HEBB CTL (62PA) located on 130VU
10. Close C/B DISPLAYS UNITS/F/O/DU4 MFD AUX (17WK2) located on 21VU
11. Release “BTC” P/BSW (26PU) in “AUTO” position (not in “ISOL” position)

Appendix 3
Battery switch 7PA electrical test instructions
Required tools:
- A milliohmmeter to measure the equivalent impedance of “Battery Toggle Switch 7PA” contact
and associated “Electrical Panel (29VU)” wiring.
Note: Use the 4-point probes method for the measurement with a test current set between 100
mA and 3A. Such a test current is required to ensure that the measurement is relevant. The
milliohmmeter range must be at least 250 mOhms and the measurements must be provided
with a 1 mOhm resolution.
- Two female electrical contacts “EN3155-019F2018”. These contacts are used to facilitate the
measurement at connectors’ level.
Note: if wires are used to facilitate the measurement, crimp wires E0261CF20 on these
contacts in accordance with ESP ATR-A-20-48-21-01001-041Q-A - Multipurpose Contacts -
Description (ATR). The equivalent impedance of the wires must be subtracted to the
measurement to obtain the equivalent impedance of “Battery Toggle Switch 7PA” contact and
associated “Electrical Panel (29VU)” wiring.
Prerequisites / Configuration:
Remove the 29VU electrical panel from the overhead panel and disconnect the following plugs:
- 215VC,
- 216VC,
- 217VC.
Note: ATR recommends that impedance measurements are performed in a stable surface with
adequate lighting.
Test procedure
1) Connect the female electrical contact “EN3155-019F2018” to
the Pin of connectors 215VC and/or 217VC, located at the
rear side of Electrical Panel 29VU (refer to columns [C] and
[D] of Appendix 4).
2) Connect the milliohmmeter clamp to one of female electrical
contact previously installed.
3) Use the milliohmmeter probe to perform the measurement on
the other female electrical contact.
Note: Before performing the measurements, make sure that
the range of application is set between 100mA and 3A.
4) Perform ten measurements on each contact (refer to column
[A] of Appendix 4). Before each single measurement, “Battery
Toggle Switch” must be cycled as defined in the column [B].
Note:
• DO NOT cycle the switch while milliohmmeter is
connected.
•
Measurement is performed ten times on each contact,
to ensure that the contact impedance does not drift from
one measurement to another.
5) Report each measurement carried out in the column [E] of
Appendix 4.
Repeat above steps (1 to 5) for all 10 contacts listed in the table in
Appendix 4 (1B-2B, 1D-2D, 1F-2F, …).
Close-up
Once all impedance measurements have been performed, reconnect 215VC, 216VC & 217VC plugs
to 29VU electrical panel and reinstall it on overhead panel.
Apply the following Operational tests to ensure that measurements performed did not alter A/C
nominal operation:

- This OEB covers a significant operational issue. Non-compliance with this OEB may have
a significant impact on the operations of the aircraft. ATR recommends that operators
apply this OEB without delay.
- The procedural part of this OEB is provided for insertion into the QRH.
- ATR recommends that all operators rapidly incorporate the corrective Service Bulletins/
actions that cancel this OEB when they become available.
Reason for Issue: This OEB is issued to prevent potential temporary loss of all
Cockpit Display Systems.
Applicable to: All aircraft post MOD 05948 and pre MOD 10367.
Cancelled by: The Corrective Action for this OEB is
Mod 10367.
After installation of corrective modification(s)/SB(s), if an Operator reinstalls any equipment
affected by this OEB, it is the Operator's responsibility to ensure that the recommendations
given in this OEB are applied again for the applicable aircraft.
Operations Engineering Bulletins are issued by ATR, as the need arises, to quickly transmit
new or revised operational procedures or limitations changes. They are distributed to all
FCOM holders and to others who need advice of changes to operational information.
The information in the OEB is recommended by ATR. It is not approved by Airworthiness

