TITLE: SAFE USE OF MACHINE


1. Purpose : The procedure is provided for the use of all machining-Project-related managers,
supervisors and personnel when they are working with machines

2. Scope : Mechanical motion and actions on machines present hazards to the personnel
operating them. This procedure underlines the precautionary steps when working
with machines.

3. Reference : SWP-05 Personal Protective Equipment

4. Definition : Nil

5. Responsibility :

5.1 The Project Manager and Supervisors shall ensure that the safe work procedures are implemented
at the workplace.

5.2 It is the responsibility of the Project Manager, supervisors and all employees to ensure the
awareness of the safe work procedures prior executing of machining Projects.

5.3 Before starting machine and equipment, the operators must ensure that starting or operation that
the machinery will not endanger themselves or another worker.

6. Procedure

6.1 General Requirements :

 Only trained personnel are allowed to operate the machines.

 No one is allowed to remove or alter the machinery guards without seeking prior approval from
the Project Manager.

 Always ensure that the safety devices are in good working order. Report all defects found on the
safety devices to the immediate supervisor immediately.

 Operator is required to wear the necessary PPE at all times.

6.2 Machine Projects

6.2.1 Mechanical Safety

a. Perform a walk-around inspection of the test setup and make sure all electrical,
pneumatic and hydraulic connections are correct and secure.

b. All internal components of the equipments are properly set at the factory and should
require no further adjustment.

c. Pre-start check – ensure machine/ tool is checked for faults before operating

d. Safe device check – Check for effectiveness of Emergency brakes or buttons

e. Use of appropriate PPE is important

f. Start-up procedures – Follow closely & do not bypass any step

g. Machine in Project – Do not leave the machine unattended & inform your supervisor of
any faults immediately

h. Shut down procedures – Follow closely & do not bypass any step

i. Housekeeping – Clean work area regularly & ensure all tools are returned to their
respective place e.g. Tool-box

6.2.2 Machine Guarding

a. All dangerous parts of machinery & every parts of transmission by pulley belts or gears
shall be securely fenced, unless it is in such a position or so constructed as to be safe
for all operators

b. Flywheels connected to prime movers & its moving parts must be securely fenced
regardless of their positions

c. Where it is impracticable to securely fence a dangerous part of any machinery,


operator must be prevented from coming into contact with the dangerous part while the
machine is in Project

d. Traversing parts or self-acting machines shall not run within a distance of 600mm from
any fixed structure. This allow a persons to pass safely through the space between the
self-acting machines & the fixed structure

e. Install guarding over foot pedal of machine operated with foot pedal to prevent
accidental activation of the machine.

f. Do not temper with the guards installed on machines.

g. No machine Project is to be carried out unless machinery safety has been briefed

h. Notice on safety measure shall be prominently displayed near the machine

6.2.3 Electrical Safety

a. Ensure all electrical power is disconnected from the equipment prior to servicing.
Implement lock-out-tag-out where applicable.

b. Personnel must be fully informed of the hazards and dangers of electrical work.

c. Only qualified personnel should perform electrical and mechanical work.

d. Do not tamper with any electrical/ mechanical interlocks or safety devices.

e. Do not alter, disable or bypass system safety devices.

f. Do not adjust or service electrical equipment alone. Always ensure that a qualified
person who can render aid in case of an accident and is familiar with system
emergency shutdown procedures.

g. Turn off the electrical circuits at the main breaker before working on any electrical
circuits. Place warning tags on open circuits at the disconnection to prevent accidental
application of power during system maintenance procedures.

h. Wear suitable clothing while working within 1.2m of exposed electrical circuits.

i. Do not wear rings, wristwatches or clothing with exposed metal parts.

j. Avoid working on electrical circuits near water or when wet conditions exist.

6.2.4 Hydraulic Safety

a. Ensure all hydraulic pressure is removed from the equipment prior to servicing.

b. Always verify that line pressure is zero before disconnecting hydraulic lines.

c. Always block and restrain equipment under load, prior to disconnecting hydraulic
actuators or lines.

d. Never torque leaking connections or fitting while lines are pressurised.

e. Wear suitable clothing, eye & ear protections as necessary when operating or
troubleshooting.

f. Use eye protectors and wear leather gloves when checking for leaks. Use a piece of
paper around suspected areas to assist in searching for leaks.

g. If fluids is injected into the skin or punctures the skin, a doctor must be contacted
immediately to surgically remove it to prevent blood poisoning.

6.3 General Safety Precautions

 Observe safety precautions and obey safety signs and warning signs at all time

 Always remove electrical power and then use test equipment to confirm that a high voltage
electrical circuit is at ground potential or zero volts before performing maintenance, service or
repair.

 Do not service or perform potentially dangerous maintenance tasks alone.

 Personnel working with or near high voltages shall be familiar and trained in modern methods of
CPR (Cardiopulmonary Resuscitation)

 While performing maintenance, service or repair. Power sources as following but not limited to:

 Electrical Power
 Other High Pressure Gases
 Pressurised Fluid
 Lines containing Pressurised Fluid

 If clothing becomes soaked in hydraulic fluid, wash thoroughly with soap and water.

 Wear necessary Personal Protective Equipment during handling of hydraulic fluid, lubricants
and cleaning solvents.

 Keep consumable away from heat source if they are flammable.

 Avoid consumable vapours. Wear respiratory mask.

 Clean all spills immediately to avoid slip and fall.

 Hydraulic fluid, oils and cleaning solvents must be disposed of properly as waste materials by
licensed contractors.

 Do not tighten hydraulic/ pneumatic fittings or components under pressure.

 Use lifting devices when carrying heavy load.

 Do not touch hot parts using bare hands.

 Wear ear protectors when operating in noisy environment.

 Do not operate equipment with enclosure doors opened, or component covers or equipment
guards removed.

 Do not wear gloves or loose clothing when operating threading machine and bench drilling
machine. Keep sleeves and jackets buttoned. Do not reach across the machine or pipe. Keep
hands away from rotating pipe and fittings.

6.4 Non-compliance

6.4.1 During routine inspection Project Manager and Supervisors shall rectify/advise the
concerned parties to take corrective and preventive actions to eliminate all the unsafe acts
and conditions (if any).

6.4.2 In case of any major non-conformances i.e. use of unauthorized materials / repetitive
mistake by the employees, the Project Manager may take appropriate disciplinary action
against the employees and shall ensure that corrective action has been taken before
resume works.