Note: This Airworthiness Directive (AD) is issued by EASA, acting in accordance with Regulation
(EU) 2018/1139 on behalf of the European UniAon, its Member States and of the European
third countries that participate in the activities of EASA under Article 129 of that Regulation.
This AD is issued in accordance with Regulation (EU) 748/2012, Part 21.A.3B. In accordance with Regulation (EU) 1321/2014 Annex I Part M.A.301, or
Annex Vb Part ML.A.301, as applicable, the continuing airworthiness of an aircraft shall be ensured by accomplishing any applicable ADs. Consequently,
no person may operate an aircraft to which an AD applies, except in accordance with the requirements of that AD, unless otherwise specified by the
Agency [Regulation (EU) 1321/2014 Annex I Part M.A.303, or Annex Vb Part ML.A.303, as applicable] or agreed with the Authority of the State of Registry
[Regulation (EU) 2018/1139, Article 71 exemption].

Applicability:
ATR 42-400 and ATR 42-500 aeroplanes, all manufacturer serial numbers (MSN); and
ATR 72-101, ATR 72-102, ATR 72-201, ATR 72-202, ATR 72-211, ATR 72-212 and ATR 72-212A
aeroplanes, all MSN.
Definitions:
For the purpose of this AD, the following definitions apply:

Affected part: Battery toggle switch Functional Item Number (FIN) 7PA, having Part Number (P/N)
E0062C1A4AC0A or P/N 845UN01A4AC0A, which has previously been installed on another
aeroplane (not new).
Groups: Group 1 aeroplanes are ATR 42-500 aeroplanes MSN 1416, 1419, 1602, 1606, and 1607 to
1612 inclusive; and ATR 72-212A aeroplanes MSN 1542, 1556, 1561, 1565, 1566, 1570, 1573, 1575,
1594, 1596, 1598, 1600, 1620, 1623, 1628, 1630 to 1632 inclusive, 1634, 1636, 1638 to 1644, 1646
to 1648 inclusive, 1651, 1654, 1655, 1657, 1659, 1660, 1662, 1663, 1680, 1681, 1686, 1691, 1692,
1700, 1717, 1722, 1727, 1730, 1732, 1736 and 1739.
Group 2 aeroplanes are ATR 42-500 and ATR 72-212A aeroplanes, all MSN that are not Group 1
aeroplanes and that are pre-mod 10367 and on which ATR modification (mod) 05948 (commercially
known as ‘-600 version’) have been embodied in production.
Group 3 aeroplanes are ATR 42-400, ATR 42-500 and ATR 72 aeroplanes, all MSN that are pre-mod
05948; and ATR42-500 and ATR72-212A aeroplanes, all MSN on which mod 05948 (commercially
known as ‘-600 version’) and mod 10367 have been embodied in production.
Reason:
Two occurrences were reported of temporary loss of all display units and Integrated Electronic
Standby Instrument. The initial investigation results revealed that the battery toggle switch FIN 7PA
and contactor FIN 1PA were two of the potential contributors to the reported cases.
This condition, if not detected and corrected, could lead to loss of control of the aeroplane.
To address this potential unsafe condition, ATR amended the Aircraft Flight Manual (AFM) and the
Master Minimum Equipment List (MMEL), and issued the AOM to provide instructions for
operational and electrical tests.
After that AD was issued, ATR published the SB, as defined in this AD, to provide modification
instructions. Consequently, EASA published AD 2023-0078, superseding AD 2021-0120-E, and
requiring modification of the battery toggle switch FIN 7PA integration wiring, expanding the
Applicability and prohibiting (re)installation of affected parts.
Since that AD was issued, it has been confirmed that Group 1 has to be amended by removing
certain MSN, which are Group 3 aeroplanes.

Amendment of the operator’s MEL in accordance with the above instructions is considered as
an acceptable method to comply with this requirement.
Concurrently with that action, inform all flight crews, and, thereafter, operate the aeroplane
accordingly.
Operational Test:
(3) For Group 2 aeroplanes: Within 30 days after 05 May 2021 [the effective date of EASA AD
2021-0120-E], accomplish an operational test of contactor FIN 1PA in accordance with the
instructions of the AOM.
Corrective Action(s):
(4) If, during the operational test as required by paragraph (3) of this AD, discrepancies are
detected, before next flight, accomplish the applicable corrective action(s) in accordance with
the instructions of the AOM.

Modification:
(6) For Group 1 and Group 2 aeroplanes: Within 12 months after the effective date of this AD,
modify the aeroplane in accordance with the instructions of the SB.
(8) After modification of an aeroplane as required by paragraph (6) of this AD, the dispatch
restrictions, as required by paragraph (2) of this AD, are no longer necessary and can be
removed from the operator’s MEL of that aeroplane.
(9) After modification of an aeroplane as required by paragraph (6) of this AD, the AFM
amendment, as required by paragraph (5) of this AD, is no longer necessary and the
procedures as specified in the OEB can be removed from the AFM of that aeroplane.
Part(s) Installation:
(10) Do not install (see Note 1 of this AD) on an aeroplane an affected part, as required by
paragraph (10.1) or (10.2) of this AD, as applicable.
(10.1) For Group 1 and Group 2 aeroplanes: After modification of the aeroplane as required
by paragraph (6) of this AD.
(10.2) For Group 3 aeroplanes: From the effective date of this AD.
Note 1: Removal of an affected part from an aeroplane and subsequent reinstallation of that
affected part on the same aeroplane, accomplished during a single maintenance visit, is not
considered as ‘install’ as specified in paragraph (10) of this AD.

B. REASON
Following in-service events of temporary loss of DC EMER electrical network in flight, the
aim of this Service Bulletin is to improve integration of the battery toggle switch (FIN 7PA)
in order to preserve the low current properties of a specific contact.
This modification also requires the replacement of relay (FIN 30MP) by a relay fitted with
voltage suppressor diode, to avoid any damage risk of the battery toggle switch (FIN 7PA).
For additional information regarding this Service Bulletin, refer to the AOM ref. 2021/05.
The change introduced by this Service Bulletin impacts the Time Limits.

(j) On DU, on Electrical system page, check that ACCF STBY BUSES is available.
(a) On 29VU, set the battery toggle switch (FIN 7PA) in “ON” position.
(b) On 25VU: check that initialization tests of MFC1A & MFC2A work properly
(several consecutive flashes on P/B SW lights from MFC1A and MFC2A),
(c) On 25VU: once MFC1A and MFC2A are started, check that initialization of
MFC1B & MFC2B work properly (several consecutive flashes on P/B SW lights
from MFC1B and MFC2B).

The following operational manuals are impacted and will only be updated and
provided after the release of an Airworthiness Directive that will be issued by EASA.
Operators should verify the List of Modifications (LOM) of these manuals to verify that
the modification No. 10367 is mentioned. In the meantime, the current operational
documentation remains applicable.
AFM : The EASA AFM revision is approved. In case of specific AFM issued for a
local Authority, the operator must make sure the corresponding AFM revision

3. ACCOMPLISHMENT INSTRUCTIONS
A. GENERAL
The following instructions assume that work will be accomplished when the aircraft is in
the appropriate maintenance configuration.
B. JOB SET-UP
(1) De-energize the aircraft electrical network and connect the aircraft to ground as per
MP ATR-A-24-4X-XX-00ZZZ-561Z-A.
(3) In cockpit compartment, on 80VU, remove lining panels 211XZ, 213CZ and 221FZ
as per MP ATR-A-25-13-10-01ZZZ-520Z-A.
(4) In cockpit compartment, on 90VU, remove lining panels 214CZ and 214BZ as per
MP ATR-A-25-13-10-01ZZZ-520Z-A.
C. MODIFICATION
(1) Valid for aircraft not equipped with modification No. 05928, in cockpit compartment,
on shelf 92VU, replacement of relay (FIN 30MP)

(d) Valid for aircraft equipped with modification No. 06529 or No. 06684 or Service
Bulletin No. ATR72-25-1129 or No. ATR72-25-1135, in zone 256, verify that the
FAP (Flight Attendant Panel) is power supplied.
(e) On 21VU, open circuit breaker DISPLAYS UNITS/F/O/DU4 MFD (FIN 15WK2):
- Verify that DU4 is still power supplied,
- Close the circuit breaker previously opened.
(f) On 21VU, open circuit breaker MFC/1A NORM SPLY (FIN 2UA1):
- Verify that MFC/1A is still power supplied,
- Close the circuit breaker previously opened.
(g) As per MP ATR-A-24-46-XX-00ZZZ-761Z-A start the power unit and verify the
correct operation (all control informations described in MP are right).
(h) De-energize the aircraft electrical network and disconnect the aircraft from
ground as per MP ATR-A-24-4X-XX-00ZZZ-561Z-A.
(i) On 29VU, set the battery toggle switch (FIN 7PA) in "OVRD" position
- Check that the MAIN BAT arrow is illuminated,
- Check that the EMER BAT arrow is illuminated.
(j) On DU, on Electrical system page, check that ACCF STBY BUSES is available.
(a) On 29VU, set the battery toggle switch (FIN 7PA) in “ON” position.
(b) On 25VU: check that initialization tests of MFC1A & MFC2A work properly
(several consecutive flashes on P/B SW lights from MFC1A and MFC2A).
(c) On 25VU: once MFC1A and MFC2A are started, check that initialization of
MFC1B & MFC2B work properly (several consecutive flashes on P/B SW lights
from MFC1B and MFC2B).
(a) On 21VU, open circuit breaker DISPLAYS UNITS/CAPT/DU2 MFD (FIN 15WK1):
- Check that DU2 is still power supplied.
(b) On 21VU, open circuit breaker PRIM REF/IESI NORM SPLY (FIN 2FN) :
- Check that IESI is still power supplied.

(d) On 130VU, open circuit breaker STBY HOR EMER PWR SPLY (FIN 22FN):
- Check that IESI is no longer power supplied.
NOTE: If main battery voltage is too low (<23VDC), the IESI may not restart after
the re-engagement of circuit breaker PRIM REF/IESI NORM SPLY
(FIN 2FN).
(g) On 21VU, open circuit breaker MFC2A AUX SPLY (FIN 4UA2):
- Check that DU2 is still power supplied,
- Check that IESI is still power supplied.
NOTE: If main battery voltage is too low (<23VDC), the IESI may no longer be
power supplied after the opening of circuit breaker MFC2A AUX SPLY
(FIN 4UA2).
(h) On 21VU, open circuit breaker DISPLAYS UNITS/CAPT/DU2 MFD (FIN 15WK1):
- Check that DU2 is no longer power supplied.
(i) On 21VU, open circuit breaker PRIM REF/IESI NORM SPLY (FIN 2FN):
- Check that IESI is no longer power supplied.
(j) On 21VU, re-engage circuit breaker MFC2A AUX SPLY (FIN 4UA2):
- Check that DU2 is power supplied,
- Check that IESI is power supplied.

(5) Valid for aircraft not equipped with modification No. 05928, cargo door - operation on
ground verification
(a) On 29VU, set the battery toggle switch (FIN 7PA) in “OFF” position:
- Check that DU2 and DU4 are no longer power supplied,
- Check that IESI is no longer power supplied,
- Check that MCDU1 is no longer power supplied.
(b) Outside the A/C, close the pax door and then open the cargo door control panel
5001VU:
- Check that it is possible to open the cargo door from the control panel 5001VU.
(c) On 5001VU, close the cargo door and the cargo door control panel.
E. CLOSE-UP
(1) In cockpit compartment, on 90VU, re-install lining panels 214CZ and 214BZ as per
MP ATR-A-25-13-10-01ZZZ-720Z-A.
(2) In cockpit compartment, on 80VU, re-install lining panels 211XZ, 213CZ and 221FZ
as per MP ATR-A-25-13-10-01ZZZ-720Z-A.
(4) Re-energize the aircraft electrical network and disconnect the aircraft from ground as
per MP ATR-A-24-4X-XX-00ZZZ-761Z-A.
